This article presents original research on employer responses to trade union organising campaigns in the United Kingdom. The evidence indicates that there is no single response, with employers in some cases seeking to block and in others support union activity. These different patterns are strongly path dependent and reflect the prior degree of exposure to trade unionism of workplaces targeted for organising. Another finding is that employer responses co-vary with union approaches to organising, such that when the employer adopts adversarial tactics so does the union. The militancy of both parties, it seems, is mutually reinforcing. Finally, the evidence points to substantial influence of employer responses over the outcomes of organising. When employers are supportive then campaigns tend to be more successful, measured on a range of criteria. When the employer is hostile unions find it difficult to make progress and encounter particular difficulties in securing recognition.  相似文献

The current popularity of ‘partnership’ in workplace industrial relations raises the question of the durability of such arrangements. This article investigates the stability of cooperative employer–union relationships by means of case studies. It analyses perceptions of the experience of negotiation and consultation. Continuing net benefits are reported both by managers and by union representatives in workplaces where cooperative relationships are robust. The benefits come primarily from the informal consultative processes and levels of trust that are engendered. Nonetheless, parties to the relationship, however robust they were, faced substantial challenges to their efforts to diffuse and sustain cooperative working. It is concluded that cooperative relationships are likely to be stable where employers wish to maintain an independent employee voice, especially where workplace union density remains relatively high.  相似文献

This article investigates the extent to which the characteristics and outcomes of Employment Tribunal Applications (ETAs) differ according to whether (1) unions have a role in workplace voice and whether (2) HR departments have a role in workplace voice. We find that ETAs from workplaces with a union presence are less likely to result in an adverse ruling against the employer. Interpreting the judgement of employment tribunals as an evaluation of the effectiveness of workplace voice regime, this finding suggests that Employment Tribunals (and the employment legislation they consider) provide unions with a framework within which they contribute to workplace performance.  相似文献

This article draws on data from WERS 2004 to provide a follow‐up to previous research using WERS 98, which evaluated the relationship between Investors in People (IiP) and training. This follow‐up is undertaken in order to consider whether the Standard, which was revised in 2000, is now more effective in ensuring that recognised workplaces genuinely engage in training activity. An evaluation is also undertaken of the Standard's new aim of ensuring equal opportunities with regard to training provision. In the event, the analysis demonstrates that the proportion of employees in IiP workplaces that have not received formal training did not change between 1998 and 2004, but employees were now less likely to disagree that managers at their workplaces encourage people to develop their skills. However, the analysis finds greater evidence of inequality of training provision in IiP workplaces than in non‐IiP workplaces and that the Standard neither boosts training levels for typically disadvantaged employee groups, nor overcomes the ‘training apartheid’ phenomenon.  相似文献

Non‐union forms of employee representation have become increasingly prominent in UK workplaces in the last 15 years. In addition, partnership working has been encouraged by New Labour, the Chartered Institute of Personnel and Development, the Confederation of British Industry and the TUC as a route to higher commitment and higher individual and organisational performance. These trends have been further encouraged by recent European Union legislation. This article seeks to examine the implied linkages between non‐union employee representative mechanisms and partnership working and their influence on the effectiveness of employee voice as a conduit of high performance. The article is based on a case study organisation from within the UK finance sector, and data are drawn from semi‐structured interviews with managers and staff and a survey of employee attitudes. The article concludes that employers’ attempts to utilise a non‐union partnership framework for organisational gain are severely constrained by structural limitations on effective employee voice.  相似文献

Abstract

This article explores the association between various workplace-level HRM practices and a decline in union strength using a unique longitudinal survey data-set gathered in South Korea from 2005 to 2013. It addresses the underlying theoretical mechanisms by which HRM programs substitute for the roles labor unions have traditionally played. Suggesting more nuanced theoretical implications about HRM practices and union decline, statistical analyses reveal that workplaces that have implemented HRM practices have unions with a weaker organizational base than those without such practices, but that certain HRM programs correlate with unions with a strong collective voice in management decision-making. This article identifies the new roles for unions in South Korea in the era of HRM.  相似文献

The testing of employees for drugs has become a major workplace issue in the late 1980s. By all accounts, many firms have implemented, or at least considered, some sort of drug screening program. While various experts have debated the importance and necessity of initiating such programs, there has been only limited investigation of the differences between union and nonunion workplaces in how such programs are initiated and administered. This article investigates some questions related to those differences. The first part examines the differences between union and nonunion workplaces and their implementation of drug screening programs. We present differences derived primarily from the fact that nonunion employers are constrained only by constitutional and statutory law in their introduction and implementation of drug screening programs. Unionized employers, on the other hand, are constrained by collective bargaining and the grievance resolution process. The second part of the article examines union responses to employer-initiated drug testing programs. The third part examines arbitration decisions on drug testing provisions in unionized workplaces. We outline the major areas in which arbitrators have rendered decisions, including definitions of behavior that could trigger reasonable suspicion testing and whether the employer has the right to unilaterally institute or expand drug testing programs.  相似文献

Using British national survey data, this article assesses the impact of unions on management practices to reduce labour costs, implement high‐performance work systems, and make employee welfare provisions. This article offers a theoretical framework and empirical analysis for explaining regional differences in the United States between culture, trust, and ethical behaviors in workplaces. Drawing on a branch of behavioral economics that uses “cultural cognition” to describe social factors influencing values and ethical decision making, we argue that an orientation toward a hierarchical or individualistic view of society erodes levels of generalized trust. A lack of generalized trust among citizens and workers is associated with employers’ illegal activity to impede union organizing activity, which we define as a violation of ethical standards. We tested our model at the US state level of analysis and found that trust mediates the relationship between social values of hierarchy and unfair labor practices. To conclude, we suggest connections between the theory and its implications for the impact of culture on a firm’s responses to workers’ exercise of their rights of collective action.  相似文献

Recent research on trade union democracy has drawn attention to the heterogeneity of union membership and the social processes within unions which can lead to the inclusion or exclusion of specific constituencies within union structures. The purpose of this paper is to analyse the role played by five groups of factors in ICT adoption: environment, firm structural characteristics, human capital, competitive strategy, and internal organization. In order to achieve this goal, the data collected in a survey with a sample of 337 Spanish workplaces are used. The paper overcomes some of the limitations found in the empirical literature since it examines several ICT infrastructure and usage indicators at the same time, using a sample of workplaces of different sizes in all activity sectors in a context of a developed country with a low rate of ICT incidence. Results highlight the need to study the different ICT separately as well as the importance of establishment size, multinational ownership, and high-skilled workforce in ICT adoption. Quality control systems and team-based organization of work also play a relevant role in the diffusion of certain elements of ICT within firms. The need of reviewing the traditional public support for ICT implementation on small workplaces arises, together with the existence of complementarities with policies aimed to attract foreign investments and to increase the workforce education level as a way to spread ICT implementation. Results also show that managers need to align ICT adoption and the strategic focus of the firm more consistently.  相似文献

This article examines attempts by UNISON to embed a culture of learning within the workplace. The analysis, which is rooted in resource‐based mobilisation theory, shows how UNISON was able to draw on the Union Learning Fund to create new resources in the form of project workers. These project workers subsequently played a vital role in building support for learning at regional and branch levels. The article also examines ways in which UNISON activists were able to progress the learning agenda through proactive engagement with ‘opportunity structures’.  相似文献

This article adds to the literature on worker attitudes towards unions by investigating the impact of cultural attitudes and the call centre labour process on union attitudes among call centre workers in Britain and India. It is hypothesised that workers with egalitarian and collectivist cultural attitudes will be more likely to have pro‐union attitudes than other workers, although if the impact of cultural attitudes is mediated by history and institutions, it might be expected that this relationship is stronger for British than Indian workers. Conversely, if union attitudes are largely a function of the call centre labour process, we would expect union attitudes to be similar among workers in both countries. Our results only partially support our hypotheses. Collectivist attitudes are only weakly related to union attitudes among the British sample but are more strongly related in the Indian sample. There are significant differences between union attitudes among our British and Indian samples. The article concludes that relationship between cultural attitudes and union attitudes are heavily dependent on institutional context. Cultural attitudes are unlikely to be either a constraint or a facilitator of union efforts to organise workers.  相似文献

The impact of union membership on employees' intent to leave their jobs was examined to testthe effect of unions' “voice” face. Regression analyses showed a significant, negative relationship between union membership and employees' intent to leave. In addition, the data revealed significant interactions between union membership and job satisfaction and between union membership and organizational commitment. Dissatisfied nonunion members are much more likely to intend to leave their jobs than are union members. Similarly, nonunion members with low organizational commitment are much more likely to intend to leave their jobs than are union members. Bothof these results support the conclusion that union membership reduces employees' intention toleave their jobs, and provides evidence that the voice face of unions matter. This article examines the pattern and consequences of commitment to organisation and union amongst union members in a UK National Health Service Trust. Those who perceived the industrial relations climate as positive were more likely to be dually committed to both organisation and union. As anticipated, union commitment predicted union citizenship behaviours and intent to quit the union. However, organisational commitment predicted intent to quit the organisation but not organisational citizenship behaviour, which was predicted by union commitment. Findings suggest that those with a unilateral commitment to the union are more likely than the dually committed to engage in citizenship behaviours aimed at helping fellow members and colleagues, perhaps because they feel unconstrained by any strong loyalty to the organisation.  相似文献

ABSTRACT The Investors in People Standard was introduced in 1991 in order to provide a national benchmark of training and development activity. This article, using data from the 1998 Workplace Employee Relations Survey ( Department for Trade and Industry, 1999 ), conducts five tests with regard to the incidence and impact of the Standard. The first test evaluates the types of workplace that have secured accreditation. The second and third tests compare the nature of training practice in accredited and non‐accredited workplaces, based on data from the WERS 98 main management survey and also the survey of employees. The fourth test evaluates the proportion of workplaces that have secured accreditation, yet are failing to engage in good practice. The final test evaluates the characteristics of workplaces that fall into this latter category. The results demonstrate considerable variation between different types of workplace with regard to the likelihood of accreditation having been secured. They also demonstrate that, on average, training practice is better in accredited workplaces than in non‐accredited workplaces, but a large minority of accredited workplaces are failing to engage in good practice. Among workplaces that have accreditation, smaller workplaces stand out in particular as failing to engage in good training practice.  相似文献

This study examines the feasibility and antecedents of worker commitment to company and union at an automobile plant in Korea. It utilized a sample of 331 workers at the plant who were implementing new management techniques, e.g. human resources management, total quality management and lean production. The plant had a long history of adversarial industrial relations, and its workforce was organized by the Korean Confederation of Trade Unions, a union organization known for its militancy. The study found little evidence of workers' dual commitment to the company and the trade union, but instead discovered a competing commitment between company and trade union. Furthermore, company and union commitment were predicated on different factors, with workers' positive perceptions of the industrial relations climate positively affecting commitment to their company and negatively affecting commitment to their union. The findings were more consistent with those at other workplaces with an adversarial industrial relations climate rather than those with a co-operative one.  相似文献

Peter Kidger, Lecturer in Human Resource Management at the new Salford Management School, considers whether the offshore health and safety system, under which employees have the statutory right to elect safety representatives irrespective of union membership, could serve as a model for an elective system applicable in all workplaces. He reviews the conditions necessary for representation to be effective, the arguments for restricting representation to union appointments, and some of the criticisms of the 1977 SRSC Regulations. He concludes that there is a case for having safety representatives in all workplaces, but draws attention to enforcement and implementation problems which an elective system would face.  相似文献
