African indigenous vegetables (AIVs) have been part of the food systems in sub-Saharan Africa for generations. The region is a natural habitat for more than 45,000 species of plants, of which about 1,000 can be eaten as green leafy or fruit vegetables that happen to be the mainstay of traditional diets. During the colonial era, adventurers and slavers sailing in Africa introduced exotic plants such as maize, cassava and beans and, later, commercial crops such as sugarcane, cocoa, coffee and cotton, which began contributing more to life. Farmers integrated these crops into their age-old livelihood strategies at the expense of traditional subsistence crops. AIVs were almost entirely neglected and considered ‘poor people's' plants. To reverse the trend, FARM-Africa and its partners reintroduced AIVs which are now forming part of families’ diets as well as becoming a source of income for smallholder farmers in Arumeru, Tanzania and Kiambu, Kenya. AIVs are robust and productive, and thus well suited to feeding the hungriest and most vulnerable sections of society.  相似文献

Collective action through farmer groups can be an important strategy for smallholders to remain competitive in rapidly changing markets. Previous research has analysed determinants of farmer participation in groups, equating participation with group membership. However, within groups the commitment of members can vary, as marginal benefits and costs are not the same for all individuals, and opportunities to free‐ride exist. Low participation in collective activities may reduce the ability of groups to provide useful services to its members. This article investigates determinants of member participation intensity, using the example of farmer groups in Kenya. The role of individual and group characteristics is analysed with survey data and regression models. Previous benefits that members received through the group positively influence their intensity of participation in group meetings and collective marketing, suggesting that reciprocity motives play a role. Low participation can mostly be attributed to structural and institutional conditions, such as group size and the timing of payments for collective product sales. More diversified farmers are less likely to sell collectively when group marketing activities only concentrate on one particular commodity. Since smallholders are often highly diversified, the focus of farmer groups should also be broadened. Further policy implications are discussed.  相似文献

基于陕西省林业科技信息资源平台发展现状,利用因子分析和Logistic回归模型,深入剖析林农参与林业科技信息资源支付意愿及其影响因素。结果表明:受访林农中愿意为获取科技信息而支付意愿为53.6%,说明林农对于林业科技信息资源平台的接受程度比较高;受访者的经济来源、生产经营、认知情况、参与行为等4个因子变量对林农的参与行为具有显著影响,林农愿意支付与否主要取决于其经济水平。因此,提出增加科技投入,加强农村信息基础设施建设;加强林业科技信息资源平台队伍建设;大力发展农村经济,推进信息服务多样化;规范信息有效性,建立健全林业科技信息资源监督机制等建议。  相似文献

The Malawi Government has intensified the use of treadle pump irrigation technology in an attempt to increase agricultural production and also to enrich the livelihoods of resource-poor farmers. As a result, the treadle pump is gaining in popularity among smallholder farmers throughout the country. This study was conducted in the districts of Blantyre in the Southern Region and Mchinji in the Central Region of Malawi. A total of 50 treadle pump and 50 non-treadle pump farmers were interviewed in each district to assess the impact of treadle pump irrigation technology with regard to food security and poverty. Gross margin analysis showed that adopters of the technology had higher net farm incomes per hectare (NFIs/ha) than non-adopters per year. In Blantyre, NFI/ha value for adopters was MK122,855 (US$1007) compared with MK15,987 (US$131) for non-adopters under irrigation conditions. Similar results were found in Mchinji with MK51,858 (US$425) and MK16,090 (US$132) for adopters and non-adopters, respectively. Likewise, under rain-fed conditions, adopters had higher NFIs/ha than non-adopters: in Blantyre, the respective NFIs were MK19,497 (US$152) and MK3344 (US$27), whereas in Mchinji the respective values were MK16,896 (US$138) and MK10,084 (US$83). Furthermore, the well-being measurements and analyses of poverty revealed a higher poverty level among non-adopters compared with adopters. The former also had a greater relative risk of falling into deeper poverty than the latter. Transition matrices depicting movement in and out of poverty showed that from 2004 to 2005, some poor adopters moved out of poverty while some non-adopters dropped from being non-poor to poor. No adopter moved from non-poor to poor. From the results, it is concluded that the Government of Malawi should be urged to increase the availability of this kind of technology to the market at a reduced cost by offering tax incentives to local manufacturers and by using an input voucher system to subsidize qualified poor smallholder farmers.  相似文献

Experiences in smallholder contexts indicate frequent mismatches between technologies introduced and needs of farmers who must make complex decisions in reallocating their limited resources under highly risky ecological and market contexts. This study proposes a cost- and time-effective, easy-to-implement approach to identify farmers’ priorities and critical intervention areas, and presents its application in guiding an agroforestry strategy in Rwanda. It was found that different tree species have distinctive enabling vs. constraining conditions under different agroecological contexts in the perspective of smallholder farmers. Tree species preferred by farmers were not necessarily widely adopted if multitudes of conditions were not enabling. The essential conditions for sustainable adoption include: quality materials/inputs are available; technologies are compatible with existing local farming systems; they are resilient to climate risks/resistant to pests-diseases; management is not complicated; and, there is guaranteed access to markets. The results show that there will not be a silver bullet national strategy to scale up agroforestry. Instead a matrix kind of strategies -to promote enabling conditions and address constraining conditions for priority species in specific agroecologies- will be required. The proposed concept should be further refined for wider agricultural technology transfer debates to break the myths of low uptakes by smallholders.  相似文献

Many tropical regions are experiencing a rapid growth of oil palm cultivation. In Indonesia, the world's leading palm oil producer, in addition to large companies, smallholder farmers are increasingly engaged in the oil palm sector. Smallholder oil palm cultivation may contribute to income gains and socio‐economic development. However, land‐use decisions by smallholders are not well understood. Without appropriate policies, negative social and environmental consequences can also occur. To improve the knowledge base, we use data about present and past land‐use decisions from a survey of farm households in Sumatra. Employing duration models, we analyse the determinants and dynamics of oil palm adoption among smallholders. We find that independently operating farmers are currently driving growth rates in the oil palm sector. Smallholder adoption decisions are mainly attributable to regional and village level factors. While the current adoption primarily occurs outside of contracts, previous contractual ties between companies and other farmers in the same village play an important role for individual decisions. Beyond initial adoption, we also analyse later expansion decisions. While expanding the oil palm area subsequent to initial adoption is common among all types of adopters, those without previous contracts are found to expand significantly faster. We conclude that the concessions the government has allocated to palm oil companies in the past have initiated oil palm adoption in the small farm sector, but that the ensuing land‐use dynamics are mostly beyond government control. This paper examines the role of social capital in smallholder agriculture mechanization in Ghana under the ongoing agenda for transformation of African agriculture through the new green revolution. It contributes to the ongoing debate on the potential of social capital in explaining socioeconomic activity over time and space. Drawing on the experiences of smallholder farmers (n = 30) from Navrongo using qualitative interviews and focus group discussions, the paper explores how social capital networks shape mechanized service access and utilization among farmers and highlights the historical background to tractor-based mechanized farming in northern Ghana. Findings reveal how local farmers activate and operate in trustworthy social networks at the community level among themselves and externally with government agencies, traders and development partners to facilitate tractor access. The paper also finds that the withdrawal of government subsidies on agricultural services during structural adjustment in the 1980s created an avenue for private sector entry into the tractor service market. In recent times, the market is a blend of both public and private actors. Given the crucial role of social capital, this paper stresses that apart from economic factors, contemporary agricultural policy should build upon contextual sociocultural networks and the resources inherent in them.  相似文献

We show how policymakers in developing regions can generate richer insights from using the choice experiment method best-worst scaling (BWS) method when ranking policy priorities on an importance scale. More specifically, we adopt BWS to provide an update on constraints that limit the participation of Kenyan horticultural smallholder farmers in modern agricultural value chains. In addition to traditional constraints posed by input market failures and missing institutions, we considered constraints such as trust and familiarity with buyers shown by recent empirical studies to inform smallholders’ market choices. Ascertaining the relevance of these constraints highlights our contribution to the existing literature. We find that farmers consistently rate access to high-quality inputs as their main constraint followed by concerns about access to credit, the high cost of meeting food standards, missing cooperatives, and exploitative intermediaries. Respondents considered insufficient labor, small farmlands, and weak tenure rights as the least important constraints. Age, location, gender, household income, and education influence the relative importance various segments of smallholders place on these constraints. For example, constraints are economic rather than personal for low-income farmers. Counterintuitively, rural smallholders are less likely to perceive poor transportation network as a constraint. Smallholders’ distrust of buyers they interact with is informed by their location and income. In designing intervention initiatives, policies that focus on segments of smallholders are needed for improving smallholder participation in modern agricultural value chains.  相似文献

We evaluate the impact of a producer organization avocado contract farming intervention in Kenya that included (1) an agreement to sell to an avocado exporting company, (2) access to training, and (3) support to gain group-level Global Good Agricultural Practices (GLOBALG.A.P.) certification as main activities. Using a (nonexperimental) doubly robust difference-in-differences design with farm-level panel data from 2015 and 2017, we show that farmers began selling to the contracted company, were recently trained and received the GLOBALG.A.P. certification. However, the intervention's uptake was less than perfect, especially concerning the procurement aspect of the contract, suggesting widespread side selling. In terms of outcomes, contract farming nevertheless significantly improved sales prices and reported quality, increased direct sales to companies, and led to more planted trees, but also increased total production costs. The effects are driven by the Hass avocado variety, which is in higher demand in export markets and the contracted avocado variety. No significant income and other welfare effects were found.  相似文献

During the 1980s and until the mid‐1990s, Peru experienced one of the bloodiest conflicts in contemporary Latin America, initiated by the armed insurrection launched by the Partido Comunista del Perú – Sendero Luminoso (Shining Path). Most guerrilla activity, armed confrontations and civilian fatalities occurred in Andean rural districts. The intensity of violence declined following the detention of PCP‐SL General Secretary Abimael Guzmán and other leading cadres in 1992–3, which resulted in the dismantling of a substantial component of the organization's military apparatus and support networks. This paper examines how surviving PCP‐SL militants attempted to regroup and respond strategically and tactically to such a devastating setback, focusing on its dealings with the civilian population, particularly coca‐producing smallholders. Counter‐insurgency measures pursued by the Peruvian state are also analysed. The paper concludes with an assessment of the current disposition of guerrillarural populationstate relations in the main areas of conflict.  相似文献

There are numerous examples of technologies with great potential that have not been accepted by smallholder farmers. Quite often, these technologies do not fit well into smallholder systems due to the inherent high level of heterogeneity of these systems. For example, despite their great potential, the adoption of legumes by smallholder farmers in many parts of sub-Saharan Africa has remained poor. A wide range of biophysical (e.g. climate, soil fertility, etc.) and socio-economic variables (e.g. preferences, prices, production objectives etc.) influence the use of legumes in smallholder systems. While some of these variables constrain the adoption of some legumes, others offer opportunities for beneficial use of other legumes in the same system. Therefore, widespread adoption of legumes in smallholder systems can only be achieved if all of the major biophysical and socio-economic constraints are simultaneously identified and addressed. The ‘socio-ecological niche’ concept proposed in this paper provides the framework through which this might be achieved. The socio-ecological niche, in any given region of agricultural activity, is created by the convergence of agro-ecological, socio-cultural, economic and ecological factors, to describe a multidimensional environment for which compatible technologies can be predicted. The socio-ecological niche concept can be applied in many different contexts in technology development. However, this paper discusses its use with respect to the development of legume technologies. Two case studies are presented to illustrate the concept and to demonstrate its practical significance. The concept is being used in on-going research on legumes in smallholder farming systems in western Kenya.  相似文献

Government and parastatal crop purchase programs have regained popularity in sub-Saharan Africa, with many citing improving smallholder farmers’ welfare as a key goal. Yet there is limited empirical evidence on the topic. This paper analyzes the effects of the Zambian Food Reserve Agency's (FRA's) maize purchase activities on smallholder welfare. The FRA buys maize at a pan-territorial price that often exceeds market prices in surplus production areas. Using two household panel survey datasets spanning 15 years and exploiting variation in the scale of FRA activities over time, we employ fixed effects and control function approaches to estimate the effects of a smallholder household's maize sales to the FRA on its welfare, as well as the effects of more intense FRA maize purchase activity in a given district on the welfare of smallholder households in the district. Results suggest positive direct welfare effects on the minority of smallholders that sell to the FRA. We also find that, in the early years of the program, more intense FRA maize purchase activity in a district was associated with reductions in smallholder welfare, particularly among maize autarkic and net buying households. In later years, we find no evidence of such negative effects and some evidence of positive district-level effects on maize net buyers.  相似文献

External environmental factors play a significant role in the agricultural production of smallholder farmers. This is especially the case in developing countries where production is less technologically intensive. These factors are mainly exogenous and affect both the farmers’ input choices and the final output levels. However, previous studies of technical efficiency of smallholder agricultural production either ignore these factors or assume separability between environmental factors and input choice, which is often not the case in developing counties. Using data on smallholder farmers in Ethiopia, we relax this separability assumption and investigate the importance of external environmental factors in farmers’ performance and efficiency variation across regions. The empirical analysis is based on a non‐parametric conditional order‐m estimation method that relaxes some of the traditional strong assumptions in efficiency modeling and, more importantly, the separability between environmental factors and the choice of physical inputs. Using data from four major agricultural regions of Ethiopia, we show the extent that environmental factors contribute to the technical efficiency and the significance of environmental factors in farmers’ performance.  相似文献

Input subsidy programmes (ISPs) remain a popular but contentious policy tool to promote agricultural intensification, food security and poverty reduction across Africa. Although previous studies have explored the impact of ISPs on various smallholder outcomes, no studies have analysed the impact of recent ISPs on pest management. This is particularly important given the increasing pest challenges due to climate change and the recent surge in pesticide use in low-income countries and its associated negative consequences for human and environmental health. Thus, this study assessed the effects of ISPs on smallholder adoption of sustainable pest management practices, using data from 1048 smallholder maize plots across major maize-producing zones of Zambia and a control function regression approach. We find consistent evidence that input subsidy receipt is negatively associated with smallholders' adoption of environmentally friendly and sustainable pest management strategies. Participation in the Zambia ISP (particularly the flexible e-voucher system) encourages synthetic pesticide use, at the expense of sustainable practices. We also find that farmers consider synthetic pesticides and biopesticides as substitutes and are more likely to adopt sustainable pest management when they have tenure security and access to financial resources. Given the human and environmental health consequences associated with synthetic pesticide use, it would be important to leverage input subsidy schemes to promote the adoption of safer and more sustainable alternatives to synthetic pesticides. Beyond input subsidies, policies that improve tenure security and financial access for smallholders can promote the adoption of sustainable pest management practices.  相似文献

Against a background of growing concern about the adverse effects of agricultural land degradation due to accelerated soil erosion, nutrient depletion and high population pressure, farmers in the Jos Plateau, Nigeria have adopted biological and structural land management practices, though the degree of adoption of such practices varies from one farm household to another. This study, based on a survey of 150 farm households, employed a stepwise multiple linear regression model to analyse the factors significantly influencing the adoption of land management technologies. The results of the analysis revealed four variables, namely, extension service, agricultural labour force, accelerated soil erosion and out-migration, explaining nearly 90% of the variation in the range of land management technologies adopted. The first three of these variables have positive influences on adoption. Extension service appeared to be the strongest, impacting on skills in the agricultural labour force. Policy recommendations are made in line with the findings of the analysis.  相似文献

Throughout the developing world, households are diversifying their livelihood activities to manage risk and improve their lives. Many studies have focused on the material causes and consequences of this diversification. Few, however, have examined how diversifying groups establish new patterns of communication and information exchange with others. This paper examines the relationship between livelihood diversification and information diversity among agro-pastoralist Maasai in northern Tanzania, where new mobile phone use is common. Mixed qualitative and quantitative methods of data collection and analysis are used to (1) describe how Maasai use phones to manage diverse livelihoods; and (2) assess the relationship between livelihood diversification and measures of information diversity, controlling for other factors. The findings indicate that households use phones in ways that support existing activities rather than transform them and that the relationship between livelihood diversification and information diversity is positive, non-linear, and significant.  相似文献

Between 2000 and 2009, nine plant clinics in three agro-ecological areas of Bolivia (Andes, lowlands and valleys) served about 800 communities in an area roughly 300 × 100km. Over 6000 farmers consulted these clinics with 9000 queries. Many found the advice so useful that they visited the clinics repeatedly. A survey of 238 clinic users found that most adopted the clinics' recommendations. Fruit and vegetable growers who followed the clinic recommendations tended to spend less on pesticides. As for certain crops like potato, citrus and peach palm, a modest increase in pesticides helped improve the quality and quantity of the harvest. Farmers improved their incomes by following the clinics' advice. The poorest farmers enjoyed the greatest increase in income per hectare. This was the first study to explore the impact of plant clinics; future studies need to be improved, for example by obtaining baseline data and by comparing clinic users to their peers who have not used clinics.  相似文献

The growing use of ICTs around the world, particularly cellular phone technology, provides a significant development opportunity. Under certain situations, ICTs can improve rural households’ agricultural production, farm profitability, job opportunities, adoption of healthier practices, and risk management. All these effects have the potential to increase wellbeing and food security in rural areas of developing countries. Several challenges to effectively scaling up the use of ICTs for development remain, however. Taking advantage of the opportunities provided by ICTs depends on increased connectivity of marginalized population groups, the content and usefulness of the information provided through ICTs, and the capacity of households in rural areas to understand and act on the information that they receive. We need innovative ways to bring together the public and private sectors to ensure that the three Cs (connectivity, content, and capacity) are addressed as a whole.  相似文献

This paper reports on how the farmer field school (FFS) approach has been used to successfully catalyse important changes among stakeholders in the savannah zones of West Africa. Improved agronomic practices, better decision-making skills and diversification of smallholder farms in developing countries are shown to provide farmers the opportunity to rebuild soil fertility, optimize input use and introduce new sources of food and nutrition and marketable products for local populations. This is a knowledge-intensive endeavour best addressed through community-based processes of education. By the end of 2010, approximately 116,000 rice, vegetable, cotton and other farmers would have been involved in season-long FFS in four West African countries, resulting in improved yields and incomes and ushering substantial progress in both reducing the use of chemical pesticides and improving the use of fertilizers and organic amendments. The programme is increasingly being successfully integrated into local, provincial and national structures. Experienced personnel are being employed to initiate similar programmes in nearby countries. The evolving network of experienced actors and committed countries provides a platform for collaboration by a growing set of partners and represents a large-scale, long-term programmatic approach to helping sustainably intensify and develop agriculture in Africa.  相似文献

Smallholder farmers in developing countries face numerous limitations that hinder them from embracing improved agricultural practices and innovations with great potential for meaningful transformations of livelihoods. Consequently, farmers continue living in vicious cycles of poverty despite decades of government and donor expenditures on poverty alleviation. In the last two decades, research and development organizations collaborated in testing and validating selected fodder shrub species as reliable sources of less expensive and easily available protein feeds. With minimal interventions, the research findings have great potential to improve productivity for many smallholder farmers. Tested species include Calliandra calothyrsus, Leucaena spp., Chamaecytisus palmensis, Sesbania sesban, Morus alba and Gliricidia sepium. Dissemination and adoption surveys estimated that 205,000 smallholder farmers (40–50 per cent being women) had planted fodder shrubs by 2005. Currently, fodder shrubs contribute US$3.8 million annually to farmers' incomes and estimated potential annual income is US$81 million. Factors associated with success in fodder scaling-up include deliberate involvement of fodder technology champions, collective action in community mobilization and project implementation, pluralistic extension approaches, sustainable germplasm supply systems, broader partnerships and civil society campaigns. Constraints and challenges include: ineffective delivery of extension and research services, inhibitive policies, political interferences, frequent droughts and inadequate monitoring and evaluation systems.  相似文献
