We evaluate the relative performance of formal and informal sectors in India by looking into their productivity difference. Recognizing the intersectoral linkages in the economy, the competitive general equilibrium prices are computed; these signal the productivities. Our model synthesizes frontier analysis with the general equilibrium approach to generate shadow prices. The formal activities are found to be more productive than the informal. However, the informal services sector is as efficient as the formal one. There would be an overall productivity gain of 22% to the economy if factors were allocated to productive activities. The shadow prices from the model indicate that the formal capital and informal capital are scarce factors, while it has been the opposite for formal (regular) and informal (casual) labour. Formal labour is more productive than its informal counterpart; formal capital and informal capital are equally productive.  相似文献

The results from a study of more than 1,000 Dutch organizations indicate that less is being done about employability policy in Dutch organizations than the plentiful media interest leads one to expect. Though most organizations take measures to improve the employability of their personnel, only one-third has a formulated policy in this area. The most frequent employability-stimulating measures are: schooling and training, task expansion and task enrichment. There is far more activity in the government sector than in the market sector, in large organizations than in smaller ones, and the principal target group is younger people. Attention is not heavily directed at enhancing the position of weaker groups in the labour market. Only one-fifth of organizations have introduced recent changes in their employability policy, 25 per cent of them prompted by a growing labour shortage.  相似文献

Controversy over labor market policy often centers on achieving a balance between preventing worker exploitation, and avoiding loss of productivity or employment through excessive regulation. Although the literature documenting the impact of labor market regulation on employment is extensive, there is a dearth of evidence on the impact of such policies in low‐income countries (LICs). Since it is easier for workers, especially women, to slip into the informal sector in LICs, regulations are likely to have stronger impacts on formal employment in these countries (but lower impacts on unemployment). We systematically reviewed available research from countries that are, or were until recently, LICs. Most studies document that more stringent labor regulations are associated with lower formal sector employment and higher informal sector employment. We also conducted a metaregression analysis of the impact of minimum wages on formal and informal employment. After controlling for publication bias, higher minimum wages are associated with lower formal employment and a higher share of informal workers.  相似文献

Coordination through collective bargaining is recognised as an influential determinant of labour market outcomes and macroeconomic performance. This article provides a systematic review of the empirical literature on the subject. What emerges from the review is that it is different types and coverage of bargaining coordination, rather than cross‐country variation in trade union density, that matter for economic performance. High levels of bargaining coverage tend to be associated with relatively poor economic performance, but this adverse relationship can be at least mitigated by high levels of bargaining coordination. In the absence of formal bargaining arrangements, economies often develop informal bargaining mechanisms whose effects are similar to those arising from formal bargaining provided they both operate at similar levels of coordination. The consequences of labour market coordination or absence thereof depend on the monetary policy regime as non‐accommodating monetary policy can eliminate some of the adverse unemployment consequences otherwise associated with industry‐level collective bargaining. Finally, bargaining coordination seems to matter most in times of rapid economic change rather than under more stable conditions. Overall, we conclude that it is the total ‘package’ of (formal and informal) labour market institutions that matters for the performance of the economy rather than unionisation as such or individual aspects of unionism.  相似文献

Government wage, benefit, and employment decisions are not taken on a profit-maximizing basis, and have a substantial impact on aggregate labour market performance and unemployment. In a two-sector labour market model with free mobility of labour, an increase in government wages or benefits reduces private sector employment, and government employment is not an effective counter-cyclical instrument. Empirical tests for Greece confirm that the expansion of the public sector in the 1980s contributed to the deterioration of labour market performance.  相似文献

In this paper, we empirically investigate the relationship between informal sector employment and micro-level socio-demographic characteristics, political acts and attitudes, and individual norms. Using self-reported individual micro-level data from the World Values Survey for seven developing countries (China, Ecuador, Egypt, Mexico, Peru, South Africa and Yemen), our cross-country regressions and principal component analysis reveal that socio-demographic characteristics of individuals are strong predictors of their informal sector employment. Our estimations further document that individual preferences for an economically strong, interventionist and egalitarian state and confidence in state and political institutions are positively and significantly correlated with informal sector employment, whereas variables associated with confidence in free market institutions and support for competition are negatively and significantly correlated with informal sector employment. We also show that individuals who participate either actively or inactively in peaceful and lawful political processes are significantly less likely to work in the informal sector. Finally, we document that individual norms, such as religiosity and tax morale, are negatively correlated with informal sector employment. Throughout our analysis, instead of having to rely on ad-hoc informality categorizations of third parties, we base our measurement of informal sector employment directly on the self-evaluation of individuals, who have the best information on the degree of their informality.  相似文献

In this paper, we measure, compare and analyse gender and ethnic earnings gaps in seven West African capitals using data from an original series of urban household surveys. Our results show that gender earnings gaps are large in all the cities in our sample with significant variations across cities. Cities with large gender earnings gaps are also where gender education gaps are wider and where the female labour market participation is highest. Decomposition of the gender gaps shows that differences in characteristics explain around 40% of the raw gender gap on average, but this varies somewhat across cities. The results of the full decomposition of the gender earnings gaps suggest that differences in sector allocation contribute, on average, to one third of gender earnings gaps. Gender gaps are very wide in the informal sector and differences in micro-firm characteristics also account for differences in self-employment earnings. In contrast to the large gender earnings gaps measured in the seven cities, majority ethnic groups do not appear to be in a systematically advantageous position on the urban labour markets in our sample of cities, and observed gaps are small compared with gender gaps. Looking at more detailed levels of ethnic disaggregation, ethnic earnings differentials are found to be systematically smaller than gender differentials. Moreover, none of the minority “favoured” groups seem to have any relation to the ethnicity of the Head of State at the time of the survey. The job search literature suggests that on‐the‐job search reduces the probability of un employed people finding jobs. However, there is little evidence that employed and unemployed job seekers are similar or apply for the same jobs. We compare employed and unemployed job seekers in their individual characteristics, preferences over working hours, job‐search strategies and employment histories, and identify how differences vary over the business cycle. We find systematic differences which persist over the business cycle. Our results are consistent with a segmented labour market in which employed and unemployed job seekers are unlikely to directly compete with each other for jobs.  相似文献

This article examines the creation of informal workplace hierarchies in the context of recent changes in the UK labour market. Previous studies have identified that deskilling of jobs has removed formal hierarchies among many production workers, and that informal hierarchies based upon factors such as contractual status have formed in their place. The aim of this article is to examine how changes in the labour force mean that new informal hierarchies have developed among migrant and immigrant workers who take these jobs through an agency. Research consisted of 50 semi‐structured interviews, coupled with lengthy observation of both work and social settings, at three food manufacturers. The article finds that language and cultural issues create a complex informal hierarchy not only between directly employed and agency workers, but also among and within different groups of migrant and immigrant agency workers.  相似文献

Recent discussion of developments within the UK labour market has highlighted the growth of more 'flexible' types of employment: part-time work, temporary jobs, and self-employment. The structure of employment has also been shifting – away from manufacturing and manual employment and towards the service sector and non-manual employment. In this article, Peter Robinson argues that these are not new developments and in some respects the pace of structural change in the labour market has slowed down. Together with evidence that the labour market is now adapting successfully to earlier structural changes, this bodes well for the prospect of further gradual reductions in unemployment.  相似文献

Promoting job quality and gender equality are objectives of the European Employment Strategy (EES) in spite of a downgrading of the attention given to both in the revised employment guidelines and the relaunch of the Lisbon Process. However, advances on both of these objectives may be important complements to the employment rate targets of the EES, as access to good quality jobs for both sexes is likely to help sustain higher employment rates. While the European Commission has a broad view of the concept of job quality in practice, it relies on a selection of labour market type indicators that say little about the quality of the actual jobs people do. Using data from the 2005 European Working Conditions survey, we analyse job quality along three dimensions: job content, autonomy and working conditions. We conclude that gender and occupational status, along with other job characteristics such as working time and sector, have more influence on an individual's job quality than the country or ‘national model’ they are situated in. Our results also demonstrate the value of developing indicators of job quality that are both gender sensitive and derived at the level of the job rather than the labour market in order to advance EU policy and academic debate on this topic.  相似文献

This paper uses microeconomic data for the period from 1990 to 2004 to examine the relationship between public–private sector wage differentials and labour market conditions in Finland. The results show that the public sector wage premium is strongly counter-cyclical. On average, a 10 percent increase in the local unemployment rate increases the public–private sector wage gap by one percent. Separate analyses by government sector and quantiles of the distribution of wages reveal that it is local government workers and those working at lower skill levels who benefit more from increasing unemployment rate. The paper also exploits the longitudinal structure of the data to examine whether the results are constant over time. These results indicate that the cyclical pattern primarily emerges in years with deteriorated labour markets.  相似文献

本文根据是否遵守最低工资标准,将劳动部门分为正规部门和非正规部门。利用中国健康与营养调查(CHNS)微观数据,运用固定效应模型和Multinomial Logit模型,本文实证研究了2004年以来,最低工资对正规部门和非正规部门工资和就业的影响。研究发现:最低工资每提高1%,正规部门工资会增加0.5%,非正规部门平均工资下降统计不显著,而处于最低工资线附近的非正规部门劳动者工资下降0.77%;最低工资提高使得失业者向非正规部门流动,而非正规部门劳动者向正规部门流动,最终将有利于劳动者在正规部门就业。因此,政府在制定最低工资制度时应全面考虑最低工资标准作用效果的部门差异。  相似文献

The aim of this paper is to evaluate the “Work Experience for Young Persons” (WIJ) programme, which was implemented in Flanders between 2015 and 2018. The WIJ programme is partially financed through the European Social Fund (ESF) and targets unqualified, young, and unemployed people with the aim of facilitating their entry to the labour market. The programme involves a trajectory of intensive guidance that includes labour market orientation and coaching as first phase, plus competence strengthening activities as second phase. This analysis is based on the Flemish Public Employment Service’s administrative data sources, which allows us to exploit detailed information on previous labour market history. We apply Coarsened Exact Matching to evaluate the WIJ’s impact on young unemployed people specifically in terms of their probability of being employed, unemployed or inactive, and of re-entering into education. Our results suggest that those who have participated in the WIJ programme have lower employment and education probabilities with respect to those who participated in the standard activities proposed by the public employment service. However, we found a positive employment effect if we only consider those who participated in the standard trajectory, i.e. those whose WIJ intervention lasted fewer than 14 months; this means that the negative effects are driven by those young individuals following the extended trajectories.  相似文献

The main goal of our article is to bridge the gap in the regional analysis of informal employment in Poland and in particular to indicate the propensity for informal work in the working-age population, to test if informal activities are typical for marginalized people (less educated, unemployed, older) and to identify the regional and spatial heterogeneity in the propensity. We use data from the ‘Human Capital Balance 2010–2014’ survey. Results indicate a strong relationship between the probability of informal work and age, sex and labour force status. This article pieces together an understanding of everyday life grounded in the social imagination and everyday experiences of informal transport workers (ITWs) in Lagos, Nigeria's commercial capital and Africa's largest city. The article has two core objectives: to elevate the everyday practices of ITWs to the status of a critical concept in order to advance a sociology of everyday life, and to ground these practices on the precarious rhythm of everyday life as lived by people with the experience of radical uncertainty. By using crisis as a context of action and meaning, the article shows how uncertainty serves as a social resource that ITWs leverage to negotiate the precarious nature of everyday life and to make the most of their time. This foregrounding of uncertainty enhances our hitherto tenuous grasp of labour precarity, informal agency and the everyday struggle for survival in Africa's informal transport sector.  相似文献

This paper examines how the introduction of mobile phones has helped to alleviate poverty and improve the lives of the people of Botswana. Economic efficiency has been improved through lower communication costs, increased labour mobility, and wider access to both banking facilities and information on market prices. We study the relationship between wealth and labour market transitions. A lifecycle model, in which individuals are faced by uncertainty about the availability of jobs, serves as a basis for a reduced‐form specification for the probabilities of labour market transitions, which depend on wealth according to the model. Theory implies a negative effect of wealth on the probability of becoming or staying employed. This implication is tested for in a reduced‐from model of labour market transitions, in which we allow for random effects, initial conditions, and measurement error in wealth. Adopting a Bourdieusian perspective, this paper examines the social structures that influence the labour market participation of individuals with mental illness. We draw on 257 qualitative surveys completed by individuals with diagnosed mental health conditions in Europe, North America, Oceania, Africa, and Asia. We employed thematic analysis to analyse the data. The findings reveal that the interplay of capital endowments, symbolic violence, habitus and illusio shape the labour market participation of individuals with mental illness. Capital endowments of individuals with mental illness are afforded less value in the labour market and these individuals internalize, legitimize and normalize their disadvantaged position, blaming themselves rather than questioning the social structures leading to the challenges they encounter. We highlight that social structures condition the opinion these individuals have of themselves and how this affects how they navigate the labour market. In sum, we show that Bourdieu's concepts provide a useful lens to study inequalities in the labour market, as they reveal the social structures that produce, sustain and reinforce the social order that disadvantages individuals with mental illness.  相似文献
