This article reports on a two‐year study of union/community organizing in the UK, USA and Australia. It takes a particular model of organizing — that of the Industrial Areas Foundation — and analyses trade union engagement in coalition‐building activity in each of the three countries. Findings show mixed approaches to working with community groups from ad hoc instrumentalism to deep coalition‐building. While these variations may, in part, be explained by different industrial relations contexts, it appears that the ‘fit’ between ideology and culture of unions and their coalition partners, as well as the practices and strategies that reinforce this fit, have much greater effect on the attitude and behaviour of unions towards non‐workplace‐based organizing. The article contributes to debates about the conditions under which unions succeed (or not) in sustaining strong coalition‐building beyond their traditional constituencies.  相似文献

This study considers how union performance in terms of organizing, bargaining, and political activity are related to severely declining union density (the percentage of the workforce in unions) in the United States and the higher and stable union density in Canada. Canadian unions have remained active in recruiting new members and assign a high priority to organizing, while American unions have shown diminished organizing effort and ability. Canadian unions have demonstrated superior performance in collective bargaining as measured by resistance to concession bargaining and negotiated wage gains, among other factors. Finally, although Canadian unions experienced some political setbacks, they wielded more political influence than their American counterparts in promoting union-specific as well as broad social legislation. Density is examined as both a consequence and determinant of the divergence in union performance.  相似文献

This study compares union organizing activity and success in the United States and Canada. Based largely on certification data for the period 1976–1985, he results indicate there was a substantial decline in union organizing effectiveness in the United States and the Canadian unions were more active and successful in recruiting new members than their American counterparts. The evidence suggests that labor policy in Canada is more supportive of union organizing and the achievement of first collective agreements.  相似文献

Do British trade unions vary in their effectiveness in maintaining organization and membership in workplaces where they have an established bargaining presence? Do highly developed national union recruitment strategies and innovation in recruitment strategy boost consolidatory organizing and recruitment effectiveness (CORE)? Results suggest that (1) there is some variation in internal organising effectiveness between unions, and (2) national union innovation in recruitment policy is positively associated with internal organizing effectiveness where unions organize blue‐collar workers, but negatively associated with internal organizing effectiveness where unions organize white‐collar workers.  相似文献

This paper argues that a barrier to union organizing is the identification of workplaces in which the union voting propensities of workers are sufficient to justify an organizing drive. It also argues that prior research into these propensities has been of limited value in this respect. It then draws on a unique telephone survey of Canadian workers to explore the implications of a variety of individual‐, work‐, and employment‐related variables for the propensity of non‐union workers to vote in favor of union representation. In so doing, it proceeds from a “union organizing” perspective, seeking not just to establish whether these variables appear to “cause” voting propensity, but also whether they are correlated with it, and hence serve as markers for union organizing, and if so, how and why they do. It also seeks to demonstrate the possible value of survey research and hence encourage a more scientific approach to union organizing choices. A wide array of variables is found to have potential implications for these choices.  相似文献

This paper argues that union attitudes and behaviour are important but neglected features of the school–work transition process. Using longitudinal panel data from a study of high school and university graduates in three Canadian cities, we examine how young people's previous union membership, attitudes and educational, labour market and workplace experiences shape their willingness to join unions. This paper establishes that views about unions are emergent during youth, solidifying with age and experience. The implications of these findings for industrial relations, school–work transitions research and labour movement organizing are discussed.  相似文献

We examine an important recent organizing success of the US labour movement: the 'Justice for Janitors' campaign in Los Angeles. This campaign has spanned a complete business cycle and shows the union's capacity for growth over time. It illustrates the potential for unions to overcome pro–employer bias of labour laws, as well as their efficacy in appealing to the wider public. It exposes the importance of building coalitions, as well as the value of union analysis of legal, industrial, and political conditions. Our analysis suggests conditions under which unions might survive and thrive in the service sector in the twenty–first century.  相似文献

Twelve years ago, Working for the Union presented an analysis of paid trade union officers working for UK unions. This paper returns to the themes of this earlier study using a fresh survey of union officers carried out in 2002. It provides limited support for two of the principal findings of the earlier research: that union work is performed differently by officers with different demographic and attitudinal characteristics and that union management systems can be effective in encouraging officers to respond to a new bargaining and organizing agenda.  相似文献

Public institutions and trade unions in particular are often portrayed as facing a deep crisis. In order to better understand to what extent unions are still perceived as legitimate institutions from the society as a whole (working and non‐working individuals), we analyse the determinants of confidence in unions across 14 European countries between 1981 and 2009. Confidence in unions is explained through individual‐level variables (by a rational and an ideational mechanism) and contextual‐level factors (relevant economic and employment relations characteristics). Using data from the European Values Study (EVS) merged with contextual datasets, we develop a series of regression models to examine the main determinants of confidence in unions. We demonstrate that confidence in unions cannot only be traced back to the support from members and left‐wing oriented individuals but it is also related to non‐working individuals and vulnerable social groups, in particular when confronted with economic shocks. Our findings challenge both the ‘crisis of confidence’ in institutions and the ‘crisis of unionism’ narratives. Implications for union representation and organizing strategies are discussed.  相似文献

This article analyses the condition of the labour alliance of the Labour Party and its affiliated unions in the light of a recent typology of union–party links, and of Lewis Minkin's seminal study of the British union–party link. We conclude that, while the link appeared to have stabilized before the general election in 2001, it has become much more volatile since, although the new group of more left‐wing leaders of major unions remains determined to reassert the union position inside the party rather than radically change the union–Labour relationship.  相似文献

This paper analyses the development of the union avoidance industry in the United States during the past half‐century. Focusing on one leading example from each group, it examines the activities of the four main actors that constitute that industry: consultants, law firms, industry psychologists and strike management firms. Although these firms have experienced a fall in business as unions have declined in strength and numbers — a development that the union avoidance industry has contributed to — they continue to play an important role in the US system of industrial relations. Over three‐quarters of employers hire consultants when confronted by organizing campaigns, and large union avoidance firms are increasingly seeking export markets for their expertise.  相似文献

Canadian and American research finds that organized labor's engagement with race, ethnicity, gender, and sexual orientation until recently has been largely exclusionist. The Canadian labor movement emerges as having been somewhat more responsive to equity issues, particularly gender and sexual orientation, and at an earlier stage than its U.S. counterpart. The American movement, however, did create limited room for African-American issues and unionization from early this century and now shows signs of broader engagement with diversity issues in general. The literature is strong in case studies pointing to exceptional situations involving minority militancy and union acceptance and in highlighting the role of activists inside and external to the labor movement. It suffers from a lack of large-scale analysis and comparison.  相似文献

This study examines the effect of several corporate characteristics on union organizing success, using NLRB representation election data matched to the Industrial Comp stat. The results show that, within a corporation's primary (two-digit) industry, union success is influenced positively by firm size, capital intensity, the ratio of labor costs to total cost, and by either very low or very high profits. Outside a corporation's primary industry, unions are most successful organizing large, unprofitable firms.  相似文献

This paper examines the effects of information technology (IT) on organizing and union effectiveness in US national unions. Original survey data and data from government and independent sources are combined to model outcomes including membership growth, success in representation elections, and union leaders' assessments of effectiveness as a product of environmental and organizational characteristics. The results suggest that the practical impact of IT use on organizing outcomes can be quite important. Evidence regarding the impact of IT on overall effectiveness (i.e. organizational or union effectiveness) is more mixed.  相似文献

This article examines recent organizing successes in the Carbones del Cerrejón coal mine, reversing the organizational crisis of the Colombian mining union, Sintracarbon. Using Wever's concept of ‘field‐enlarging strategies’, we argue that these events were facilitated by the dissemination of organizing experiences between affiliates of a Global Union Federation, International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM), which recently merged to form IndustriALL. Additionally, we argue that this articulation between international and national unions, based on the principle of subsidiarity, was facilitated through sustained ICEM educational project activity, providing multiple entry points for Sintracarbon to operationalize its strategy and re‐establish bargaining with multinational employers.  相似文献

This article is concerned with the recent merger of five German unions to form the new multi‐industry union, ver.di. Its focus is on the effects of the merger and on developments in the post‐merger phase. The article explores the various internal problems of the new union, concentrating on those that flow from the adoption of a matrix form of organisation. It deals also with the external relations of ver.di, with other unions and with the central organisation of German trade unions, the DGB. Central conclusions here are that the creation of ver.di is likely to exacerbate competition amongst German unions and further erode the position of the peak association.  相似文献

East–West union co‐operation in Europe is discussed as the most serious test to cross‐border union solidarity, in the light of new frameworks capable to make sense of transnational trade union activity and alternative to theoretical nationalism. The empirical assessment of trade union chances reviews the activities of trade unions in the UK, Germany, Austria and Poland on foreign investment, migration and movement of services. Secondary evidence and case studies show that the strength of transnational union action does not depend on the country, but rather on its form. ‘Structural’ Europeanization remains weak (e.g. in most European Works Councils), while network‐based action is displaying strong developments, especially on migration, but least on the movement of services.  相似文献

In the context of efforts to revitalize unions and the acknowledged need to widen participation within trade unions, this paper argues that women‐only trade union education acts as a vehicle for increasing women's participation and for improving their experiences of unions. Drawing on a qualitative research study of women‐only courses in two large male‐dominated British trade unions, the findings indicate that such courses provide the conditions for women to question, reinforce or transform their social identities and thereby can lead to greater union identification and participation.  相似文献

This paper examines the sources of local union power to cope with workplace change. Are workplace unions active participants, merely passengers, outright opponents, or entirely excluded from the change process? Drawing on 18 case studies and a survey conducted in the auto and metalworking industries in Mexico and Canada, the results suggest that greater internal solidarity, stronger articulation with other levels of union and community activity and the pursuit of an autonomous agenda all provide the basis for enhanced local union bargaining power in the context of globalization. This general conclusion applies to Canadian as well as Mexican local unions and suggests analytical paths for understanding the construction and renewal of union power.  相似文献
