Competition for public office is an essential feature of democracy but having many candidates competing for the same position might lead to voter confusion and be counterproductive. In current democracies, ballot access regulations limit citizens’ right to become candidates, seeking to balance this trade-off by discouraging frivolous contenders. This paper examines the causal effect of signature requirements – a widespread ballot access regulation – and finds that their impact goes beyond this goal. I use data on Italian local elections and apply a regression discontinuity design (RDD) to estimate the effects of these requirements on electoral competition, candidates’ selection, voter participation and administrative efficiency. I find that signature requirements reduce the number of candidates running for office, decrease electoral competition, lead to a more experienced pool of candidates, and reduce voter turnout. The positive effects of this policy are observed in municipalities with fragmented political systems, where signature requirements lead to fewer wasted votes and fewer spoiler candidates. The downside is observed in municipalities with concentrated political systems: signature requirements increase the frequency of uncontested races and reduce voter participation. Findings reveal how this barrier to entry impacts key dimensions of democracy and indicate that designing efficient electoral institutions requires a clear understanding of local political contexts.  相似文献

This paper attempts to improve the understanding of political budget cycles by first identifying a previously undocumented cycle in tuition and required fees at public four-year institutions of higher education in the United States. I find that tuition and fees are 1.5 % lower during gubernatorial election years than in non-election years. No similar cycle is found in private tuition and fees. Using a newly constructed dataset, I then explore the variation in electoral competition in gubernatorial and state legislative elections within states over time to uncover the underlying electoral incentives creating the cycle. The results suggest that the tuition cycle is not designed to increase the reelection prospects of governors as standard theories would predict. I find that tuition decreases during gubernatorial election years as the reelection prospects of the incumbent governor increases. Instead, the evidence suggests that popular governors use lower tuition as political pork to expand party power in the state by capturing swing districts in concurrent state legislative elections. I find that the magnitude of the cycle increases with the level of competition in state house elections and that the effect is concentrated among those districts held by the opposition party, particularly if those opposition districts are populated with voters likely to be responsive to tuition as a policy lever. These results reveal important dynamics about party competition within states in the United States and suggest that the electoral incentives driving political budget cycles can be complex.  相似文献

We examine the role of ethnic institutions on party politics in African democracies. We combine geo-referenced data from 15 countries, 32 parliamentary elections and around 2700 electoral constituencies. First, we document a strong negative association between the degree of pre-colonial ethnic institutional centralization and the local level of competition between political parties in democratic elections today. Second, to address concerns about unobservable differences in geography or history, we show that results hold true when leveraging for identification the redrawing of constituency boundaries over time. Pre-colonial ethnic institutions shape local electoral outcomes and matter for the present and future of African democracies.  相似文献

This paper provides an analysis of how political factors affect the incidence of the evaluation of public policies, with a focus on Randomized Control Trial (RCT) experiments in international development. We argue that political environments where incumbents face greater electoral competition and smaller ruling margins are more likely to host RCT experiments. Using various data sources for the incidence of RCTs both at the cross-country level and at the sub-national level in India, we find that RCTs are more likely to occur in politically competitive jurisdictions. We employ fixed effects regressions using various estimators and an instrumental variable strategy that exploits an electoral reform in India which limited the entry of independent candidates and exogenously affected the degree of electoral competition in state-level politics. The effect seems concentrated on RCTs that have the government as a partner, suggesting that political competition has an important demand-side effect on the incidence of RCTs.  相似文献

A fundamental problem in all political systems is that the people in power may extract rents to the detriment of the general public. In a democracy, electoral competition and information provided by the media may keep such rent extraction at bay. We develop a simple model where rents are decreasing in the degree of political competition and voter information. In line with our theoretical predictions, we find that both increased political competition and increased local media coverage substantially reduce direct measures of legal political rents among local governments in a non-corrupt democracy (Sweden).  相似文献

We analyze the effect of electoral turnout on incumbency advantages by exploring mayoral elections in the German state of Bavaria. Mayors are elected by majority rule in two-round (runoff) elections. Between the first and second ballot of the mayoral election in March 2020, the state government announced an official state of emergency. In the second ballot, voting in person was prohibited and only postal voting was possible. To construct an instrument for electoral turnout, we use a difference-in-differences strategy by contrasting turnout in the first and second ballot in 2020 with the first and second ballots from previous elections. We use this instrument to analyze the causal effect of turnout on incumbent vote shares. A 10-percentage point increase in turnout leads to a statistically robust 3.4 percentage point higher vote share for incumbent mayors highlighting the relevance of turnout-related incumbency advantages.  相似文献

This paper offers a short survey of recent contributions about the information-aggregation role of political institutions. We argue that these recent developments represent a promising come-back to the Condorcet's original approach to political economy and allow to renew the efficiency analysis of alternative political institutions. In the same way as in the economic literature on the price system and the informational rationale for non-market insitutions such as firms, this recent literature that the basic efficiency of majority-rule voting and other electoral systems needs to be complemented by non-voting political institutions such as political parties, public debate and polls.  相似文献

Voters often rely on partisan attachments as they evaluate new policy proposals, but does partisanship also color their interpretation of incumbent efforts to entrench themselves in power by changing the “basic rules of the political game”? We explore this question by taking advantage of a rare instance where a single party held a supermajority sufficient to unilaterally amend the constitution and overhaul the electoral system. We embedded a randomized experiment in a panel survey around the 2014 Hungarian elections, providing respondents with different information about recent changes to the Hungarian electoral rules. While respondents were largely pessimistic about the reforms, providing information yielded no significant effects on their views on the elections' legitimacy. But when information was presented alongside partisan cues, respondents became more negative in their views. Subgroup analysis shows that this effect is concentrated entirely among those not supporting the incumbent. Partisan differences in opinion dwarf any treatment effects we were able to induce. We provide evidence that these findings are unlikely the result of a well-informed populace. Rather, we provide the first experimental evidence that partisan-motivated reasoning applies not only to public policy under fixed institutions but also to changes to the institutional rules of a political system. Incumbents can exploit strong partisan attachments to reduce political competition.  相似文献

We study whether and to what extent the electoral dynamics in Italy over the 1994–2008 period can be explained by the development of economic factors associated with globalization. To measure the level of exposure to globalization for local labor markets, our main unit of analysis, we use the intensity of import competition from China and the presence of immigrants. Looking at parties’ political positions and employing an estimation strategy that accounts for endogeneity and time‐invariant unobserved effects across local labor markets, we find that both immigration intensity and exposure to import competition from China have contributed positively to the electoral outcomes of far‐right parties, whereas only immigration intensity has increased the vote shares of right‐wing and traditionalist/authoritarian/nationalist parties. Some evidence, albeit not robust, shows that immigration may have also had a positive impact on far‐left parties, thus possibly further contributing toward political polarization. Moreover, electoral turnout has responded negatively to an increased presence of migrants. While the above effects seem to work through the mediation of labor markets, our results, especially those related to immigration, suggest that other mechanisms at the level of local communities are also at play.  相似文献

A large amount of administrative effort is directed towards making elections credible and reducing electoral fraud in large democracies. However, it is not clear if such policy efforts have a feedback effect on political competition. In this paper, we exploit plausibly exogenous variation in perceptions of electoral credibility following the introduction of a technology-induced voting reform in India and find significant impacts on political competition. Electronic voting machines in India were mandated to include an additional layer of transparency by the introduction of a Voter-Verified Paper Audit Trail (VVPAT). We find that with the introduction of VVPAT, the winning margins and vote share of winners decline whereas the number of candidates in the average race increases. The results are robust to econometric concerns arising out of staggered implementation of the program providing support to our identification design. Our results also point to heterogeneous effects of the VVPAT roll-out in constituencies that received it only once relative to those that got the VVPAT in two successive elections. Interestingly, we note that much of the welfare improvement through increased political competition is reversed with more experience, suggesting the presence of important learning effects.  相似文献

This paper uses a large panel data set to examine the relation between elections and fiscal policy. We find evidence of political budget cycles: on average, government fiscal deficit increases by almost 1% of GDP in election years. Moreover, these political budget cycles are significantly larger, and statistically more robust, in developing than in developed countries. We propose a moral hazard model of electoral competition to explain this difference. In the model, the size of the electoral budget cycles depends on politicians' rents of remaining in power and the share of informed voters in the electorate. Using suitable proxies, we show that these institutional features explain a large part of the difference in electoral budget cycles between developed and developing countries.  相似文献

Pension underfunding in the public sector has received considerable attention recently and is often cited as the next looming crisis. The majority of recent research has focused on appropriately measuring the underfunding. In this paper, we employ a political economy framework to show that increases in partisan polarization and electoral uncertainty lead to greater underfunding. Using an unbalanced panel of individual pension plans, we find robust empirical evidence that higher legislative turnover rates, more electoral competition, and term limits all lead to more pension underfunding. The political environments of state and local governments play a pivotal role in pension underfunding.  相似文献

This paper argues that electoral competition may hinder rather than foster political accountability, especially when elected officers can choose among a number of tax instruments. We develop a political agency model showing that politicians in more competitive jurisdictions use less salient tax instruments more intensely. Defining salience as visibility or, analogously, as voters' awareness of the costs associated with specific government revenue sources, we argue that voters are less likely to hold politicians to account for the associated tax burden of a less salient instrument. This in turn implies that strategic politicians will more heavily rely on less salient revenue sources when electoral competition is stronger. Using data on Italian municipal elections and taxes over a 10-year period, we determine the degree of salience of various tax instruments, including property taxes (high salience) and government fees for official documents (low salience). We then show that mayors facing stronger competition for re-election use less salient tax instruments more intensely.  相似文献

What explains the wide variation across countries in the use of vote buying and policy promises during election campaigns? We address this question, and account for a number of stylized facts and apparent anomalies regarding vote buying, using a model in which parties cannot fully commit to campaign promises. We find that high vote buying is associated with frequent reneging on campaign promises, strong electoral competition, and high policy rents. Frequent reneging and low party competence reduce campaign promises. If vote buying can be financed out of public resources, incumbents buy more votes and enjoy an electoral advantage, but they also promise more public goods. Vote buying has distributional consequences: voters targeted with vote buying pre-election may receive no government benefits post-election. The results point to obstacles to the democratic transition from clientelist to programmatic forms of electoral competition: parties may not benefit electorally from institutions that increase commitment.  相似文献

A recent literature explores how domestic institutions affect politicians’ incentives to enter into international agreements (IAs). We contribute to this field by systematically testing the impact of a broad set of domestic institutional design features. This allows us to compare new and established political economy explanations of IA entry. For this purpose, 99 democracies are analyzed over the period 1975–2010. We find that domestic institutions determine countries’ disposition to enter into IAs, as predicted by political economic theory. For example, democracies with majoritarian electoral institutions are less likely to conclude IAs than other democracies. Countries also conclude more IAs when their democratic institutions are long-lived and they lack an independent judiciary. However, programmatic parties and the number of domestic veto players are not associated with IA-making. The key take-away of this study is that specific domestic institutions matter for how frequently states make formal deals with each other.  相似文献

This paper explores how elections impact stock markets across diverse political institutions. I argue that electoral and party systems impact the fragmentation, credibility, and predictability of electoral information, influencing levels of uncertainty resolved by elections and leading to distinct stock market reactions. First, elections in majoritarian electoral systems produce larger cumulative abnormal returns (CARs) than elections in proportional representation systems. Second, the weaker institutionalized a party systems is, the larger are the CARs around elections. Third, these two institutional variables interact. Elections in majoritarian (proportional representation) systems with weak (strong) party system institutionalizations will have particularly large (small) CARs. I formally derive these propositions, conduct event studies of the impact of 87 elections on SMs in 21 countries from 1999 to 2016, and analyze four case studies.  相似文献

Do democratic electoral systems strengthen a country's outcomes in education? Does the degree of inclusiveness of a democratic system matter? This article offers evidence that political competition and the inclusion of marginalized populations in electoral systems transformed education over an 80‐year period in Latin America. It finds that democracy has a positive effect on education enrollment and illustrates how current work on democracy and development has overlooked important democratic subcomponents, specifically, who votes and how. Our results deepen current work on democracy, operationalizing the impact of electoral expansion in comparative analysis and showing how democracies respond to specific education demands.  相似文献

Many have argued that financial markets are crucial in ensuring that governments maintain sustainable fiscal balances - the so called ‘market discipline hypothesis’. A recent version of this theory holds that both fiscal rules and fiscal transparency are necessary to enable markets to discipline overspending governments. I argue, however, that while these fiscal institutions are effective at improving governments fiscal balances, financial markets are likely not the causal mechanism which discipline governments’ fiscal policies. Instead, I propose that fiscal rules and transparency promote better budget balances because domestic political actors use fiscal institutions to constrain executive policymaking. I test these competing hypotheses of why these fiscal institutions are effective – financial markets vs political competition – and find that country budget balances are increased not as a consequence of financial markets, but when the level of political competition and civil society engagement is sufficiently high. These results are robust to accounting for the possible selection bias of who adopts fiscal institutions.  相似文献

This paper considers a model of (consensual) democracy where political parties engage first in electoral competition, and they share policy-making power afterward according with the votes gathered in the election. The paper uncovers the difficulties to guarantee stability in this institutional setting; and it provides a condition of symmetry on parties’ political motivations that ensures the existence of pure strategy equilibrium under a broad family of power sharing rules, ranging from fully proportional to winner-take-all. The equilibrium analysis shows that power sharing and ideology exert a centrifugal force on policy platforms that increases party polarization, with the paradoxical result that consensual democracies can actually lead to more radical electoral campaigns than winner-take-all.  相似文献

Do aid donors reward the adoption of multiparty elections? Are multiparty elections rewarded in both democracies and electoral authoritarian regimes? How do the rewards for institutional reforms compare to the rewards for substantive improvements in governance and political rights? These questions are of particular interest given both the spread of democracy and the emergence of autocracies with multiparty elections for the executive and legislature as the modal form of authoritarianism. To answer these questions, we examine temporal dynamics in aid flows before and after transitions to multiparty elections and the strategic allocation of aid rewards to specific sectors depending upon electoral competition and substantive improvements in governance and political rights. We find that, in the post-Cold War era, bilateral and multilateral donors reward the adoption of multiparty elections in both democracies and electoral authoritarian regimes while also rewarding substantive improvements in governance and political rights. Sector specific analyses reveal that multiparty elections are rewarded with greater democracy aid and economic aid in both democratic and electoral authoritarian regimes. Nevertheless, the quality of elections matters: the adoption of democratic elections receives greater aid gains than the adoption of authoritarian elections.  相似文献
