Labor market distortions provide a second-best case for protection. However, the implications are less obvious when the product market is imperfectly competitive too, as suggested by several partial equilibrium studies. This paper adopts a general equilibrium approach, combining unionization in labor markets with monopolistic competition in product markets. Two labor market settings are considered: fully centralized wage bargaining ("Scandinavia", for short) and negotiation at the firm level ("Latin America"). The competitive labor market case is used as a benchmark. It is shown that in Latin America the second-best tariff is higher, and the welfare level lower, than in the benchmark case. Scandinavia reaches the first best under free trade.  相似文献

This paper provides new insights in understanding the adjustments of the labor market to trade liberalization policies in an economy producing tradeables and nontradeables. The results of the paper indicate that the short-run effects of trade liberalization on wages, labor allocation and worker welfare is contingent on certain explicit production and demand conditions that exist in an economy. The production condition is related to the slope of the labor demand curve in a given economy and the demand condition is related to the difference in the cross-price elasticity of demand of nontradeables to the price of importables and exportables. The necessary combination of these conditions needed for trade liberalization to be welfare improving in the short run is explored.  相似文献

A model of herding behavior in the labor market is presented where employers receive signals with limited precision about the workers types, and can observe previous employers decisions. Both the employer and the worker can influence the signal probabilities. In particular, the employer tries to increase the precision of the signal about the workers type whereas the worker wants to get a good signal, independent of her type. In a two-period model, we derive conditions for an equilibrium in which only down-cascades occur, i.e., the second employer does not hire a worker with a bad history even if he receives a favorable private signal about the workers type, but he follows his own signal if the workers history is good.  相似文献

We study the optimal mechanism for downsizing the public sector which takes into account different informational constraints (complete versus asymmetric information on each worker’s efficiency) and political constraints (mandatory versus voluntary downsizing). Under complete information, the optimal structure of downsizing (who is laid‐off and who is not) does not depend on the political constraint and is determined by the (marginal) cost of retaining a worker in the public sector. Since this cost includes his opportunity cost in the private sector, information acquisition on opportunity costs affects the structure of downsizing. Under asymmetric information, the political constraints determine which workers obtain information rents and therefore affect the structure of downsizing. An increase in the precision of the information on workers’ opportunity costs may increase or decrease social welfare depending on its impacts on the information rents.  相似文献

本文认为就业再选择是劳动力市场的基本特征。通过就业再选择使企业内部劳动力市场与外部劳动力市场连接在一起而成为一个整体。劳动者进行就业再选择的频度和难易程度,决定企业内外劳动力市场一体化的程度和劳动力市场的效率水平。因此,企业的人力资源管理,则必须摆脱“员工属于组织”的传统观念,以员工的就业再选择为出发点,并且,促进劳动者进行就业再选择才是建立健全劳动力市场机制的根本途径。  相似文献

This paper contributes to an institutional theory of crime. More specifically, it focuses on the problem of the mafia and the infiltration of legitimate businesses. In legal markets, the mafia resorts to artificial scarcity as a functioning principle. Although scarcity and its consequences for market economies are key aspects of mainstream economics, they have been insufficiently analyzed because the emphasis is only on "natural" scarcity. The mafia phenomenon reveals that scarcity can also be institutionally created. This type of scarcity encourages the process of market collectivization and empowers those generating it. The mafia's legal activities establish a system of "waiting lines" and monitored access to goods. Instead of being merely coercive and openly violent, the mafia builds a new lasting order, producing its own rules, and even breeding social legitimacy.  相似文献

In the presence of increasing specialization of workers it becomes more and more difficult for firms to find the most suitable workers. In such an environment a multinational enterprise (MNE) has an advantage because it can exchange workers between plants in different countries. Recruiting from the home and foreign plant leads to a larger labor market pool for an MNE, reducing the mismatch of its workforce. This paper analyzes the consequences of this advantage for production, employment, prices and wages. In line with recent empirical results, we find that the additional ability to recruit workers from the home and foreign labor market leads to lower mismatch, higher average productivity of workers, lower prices, higher output, and higher employment of a plant of an MNE as compared with a national firm, while the wage‐effects depend on firm productivity.  相似文献

At the center of the on-going debate about the U.S. Social Security system is the question of whether the way the system is financed can cope with the future challenges posed by the retiring Baby Boom generation. The "reformers" suggest changing the design of the system by moving to fully funded defined contribution retirement plans. Others argue that the so-called demographic problems are being used as an excuse to privatize the system. But both sides spend almost all of their energy and time figuring out the timing of insolvency of the system and the validity of the assumptions made in each forecast. In contrast, the present study closely examines the changing macroeconomic dynamics of the system since the 1960s. The analysis shows that undermining of the system is caused not by demographic changes or financing mechanisms but by low wages and medical inflation.  相似文献

This paper outlines theoretical insights regarding the motivationand effects of labor market institutions, and reviews empiricalstudies of relevant evidence from European and other countries'historical experience. Institutional interference with laissezfaire labor market outcomes has both economic and distributionalimplications, which depend on the structure of markets and onthe details of policy implementation. 近年来我国劳动收入在初次分配中的比重呈下降趋势。劳动收入比重偏低会对收入分配公平、消费投资平衡和经济增长质量产生负面影响。文章基于劳动力市场的视角对我国劳动收入比重偏低的成因进行了理论研究,并采用我国2000-2011年省级面板数据,构建了一个劳动收入比重决定模型,实证检验了经济发展过程中,二元经济转型和劳动力市场分割对我国劳动收入比重变化的影响。研究结果表明,我国劳动收入比重偏低是二元经济转型的特定发展阶段和劳动力市场分割的制约力量协同作用的结果。在二元经济转型过程中,劳动收入比重的变化趋势呈U型规律。我国劳动收入比重偏低的原因在于,劳动力市场城乡分割和劳动力市场行政垄断行业分割延缓了二元经济转型进程,增加了劳动收入比重在下降阶段的停留时间。因此,稳定我国劳动收入比重的关键是削弱劳动力市场分割,加快二元经济转型。  相似文献

"关系"是中国社会的基本符号之一,它是中国社会资源配置与利益分配的重要途径。社会分层的本质是人对资源的支配与占有体现出来的人群与人群之间的关系。中国的关系型社会强化了中国当前的社会分层。当前,中国关系化的特点是资源的占有者之间签订互利的关系合约或隐含合约,关系化与制度缺陷的结合使得中国产生了公共资源私人经营和私人资源公共经营的现象,形成了强大的资源占有者共同体,并使原有的资源优势阶层具有了内生强化的机制。这使得资源配置与社会利益的分配向具有资源优势的利益共同体大幅倾斜,从而出现资源配置过程中的不平等现象,在劳动力市场的表现是劳动力市场的进一步分割带来的效率损失。这时市场上的个人所得建立在社会成本基础之上。这对中国当前正在面临的经济转型可能带来极为不利的影响。  相似文献

This study examines the effect of the use of internet job search (IJS) on individual wages. The data utilized in the study are obtained from the Internet and Computer Use Dictionary in the Current Population Survey of September 2001 and October 2003. An Oaxaca Decomposition is used to examine the extent to which wage differences are influenced by IJS. The results show that accessibility to the internet is a crucial factor in the decision of an individual to utilize the internet for job search activities. However, no clear evidence exists that IJS increases individual wages. Additionally, the study also demonstrates that IJS is subject to self-selection bias. Thus, failure to control for self-selection bias results in a very serious bias in estimation.  相似文献

劳动力市场城乡间分割 ,在改革之前是政府推行重工业优先发展战略的需要 ,在改革以来则是受到城市利益集团的影响而得以维持。本文利用计划迁移数量决定的计量分析 ,以及北京市就业保护政策的演变实例检验了上述假说。由此得出的结论是 ,户籍制度是劳动力市场上就业保护的制度基础 ,其改革有赖于一系列配套改革的完成。  相似文献

中国的国有企业一直面临着垄断的指责,但这种指责却是极其模糊和偏颇的。本文从时间与空间对垄断的概念进行界定,认为垄断是一种相对而非绝对的状态,其基础源于分工,是一个在与市场的相互作用下不断扩张的过程。笔者认为,从这种理论概念的澄清上可以看出,对于国有企业而言,绝大部分对于垄断的指责是偏颇的,也是不符合现实的。  相似文献
