Why do some information technology innovations come to be adopted widely while others do not? One promising research stream has begun to investigate how institutional factors shape the diffusion of IT innovations. Here we examine how these institutional factors themselves are shaped. Specifically, we explore how interested actors termed institutional entrepreneurs develop institutional arrangements to launch an IT innovation toward widespread adoption. Undertaking a contemporary case study of a new class of enterprise software, professional services automation (PSA), we found that to launch PSA, institutional entrepreneurs sought to mobilize an organizational community by developing and recognizing leaders and facilitating members’ focus on PSA. They further struggled to legitimate PSA by developing a coherent organizing vision that incorporated compelling success stories. We tie these findings together in a model that usefully shifts the focus of IT innovation research from assessing institutional effects to understanding institution-building. This new focus suggests an alternative IT diffusion theory with several practical implications.  相似文献

This study is concerned with the way colonial land use planning practices have persisted within local institutional structures in the former French colony of Morocco. We use a historical institutionalist approach to reevaluate Morocco's land use planning history and identify key feedback mechanisms that support the continuity of colonial practices within the Moroccan planning institutional structure. We used institutional mappings to identify key actors involved in planning and examined the formal power relations between them. Interviews were used to discuss the effect of informal interactions on the development of land use plans. We argue that aspects of French colonial planning that persisted within the Moroccan local institutional structure have created constraints for Moroccan land use planning. We focus in particular on how a centralist formalization of planning institutions has hampered the effectiveness of decentralization reforms and explain how institutional patterns deriving from the French paternalist approach to colonial rule have persisted in the form of a duality in modern planning structures. Finally, we argue that this path dependence has been strengthened by the creation of the derogation system as a potential way out for actors who are most capable of inducing change.  相似文献

Human resource (HR) practice transfer is an important topic in the domain of strategic international human resource management (SIHRM). Previous research in practice transfer has emphasized the challenges arising from the institutional distance between the home and host countries. However, potential opportunities due to this distance have been largely overlooked. Shifting the focus away from looking at institutional distance as a constraint, we examine the possibilities of strategic opportunities that exist because of institutional distance. We argue multinational corporation (MNC) subsidiaries can exploit these opportunities to gain competitive advantage. Building upon SIHRM literature, institutional theory and the resource-based views, we propose a conceptual framework explaining how institutional environments present strategic opportunities. We argue that these strategic opportunities are most abundant in the case of moderate institutional distance between the two countries. Building upon the conceptualization of strategic opportunities, we propose a model of subsidiary HR configuration, and then we explain how an HR configuration could be a source of competitive advantage. Further, we examine the role of MNCs' overall SIHRM orientation in relation to the identification and exploitation of strategic opportunities.  相似文献

As increased use of outsourcing by a number of firms within North American has produced significant changes over the last decade in how the human resource function delivers services. In this article, we draw on transaction cost economics, the resource-based view, the HR architecture literature, and institutional theory to examine why these changes have been observed. Following this, we use these same theoretical perspectives to examine how different types of firms are likely to make use of outsourcing in the future to provide human resource services and programmes.  相似文献

There has been a growing interest in the question of how to spur innovation in the public sector, and recent research points to multi-actor collaboration as a superior innovation driver. This article explains why and how multi-actor collaboration may spur public innovation. It also discusses why we should expect different public and private actors to engage in demanding processes of collaborative interaction in order to produce risk-filled public innovations. Finally, it reflects on how it is possible to overcome the barriers to collaborative innovation through a combination of institutional design and the exercise of leadership and management.  相似文献

abstract    In this paper, we present the results of a study of the loss of institutional trust following a merger. Specifically, we focus on how issues of organizational identity and identification processes contributed to the loss of institutional trust among a group of employees of Citigroup after its creation through the merger of Citicorp and Travelers. Our study makes two important contributions. First, we propose and demonstrate empirically that institutional trust, like interpersonal trust, can be identity-based. Second, adopting a narrative approach to organizational identity, we explore institutional trust in a post-merger context, highlighting how institutional trust is initially undermined after a merger by the ambiguity of the new organization's identity; and how later, once the identity of the new organization becomes less ambiguous, institutional trust can continue to be undermined by the absence of employees' identification with the new organization, especially among those who were highly-identified with their legacy organizations.  相似文献

In this study we explore the development and enactment of institutional logics in the field of work environment management. We show how three historically developed logics constitute different values and practices that guide professionals’ organizational action. Using both historical and contemporary qualitative data, we show how the three institutional logics are present in the field of work environment, and how the logics are enacted simultaneously by actors within four large organizations in Denmark. The study contributes to the literature on institutional logics. The logics perspective is combined with critical realism to describe the inter-relatedness between the levels of society, institutional fields, and organizations, and by elaborating the near-decomposable relations between institutional logics and orders. The study contributes to the literature on work environment management by investigating the ideational lenses through which regulations and interventions are perceived by organizational actors, and how these perceptions may lead to different organizational outcomes and outlooks in work environment management.  相似文献

We focus on how small- and medium-sized enterprises (SMEs) adapt to differences in institutional logics (values, beliefs, and rules) in their networking when they enter an institutionally distant market. We address gaps in the literature, relating to the role of institutional logics in SME internationalization, and how institutional distance affects the formation of network ties. We show how the social interaction involved in internationalization is embedded in the institutional logics followed by partnering actors. Specifically, we demonstrate how institutional distance may constrain the networking activities of SMEs and identify practices that may support successful internationalization.  相似文献

This paper aims to deepen our understanding of the mechanisms underlying the mutual constitution of competing institutional logics and sociomaterial entanglements by combining a sociomaterial lens with the institutional logics perspective. We present findings from an interpretive, longitudinal case study at the emergency general surgery ward of a Nordic university hospital. By focusing our analysis on how sociomaterial affordances emerge through the implementation, use and continued development of digital and physical visualization boards, we show how these artifacts constitute an integral part of the operational staff's sensemaking and enactment of a new institutional logic. We make two contributions. First, we show how the perceived affordances of a technology are created from the experience of using several different technologies and how the rejection of one technology can simultaneously constitute another. Second, we show how visualization artifacts, entangled in sociomaterial practices, can shape individual focus of attention and thus facilitate the integration of a new institutional logic in operational practice.  相似文献

Universities and research centres have long been used to study management issues. A growing body of research has focused on how science can be effectively commercialized, emphasizing technology commercialization activities, university–industry collaborations, and academic entrepreneurship. While much of this work has documented empirical relationships, our aim in this introductory article of the special issue is to show how research on science commercialization may yield conceptual contributions to the field of management. Hence, we first discuss the importance of context for theory development. We then review how the science commercialization context has been used for theory development, identifying two facets used to conceptualize science commercialization (i.e., managing the transition between institutional contexts, and the multiple goals and impacts of actors engaging in science commercialization). This forms the basis for discussing what makes this context suited for theory development in general management and for outlining a future research agenda. We conclude by summarizing the papers in the special issue.  相似文献

In this conceptual piece we suggest that the institutional perspective is a prolific lens to study digital innovation and transformation. Digital innovation is about the creation and putting into action of novel products and services; by digital transformation we mean the combined effects of several digital innovations bringing about novel actors (and actor constellations), structures, practices, values, and beliefs that change, threaten, replace or complement existing rules of the game within organizations and fields. We identify three types of novel institutional arrangements critical for digital transformation: digital organizational forms, digital institutional infrastructures, and digital institutional building blocks. From this vantage point, an institutional perspective invites us to examine how these novel arrangements gain social approval (i.e. legitimacy) in the eyes of critical stakeholders and their interplay with existing institutional arrangements. Questioning the disruptive talk associated with digital transformation, we draw on the institutional change literature to illustrate the institutionalization challenges and that existing institutional arrangements are pivotal arbiters in deciding whether and how novel arrangements gain acceptance. We close this essay with discussing the implications of an institutional perspective on digital transformation for policy, practice and research.  相似文献

As a key concern for human survival and development, environmental issues have been widely perceived to be impacted by various political institutional factors. A considerable body of literature has attempted to investigate how different political factors affect environmental policymaking and outcomes. In this paper, we critically review related scholarly works published in peer‐reviewed economic journals in the past 30 years, with an emphasis on the empirical literature. Political institutional factors considered in this survey include corruption, the general concept and specific elements of democracy, and the vertical structure of environmental regulation authority within different levels of governments (i.e. environmental federalism). Studies focusing on the interplay of these factors are also highlighted. Based on a critical review, we provide a guide to the datasets, methodologies, and main findings of the literature. We also point out the existing gaps, and put forward suggestions for future research directions.  相似文献

Environmental information transparency is a key policy instrument in environmental governance, which has been emphasized in most of the literature. Although a large body of research has focused on its role at the national or industrial level in the developed countries, few studies have extended it to emerging economies and tested its role in the subnational context. In this paper, we have empirically examined how government environmental disclosure shapes corporate environmentalism in the context of China. It is argued that the information transparency of government environmental disclosure can promote corporate environmentalism by providing supports for governments' decision‐making of environmental governance, the activeness of environmental nongovernment organizations, and the participation of general public in environmental issues. Especially, we have highlighted two kinds of influences on focal relationship: booster role of bureaucratic capability in the diffusion of environmental institutional pressure and receiver role of organization slack and industrial competition in the perception of environmental institutional pressure. Using a panel dataset of Chinese publicly listed firms from 2008 to 2015, a positive relationship between government's environmental information transparency and corporate environmentalism is found. In addition, our result has shown that this relationship will be stronger for regions where government bureaucracy capabilities are stronger. This study contributes to understanding of the process of firms' strategic choice facing environmental and institutional changes in emerging economies.  相似文献

The global health sector is engaged in significant digital transformation. Evaluating these transformations is important given the major investments involved and their major potential consequences. However, studies have critiqued both the quality of evaluations and the quality of evaluation research. The persistent lack of progress has led researchers to ask deeper questions about what is actually occurring when teams evaluate the benefits of digital transformation. This translational research essay explores how institutional theory offers a lens for understanding the complexities of evaluating digital transformations in healthcare and provides insights for improving it. In particular, we show how institutional theory can explain behaviors observed in the literature and in our own case study. We also show how institutional theory can benefit from the insights observed in evaluation work. Motivated by these opportunities, we suggest an agenda through which practitioners and researchers can jointly improve work in this area.  相似文献

Abstract

The aim of this article is to examine the impact of institutional development on entrepreneurship in post-conflict environments. Drawing on in-depth interviews with Kosovar entrepreneurs the article highlights how the experience of fostering entrepreneurship in a post-conflict, new born state is distinct from transition economies. The article finds that Kosovo has not encountered the same institutional challenges which have stymied entrepreneurship in transition economies which have been hampered by ‘path extension’ of institutions. Instead there has been a ‘path break’ resulting in a reshaping of formal and informal institutions as supportive of entrepreneurship. However, while positive, the prevailing nature of much entrepreneurial activity is localized with only a limited impact on economic growth. The article concludes by making a number of contributions to institutional theory and policy.  相似文献

This article analyses the changing trends in regional economic development policy delivery in multilevel governance systems. Although the imperatives of coordination of public policy interventions across multiple levels has generally been recognized, not enough attention has been given to how different political systems actually adapt their institutional and policy designs to effectively operate in the emergent complexity of multilevel governance systems. The article focuses on regional economic development policy governance in the province of Ontario, Canada over the past three decades, drawing insights from new regionalism, organization theory and governance literature to examine the prospects and challenges of policy delivery in politically complex multilevel systems. The case study illustrates how regional economic development policy is increasingly dictated by complex environmental and institutional forces of multilevel governance that are shaped by the particular character of a political system.  相似文献

The healthcare industry has been known to operate in a strong institutional environment (i.e. government regulations), and the implementation of inter-organizational systems (IOS) has followed an institutional process. Extending this perspective across different tiers in the healthcare supply chain, we investigate how organizations in different tiers in the supply chain (i.e. hospitals, distributors and manufacturers) respond to institutional pressures when implementing IOS. How institutional dynamics unfold across multiple tiers of a supply chain is an uncharted area of research, and we take the theory-building case study approach using data collected from ten organizations. Because organizations are embedded in their respective tiers, our within-tier analyses are equivalent to cross-organization analyses. In this regard, the cross-case analyses occur at two different levels: at each tier level (i.e. across multiple hospitals, multiple distributors and multiple manufacturers) and across the supply chain (i.e. across all three tiers). The study shows how different institutional pressures such as coercive, mimetic, and normative manifest across the tiers. It also demonstrates how a differential mix of endogenous and institutional pressures lead to mixed organizational responses across the tiers. The propositions developed from the study enrich institutional theory arguments within the information systems and supply chain management disciplines. They highlight how the IOS implementation dynamics within and across different tiers in a supply chain result in heterogeneous rather than isomorphic consequences, thereby exposing the “iron cage” of institutionalization.  相似文献

The debate on cost allocations in the management accounting literature has been dominated by a largely rationalistic perspective primarily informed by economic theories. However, there is growing evidence of institutional factors influencing cost allocation practices in organizations. This paper draws on neo-institutional sociology (NIS) and attempts to integrate prior research evidence of the institutional influence on cost allocation practices into an analytical framework. The core of our argument hinges on the observation that most cost allocations generate some degree of ambiguity. We argue that the implementation of various cost allocation techniques (in terms of their coupling to operating control) reflects differences in management of such ambiguity, but that this is conditioned by the patterns in which cost allocation techniques diffuse across organizations. We also address some pertinent criticisms of the NIS literature by discussing how certain intra-organizational factors and aspects of the organization's technical environment might interact with external institutional pressures in the implementation of cost allocation techniques. We advance six research propositions reflecting how such external institutional pressures and interaction effects influence the coupling of cost allocation practices to operating control.  相似文献

This article examines the institutional strategies of multinational enterprises (MNEs) operating in an emerging market, drawing attention to how longstanding foreign subsidiaries proactively negotiate their involvement with socio-political actors. We build on institutional logics to explain how MNE subsidiaries develop sustained political, cultural, and cognitive embeddedness. Using an inductive, interpretive study of four century-old Dutch MNE subsidiaries with a colonial legacy in Indonesia, we examine these three dimensions of the institutional environment, finding that local employees embedded in both the MNE and the host country sets of logics ‒ rather than expatriate managers ‒ most effectively facilitated sustained institutional embeddedness. Our findings also suggest that embedding practices in host institutional contexts and developing structures that align with host institutional expectations provided a platform for the unfolding of institutional strategies by local employees. However, MNE subsidiaries face contrasting logics between home and host country institutions, placing significant strains on MNEs’ ability to enact change.  相似文献
