User voice and complaints can serve as important inputs to innovation in public services. User knowledge can be harnessed to provide insights and ideas that prompt more effective service responses and add value to service delivery. However, the mechanisms for harnessing user voice and complaints are often not fully understood, and their potential is often underdeveloped. This paper elaborates a conceptual framework which maps the processes by which user voice and complaints might prompt effective public service innovation. Six practical real-world examples are then presented and analysed to illuminate discussion of some critical success factors for consumer-knowledge-enabled innovation.  相似文献

为了促使企业积极利用创新公共服务平台,文章建立了创新型企业与政府之间的博弈模型,从理论层面证明了创新型企业积极利用创新公共服务平台将有益于企业快速达到利润目标,同时政府应该加强公共服务平台的建设。最后,利用Matlab软件进行数值模拟分析,结果表明,创新型企业应该与政府相互合作。但是,当合作达到一定程度后,创新型企业和政府应谨慎投入。  相似文献

ABSTRACT

Suggesting a virtuous triangle constituting public service innovation of new governances, innovation and learning, the paper examines how and why a particular mode of learning occurs: that of play. Having identified an absence of research literature on play as a catalyst for new ideas in public services, the paper argues that the diversified nature of public services and disciplinary intermixing offers fertile ground for playing with new service ideas. Our conception of play avoids functional interpretations, such as Amabile or individualizing the results of play and instead draws upon Vygotsky’s social learning theory to conceptualize play as a group activity from which new ideas emerge and suggest a new framework for understanding purposive play at work and the contribution it can make to public service innovation.  相似文献

This paper contributes to theorizing and analysing different processes of co-production and value co-creation within outcome-based contracting (OBC). It investigates how different OBC mechanisms are implemented in practice, and with what implications for public service users’ experiences and outcomes. Using realist synthesis techniques, the paper analyses existing evaluations that focus on users’ experiences of OBC in welfare-to-work services and a homelessness project. It highlights how OBC can affect equality, effectiveness and innovation within public services. The paper also exemplifies the importance of analysing how the political and policy context of public services affects both service pathways and their outcomes.  相似文献

This article is focused on public service innovation from an innovation management perspective. It presents research experience gained from a European project for managing social and technological innovation in the production and evaluation of citizen-centred internet-enabled services in the public sector. It is based on six urban pilot initiatives, which sought to operationalise a new approach to co-producing and co-evaluating civic services in smart cities – commonly referred to as open innovation for smart city services. Research suggests that the evidence base underpinning this approach is not sufficiently robust to support claims being made about its effectiveness. Instead evaluation research of citizen-centred internet-enabled urban services is in its infancy and there are no tested methods or tools in the literature for supporting this approach. The paper reports on the development and trialing of a novel Co-evaluation Framework, indicators and reporting categories, used to support the co-production of smart city services in an EU-funded project. Our point of departure is that innovation of services is a sub-set of innovation management that requires effective integration of technological with social innovation, supported by the right skills and capacities. The main skills sets needed for effective co-evaluation of open innovation services are the integration of stakeholder management with evaluation capacities.  相似文献

Innovating to improve public service is regarded as potentially obligatory, not merely laudable, part of good public management. However, the moral content of an obligation to innovate is not well understood. How can we innovate ethically? In academic bioethics and research ethics, the obligatory nature of the ‘research imperative’ is discussed and criticized. In this article, I outline the content of what I call the ‘innovation imperative’ and draw a parallel between the innovation imperative and the research imperative, arguing that the ethical principles that govern innovation in public service are similar to those governing research imperative in biomedical sciences.  相似文献

Innovation research suggests that innovation types have different attributes, determinants, and effects. This study focuses on consequences of adoption of three types of innovation (service, technological process, and administrative process) in service organizations. Its main thesis is that the impact of innovation on organizational performance depends on compositions of innovation types over time. We examine this proposition by analysing innovative activity in a panel of 428 public service organizations in the UK over four years. Our findings suggest that focus on adopting a specific type of innovation every year is detrimental, consistency in adopting the same composition of innovation types over the years has no effect, and divergence from the industry norm in adopting innovation types could possibly be beneficial to organizational performance. We discuss the implications of these findings for theory and research on innovation types.  相似文献

Academic literature and policy on co-location of local public services focus on the cost benefits. Other benefits and outcomes of co-location, including service innovations benefiting users, are under-conceptualized. This paper suggests a framework for evaluating co-location as a learning environment for innovation, drawing on new case studies of five Community Health Partnerships in Scotland charged with more closely coordinating health and social care. We conclude that partnerships using co-location are benefiting from additional service innovations.  相似文献

This article explores the previously unexamined relationship between innovation and regulation in public service organizations. Innovation and regulation are conceptualized as different types of change - innovation is discontinuous change and regulation change to modify the behaviour of regulatees in relation to standards. Evidence is presented from a highly regulated public services sector - English housing associations, which are regulated by the Housing Corporation. In order to explain the behaviour of the case study housing associations and the regulator to innovation a two-stage innovation classification technique is developed and tested. Stage one draws upon social policy typologies, and stage two on attributes shown to influence innovation in other research. Housing associations' innovations are presented, categorized and classified. The findings indicate that innovation occurs at the borders of regulatory jurisdiction and that it is the tensions over these boundaries that are key drivers of innovation.  相似文献

Employees may be a source of performance-enhancing innovation or an obstacle to its implementation. This article develops a model of felt responsibility for change that integrates general and public sector-specific components. Structural equation modelling using survey data collected from Korean government employees suggests that both transformational leadership and performance-based incentives influence change attitudes by strengthening an organization’s climate for innovation. The analysis also suggests that transformational leadership wields influence through reinforcing public service motivation. It is argued that this path is uniquely relevant to the implementation of reform in the public sector.  相似文献

Although environmental innovation studies have traditionally focused on manufacturing firms, the distinctive features of eco‐innovation activities carried out by service firms require special attention. Using the Spanish Commumity Innovation Survey (CIS), this paper determines which are the main drivers of undertaking eco‐innovation and investigates the similarities and differences between service and manufacturing firms within the five sub‐groups of services (supplier dominated, scale intensive physical networks, scale intensive information networks, science‐based, and others). The results confirm that the main eco‐innovation triggers are similar—technological push factor orientation (internal R&D and persistence) and firm size—while the impact of market pull factors and public environmental legislation differ within the services sub‐groups. In addition, we find a high degree of heterogeneity within service firms. In contrast to traditional service firms, those in the groups involving R&D activities, information networks, and scale‐intensive physical networks exhibit intensive eco‐innovation performance and show a high level of green indicators.  相似文献
