2004年我省价格工作的总体要求:以邓小平理论、“三个代表”重要思想为指导,加强价格监测调控,完善价格应急机制,努力保持价格总水平基本稳定;强化市场价格监管,规范市场价格行为;继续深化价格改革,完善价格形成机制;坚持以人为本,着力解决好关系群众切身利益的价格问题;统筹兼顾,在全面、协调和可持续发展中更好地发挥价格工作的职能作用。     

加强市场价格监测体系建设

稳定价格是我国宏观调控的四大目标之一，加强价格调控，保持价格基本稳定，对促进经济发展和社会稳定，具有重要作用。面对市场价格波动的新形势、新变化，如何创新和加强价格监测工作，增强价格调控的预见性、主动性和有效性，提高价格调控水平，是价格主管部门面临的重要任务。     

全面落实科学发展观努力做好价格工作

2004年是价格工作不平凡的一年。广东各级物价部门以邓小平理论和“三个代表”重要思想为指导，树立和落实科学发展观，认真贯彻国家宏观调控政策，加强价格调控，深化价格改革，整顿价格秩序，充分发挥价格职能作用，为促进我省的社会稳定和经济的健康、持续发展做了大量卓有成效的工作。     

粤市场价格调控联席会议：确保稳定物价措施落实到位

为积极推进市场价格调控监管工作,保持价格总水平基本稳定,根据《国务院关于稳定消费价格总水平保障群众基本生活的通知》精神和省政府《关于贯彻落实国务院部署稳定消费价格总水平保障群众基本生活的通知》的要求，

一，加强对市场价格的监管，实施必要的政府调控。维护正常的市场价格秩序，保障广大消费者的利益。一要稳定政府定价和政府指导价。近期，成品油、天然气、电力价格不得调整，公用事业价格以及学校的学费、住宿费收费标准不得提高，保持医疗服务价格稳定。化肥价格也要保持稳定，确因成本上升需调整的，必须按规定报政府价格主管部门批准。     

努力开创新时期价格工作新局面

一、价格工作认真贯彻“三个代表”重要思想,为促进发展、保持稳定做出了积极贡献2002年以来,各级价格主管部门按照“三个代表”重要思想的要求,认真贯彻落实中央经济工作会议和全国计划会议的各项部署,围绕经济和社会发展大局,着力解决党和政府关注、人民群众关心的重要价格问题,做了大量工作。全国统一部署的价格工作开展顺利,价格改革迈出了很大步伐,各地工作出现许多亮点,取得了显著成绩。     

基于价格联动的猪肉产业链整合量化分析——以吉林省为例

本文以吉林省为例,采用协整分析模型和滞后不对称分布价格联动模型量化分析了猪肉产业链价格系统的价格波动与联动效应.结果表明,吉林省猪肉产业链价格系统的协整关系成立,猪肉产业链价格系统的稳定均衡制约着猪肉产业链的短期价格波动,可以有效减弱猪肉产业链上各种市场价格之间的偏离,促使猪肉产业链价格回归均衡;玉米价格和生猪价格对猪肉价格的作用较强,而仔猪价格对猪肉价格的影响较小;猪肉产业链上各种价格之间有很强的联动效应,价格可以在生猪产业链上有效传导.因此,为了稳定猪肉价格,政府应重点监控玉米价格和生猪价格,控制玉米加工业的发展规模,可以通过实施全产业链管理加强猪肉产业链的质量安全控制,实现优质优价.     

对中国农产品价格波动和政府调控问题的思考

近年来,中国农产品价格呈现频繁波动、恢复性上涨等特征。通过对农产品价格波动的原因进行分析,提出了政府宏观调控的对策是:应该充分发挥政府的调控作用,积极发展现代农业,增强农业综合生产能力;完善调控手段,增强价格调控的针对性;加大市场价格监管力度,保障价格稳定;完善农产品供求调节机制,平衡市场供求;健全农产品物流体系,降低流通成本。     

货币政策是否应关注资产价格——基于货币稳定的视角

货币稳定是一个伴随着货币交易范围扩展而不断拓展的概念,资产交易规模使资产价格波动能严重影响货币稳定和社会福利,因此,货币稳定应当包括资产价格稳定。利用中国1998-2009年月度、季度数据,以及协整检验、误差修正估计和方差分析等方法研究后得出:资产价格与传统通货膨胀指标现值及预期值存在联动性、与经济运行中的货币存量具有显著的数量解释关系,资产价格通过影响消费、投资等经济因素冲击着货币政策效果;货币政策对维护包括资产价格在内的货币稳定并非无能为力,经验表明资产价格往往对货币政策调整做出积极反应。因此,货币稳定指标应根据传统通货膨胀指标和资产价格指标综合计算,即货币政策应根据资产价格传导机制,精确分析资产价格与货币中介目标的关系,准确采取政策工具。     

加强价格监管 做好物价工作

稳定物价总水平,是今年政府经济工作和宏观调控的首要任务。作为物价管理部门,要坚持“立足当前、着眼长远,综合施策、重点治理,保障民生、稳定预期”的原则,全面加强价格调控监管工作,稳妥有序地推进价格改革,深化价格公共服务,认真做好2011年物价工作,为“十二五”良好开局营造有利的价格环境。     

我国房地产税制的现状及改革构想

房地产税制是维护房地产市场公平竞争，实现国家对房地产业宏观调控的有力杠杆。然而，我国现行的房地产税制却存在税费不分、税制不统一、税制结构不合理等诸多问题。严重影响了其对房地产业应有的宏观调控作用。因此，适时地推进房地产税制的改革应是当务之急，应统一内外税制，合理界定税费的范围，建立统一、规范、合理的房地产税收体系。     

The Change in Productive Efficiency in Telecommunications in the United States

The question addressed here is whether the adoption of incentive regulation, which has become an important regulatory tool in the telecommunications industry in the USA, has resulted in a change in the technical efficiency of local exchange carriers in the USA. After providing an overview of the nature of incentive regulation, a methodology for measuring technical efficiency and its change is introduced. This is a multiple-output/multiple-input distance function approach to measuring technical efficiency. The results of implementing this approach for 19 local exchange carriers for the 1988-2001 period indicate that in the production of local service, intrastate toll/access service, and interstate access to local loops, there was no change in technical efficiency between the 1988-1990 period and the 1991- 2001 period, something that incentive regulation was specifically designed to promote.

人力资本投资在推动知识化发展的过程中存在自增强机制，通过促进人力资本保值增值，进行人力资源合理配置，改善配置环境和配置政策、完善配套措施，有助于充分发挥这一机制的功能，从而实现西部地区知识化发展。     

Age Discrimination in Employment in Canada

Issues pertaining to age discrimination in employment in Canada are analyzed with a view toward highlighting lessons that may be learned from the Canadian experience—an experience that is taking on increased policy importance. Reasons for the increased attention to age discrimination issues are outlined, followed by a portrayal of the age discrimination legislation and court interpretations in Canada, especially as they pertain to mandatory retirement. Enforcement aspects are discussed, as is the evidence on age discrimination in employment and the effectiveness of legislation with respect to age discrimination and mandatory retirement. The article concludes with a discussion of the lessons to be learned from the Canadian experience, especially with respect to the poorly understood but complicated relationship between age discrimination and mandatory retirement. Policy recommendations for strengthening age discrimination legislation are also outlined. (JEL J14 , J24 , J71 )     

Inequalities in Income Distribution in Slovenia

This article presents an empirical analysis of income distribution based on income tax data for Slovenia in 1991-2000. It presents evidence of rising inequalities in income distribution (gross income, gross wages and pensions). These results are supported by coefficients of variation, Gini coefficients and by the Lorenz curves. Inequalities increased rapidly in the 1991 to 1993 period. After a significant decrease in 1994 and a steady increase from 1995 to 2000, the peak value from 1993 was not surpassed. Atkinson's requirements for dominance comparisons are not violated. Inequalities are also present in the distribution of the benefits of economic growth among income groups.

文章分析了上海生态农业发展的影响因素,并利用计量模型进行检验,认为影响上海生态农业发展的主要因素有农业基础设施、农业劳动力资源、农业产业化水平、农业科技实力状况。     

Public participation in forestry in Turkey

Recently public participation in forestry has been seriously considered in Turkey. Participation is however quite a challenge for a country with a long tradition of top-down management and a strong bottom-up dependence on public provisioning. In such a setting, it may not be surprising that the experiences with public participation in forestry in Turkey are mixed. There are some positive initiatives like the creation of farmer's cooperatives and NGOs, but their role is quite limited and small of scale. This paper is bringing together different views based on existing studies in Turkish related to Turkey's experience with implementing public participation in forestry.
