Promising Futures: CMS,Post‐Disciplinarity,and the New Public Social Science

This paper considers the future prospects for Critical Management Studies and by extension management studies more generally. To explore these, two frameworks from the wider social sciences are deployed. The anchorpoint for the discussion is Michael Burawoy's work distinguishing types of scholarship on the bases of (a) conceptions of knowledge produced by social scientists, and (b) different audiences for that knowledge. Critical Management Studies is founded on critique but its future will be determined by how it makes its way across Burawoy's other domains of professional, policy and public scholarship. To examine this, I draw on John Brewer's recent articulation of the ‘new public social science’. Brewer's problem‐driven, post‐disciplinary approach conceives the public value of social science as its conservation of moral sentiments and sympathetic imagination towards each other as social beings, and its ethical concern about the humanitarian future of humankind. The new public social science is normative and partisan, transgressive, scientific, and impactful. I argue that this provides a potentially fruitful template to guide future management studies. This is a future in which Critical Management Studies – as management studies' critical and emancipatory conscience – has a central role to play.

Decentralization,the New Public Management,and The Changing Role of The Public Sector In Africa

The role of the public sector in most countries around the world is changing both with respect to public service delivery and the stimulation of economic progress. That change, which was occasioned by the need for policy reform, has resulted in what is now termed ‘the new public management’, reflecting a movement away from the old values and norms of public sector administration. This article examines and analyses the concept of decentralization and its relevance to the changing role of the public sector, within the context of ‘the new public management’. and with special reference to Africa. The perspective of the article assumes that the new public management provides an appropriate framework for responding to the efficient delivery of public services in Africa.

Public Report,Price, and Quality

A monopolist produces a good with two qualities. All consumers have the same valuation of the first quality, but their valuations of the second vary, and are their private information. A public agency can verify qualities, and make credible reports to consumers. In Full Quality Report, the public agency reports both qualities. In Average Quality Report, it reports a weighted average of qualities. The equilibrium prices and qualities in Full Quality Report can be implemented by Average Quality Report. Equilibrium prices and qualities in Average Quality Report give higher consumer surplus than Full Quality Report. Bertrand competition under Average Quality Report yields first‐best prices and qualities.

Art Museum Attendance, Public Funding, and the Business Cycle

There are a number of important problems in contemporary museum finance, and this article identifies yet another possible difficulty. An aggregate statistical measure of museum attendance is calculated in this research and the attendance measure is shown to be countercyclical in nature. When set against federal and other allocations to museums, which are clearly pro-cyclical in nature, an attendance "disease" may be at least tentatively identified. Efficiency criteria, of course, require that costs are covered in real time. We find, however, that, despite the likelihood that museum attendance is income-elastic and a normal good, attendance varies countercyclically with the business cycle. We suggest that one possible explanation for this phenomenon is that a positive substitution effect on demand outweighs the income effect on demand for museum attendance over the cycle. From a policymaking perspective, these results call for a longer range planning horizon, that is, one that includes the full business cycle rather than just the financial year, as is the current U.S. government practice.
