This paper presents an empriical study of the determinants of firm patenting. Since industrial research and development (R&D) encompasses a variety of activities, this study distinguishes between patents on process innovations and patents on product innovations. The property rights provided by a patent may differ between process and product patents, which suggests that the determinants of process innovations and product innovations may difer as well.

Several recent studies have distinguished between research directed toward process innovations and research directed toward product innovations. Scherer (1983a) included measures of process R&D spending and product R&D spending in regressions for inter-industry differences in productivity growth. Link and Lunn (1984) found that the returns to process-related R&D activity exceed the returns to product-related R&D activity. Link (1982) found inter-firm differences in the allocation of R&D spending for process innovations and product innovations. Lunn (1986) found differences in the determinants, as well as the effects, of process patenting and product patenting at the industry level. This paper examines whether the determinants of product and process patenting differ at the firm level.  相似文献

In this paper, we define public technology infrastructure to mean public resources that bring new R&D into existence. Examples are public research that yields knowledge spillovers and government contracts that broker new research. Using this definition we explore the effect of public infrastructure on cooperative R&D, especially R&D sourcing and research joint ventures (RJVs). Our findings strongly suggest that public infrastructure promotes cooperative R&D. We begin by studying the role of federal laboratories in R&D sourcing by private laboratories, finding that sourcing increases as a result. Then we examine patents arising from RJVs sponsored by the Advanced Technology Program (ATP). We find that R&D subsidies as well as difficulty and novelty increase patents produced by the RJVs. Contractual oversight by ATP has no direct effect but an indirect effect appears to exist, since firms value ATP oversight more highly for more difficult and novel projects, and these produce more patents.  相似文献

Intellectual capital (IC) could provide a new instrument for observing organizational hidden value. While most intellectual capital studies are either theoretical or exploratory, some western research facilities are publishing annual reports based on intellectual capital. Nevertheless, Asian empirical studies are much rarer than western ones, let alone conducting comparison among them. Industrial Technology Research Institute (ITRI), founded in 1973, is a non-profit national R&D organization, aiming to develop Taiwan industrial technologies. This paper firstly attempts to associate the components of the intellectual capital, namely, human capital, structural capital and relational capital with the value/performance of ITRI. Secondly, we find intellectual capital highly relevant to the value creation process and warrant strategic accumulation for R&D organizations.  相似文献

Three-dimensional (3D) printing enables products to be custom-designed and produced using additive manufacturing processes. This research develops a patent analysis approach to explore biomedical 3D printing technology trends. First, the method searches for related patents. Second, frequently appearing key terms in patents are extracted as a means to identify key concepts of inventions. Third, in order to structure the domain knowledge, the ontology is created by referring to the relevant key terms and literature. The key terms create indexes used to measure similarities for clustering the patents and sub-technologies. Based on the patent context and dynamic patent concept analysis maps, the evolutionary trends of technology development are depicted. Biomedical 3D printing R&D projects are used as case examples to compare against co-occurring patent evolutions. The proposed patent concept analysis is generalisable for critical decision support of R&D planning and evaluation in any market sector.  相似文献

In this paper, we build a cumulative innovation model to understand the role of both success and failure in the learning dynamics that characterize pharmaceutical R&D. We test the prediction of our model by means of a unique dataset that combines patent information with R&D projects, thus distinguishing patents related to successfully marketed products from those covering candidate drugs that failed in clinical trials. Results confirm model predictions showing that patents associated with successfully completed projects receive more citations than those associated with failed projects. However, we also show that failed projects can be in turn cited more often than patents lacking clinical or preclinical information. We further explore the ‘black box’ of innovation, providing evidence that both successes and failures contribute to R&D investment decisions and knowledge dynamics in science-driven sectors.  相似文献

R&D is an uncertain activity with highly skewed outcomes. Nonetheless, most recent empirical studies and modeling estimates of the potential of technological change focus on the average returns to research and development (R&D) for a composite technology and contain little or no information about the distribution of returns to R&D – which could be important for capturing the range of costs associated with climate change mitigation policies – by individual technologies. Through an empirical study of patent citation data, this paper adds to the literature on the outcomes of energy R&D by focusing on the behavior of the most successful innovations for six energy technologies, allowing us to determine whether uncertainty or differences in technologies matter most for success. We highlight two key results. First, we compare the results from an aggregate analysis of six energy technologies to technology-by-technology results. Our results show that existing work that assumes diminishing returns but assumes one generic technology is too simplistic and misses important differences between more successful and less successful technologies. Second, we use quantile regression techniques to learn more about patents that have a high positive error term in our regressions – that is, patents that receive many more citations than predicted based on observable characteristics. We find that differences across technologies, rather than differences across quantiles within technologies, are more important. The value of successful technologies persists longer than those of less successful technologies, providing evidence that success is the culmination of several advances building upon one another, rather than resulting from one single breakthrough. Diminishing returns to research activities appear most problematic during rapid increases of research investment, such as experienced by solar energy in the 1970s.  相似文献

Starting from the failure of the R&D–patents traditional relationship, when time-series and/or within-industry dimensions are included in the empirical analysis, the present work tries to contribute to the empirical literature from two directions. First, it performs a Granger causality test based on the theoretical presumption of a reverse patents→R&D link as an explanation for the failure of the traditional relationship. Second, assuming the reverse patents–R&D causality, we test and interpret the lag structure of such a relationship which shows the effective patent life that firms can expect within the two Schumpeterian patterns of innovations they belong to. In the light of the effective patent life, we offer a further explanation of innovation persistence which overturns the findings of the existing literature on persistence.  相似文献

The quality of academic research and research undertaken at public laboratories is an important determinant of successful technology transfer. Corporate innovativeness may benefit considerably from scientific discoveries at universities or public laboratories and from the availability of locally well-trained scientists and graduates. The extent to which quality matters is investigated for 86 European regions in seven countries between 1997 and 2007. We find that regions hosting research departments at the forefront of science produce significantly more inventions and more innovations, whereas the mere presence of R&D personnel in universities has no significant impact. The production of patents in high-technology domains instead does benefit from the presence of R&D personnel in public laboratories. These results complement the existing evidence on the relationship between public research and spatial distribution of innovation.  相似文献

Patents are conventionally regarded as representing post-procurement of rights based on results of research and development (R&D). Patents can also be regarded as factors promoting R&D itself. In this study, the author examines the strategic meaning of patents in R&D through analyses of the R&D processes at Canon Inc., which is widely considered to submit patents strategically. The author identified characteristic behaviour related to patent acquisition in the R&D of inkjet printers. Canon constructed a strong patent group precisely by editing patents submitted earlier. Characteristic patent submissions were also identified: they elevated the obtained R&D results to higher concepts as milestones of R&D. These findings are discussed from the viewpoint of the meaning of patents for R&D and the possibility of effective R&D at the patent stage.  相似文献

The research and development (R&D) system for industrial development in Taiwan is made up of three parts: industrial firms, government-supported institutes (GSIs), and academic institutes and universities. The Taiwanese experience showed that the effective interaction of the GSIs and the industrial firms has successfully supported the development of its industry. The Industrial Technology Research Institute (ITRI) played the key role in industrial development during recent decades. This study provides a comprehensive analysis of ITRI and the way in which it fulfills its role through an examination of its major tasks. Empirical evidence shows that the number of patents per R&D dollar declines with firm size. In this paper, we propose a Schumpeterian growth model that accounts for this evidence. We analyze an economy with firms that engage in cost-reducing innovation resulting from the accumulation of both codified and tacit knowledge: the former occurs through the purchase of patents, while the latter is the result of R&D conducted in-house by firms. We study the relation between knowledge appropriability and market structure, and we show that a shift from patents to in-house research occurs as firm size gets larger. Since innovation statistics concentrate mainly on patents, this process of research reallocation results into an under-estimation of innovative activity and is responsible for the declining ratio of patents to R&D expenditure. Survey data on UK-based firms provide support to our results.  相似文献

This paper investigates the role of public knowledge partnerships in EU-funded framework programmes (FP) on knowledge creation across a sample of European countries. Different from previous studies, we investigate whether the impact of participation in FP on new knowledge (patents) differs across private companies, universities and public research centres. We find that, while all institutional sectors benefit from joint projects, the main benefits (in terms of patenting activity) go to universities and public research centres, while private companies benefit less. We also find evidence of important complementarities between participation in international research projects and internal innovation drivers (researchers), thus highlighting the crucial role of domestic absorptive capacity for fully benefiting from international cooperation in R&D projects.  相似文献

Using panel data on 13 OECD countries between 1979 and 2008 this paper examines the affect climate and energy policies have had on the rate of biotechnology innovations. The explanatory variables include a vector of important determinants of patenting activity for biotechnologies (e.g. specific and general research and development expenditures, energy consumption, energy prices and total number of registered patents). Fixed effects are employed to capture unobservable country-specific heterogeneity using a negative binomial model. The empirical results indicate that policies are important for stimulating innovations in biotechnologies. The development of feed-in-tariffs (FITs) and the implementation of tradable green certificates have had a positive and statistically significant impact on patent activity. The economic impact of green certificates is found to be larger than that of FITs. In addition, R&D activities have also had a positive and statistically significant effect on innovation.  相似文献

This paper studies how the strength of intellectual property rights (IPRs) affects investments in biological innovations when the value of an innovation is stochastically reduced to zero because of the evolution of pest resistance. We frame the problem as a research and development (R&D) investment game in a duopoly model of sequential innovation. We characterize the incentives to invest in R&D under two competing IPR regimes, which differ in their treatment of the follow-on innovations that become necessary because of pest adaptation. Depending on the magnitude of the R&D cost, ex ante firms might prefer an intellectual property regime with or without a “research exemption” provision. The study of the welfare function that also accounts for benefit spillovers to consumers—which is possible analytically under some parametric conditions, and numerically otherwise—shows that the ranking of the two IPR regimes depends critically on the extent of the R&D cost.   相似文献

This paper analyzes the long-term relationship between research and development (R&D), innovations and productivity in 400 Uruguayan manufacturing firms during the period 2001–2009 based on a modified version of the structural model of Crepon, Duguet and Mairesse. The paper also analyzes thoroughly the decision of these firms to engage in R&D activities by using a novel categorical dependent variable, which takes three values: non-performance R&D activities, occasional performance or continuous performance over the period. Furthermore, the study investigates whether these manufacturing ?rms innovate persistently or discontinuously over the period. The results suggest a positive link between the intensity of R&D activities and the generation of product and process innovations. They also indicate that innovation probability is temporally persistent at the ?rm-level only for product innovations. Finally, the empirical findings reveal that these technological innovations have a positive effect on firm’s productivity.  相似文献

Joint R&D projects have emerged as a significant model for the development of research and technological activities. Our study examines, through an exploratory analysis, the typology of joint R&D projects and the characteristics of R&D networks in which the projects are developed. In addition, the interrelation between the R&D projects in the context of European Technology Policy is analysed. Findings from survey data collected on joint R&D projects carried out in the context of European Framework Programmes indicate that three groups of R&D projects can be identified (invention, innovation and diffusion projects), and that each of these projects is managed inside the R&D network with a different degree of structuring and external opening. The analysis of interrelations between R&D projects also shows a low, non-linear and non-progressive interrelation. This conclusion is an important question to bear in mind in the design of scientific and technological policies.  相似文献

Zvi Griliches's contributions to the economics of technology and growth are identified. Included is a discussion of his contributions on: the determinants of differences in speed of adoption of innovations; the use of patents to measure technology; the private and social returns to R&D; and spillover effects from R&D. Griliches's own evaluation of his research contribution is compared to the evaluation of others in the field, using as evidence citation counts of his works collected from the online Web of Science. Griliches's most important contribution is his 1957 Econometrica hybrid corn paper that is a foundation of the economics of technological innovation. Remarkably, the trend in annual citations to the paper has continued to increase for over 40 years. Finally, we summarize Griliches's most recent views on the practice of economics and on the most important unanswered questions in the economics of technology and growth.  相似文献

Firm success is often associated with the development of better products. Private firms undertake applied R&D seeking market advantage, by capitalizing on the freely accessible results of basic research. But unpatentable basic research often fails to address applied R&D open problems. What is the role of the incentives in improving the innovative performance of an economy by matching partially motivated public researchers to their mission? Sometimes government-funded research projects are mission-directed, and yet in many cases the public sector academics indulge in carrier-driven research. An innovation system where, as in the United States, basic research is also driven by patents implicitly sets an ex-post incentive to the researchers guided by invisible hand. For a public innovation system – like the European one – designing an incentive scheme to motivate public researchers is of key importance for fostering the performance of the economic system. This paper extends the Schumpeterian multisector growth model with vertical innovation by highlighting a link between the degree of 'targetness' of public research and aggregate innovation. A positive effect of social capital is also proved.  相似文献

This paper explores which patent policy should be applied to complementary innovations that are aggregated into broader technologies. I compare a setting in which complementary innovations must be bundled prior to patenting, with a second setting in which they can be patented separately. The first setting can improve static efficiency by avoiding the costs resulting from the scattering of complementary patents. But it also limits the disclosure of small innovations, which may lead to inefficient R&D cost duplications. A model capturing these effects shows that patenting complementary innovations separately is not efficient when innovations can be developed rapidly. This result justifies the enforcement of a severe “inventive step” or “non-obviousness” requirement in sectors where complementary innovations are frequent.  相似文献
