Paying Indigenous communities to conserve land for carbon sequestration is a controversial way of tackling climate change. Critics argue that paying for ecological services (or ‘PES’) in the form of carbon offset programmes reduces land and social relations to an economic transaction that devalues Indigenous livelihoods and communities. At the same time, empirical studies have shown that Indigenous communities have accepted and even embraced the idea of being paid to conserve land for climate change mitigation. This paper explores this apparent contradiction by investigating the implementation of Programa Socio Bosque (PSB), a PES carbon sequestration programme in Ecuador. Drawing upon primary fieldwork in the highland province of Chimborazo, it makes the case that PES programmes need to be understood as form of state power that reconfigures and reinforces the ways in which Indigenous peoples engage with the state. Particularly important in this regard is the role of the state in reinforcing the agrarian conditions under which Indigenous communities use and interpret PES payments while at the same time reconfiguring new forms of land conservation. Empirically, the research reveals important complementarities between the goals of carbon sequestration PES programmes and Indigenous land-use practices. Methodologically, it highlights the importance of situating the study of PES programmes in a context of land struggles, community–state relations and agrarian change.  相似文献

Current intensification of agricultural activities in Indonesia has led to increased use of tropical peat swamp forests for agriculture. Ideally, peat swamp ecosystems should not be disturbed as they provide essential services such as soil erosion control, ecosystem stabilization and moderation of climate and energy fluxes as well as reducing carbon emission and conserving biodiversity. In this study, agricultural land from Giam Siak Kecil–Bukit Batu Biosphere Reserve in Indonesia was evaluated to assess the impact of oil palm (burning and without burning) and rubber (5–10 and >40 years old) plantations on soil properties through comparisons with soils from a natural forest (NF). Substantial changes in the physico-chemical properties of soils from both plantations were observed including significant reductions in soil organic matter (4–18%) and water holding capacity (22–53%), but an increase in bulk density (ρb) (0.08–0.17?g?cm?3). A significant increase in bacterial biomass was also observed following conversion of the NF to plantation (p<0.05). However, the oil palm plantation (OPP) (without burning) showed reduced microbial activities and the lowest Shannon diversity values (2.90) compared to other samples. Community-level physiological profiling showed impaired community function only in soils from the OPP but higher CO2 exchange rates in most plantation soils. Soils from the rubber plantation (RP) were less impaired in terms of their natural function and therefore RPs appeared to be more suitable for sustainable agricultural use than OPP.  相似文献

The Canadian Arctic is a unique food producing region. Much of the food produced in the Canadian Arctic has a strong tie with Indigenous cultures and communities, is produced or harvested in a pristine environment, and features species not commonly consumed in other parts of Canada. Building upon previous work and using data from a survey of Canadian consumers featuring a discrete choice experiment positioned around a seafood purchasing decision (Arctic Char), we use a latent class model to examine heterogeneity in consumer responses to Arctic food. We identify three groups (classes) of consumers who differ in the relative importance placed on geographic origin, Indigenous origin, wild harvested (vs. farmed), and certification for sustainability and authenticity. A class membership model explores the sociodemographic and psychographic characteristics differentiating consumers across these three groups, including food neophobia and consumers’ prior perceptions of the Arctic as a food producing region with respect to quality expectations, environmental and social impacts, Indigenous cultural origins, health, moral and price concerns. Our analysis sheds light onto Indigenous cultural origin as a novel type of credence attribute. We discuss implications for the Arctic food sector and for regional certification initiatives.  相似文献

Payments for environmental services (PES) have gained wide popularity as approaches to promote environmentally friendly land use or agricultural production practices. Yet academics have also voiced concerns against seeing PES as a panacea. This article discusses whether PES is an appropriate and promising approach to promote so‐called “climate‐smart agriculture” (CSA) practices, which we define as agricultural production practices that contribute to CO2 emission reductions and/or removals and provide benefits to farmers via increased productivity and profits and reduced vulnerability to climate change. PES appears most promising for the promotion of CSA practices in small‐scale farming contexts with low incomes. Effective design, however, requires solid estimates of cost and benefit flows from CSA adoption over time, accounting for differences in socioeconomic and ecological conditions, and addressing the risk of leakage. Funding for such PES will likely have to come from public sources, and seems most promising where synergies with other objectives such as agricultural development, food security, and climate adaptation or other environmental services exist. The potential of alternative approaches for CSA support such as taxation with rebates for CSA practices, CSA‐related investment support such as microcredits, and hybrid approaches such as conditional microcredit should be further investigated.  相似文献

The agricultural sector in West Africa is not at present capable of meeting the growing demand for food for its population and of reversing unfavourable trends in soil degradation. We argue that integrated soil management is an essential condition for sustainable agricultural development in the many regions in West Africa where population pressure forces an intensification of land use. Such an approach combines improved soil-moisture storage measures, and the use of organic and inorganic fertilizers and soil amendments. The synergetic effects which could result from this combination are indispensable for achieving the productivity increases needed to cope with the pressure of population. Current (neo-liberal and ecological-participationist) policy approaches are unable to realize the transition towards integrated soil management technologies. The time lags involved in learning to use new technologies, in the adaptation of technologies to local circumstances, and in reaping the benefits of soil fertility investments call for (at least temporary) support of agricultural incomes.  相似文献

One consequence of increasing agricultural trade is a shift of geographic location of agricultural activity to more economically productive countries. Whether or not the economic efficiency translates to environmental efficiency for agricultural goods is an open question. To examine environmental implications of shifting agricultural location, we analysed the life-cycle greenhouse gas (GHG) emissions of rice production in Japan and the US for the Japanese market in a comparative manner. This paper presents the life-cycle assessment of brown japonica rice. Our computation of GHG emissions of rice production in Japan and the US were 3.54 and 2.99?kgCO2-eq kg-rice?1, respectively. With respect to harvested area, the emissions were 18.4 in Japan and 27.8?tCO2-eq ha?1 in the US. For Japan to be environmentally competitive with the US production, fundamental restructuration of field size is necessary to increase yield. In conclusion, economic efficiency does not translate to environmental efficiency with the case of rice production. Importing rice is both economically and environmentally viable option for the Japanese market.  相似文献

Migration is of particular concern to Indigenous peoples and communities. It physically separates those who migrate from the land upon which collective processes of labour and ritual practice are often based, it affects congruence between individual and collective rationality (as migrants make the choice to maintain or relinquish community membership), and it robs communities of the adult residents who can be essential for projects of collective action. Using the concept of comunalidad, created by Indigenous intellectuals in Oaxaca, Mexico to analyse the importance of alternative practices surrounding land, labour, governance, and ritual found in the region, we show that while Indigenous villages are profoundly affected by different forms of migration, migration itself is not necessarily a “death knell” for Indigenous peasants. We argue that communities struggle—often successfully—to find ways to evolve and reconfigure themselves economically and politically, incorporating migration into the fabric of their daily lives and organizational structures. To make this argument, we draw on ethnographic research conducted with Indigenous Oaxacan transnational communities, both in the United States and Mexico.  相似文献

In the Greater Vancouver region (Canada) tensions exist where urbanization encroaches onto agricultural land. A recently issued white paper proffered ideas to stimulate discussion on land-use plans and public policies to encourage and enhance agriculture while accommodating a doubling of the region's population. It evoked a visceral response from local and regional politicians, planners and agrologists who saw it as an heretical attempt to undermine land conservation. Proponents saw innovative strategies to ameliorate entrenched antipathy between competing perspectives. The core arguments and corresponding critique, outlined in this paper, bring to light elements of a broader debate about the vitality and sustainability of agriculture in British Columbia, as elsewhere, centring on issues of food security (supply) and food sovereignty (control) within two competing agricultural paradigms: human-scale agri-food systems and conventional industrial agri-business. Municipal enabled agriculture (MEA) is advanced as a catalyst for the full integration of the agri-food system within the planning, design, function, economy and community of cities and vice versa. MEA can make significant contributions to local and regional economies and has the potential to alter the way communities are designed to reduce unsustainability, planned to incorporate resilience, and organized so that they flourish socially and culturally.  相似文献

This research characterizes the biological diversity of millet crops in the semiarid regions of India at the household and village‐community ( panchayat) scales of analysis, placing that evidence in the context of local seed systems. A set of seed system parameters that span formal and informal exchange and can be measured empirically are proposed. The analysis is based on data collected through sample surveys of farmers and traders in selected sites of Karnataka and Andhra Pradesh, combined with cultivar taxonomies developed with geneticists and applied to seed samples. Findings demonstrate that millet crop diversity levels at both scales of analysis are significantly influenced by seed system parameters, factors which related studies have omitted. In particular, the presence of active local (formal and informal) seed markets enhances millet richness among and within farming communities. Crop improvement strategies oriented toward local seed markets could provide important benefits and incentives to farm households living in these marginal environments. There is a need, however, for an enhanced theoretical understanding of local seed markets in analyzing crop variety choices and the diversity of materials grown in less favored environments.  相似文献

Crop landraces contribute to food security and agricultural research that supports productivity or enhances product quality. The few extant landraces still grown in Hungary are found in home gardens, which are subsistence-oriented, small-scale family farms managed with traditional practices. A pluralistic economics methodology was developed to analyse the prospects of including landraces and home gardens in Hungary's National Rural Development Plan. The methodology draws from three fields of economic inquiry: institutional economics, environmental economics and agricultural economics. Data were collected using qualitative and quantitative approaches from over 300 farmers across 22 communities in three regions. This paper summarizes the methodology and highlights its advantages. North America has few cultural agricultural landscapes, and often commensurately poor governance arrangements for managing change in such settings. This research uses the Acadian dykelands of Nova Scotia, Canada, as an opportunity to explore the social and governance limits to coastal climate adaptation in ‘new world’ cultural agricultural landscapes, as well as inform local decision-making. Approximately half of Nova Scotia’s coastal wetlands were converted to dykeland in the 1600s, lowering local resilience to the increased frequency and storm severity anticipated with climate change. Today, dykelands protect a diversity of public and private interests, meanings and values, yet are controlled by the agricultural sector, which can no longer afford to maintain them all to 2050 climate projections. We report here on a representative online Q-methodology survey of 183 adult Nova Scotians in the spring of 2015. Respondents sorted 34 statements along a normal distribution about whether they prefer dykeland maintenance or wetland restoration, and under what governance arrangements. Four factors were derived: the dominant discourse was local, female and strongly pro-dykeland, indicating the likelihood for local resistance to dykeland removal on for cultural, recreational and farming reasons. The second factor was supportive of wetland restoration for reasons of efficiency, not wetland affinity, but characterized by those in positions of management power. The two minority viewpoints were less informed about dykelands, characteristic of outsiders, and concerned more with governance. More education is needed about the challenges facing dykelands, the benefits of coastal wetlands, and the management options, but this research shows proposals to change landscape should emphasize flood mitigation over cost-saving. Cultural values and status quo bias are clearly barriers to adaptation planning, even when discussing the removal of man-made structures. The factors were surprisingly polarized, suggesting the forced-normal distribution affects the space available to convey nuanced perspectives. Large p-set Q-method of this kind is likely most useful for characterizing the emergent discourses demographically, and understanding their prevalence; the same discourses had emerged within a much smaller pilot study.  相似文献

This study uses resource‐based measures to explore the evolution of China's demand and supply for food. China's dietary shift from plant to animal‐based foods, induced by its income growth, is likely to impose considerable pressure on agricultural resources. China's demand for food on this measure appears consistent with global trends, while China is an out‐performer on the supply side, producing much more food than its income level and land endowment would predict. China's current per capita income is in a range where consumption growth is high and in excess of production growth, but the gap between supply and demand is likely to diminish as population and per capita consumption growth decelerate. Continuing agricultural productivity growth and sustainable resource management will be important influences on the growth of China's future net import demand for food.  相似文献

To investigate the impacts of tillage and crop residue managements on soil CO2 emission and C budget in a wheat (Triticum aestivum L.)/maize (Zea mays L.) double-cropped system in the North China Plain (NCP), a field experiment was conducted consisting of four treatments: tillage with crop residues retention (CT+), tillage with crop residues removal (CT?), no-till with crop residues retention (NT+), and no-till with crop residues removal (NT?). Daily soil CO2 fluxes changed with crop growing stage and peaked during the most vigorous growth of period, fluxes in maize season were higher than those in wheat season. Compared to the tilled soils, cumulative CO2 emissions were significantly lower under no-till treatments. The largest cumulative CO2 emission occurred under CT+ (65?g CO2-C m?2 y?1) and the smallest was under NT+ (39?g CO2-C m?2 y?1). After 5 years of the experiment, soil organic carbon (SOC) sequestration were greater with crop residues retention (CT+ and NT+) than with crop residues removal (CT? and NT?), the maximum SOC stock was in NT+ (5940?g C m?2) while the minimum was in CT? (3635?g C m?2). NT+ could help to mitigate CO2 emission in the annual wheat/maize double-cropping system of the area.  相似文献

Providing nutritious and environmentally sustainable food to all people at all times is one of the greatest challenges currently facing society. This problem is particularly acute in Africa where an estimated one in four people still lack adequate food to sustain an active and healthy life. In this study, we consider the potential impact of future population growth and climate change on food security in Africa, looking ahead to 2050. A modelling framework termed FEEDME (Food Estimation and Export for Diet and Malnutrition Evaluation) was used which was characterized to model the impacts of future climate changes (utilizing the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios projections) and projected population growth on food availability and subsequent undernourishment prevalence in 44 African countries. Our results indicate that projected rapid population growth will be the leading cause of food insecurity and widespread undernourishment across Africa. Very little to no difference in undernourishment projections were found when we examined future scenarios with and without the effects of climate change, suggesting population growth is the dominant driver of change. Various adaptation options are discussed, such as closing the yield gap via sustainable intensification and increasing imports through trade and aid agreements. These strategies are likely to be critical in preventing catastrophic future food insecurity.  相似文献

The data from long-term management and cropping systems experiments are needed to assess changes in soil quality, organic carbon pool, and agronomic sustainability. Thus, a 13-year-old soil fertility management experiment was used to assess the impact of crop residues carbon (C) inputs on SOC stock in a rainfed groundnut (Arachis hypogeae L.)–fingermillet (Eleusine coracana (L.) Gaertn) rotation in semiarid alfisol. The application of farmyard manure (FYM) alone or in a combination with chemical fertilizers contributed to higher amounts of C inputs and subsequently to build up a higher SOC pool. Application of 10?Mg?ha?1 of FYM and a recommended dose of chemical fertilizer (25:21.8:20.7 and 50:21.8:20.7?kg?N, P, K ha?1 for groundnut and fingermillet, respectively) increased soil SOC pool by 41.2% to 73.0?Mg?ha?1 with an increase of 9.3?Mg?ha?1 over 13 years. Both SOC pool and rates of its sequestration were positively correlated with cumulative C input and sustainable yield index. A minimal input of 1.62?Mg?C?ha?1?yr?1 is needed to maintain SOC pool at the antecedent level. Balanced application of NPK fertilizers is needed to reduce and reverse the depletion of SOC pool.  相似文献

Agricultural sustainability practices make the best use of both nature's resources and available technology, and generally avoid those land use practices that lead to greater environmental stress. There are examples in some agro-ecosystems, however, where stress is vital to food quality and productivity. In the case of grape production, a limited amount of environmental stress actually leads to an increase in fruit quality, and with wine grapes, to improved wine quality. But when the stress exceeds an acceptable threshold, vine vigour declines and production and quality may be compromised. Using our experiences with environmental stress in grapes grown in the landscapes of Central and Eastern Washington, USA, we question how agricultural sustainability should consider environmental stress, and at what point management interventions contribute or detract from a sustainable system. Framed by the two French land-related terms ‘appellation’ and ‘terroir’, we discuss agricultural sustainability for grape cultivation in an arid climate.  相似文献

The Food Security Act of 1985 sets the United States (U.S.) policy course for the five years, 1986–1990, in the areas of farm product prices and farmer incomes, agricultural production, food aid, and trade in agricultural products. It is clearly an evolution of past policy, deeply rooted in the institutional processes of participatory policymaking. The Act will have important implications for not only domestic producers, consumers, agribusinesses, and taxpayers, but alto product agricultural exporters and importers around the world. Just as it was substantially, affected by the current loss of export markets and the economic crisis in the U.S. agricultural sector, its implementation and impacts will be affected in the future by the unpredictable weather, macroeconomic conditions around the world, and international trading policies. This article examines the development of the policy embodied in the Act and analyzes its primary economic implications. Although most provisions of the U.S. agricultural price and income policy that had evolved over the past half century were continued, important changes were made. The resulting policy closely mirrored the preferences revealed from research concerning farmers and leaders of national agricultural and food interest groups. Primary changes from the previous 1981 Act were: lengthening the duration to five years; substantial lowering of the minimum price support levels; permitting a gradual decline in the minimum target prices; providing for a whole dairy herd buyout program; establishing export enhancement initiatives through credit, promotion, and export payment-in-kind (PIK); and initiating major efforts to increase farmland conservation and withdrawal of fragile lands from production. Likely implications of the new Act include: (1) lower product prices for agricultural producers around the world, and also farmer incomes if there is no income protection from national policies; (2) a similar but a less proportionate impact on consumers; (3) a substantial burden on the U.S. Treasury, and possibly those of the other nations as well, depending upon the type of policies followed; and (4) likely intensification in the immediate future of the economic conflicts and negotiations between major agricultural trading nations of the world. Research played a vital role in the development of the U.S. 1985 Act. Given the turbulent, uncertain, and important nature of the agricultural and food sector in the world, research is challenged to provide more and better knowledge for future policymaking.  相似文献

There is a recognized need for the participation of local communities in designing and implementing agricultural interventions for the sustainable intensification in smallholder systems. This study examines the perspectives of local community leaders towards the widely promoted, but not widely adopted, practice of Conservation Agriculture (CA) in African smallholder systems. Perceptions from 47 community leaders (both from traditional local authorities and farmer organizations) across six African countries are documented regarding how CA matches the wants, needs and capabilities of farmers in their communities. While community leaders generally perceived CA as potentially beneficial, they also indicated that CA is not currently perceived as feasible within their communities and hence has limited relevance. Three key themes were identified that limit both CA use and sustainable intensification more generally: [1] a perceived reluctance of farmers to engage with the community platform as part of a higher input, market-oriented production system; [2] informational constraints due to non-functional exchange mechanisms; and [3] a lack of local adaptation of CA underscored by the persistence of top-down, linear research and extension approaches. Through greater understanding of local perspectives, a clearer picture emerges of the need for greater participatory engagement and local adaptation if sustainable intensification of African smallholder agricultural systems is to be achieved.  相似文献

黑龙江是农业大省,森林的多种服务功能对主产区粮食生产具有重要意义。黑龙江省粮食主产区的森林生态系统服务功能主要包括气候调节、涵养水源、减少土壤肥力流失、净化环境、生物栖息地、有机物质生产等。客观衡量黑龙江省粮食主产区的森林生态系统的服务效能,对于粮食主产区森林资源保护、生态建设及其科学制定粮食生产和生态建设规划具有重要意义。针对黑龙江省粮食主产区森林的生态系统服务功能进行了分析和评价,并提出了合理的森林资源保护对策和建议。结果表明森林资源对黑龙江省粮食主产区生态环境改善和黑龙江省农业(农村)可持续发展具有重要的意义。  相似文献
