The Urban,Politics and Subject Formation   总被引:1,自引:0,他引:1  
In contrast to more traditional debates about voting patterns, local versus state administrations, and individual rights and participatory democracy, this article addresses the question of urban politics through an analysis of subject formation. By taking subject formation as the analytical focus, research questions about ‘politics’ shift from traditional ones about local or state government and the development of consensus, for instance, to ones about the constitution of subjects who are governed and govern themselves in particular ways. Using the emergence of two increasingly commonplace subject forms in contemporary China — urban professionals and volunteers — as examples, the article considers how modes of self‐regulation become political problems and also how subjects may be of the urban as well as located in the urban. The problematizations of socialist state planning have led to new governmental rationalities and technologies that not only produced new subject positions, but also new urban spaces, landscapes, economies and lifestyles. From this view, the article is an intervention into discussions about the ‘where’ of urban politics. It also argues that it is critical to examine politics as problematization and normalization if we are to understand what is at stake in the constitution of potential ‘communities of action’.  相似文献

The political ideology driving urban statutory planning in the United Kingdom has held a central place within planning literature during the 1980s and 1990s. The distinctiveness of leadership style and political ideology associated with the Thatcher governments have been widely recognized both in practice and academia. However, the distinctiveness of political ideology to determine the form and status of statutory urban planning since John Major acceded to the prime ministership in 1990 has not been assessed so markedly. Questions emerge on whether Thatcherite ideology is continuing in the 1990s within the realm of planning and environment, of whether a watered down version of New Right policies are being implemented, or whether central government policies towards planning over the last six years marked a change in ideological direction. This paper examines statutory planning during the Major years with reference to the ideological components of Thatcherism. From this assessment, a comparative analysis is undertaken of both political administrations. The paper concludes by finding that although elements of Thatcherite ideology are continuing, there have been initiatives that move away from the primacy of the market. However, these do not form any ‘big theory’: the differences between Thatcher and Major are more related to style than substance. Thatcherism is continuing but in a neo-Thatcherite way.  相似文献

In the urban studies literature, urban politics is usually considered in two distinct locations: the city (often understood in quite conventional centralist ways) and the suburb (understood as spatially peripheral and politically at odds with the central city). At the metropolitan scale, the two types of urban politics are discussed in relation to one another. More recently, the metropolitan scale of urban politics has been expanded to regional dimensions. We pose the question of location of urban politics from a specific deficit in the geography of centre, suburb and metropolis. We argue that in today's regional political socio‐spatiality, politics will have to be found ‘in‐between’ the old lines of demarcation. Following Tom Sieverts' (2003) advice to look at the ‘in‐between’ cities that are neither old downtown nor new suburb but complex urban landscapes of mixed density, use and urbanity, we reveal the political vacuum that is at the heart of the urban region today. Using the politics of infrastructure in Toronto as our empirical example, we will show that vulnerabilities and risks for urban populations in that Canadian metropolis' in‐between city are co‐generated by the failure of conventional political spaces and processes to capture the connectivities threaded through those places that are in‐between the centre and exurbia.  相似文献

Global events such as London's 2012 Olympic Games raise questions about the ways in which embedded political arrangements take their shape from relationships that stretch across and beyond urban boundaries. In this article, the urban politics that we wish to capture is not one that is merely located in the city, but rather one that has to constantly take into account the mediated demands folded (as it were) into the urban arena. In the first part of the article, the corporate politics of an Olympic‐related urban regeneration are outlined and then considered, first as a staged setting for interaction, a kind of placeless political engagement, and then as a more embedded spatial politics that takes into account the leverage of networked groups acting within and beyond the city. Following that, we explore the politics of regeneration when campaign groups and alternative coalitions of interest raise their own political demands by drawing on references outside of their immediate urban area and attempt to steer political dialogue in ways that extend the reach of urban politics. The urban politics at stake in this context, we argue, appears to work more through topology than a series of mapped connections; through actors registering their presence in ways that often dissolve the tension between inside and outside rather than define it in terms of separate political spaces.  相似文献

This symposium opens up new critical insights and analytical perspectives into the relationships between power, politics, materiality and urban engineering. In so doing it demonstrates the central role of engineers in the production and negotiation of everyday life in the city. In contrast to the technocratic exercise engineering often professes to be, the contributors to this symposium argue that the assembling and choreography of cities through the myriad techniques, routines, standards and visions of engineers is inextricably bound up with broader socio‐cultural, material and political urban dynamics and processes. This necessitates investigating the multiple and competing social imaginations, forms of knowledge and regimes of expertise associated with urban engineering. The symposium's five articles, straddling disciplinary backgrounds in geography, anthropology, engineering and history, focus analytical and empirical attention on the figure of the engineer and on the work of engineering in the cities of Paris, Mumbai, Singapore and London. Engineering, we suggest, is a diagnostic for probing the shifting forms of mediation that animate and inhabit contemporary dynamics of urban change. The symposium thus opens up a new avenue for cross‐disciplinary and transregional research for urban studies while also suggesting innovative ways of conceptualizing urban transformation and contestation.  相似文献

Institutions across many cities in Africa lack sufficient authority to instil any overarching matrix of definitions and spatial framework capable of holding residents in stable articulations with infrastructure, territory and urban resources of all kinds. The resultant dispersion of ways of operating in cities does not necessarily mean that regularities are impossible to attain. Rather, an increasingly generalized practice of converting bodies, infrastructure and urban objects into mutltiplex and unstable uses can give rise to particular forms of sociality which in turn cultivate a certain flexibility in how highly volatile urban situations are appropriated and lived. By examining various modalities of circulation — through disparate spatial and symbolic economies — engaged in by youth in various situations and quarters in Douala, Cameroon, this article attempts to explore the elaboration of specific urban political practices. These practices are aimed at countering marginalization and reappropriating the city as a platform for more diverse engagements with a larger world. Dans de nombreuses grandes villes d’Afrique, les institutions manquent de l’autorité suffisante pour faire naître une enveloppe de définitions et un cadre spatial capables d’assurer aux habitants des articulations stables avec une infrastructure, un territoire et des ressources urbaines de toutes sortes. Il en résulte une dispersion des modes opératoires dans les villes, ce qui n’interdit pas forcément toute forme de régularité. Au contraire, la conversion généralisée d’organismes, infrastructures et objets urbains en usages composites et instables fait naître des formes spécifiques de socialité qui elles‐mêmes nourrissent une certaine flexibilité dans la manière dont les habitants s’approprient et vivent des situations urbaines très volatiles. En étudiant plusieurs modalités de circulation‐via des économies symboliques et spatiales disparates — adoptées par les jeunes dans des situations et des quartiers variés de Douala (Cameroun), cet article tente d’explorer l’élaboration de pratiques politiques urbaines spécifiques. China's urban transformation since 1978 is notable for both its scale and speed. Focusing on the dimension of speed, we propose the concept of the ‘urban speed machine’ to assess its role in shaping the politics and political economy of Chinese urbanization. We argue that in China speed must not be understood merely by means of measurable outcomes of change, but rather that speed is an essential and vital element embedded within China's specific processes and mechanisms driving urban growth. In this sense, speed is constantly at the forefront of local cadres’ considerations, since moving fast to achieve urban growth is an expression of political imperatives and pervasive city‐based accumulation strategies. The Chinese urban speed machine, as we conceive it, mainly involves three state‐dominated institutional arenas: the Communist party's personnel review system, the planning mechanism and local finance. We also discuss regional variability vis‐à‐vis the nature of speed in urbanization and in the differing responses to problems of fast‐city growth in recent years. This article's core contributions are to clarify the paramount importance of speed in the political economy of urban growth and illuminate a relational understanding of the politics of speed in China's urban change.  相似文献

In this article contemporary city change in Stockholm is first described against a background of theories on global cities. Stockholm cannot be seen as a global city, but displays many typical signs of the ongoing development in global cities. In the article this is shown by examining the situation in Stockholm regarding the economic structure, especially the expanding IT‐sector, social and economic polarization, local politics and the efforts to improve the infrastructure. In the change of the city social movements have been very active. Since the 1960s three different kinds of movements have existed, which are described and analysed against a background of theories on social movements. The first of these, the so‐called neighbourhood movement, emerged at the end of the 1960s and had all the typical signs of the so‐called ‘new’ social movements of that time. In the 1990s a new environmental movement acted mainly against proposed big traffic‐routes. This movement reflected in its structure some important features of today's society: fragmentation, individualization and globalization. At the end of the 1990s a third movement emerged as a reaction against the new competitive urban politics and the ongoing change of the city. Finally, the modifying impact that movements and local factors in Stockholm have had on globalization is discussed, as well as the difficulty in estimating the impact of movements on local politics. L'article décrit d'abord l'évolution urbaine contemporaine à Stockholm, en fonction des théories sur les villes planétaires. Même si la capitale suédoise n'est pas censée en faire partie, elle présente nombre des caractéristiques du développement actuel de ces grandes villes mondiales. L'article le montre en examinant sa situation en matière de structure économique (en particulier, l'expansion de son secteur technologique informatique), de polarisation sociale et économique, de politique locale et d'efforts d'amélioration des infrastructures. Les mouvements sociaux ont largement contribuéà l'évolution urbaine. Depuis 1960, ils sont intervenus sous trois formes, décrites et analysées par rapport aux théories des mouvements sociaux. La première, le ‘mouvement de quartier’, est apparue à la fin des années 1960 et présentait tous les signes typiques des dits ‘nouveaux’ mouvements sociaux de l'époque. Dans les années 1990, c'est un mouvement environnemental qui a agi surtout à l'encontre des grands itinéraires de circulation proposés, révélant par sa structure quelques caractéristiques importantes de la société actuelle: fragmentation, individualisation et mondialisation. A la fin des années 1990, un troisième mouvement est né en réaction à la nouvelle politique urbaine concurrentielle et à l'évolution vécue par la ville. Pour finir sont discutées l'incidence, sur la mondialisation, des mouvements et des facteurs locaux propres à Stockholm, ainsi que la difficulté d'évaluer l'impact des mouvements sur la politique locale.  相似文献

The threat of flooding in cities is often compounded by political and economic decisions made on watershed management, land development and water infrastructure and provisioning. It has also become a point of conflict between cities’ objectives for development and modernization, and the struggles of marginalized residents living in low‐lying coastal and riverine areas to remain in place. Flooding takes on different forms depending on one's point of view. It is a biophysical issue, involving geology, geography, meteorology and ecology. It is one of urban governance, involving planning and maintenance of infrastructure and land use. And it is sociopolitical, involving historical social and spatial marginalization and contestation. This article, based on mixed‐methods research in Jakarta, Indonesia, traces the conceptual and physical contours of urban waterscapes across these conflicting ideas and narratives. It brings into dialogue theories of urban political ecology, landscape ecology and environmental ethnography to explore the interrelationships between biophysical and sociopolitical factors behind urban flooding. In the article the focus is on the varying materialities and scales involved, including the ecological scales of the watershed, the infrastructural scales associated with flood protection, and the urban scales of planning, governance and social activism. The article concludes with a proposition for a multidimensional approach to thinking and acting on problems of urban ecological change.  相似文献
