This article assesses the impact of HR qualified professionals on the adoption of gender‐based equal opportunities policies and practices in small businesses. Earlier research has shown a low level of take‐up of equal opportunities initiatives in small firms. This article explores whether the presence of an HR professional in small to medium‐sized enterprises is associated with a greater level of take‐up of (a) gender‐based equality policies and (b) gender‐based equality practices than in small to medium‐sized enterprises that do not have such expertise. In doing so, the authors draw on empirical data from a recent European Social Fund sponsored study of equal opportunities policy and practice in small to medium‐sized enterprises in the UK. The main finding is that the presence of an HR professional is associated with a greater level of take‐up of formal equality policies, but not with the implementation of equality practices. The authors explore possible reasons for this and consider the implications for the HR profession and the promotion of equality of opportunity in the small business sector.  相似文献

This paper seeks to explore how age diversity is characterised, understood and managed by HR managers responsible for its implementation. With businesses competing at a global level and demographic trends changing the landscape of the labour market, the diversity approach to managing workplace equality has been heralded as the answer to the political and moral challenges in marrying external competition with internal workplace equality. Nowhere has this been more influential than in recent debates concerning older workers in the labour market, and yet, how age‐related HR practices relate to the underpinning philosophies of diversity has not yet been explored in any depth. Drawing from interview data with HR managers from a range of industry backgrounds, this article explores the inherent tensions faced when discussing age as a diversity issue, and the persistent effects of larger social norms related to ageing. By focusing on the concept of ‘difference’ as a key tenet of diversity, the challenges in ensuring equality while being aware of contradictory messages from both inside and outwith the organisations play a key role in age diversity in practice. This leads to a discussion about the more subtle practices involved in the workplace implementation of age diversity and how awareness of inherent biases may challenge age inequality within organisations.  相似文献

This article focuses on the development of mid‐ to senior‐level HR professionals through a public program offered at the University of Michigan Business School. We suggest that developing HR professionals requires a theory of competencies about what HR professionals must know and do and a development experience based on those competencies. We highlight how we have created a competency model over the last decade and designed our HR executive programs to deliver against this model. A great deal has been written about the types of competencies that HR managers need. However, there is little known about how these might be acquired and which ones prove most valuable in carrying out HR tasks. This article provides insights into this issue from a study carried out in Ireland. The study examined HR managers' perceptions of the ways in which their competencies changed over the timespan of a management education process and the ways that they utilised these competencies within their work situations. The study suggests that the acquisition and development of ‘meta‐qualities’(Pedler et al, 1994) can be important to HR professionals in managing the complexity and ambiguity in their roles.  相似文献

Competency‐based applications have gained a foothold in HR practice worldwide; however, changes in the business environment and the structure of work itself are challenging the value of traditional competency methods in achieving strategic organizational benefits. The key question facing HR executives and practitioners today is how to leverage existing competency practices to greatly increase the impact of competency development on business results. Taking a critical, performative stance, this study aims to advance our understanding of diversity management enhancing ethnic equality at work. Relying on a multiple-case study, we inductively identify organizational practices that foster the valuing of multiple competencies and the ability to express multiple identities, two key organizational markers of ethnic equality advanced in the gender and diversity literature. Our analysis indicates that ethnic equality is fostered by practices that broaden dominant norms on competencies and cultural identities, and avoid reducing ethnic minority employees to mere representatives of a stigmatized social group. In contrast to ‘classical’ diversity management practices which focus on individuals’ cognitive biases toward out-group members, these practices redefine what is ‘standard’ in the employment relationship, hereby structurally countering ethnic inequality within organizational boundaries.  相似文献

High‐performance work systems (HPWS) are important conceptual instruments in the human resource management literature. Yet our current understanding of the complementarities within HPWS remains limited for two reasons: First, the dominant theoretical perspectives on HPWS provide a landscape of theoretical possibilities rather than an understanding of different possibilities through which HPWS generate positive effects on performance; and second, the literature on HPWS merely proposes several seemingly equally important HR practices. This article explores the internal nature of HPWS by integrating a configurational perspective of core, peripheral, and nonessential HR practices with a typology of complementarities. Analyzing 530 UK‐based firms using fuzzy set qualitative comparative analysis (fsQCA), I identify four frequently implemented HPWS consistently associated with high labor productivity. The complementarities within all HPWS combine pairs of core HR practices with sets of peripheral HR practices. Moreover, the complementarities within three of the four HPWS rely on firms’ avoidance of implementing certain HR practices. The results suggest that the synergies of HPWS arise from efficient complementarities and virtuous overlaps, and reveal the significance of achieving high performance by not implementing HR practices. This article thus advances a new perspective on HPWSs, highlighting the challenges involved in successfully designing HPWS. © 2016 Wiley Periodicals, Inc.  相似文献

There is a growing awareness within project‐based sectors of the relationship between performance and managers' competencies. This article reports on research that investigated the competency profile of ‘superior’ project managers working within the construction industry, one of the most complex and dynamic project‐based industrial sectors. The study combined an assessment of both their behavioural competencies and job‐task competencies. The results reveal that while their job‐task competencies are highly specific to the industry in which they work, the behavioural competencies of superior project managers are mostly generic in nature and apply to a range of other management positions. This research shows how it is practically possible to identify the competency profile of superior managers and utilise this framework for managing the performance of this key management group.  相似文献

In HRM, a line can be drawn that distinguishes research on formal organisational programmes (above‐the‐line research) from research on organisational practices as they are experienced by employees (below‐the‐line research). Diversity management research has heavily emphasised below‐the‐line research using methodologies that measure employee perceptions of diversity management activities. This research demonstrates an impact of diversity management on employee reactions and identifies unit‐level factors (e.g. leader behaviour) that impact the effectiveness of diversity management activities. However, below‐the‐line research is not able to answer HR professionals' questions about which diversity management activities should be adopted when, and so a research–practice gap is developing. I explain how both academics and practitioners would benefit from more above‐the‐line research examining the impact of formal organisational diversity management activities as reported by senior managers or documented in organisational records.  相似文献

This study compared people aged 50 to 65 who had retired and returned to work (n = 90), who remained in their career jobs (n = 198), and who retired and remained out of the workforce (n = 321). The significant differences between post‐retirement and career employment were associated with the HR practices within organisations and were not related to the characteristics of the organisations in which post‐retirement and career jobs were found. The HR practices were rated as especially important in influencing the decision of retirees to return to work. The findings suggest that people in post‐retirement jobs are drawn to organisations that provide HR practices tailored to the needs and desires of older workers. The results also indicate that if employers expect to address labour shortages by encouraging retirees back into the workforce, they are going to have to implement those HR practices that are important to this group.  相似文献

We argue that differentiating HR practices across employees leads employees to compare their situation with colleagues to assess the favourability of HR practice outcomes (e.g. money). These perceptions can be negative (i.e. feeling set back), neutral (i.e. feeling treated the same) or positive (i.e. feeling advantaged). Data from 13,639 Belgian employees showed that perceived favourability of HR practice outcomes is positively associated with affective organisational commitment, but the relationship is attenuated at positive levels. Thus, differentiation may be a double‐edged sword as the losses among employees feeling set back may temper, neutralise or even outweigh the benefits among those feeling advantaged. The relationships found were especially salient for work practices (e.g. autonomy) compared with economic practices (e.g. bonuses). Developmental practices were found to be least suited for differentiation across employees. No evidence of a moderating role of employees’ preference for equality (vs. differentiation) was found.  相似文献

Urban insurgencies have spread across the globe like wildfire in recent years. The indignado plaza occupations in Spain are often cited as beacons of popular and widespread dissent. This article argues that urban insurgencies with the highest emancipatory potential in Spain today are found in the practices of the housing rights movement—the Plataforma de Afectados por la Hipoteca (PAH, or Platform for Mortgage‐affected People)—that mainly entail blocking evictions and occupying empty bank‐owned housing. I elaborate on the notion of insurgent practice by examining how insurgency has been considered in relationship to citizenship, planning and public space. I propose insurgent practice as a way of articulating how people attempt to enact equality in everyday life and engage explicitly with socio‐spatial and political questions related to an emancipatory democratic politics. Based on a detailed analysis of two of the PAH's insurgent housing practices, I posit that recuperating empty bank‐owned housing with and for evicted families has the highest and most significant emancipatory potential, as it disrupts the core dynamics of urban capital accumulation and enacts equality for evicted households by directly contesting financial rent‐extraction mechanisms at multiple levels. In closing, I outline some conclusions that emerge from the Spanish housing case and from the concept of insurgent practice and urban politicizing practice in general.  相似文献

This study examines the competencies of human resource professionals in the manufacturing companies of Malaysia. The competencies that are examined in this study are business knowledge, strategic contribution, HR delivery, personal credibility, HR technology and internal consultation. All these competencies will be tested whether or not they are significantly related to a firms' performance. The sample employed here consists of HR professionals from Malaysian manufacturing companies in the southernmost state of Malaysia, Johor.A total of 89 firms responded to the survey exercise. This study uses quantitative methods such as spearmen ρ correlation and multiple regression analysis to test the variables. The finding shows that the top nine ranking HR competency factors are from the domain of personal credibility and HR delivery. The respondents' self-rated competency shows that personal communication, legal compliance, effective relationship and performance management rank above all other factors. Competencies such as strategic contribution, business knowledge, HR technology and internal consultation have significant correlation with firms' performance. Furthermore, it is found that out of all HR competencies, the highest contributions to a firm's performance are strategic contribution and internal consultation.  相似文献

Technology improves at an ever-increasing rate, but the speed at which firms can adapt their strategies and competencies to develop technological innovations and exploit market opportunities remains limited. While networks provide an option to increase agility through collaborative access to relevant external competencies, we know little about systematically managing such networks. This paper identifies a collaborative network process that we label competency rallying. We describe the set of inter-organizational routines involved in competency rallying in a case study of the interactions among the partners of the Virtuelle Fabrik, a case of an organized regional network in the manufacturing industry in Switzerland. We describe competency rallying as the (1) identification and development of competencies, (2) identification and facing of market opportunities, (3) marshalling of competencies, and (4) short-term cooperative effort for technological innovation and commercialization. The paper contributes a model that furthers the understanding of the organizational character of networks based on specific, learned network capabilities and which allows prediction of the likelihood of success of practical collaboration projects in networked organizations.  相似文献

Current international human resource management (IHRM) literature focusing on multinational corporations (MNCs) presents evidence of both similarities and differences in the HR practices adopted in different global locations. However, the drivers behind this duality require more detailed investigation. This article focuses on exploring why MNCs position themselves within global markets as they do, exploring how extant theory can help explain the drivers behind both global and national HR practices. Based on a worldwide sample of in‐depth interview‐based case studies of well‐known MNCs, we explore the ways in which different firms react to both institutional and competitive pressures in selecting their approach to HRM. The findings uncover a differentiation between external global competitive isomorphic pressures, external national institutional isomorphic pressures, and internal processes of strategic choice and competitive differentiation. It is suggested that MNCs face all three drivers of HRM simultaneously, leading to different patterns of practice adoption, adaptation and innovation.  相似文献

Evidence‐based HR (EBHR) is a decision‐making process combining critical thinking with use of the best available scientific evidence and business information. We describe how to get started as an evidence‐based HR practitioner. Actively managing professional decisions is a key aspect of EBHR. Doing so involves making decisions, especially consequential or recurring ones, using practices supported by high‐quality research. We present a step‐by‐step set of approaches to becoming an evidence‐based HR practitioner: from getting started, through everyday practices and continuous learning to integrating EBHR into your organisation. One of the more fundamental aspects of the ongoing debate about the added value of HRM relates to ‘best’ practice versus ‘best‐fit’. Best practice suggests the universal success of certain HR practices, while best‐fit acknowledges the relevant impact of contextual factors. We argue that differences in embeddedness and in institutional settings between, for example, countries affect the nature of HRM. To understand this phenomenon, we are in need of additional theory. In this article we will use the theory of new institutionalism as a better way to understand the shaping of HR policies and practices in different settings. After a concise review of the latest debates in the area of strategic HRM, in which the resource‐based view is the dominant perspective, we turn to an analysis of HRM in different institutional settings, which suggests the need for additional theory: ie new institutionalism. We offer propositions to explain the impact of different institutional mechanisms, including coercive, normative and mimetic ones, on the shaping of HR policies and practices in organisations. The remainder of the article then focuses on possible implications for practitioners, theoretical implications for future research, and challenges for strategic HRM.  相似文献

Business periodicals, such as Fortune magazine, rank organizations in lists such as the “Best Companies to Work For,” providing applicants with information about firms' human resource practices, including pay, benefits, work‐life, and diversity practices. It is not clear what influence this reputational information about HR practices has on applicant interest in pursuing employment or, more important, why it does so. Given that firms invest substantial resources in HR practices to vie for positions on these lists, the current study sought to fill these gaps in the literature. In the 2 (compensation) × 2 (work‐family) × 2 (diversity) factorial design, 232 college students read about magazine rankings in which a firm's reputation in each HR practice was manipulated as ranking either high or low relative to competitors. We examined perceptions of organizational prestige, anticipated organizational support, and anticipated role performance as mechanisms that explain the influence of HR practice reputation on job pursuit intentions. Our results indicate that a firm's reputation in compensation, work‐family, and diversity efforts increase college students' intentions to pursue employment with a firm. They do so because college students perceive that the organization is prestigious, will be supportive, and will foster their job performance. Our results suggest that a strong employer brand derived from employee‐centered HR practices is important for recruiting college students. © 2012 Wiley Periodicals, Inc.  相似文献

In this study, we examine the cross‐cultural differences in human resource (HR) managers’ beliefs in effective HR practices by surveying HR practitioners in Finland (N = 86), South Korea (N = 147), and Spain (N = 196). Similar to previous studies from the United States, the Netherlands, and Australia, there are large discrepancies between HR practitioner beliefs and research findings, particularly in the area of staffing. In addition, we find that interpersonal‐oriented aspects of HR practices tend to be more culturally bound than technical‐oriented aspects of HR practices. We interpret the differences using Hofstede's cultural dimensions (Power Distance, Individualism versus Collectivism, Masculinity versus Femininity, Long‐Term Orientation versus Short‐Term Orientation, and Uncertainty Avoidance). We discuss the overall nature of the science‐practice gap in HR management, and the implications for evidence‐based management. © 2014 Wiley Periodicals, Inc.  相似文献

Professional service firms (PSFs) play an important role in the knowledge‐based economy. Their success is highly dependent on their people, the knowledge resources they possess, and how they use these resources. However, how to systematically manage human resources to attain high performance is not fully understood. This study addresses this issue by investigating the linkage mechanisms through which high‐performance work systems (HPWS) influence the performance of PSFs. We integrate resource‐based and dynamic capability theories in order to identify and investigate two intervening mechanisms that link HR practices to firm performance. The first mechanism is the intellectual capital resources comprising the human, social, and organizational capital that HPWS create. The second mechanism is the uses to which both HPWS and resources can be applied, operationalized as organizational ambidexterity, the simultaneous exploitation of existing knowledge and exploration of new knowledge. These mechanisms are hypothesized to link HPWS to firm performance in the form of a practices‐resources‐uses‐performance linkage model.
