This paper assesses the impact of the ‘decoupling’ reform of the Common Agricultural Policy on the labour allocation decisions of Irish farmers. The agricultural household decision‐making model provides the conceptual and theoretical framework to examine the interaction between government subsidies and farmers’ time allocation decisions. The relationship postulated is that ‘decoupling’ of agricultural support from production would probably result in a decline in the return to farm labour but it would also lead to an increase in household wealth. The effect of these factors on how farmers allocate their time is tested empirically using labour participation and labour supply models. The models developed are sufficiently general for application elsewhere. The main findings for the Irish situation are that the decoupling of direct payments is likely to increase the probability of farmers participating in the off‐farm employment market and that the amount of time allocated to off‐farm work will increase.  相似文献

The purpose of this study is to investigate the allocation efficiency in the tenancy market, and thereby the potential of the market to facilitate operational farm size adjustment that can help land‐poor tenant households to transform into smallholder commercial farms. We analyzed three rounds of balanced panel data for the production seasons 2005–2006, 2009–2010, and 2014–2015 collected from 320 smallholder farms in Tigrai region in northern Ethiopia. Random effects dynamic probit and tobit models are used to assess how land‐poor tenants’ access and extent of access to land are affected by state dependency (earlier participation in the market), kinship ties, climate shocks, and legal restrictions. The results indicate that state dependency and kinship ties with the landholder had strong positive effects on participation and intensity of participation. Climate shocks significantly affected the intensity of participation of tenants already in the rental market. Tenants’ overall access to rented land had not improved from 2005–2006 to 2014–2015. The amount of land accessed by those already in the market was insufficient for them to become commercial farmers. The important policy implication is that orchestrated interventions at community level are needed to reduce transaction costs and thereby improve land access of entrepreneurial tenants.  相似文献

We study the dynamics of smallholder participation in export value chains focusing on the example of small‐scale broccoli producers in the highlands of Ecuador. Combining cross‐sectional data from a household survey with 11‐year longitudinal data on export market transactions, we explain the hazards of dropping out of a high‐value export chain. We apply a multispell cox duration model that allows us to consider multiple entries and exits from the supply chain. We also provide evidence on the welfare impacts associated with participation. The results suggest that small‐scale farmers’ exit from the export sector is accelerated by high transaction risks experienced in the past. While we find no particular evidence for the exclusion of small‐scale farmers from the export sector, we do find that poorer households and female‐headed households tend to drop out faster, especially as long as the sector is still prospering. Finally, when considering welfare effects, we do not find evidence that participation translates into tangible benefits for broccoli farmers. We discuss some measures that could help improve the long‐term sustainability of smallholder integration in high‐value chains.  相似文献

This article investigates how off‐farm income affects crop output market participation decisions and marketed surplus of smallholder farmers in Ethiopia. A double‐hurdle model is estimated using three waves of panel data from the Ethiopian Rural Household Survey. Unobserved heterogeneity is controlled for using a correlated random effect procedure and potential endogeneity of explanatory variables using a control function approach. The results show that off‐farm income has no significant influence on household crop output market participation. However, conditional on market participation, additional off‐farm earnings negatively affect the marketed surplus. This indicates that farmers use off‐farm earnings for consumption rather than for investment in agricultural production. Policy measures that promote rural investment may help increase returns to labor for land‐poor households participating in off‐farm work in the process of agricultural commercialization.  相似文献

This article examines the role of institutional services of credit, input supply, and extension in the overall commercial transformation process of smallholder agriculture in Ethiopia. Survey data collected in 2006 from 309 sample households in three districts of Ethiopia are used for the analyses. Tobit regression models are used to measure the effect of access to services on the intensity of inputs use for fertilizer and agrochemicals. A probit model is used to measure these effects on the adoption of improved seeds. Intensity of use of seeds is analyzed using an ordinary least squares model. Logarithmic Cobb–Douglass functions are estimated to analyze the effect of access to services on crop productivity. Heckman's two‐stage estimation is used to examine determinants of household market participation and the extents of participation. Results show that access to institutional support services plays a significant role in enhancing smallholder productivity and market orientation. Our results imply that expanding and strengthening the institutional services is critical for the intensification and market orientation of smallholder agriculture in Ethiopia. In particular, appropriate incentives and regulatory systems are urgently needed to encourage the involvement of the private sector in the provision of agricultural services.  相似文献

We show how policymakers in developing regions can generate richer insights from using the choice experiment method best-worst scaling (BWS) method when ranking policy priorities on an importance scale. More specifically, we adopt BWS to provide an update on constraints that limit the participation of Kenyan horticultural smallholder farmers in modern agricultural value chains. In addition to traditional constraints posed by input market failures and missing institutions, we considered constraints such as trust and familiarity with buyers shown by recent empirical studies to inform smallholders’ market choices. Ascertaining the relevance of these constraints highlights our contribution to the existing literature. We find that farmers consistently rate access to high-quality inputs as their main constraint followed by concerns about access to credit, the high cost of meeting food standards, missing cooperatives, and exploitative intermediaries. Respondents considered insufficient labor, small farmlands, and weak tenure rights as the least important constraints. Age, location, gender, household income, and education influence the relative importance various segments of smallholders place on these constraints. For example, constraints are economic rather than personal for low-income farmers. Counterintuitively, rural smallholders are less likely to perceive poor transportation network as a constraint. Smallholders’ distrust of buyers they interact with is informed by their location and income. In designing intervention initiatives, policies that focus on segments of smallholders are needed for improving smallholder participation in modern agricultural value chains.  相似文献

We employ a discrete choice experiment to elicit demand and supply side preferences for insurance‐linked credit, a promising market‐based tool for managing agricultural weather risks and providing access to credit for farmers. We estimate preference heterogeneity using primary data from smallholder farmers and managers of lenders/insurers combined with household socio‐economic survey data in Kenya. We analyse the choice data using maximum simulated likelihood and Hierarchical Bayes estimation of a mixed logit model. Although there are some similarities, we find that there is conflicting demand and supply side preferences for credit terms, collateral requirements, and loan use flexibility. We also analyse willingness to buy and willingness to offer for farmers and suppliers, respectively, for the risk premium for different attributes and their levels. Identifying the preferred attributes and levels for both farmers and financial institutions can guide optimal packaging of insurance and credit providing market participation and adoption motivation for insurance‐bundled credit product.  相似文献

The digital revolution and the ongoing dissemination of mobile phones carry several prospects for smallholder farmers in sub-Saharan Africa. Food insecurity and low dietary quality remain major issues among African smallholders. Mobile phones could potentially facilitate access to food markets and thus improve food security and nutrition, but research on such types of effects remains scarce. In this study, we analyze whether mobile phones improve dietary quality among pastoral communities in Northern Kenya. We use six rounds of household panel data covering the period between 2009 and 2015. During this period, mobile phone ownership in the sample increased from less than 30% to more than 70%. Regression models with household fixed effects allow robust estimation while reducing potential issues of unobserved heterogeneity. The estimates show that mobile phone adoption and use are positively and significantly associated with dietary diversity. The effects are particularly large for frequent mobile phone users. We also examine the underlying mechanisms. Mobile phone use improves dietary diversity mainly through better access to purchased foods. These results encourage the promotion of mobile phone technologies as a valuable tool for nutritional improvements, especially in remote rural settings with poor access to food markets.  相似文献

Modern agricultural supply chains have been playing an increasingly important role in developing countries and have had significant effects on rural labor markets. This article analyses the effects of smallholder farmer participation in export vegetable supply chains in Northern Tanzania on both household hired labor demand and off‐farm labor supply, using an age‐disaggregated approach. In our sample, neither separability nor exogeneity of smallholder farmer participation in export supply chains can be rejected. Hence, we apply lognormal double‐hurdle models and find that participation in export supply chains positively affects households’ decision to hire labor from all age groups. We also find that it increases the unconditional overall level of hired labor demand, while the age‐disaggregated analysis shows that these effects mostly benefit rural youth. However, our sample does not allow us to establish statistically significant evidence of an effect on household off‐farm labor supply although the point estimates point to nonnegligible positive effect sizes.  相似文献

Smallholder farmers in developing countries encounter multiple barriers in access to inputs and technology, which prevent them from reaping the benefits from market participation. Women farmers face additional constraints due to gender norms that further limit their engagement in productive activities. While collective action has been shown to improve access to markets and economic outcomes for farmers overall, the evidence on the effects of cooperative membership for women smallholders remains limited. We investigate empirically the economic benefits of collective action for women farmers in the honey sector in Ethiopia. Relying on a rich data set on women honey producers, both cooperative members and non‐members, we evaluate the effects of belonging to a cooperative on three outcome variables through coarsened exact matching and regression analysis. Our results indicate that cooperative membership significantly increases the market price and the production quantity and, while the average effect on the share of product marketed is statistically insignificant, significant differences emerge for women with given characteristics. These results are shown to be robust to a number of tests that address biases from selection on observables and unobservables. An analysis of the heterogeneous effects of household membership in multiple groups finds that membership of self‐help groups or farmer associations amplifies the positive outcomes from belonging to a formal cooperative. Finally, qualitative findings derived from the same communities indicate self‐reported improvements in agency and self‐esteem among women members, thus reinforcing the importance of the quantitative findings.  相似文献

This article examines the driving forces behind farmers’ decisions to adopt improved pigeonpea and maize and estimates the causal impact of technology adoption on household welfare using data obtained from a random cross‐section sample of 613 small‐scale farmers in Tanzania. We use seemingly unrelated and recursive bivariate probit regressions to test the endogeneity and joint decision making of pigeonpea–maize production. A double hurdle model is used to analyze the determinants of the intensity of technology adoption conditional on overcoming seed access constraints. To address the impact of adoption on welfare, the article employs both propensity score matching and switching regression techniques. Results from bivariate probit models show that unobservable factors cause both decisions to be correlated but the finding does not support the conjecture that both decisions are made jointly. Overall the analysis of the determinants of adoption identifies inadequate local supply of seed, access to information, human capital, and access to private productive asset as key constraints for pigeonpea technology adoption. The causal impact estimation from both the propensity score matching and switching regression suggests that maize/pigeonpea adoption has a positive and significant impact on income and consumption expenditure among sample households.  相似文献

Climatic change has a negative impact on people’s livelihoods, agriculture, freshwater supply and other natural resources that are important for human survival. Therefore, understanding how rural smallholder farmers perceive climate change, climate variability, and factors that influence their choices would facilitate a better understanding of how these farmers adapt to the negative impacts of climate change. A Zero-inflated double hurdle model was employed to estimate the factors influencing farmers’ adoption of adaptation strategies and intensity of adoption at the household level in South Africa. Different socioeconomic factors such as gender, age, and experience in crop farming, institutional factors like access to extension services, and access to climate change information significantly influenced the adoption of climate change adaptation strategies among beneficiaries of land reform in South Africa. Concerning intensity of adoption, age, educational level, farming experience, on-farm training, off-farm income, access to information through ICT and locational variables are the significant determinants of intensity of adaptation strategies. Thus, education attainment, non-farm employment, farming experience are significant incentives to enhance smallholder farmers' adaptive capacity through the adoption of many adaptation approaches. This study therefore concluded that farm-level policy efforts that aim to improve rural development should focus on farmers’ education, on-farm demonstration and non-farm employment opportunities that seek to engage the farmers, particularly during the off-cropping season. The income from non-farm employment can be plough-back into farm operations such as the adoption of soil and water conservation, use of improved planting varieties, insurance, among others to mitigate climate variability and subsequently increase productivity. Policies and investment strategies of the government should be geared towards supporting education, providing on-farm demonstration trainings, and disseminating information about climate change adaptation strategies, particularly for smallholder farmers in the country. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations around the agricultural extension system and education on climate change using information and communication technologies.  相似文献

Linking smallholder farmers to high‐value markets through contract farming has become an important strategy to increase farm incomes in developing countries. However, various forms of opportunistic behaviour have been reported, threatening the sustainability of inclusive supply chains. When formal institutions are weak, informal codes of conduct like trust can be important complements to facilitate market transactions. We explore the effect of opportunistic behaviour on farmers’ trust, using a field‐framed trust experiment with prior signaling with small‐scale farmers in Ecuador. These farmers are linked to different types of markets, including high‐value export chains, and have been exposed to varying levels of opportunistic behaviour in the past. Our unique dataset allows us to control for self‐selection of game participants. We find that a positive signal triggers a positive response increasing trust, while a negative signal has no effect – possibly reflecting very low overall trust levels. In settings where market linkages have failed previously, ex‐ante credible positive signals could help to build trust and encourage small farmers’ participation in sustainable value chains.  相似文献

Contractual agreements between smallholder farmers and agribusiness companies have gained in importance in many developing countries. While productivity and income effects of contracting in the small farm sector were analyzed in many previous studies, labor market and employment effects are not yet well understood. This is an important research gap, especially against the background of continued population growth and structural transformation. Here, we investigate the effects of two types of contractual agreements between large international processing companies and smallholder farmers on agricultural labor use, household labor allocation, and hired labor demand in Ghana's palm oil sector. We use cross‐sectional survey data and a willingness‐to‐pay approach to control for unobserved heterogeneity between farmers with and without contracts. We find that agricultural labor intensity is substantially reduced through the contracts, because contracting in Ghana is associated with the adoption of labor‐saving procedures and technologies. Simple marketing contracts lead to reallocation of the saved household labor to off‐farm employment, whereas resource‐providing contracts lead to a stronger reallocation of labor within the farming enterprise. Household labor is more affected by labor savings than hired labor.  相似文献

Asset endowments and market imperfections shape households’ labor allocation decisions and lead to different production regimes within rural farm households in South Africa. This article uses a farm household model to explain the presence of three main household groups determined on the basis of the labor regime adopted: small peasants (working both on and off farm), self‐cultivators (autarkic in labor) and hiring‐in households. A partial generalized ordered logit is used to test the main predictions of the model and a Brant test on threshold constancy is performed to identify the household‐specific factors affecting labor market participation. The results show that liquidity constraints and market imperfections matter in the choice of the labor strategy adopted. Liquidity‐constrained households are more likely to sell labor off farm while access to information facilitates the hiring in of workers.  相似文献

Due to a severe degradation of the wetland ecosystem in China, great efforts have been devoted to promote farmers’ willingness to participate in wetland restoration. As the decision‐making body, farmer's willingness to participate is critical to wetland restoration. It is thus important to understand factors that will affect farmers’ willingness to participate and their levels of participation. Using a survey sample of 1,009 farmers from the Poyang Lake wetland area in China, this article applies a hurdle model to empirically investigate the factors affecting individual farmers’ sequential decisions on whether or not to participate and how much land to enroll in wetland restoration. Results suggest that farmers’ information and knowledge about wetland restoration compensation policy is crucial in determining whether or not to participate in the first stage. Meanwhile, individual farmer characteristics and household attributes play different roles in influencing farmers’ participation decisions and acreage enrollment decisions. This study provides useful insights to identify effective policy instruments to motivate participation and ensure success of such policies.  相似文献

[目的]农业生产托管作为面向小农户的社会化服务体系,在一定程度上解决了小农户在劳动力、技术、资金等方面的实际困难,对农户福利变化及差异产生重要影响。研究农户参与的诱因及福祉效应,对于促进农业生产托管推广应用,实现农业现代化发展有着重要的现实意义。[方法]基于2021年陕西省关中地区1 169份农户微观调研数据,文章通过熵值法对农户的主客观福祉水平进行测算,并运用倾向得分匹配模型实证分析农户参与全程托管的诱因及对其福祉效应的影响。[结果](1)农业全程托管对农户的主客观福祉水平均具有显著的正向影响,不仅在收入与物质需求、选择与行动自由两个维度上增进农户的客观福祉,也有助于农户主观福祉中“三生空间”满意度的提升。(2)全程托管的福祉效应在不同群体间存在显著的差异,对老龄化程度高、经营规模0.67hm2(10亩)以下及粮食作物种植的农户和家庭福祉效应的提升效果较佳。(3)农户全程托管是其理性决策的结果,个人及家庭特征、农业经营特征及组织支持等是农户全程托管的重要影响因素。[结论]继续加大农业生产托管的推广普及,扩大全程托管覆盖面。结合农户特征,制定差异化、精准化的支持举...  相似文献

In recent years, parastatal grain marketing boards have re‐emerged as important elements of grain markets in eastern and southern Africa, yet little is known about how farmers are responding to their scaled up activities. This article develops a conceptual model of farmers’ production decisions in the context of dual output marketing channels (government and private sector) when output prices at harvest time and the availability of one of the marketing channels are unknown at planting time. It then applies the model to the case of Zambia and uses nationally representative household‐level panel survey data to estimate the effects of the Food Reserve Agency (FRA), the government parastatal maize marketing board, on smallholder crop production and fallow land. The FRA buys maize from smallholders at a pan‐territorial price that typically exceeds market prices in major maize producing areas. Results suggest that increases in the farmgate FRA maize price raise farmer maize price expectations, which induces a supply response. Smallholders respond to an increase in the FRA price by extensifying their maize production. On average, a 1% increase in the FRA price is associated with 0.06% increases in smallholders’ maize area planted and quantity harvested. There is also some evidence that farmers reduce the area of land under fallow in response to FRA incentives but there is no evidence of reductions in the area planted to other crops.  相似文献

Experiences in smallholder contexts indicate frequent mismatches between technologies introduced and needs of farmers who must make complex decisions in reallocating their limited resources under highly risky ecological and market contexts. This study proposes a cost- and time-effective, easy-to-implement approach to identify farmers’ priorities and critical intervention areas, and presents its application in guiding an agroforestry strategy in Rwanda. It was found that different tree species have distinctive enabling vs. constraining conditions under different agroecological contexts in the perspective of smallholder farmers. Tree species preferred by farmers were not necessarily widely adopted if multitudes of conditions were not enabling. The essential conditions for sustainable adoption include: quality materials/inputs are available; technologies are compatible with existing local farming systems; they are resilient to climate risks/resistant to pests-diseases; management is not complicated; and, there is guaranteed access to markets. The results show that there will not be a silver bullet national strategy to scale up agroforestry. Instead a matrix kind of strategies -to promote enabling conditions and address constraining conditions for priority species in specific agroecologies- will be required. The proposed concept should be further refined for wider agricultural technology transfer debates to break the myths of low uptakes by smallholders.  相似文献
