This article considers the concept of gross national happinesss, as it has evolved in Bhutan, against the background of literature on the pursuit of happiness as a government objective and the problems associated with different approaches to measuring well-being. It concludes that since all measures of well-being are imperfect, including the measure of gross national happiness currently being applied in Bhutan, the best approach is to use a range of different measures, including conventional national accounting indicators. 相似文献

An important task for students of development is to monitor progress in bringing basic services to all South Africans, one of the major objectives of the Reconstruction and Development Programme (RDP). This article reports on a subjective indicator study which began in February 1995, nine months after the April 1994 elections. The study, commissioned by Information Update, a Human Sciences Research Council research publication, inquired into personal happiness and assessments of local public services including access to water, education, electricity, health care, roads and transport. Over 5 700 South Africans were polled during 1995 in three nationally representative sample surveys. Secondary data analysis showed that perceived improvements to local services were closely associated with increases in happiness among all sectors of the population, including rural dwellers and the poor. The article discusses the policy implications of this finding for future voting behaviour and efficient local government. 相似文献

This paper analyzes some reasons for the apparent success of financial liberalization in Austria. Against the odds, Austrias ambitious program of deregulation between 1977 and 2000 did not result in a financial crisis, but yielded large and tangible benefits. While the Austrian experience has so far not attracted much attention in the literature, it may contain important lessons on policy best practices, and on the transmission mechanism of monetary policy. Three implications emerge from this study: First, gradualism worked well. The slicing of reforms into manageable pieces avoided a cumulation of risk factors and the emergence of financial bubbles. Second, financial reform was timed in a counter-cyclical manner, which added stability to the economy. Finally, the large banking sector was able to stabilize itself. The predominance of financial networks and non-profit banks in Austria gave rise to a counter-cyclical lending behavior, i.e. a financial decelerator.This paper was written during a research visit at the Austrian National Bank (OeNB). 2010年,"幸福"第一次出现在政府工作报告中,"提升幸福感"逐渐与GDP一起共同撑起大都市发展的大舞台,从某种程度而言,GDP反映的是发展的"速度",而"幸福"反映的则是生活的"质量".居民幸福指数与GDP一样重要,它是社会运行状况和民众生活状态的"晴雨表",也是社会发展和民心向背的"风向标".
在去年年底"十八大"召开之后,"幸福感"成为最热词语之一,纵观整个《报告》,不论是从"确保到2020年实现全面建成小康社会"的宏伟目标提出,还是从"教育公平"、"建成覆盖城乡居民的社会保障体系"、"为群众提供安全有效方便价廉的公共卫生和基本医疗服务"等民生话题,都让人感受其中所折射出的对"幸福感"的追求.不久的将来,幸福感或可成为城市建设的软性指标. 相似文献
