This article analyzes the relationship between abortion and female education. It provides new empirical evidence from sub-Saharan Africa to show that more liberal abortion policies are associated with a higher female secondary school enrollment. It is assumed in the model that easier access to abortion decreases probability of dropping out of school for a female child in the case of an occasional pregnancy. As a consequence, it enhances parental investment in human capital of their female offspring and helps to reduce the gender gap in education. 相似文献

Human capital concepts and measures have been applied and misapplied to an increasing variety of economic problem areas, two of which are examined. One of these is measurement of human capital gains and losses through migration. First requirements here are specification of the gaining or losing entities and of the relevant welfare functions. Alternatives in these respects are outlined. It is then argued that an appropriately adapted Fisherian present-value assessment of human capital is normally the correct measure. Replacement costs are a legitimate substitute only for young migrants with little cumulated learning through experience and even then they have usually been fallaciously applied. Probability adjustments for migration and re-migration are required in both cost and present-value assessments of human capital effects of migration-relevant policy alternatives, but the nature of those adjustments differs with the measurement approach used. For longitudinal analysis of contributions of human capital to economic growth, all measures of human capital stocks are inappropriate. A first principle of such analysis is measurement of resource inputs as flows. A coordinate principle requires that disaggregation be carried as far as necessary to distinguish essentially homogeneous categories of labor inputs. Though a way of separating out the schooling versus on-the-job-experience components of human capital is illustrated, it requires some strong assumptions. Splitting men into abstracted human capital components is better avoided in growth analysis. Furthermore, categorization of labor-force sub-groups could equally well provide the basis for rate-of-return assessments of marginal changes in the pace of investments in humans. Such assessments would incorporate the main elements of capital theory except valuation of the capital asset itself. Ultimately, human resource measurements for use in major public policy decisions relating to either growth or migration (or both) must incorporate modifications or error components that allow for development phenomena that elude marginal assessments. Among developing countries especially, a consideration of educational diffusion processes and dynamic productivity scale effects, for example, could have critical measurement and policy implications. 相似文献

This paper examines how human capital acquired at the onset of a military career has an evolving effect on retention decisions. Using data of Marine officers that extends across 20‐year horizons, estimates of the hazard related to separation rates indicate that initial differences in general and firm‐specific human capital have time‐varying effects on retention across the duration of a career. Additional evidence suggests that the effects of higher economy‐wide unemployment as well as the onset of wars succeeding from September 2001 also change retention decisions and depend on officers' length of service. This paper adds to the debate about the sources of the gender gaps in student outcomes by highlighting explanations related to interactions between teachers and students. The evidence comes from the lower secondary school in Norway. The teachers' grading practices are the focal point of the analysis. First, it is shown that girls are exposed to easier grading than boys. Thereafter, evidence is provided that both boys and girls are negatively affected when the teacher practises easy grading. The boys' responses to easy grading are more uniformly negative than the girls' responses. Some exploratory analyses that make use of information about the students' school motivations are provided to make sense of these findings. 相似文献

目前国内对性别工资差异研究很多,但对高管人员薪酬性别差异的分析还较少。本文利用2005-2010年沪深两市A股上市公司数据,在综合考虑不同性别在不同职位层级上的代表性的同时,采用Brown分解法分析了高管人员的性别薪酬差异问题。结果表明我国上市公司女性高管在较高层级的职位上代表性不足,同时也存在着“玻璃天花板效用”。女性高管在职位晋升方面受到了严重的歧视,在每一个职位层级上,女性高管职位晋升的门槛值都显著高于男性高管职位晋升的门槛值。男性高管和女性高管存在明显的性别薪酬差距,其中,超五成的薪酬差异是同一职位内的,四成以上的差异是职位间的;而有超七成的薪酬差异无法用教育程度、工作经验等可观测因素解释。 相似文献

中国主要省区物质资本与人力资本利用效率及投资取向 总被引:2,自引:0,他引:2
要实现区域的可持续发展,提高资源利用效率是一个根本性的问题。而作为主要生产资源的物质资本与人力资本的利用效率就具有更重要的意义。文章以经济增长理论为依据,利用生产函数分析了中国主要省区物质资本与人力资本对经济增长的贡献率,发现1990年代之后大多数省区的人力资本贡献率已超过了物质资本的贡献率,说明经济增长方式已发生了由外延式向内涵式的很好转变。进一步根据生产者均衡理论,计算了主要省区物质资本与人力资本的利用效率,发现大部分省区的利用效率没有达到最优状态,但1990年代以来利用效率在不断提高。在此基础上,计算了通过提高两项资本利用效率可带来的GDP增长潜力,发现当利用效率达到最高时GDP可增长近24%。由此给出了各省区物质资本与人力资本投资比例的调整方向。 相似文献

This paper uses the traditional income framework and a non‐monetary framework to estimate intergenerational mobility in economic status for a sample of 26‐year‐old whites, blacks and Hispanics in the USA using data from the first and fifth sweeps of the National Educational Longitudinal Study (1988 and 2000). Intergenerational income mobility is found to be greater for males than for females, although there are differences between whites, blacks and Hispanics. Transition probabilities indicate that Hispanics are the most upwardly mobile in terms of educational attainment and occupational status. Ordered logits are used to estimate the impact of parental education and occupation on educational and occupational outcomes. 相似文献

Using nonparametric, production‐frontier methods, we decompose labor productivity growth into components attributable to technological change (shifts in the world production frontier), technological catch‐up (movements toward or away from the frontier), and physical and human capital accumulation (movements along the frontier). We find that (1) technological change is decidedly nonneutral, (2) productivity growth is driven primarily by physical and human capital accumulation, (3) the increased international dispersion of productivity is explained primarily by physical capital accumulation, and (4) international polarization (the shift from a unimodal to a bimodal distribution) is brought about primarily by efficiency changes (technological catch‐up). 相似文献

We estimated China's human capital stock from 1985 to 2008 based on the Jorgenson–Fraumeni (J–F) lifetime income framework. In order to accommodate the Chinese data and to capture human capital accumulation through both formal education and informal training, we modified the original J–F method by incorporating the Mincer model. We calculated total and per capita human capital stock for different population groups, and studied their trends and dynamics during the course of economic transition. We also constructed Divisia indexes of various orders to evaluate the contribution of different factors to the growth of human capital in China. 相似文献

We assess the gains attained by the introduction of age‐dependent labor income taxes in an overlapping generations economy where individuals live a meaningful life cycle and endogenously accumulate human capital. The model is sufficiently rich to isolate the role of general equilibrium effects, credit market imperfections, and different forms of human capital accumulation. The large welfare gains we obtain cannot be attained without age dependence, nor can they be attained with age‐dependent taxes if progressivity of labor income taxes and capital income tax rates are not suitably adjusted to profit from the complementarity of these instruments. 相似文献

Although there is evidence that there was gender inequality in China's education system in the 1980s, the literature in China has mixed evidence on improvements in gender inequality in educational attainment over the past three decades. Some suggest gender inequality is still severe; others report progress. We seek to understand the progress China has made (if any) in reducing gender inequality in education since the 1980s. To meet this goal, we use a meta‐analysis approach which provides a new quantitative review of a relatively large volume of empirical literature on gender educational differentials. This article analyzes differences across both time and space, and also across different grade levels and ethnicities. Our results indicate that gender inequality in educational attainment still exists, but it has been narrowing over time. Moreover, it varies by area (rural versus urban) and grade level. There is nearly no significant gender inequality in the case of girls in urban areas or in the case of the 9 years of compulsory education (primary school and junior high school). Girls, however, still face inequality in rural areas (although inequality is falling over time) and when they reach high school or beyond. (JEL I24) 相似文献

This paper builds on the recent literature on the importance of occupational and industry experience on wages and extends Kambourov and Manovskii's (2002) study using British data. Occupational experience is estimated to make a significant contribution to wage growth, while the evidence on industry specificity is not very supportive. The second contribution of the paper is that it assesses whether there is heterogeneity in the estimated returns to work experience across one-digit industries and occupations. The findings suggest that industry and occupational experience is important for individuals in professional and managerial jobs or jobs in the banking and finance sector. 相似文献

SUGGESTIONS FOR TREATMENT OF HUMAN CAPITAL IN NATIONAL ACCOUNTS—WITH ILLUSTRATIONS FROM INDIAN DATA*
After giving a brief discussion of the biases that exist in the conventional estimation procedures followed in the construction of national accounts, this paper argues for restructuring of national accounts so as to treat human capital formation as investment rather than consumption and suggests that a beginning should be made in respect of schooling. The argument is based on the notion that “investment” or “capital” is that which yields future income streams and also on the rather obvious point that treating as consumption large outlays that really constitute investment distorts analyses of resource allocation, growth and income distribution, and obscures intersectoral relations. It is pointed out that the proposed restructuring of national accounts is more relevant and important for developing countries, many of which are embarked on investment planning. Another major point emphasized is that the input of students’time should be properly measured and included in the estimates of capital formation by schooling. To illustrate what these proposals imply, revision has been attempted of the estimates of (a) educational outlay (or activity in the education sector), (b) gross capital formation, and (c) gross national product, pertaining to the national accounts of a major developing country, namely India, for the years 1960–61 through 1965–66. The modified estimates, though first approximations and covering only a part of the human capital formation and having a systematically downward bias, nevertheless indicate an upward revision of the estimate of activity in the education sector by about 200 to 300 percent, of gross capital formation by about 50 percent and of the gross national product by 4 to 7 percent. These magnitudes show the substantial order of distortion involved in the conventional procedures. 相似文献

We utilize a data set that has not been used in literature—the Life Histories and Social Change in Contemporary China (LHSCCC)—to provide new evidence on male‐female pay differences in China. The data set not only enables us to control for a wide range of pay‐determining characteristics but also is the first to enable an analysis of the different components of pay (e.g., base pay and performance pay) as well as for total pay. We find: (1) Women receive about three‐quarters of male pay for each of the dimensions of base pay, performance pay, and total pay, before adjusting for the effect of different pay‐determining factors; (2) Approximately two‐thirds of the gap reflect the fact that females tend to be paid less than males for the same wage‐determining characteristics (often labeled as discrimination), while about one‐third reflects the fact that males have endowments or characteristics that tend to be associated with higher pay, especially supervisory responsibilities, general labor market experience, occupational skills, education, and membership in the Communist party; (3) Marriage has a large positive effect on the earnings of women in China (and none for men), but childcare responsibilities for children under the age of 6 have a large negative effect on the earnings of women although these are offset almost completely if an elder family member is present, highlighting that childcare responsibilities disproportionately fall on women unless an elder family member is present; (4) Pay premiums for higher level skills and higher supervisory ranks are remarkably small for both males and especially females; (5) With respect to the unexplained or “discriminatory” portion of the gap, females get a huge pay penalty for simply being female, but a substantial portion of this gets offset by the higher pay premium they receive for such factors as Han ethnicity, being married, and education. This suggests that discrimination tends to occur in the form of a pay penalty for simply being female and not from lower returns to the same endowments of pay‐determining characteristics. The literature has noted that native views about legal as opposed to undocumented immigration in the United States differ. Furthermore, native views about immigration are known to vary by gender. Yet, most surveys do not inquire native men and women about their views with regards to the two distinct immigrant groups, thus impeding an analysis of differences in preferences toward legal and undocumented immigrants from the same sample of natives. Using a recent San Diego County survey, we examine differences in native male and female opinions with regard to legal and undocumented immigration and their determinants. Native preferences toward immigration appear to significantly differ by gender as well as according to immigrants' legal status. In addition, public finance and welfare concerns are among the key factors driving native male and female preferences toward legal and undocumented immigration. However, native women's attitudes are also impacted by concerns regarding the social integration and economic assimilation of undocumented immigrants possibly related to the alleged prejudice factor. POST‐PRIVATIZATION OWNERSHIP AND FIRM PERFORMANCE: A LARGE META‐ANALYSIS OF THE TRANSITION LITERATURE 下载免费PDF全文
This paper aims to perform a large‐scale meta‐analysis of the relationship between post‐privatization ownership and firm performance in Central and Eastern Europe and the former Soviet Union. Baseline estimation of a meta‐regression model that employs a total of 2,894 estimates drawn from 121 previous studies indicated the superior impact of foreign ownership on firm performance in comparison with state and domestic private entities. Furthermore, the estimation of an extended meta‐regression model that explicitly controls for the idiosyncrasies of transition economies and privatization policies strongly suggested that differences between countries in location, privatization method, and speed of policy implementation strongly influence the link between post‐privatization ownership structure and firm performance. We also found that these factors not only cause a remarkable gap between countries in terms of ex post improvement in firm performance but also significantly affect the interrelationship between foreign investors, domestic outsider owners, and firm managers, and the relative superiority of various domestic outsiders. Conclusive evidence of the harm caused to ex post firm performance by voucher privatization is one of the most noteworthy empirical findings in this paper. 相似文献

This study analyzes drops in East Asian investment and their determinants after the 1997–1998 Asian financial crisis. We first employ a random level‐shift autoregressive model to quantify the shift in investment ratios of four Asian economies hit by the 1997–1998 Asian financial crisis: Indonesia, Korea, Malaysia, and Thailand. We trace the major historical shifts in the levels of investment ratios and we find that the cumulated downward shifts in investment ratios during 1997–1998 for Indonesia, Korea, Malaysia, and Thailand are 6, 5, 14, and 14 percentage points, respectively. The investment ratios of most countries experienced several rebounds between 1999 and 2001, but the rebounds were too small to bring investment ratios back to their pre‐1990 levels. Having identified the episodes of investment shifts, the Bayesian Model Averaging (BMA) and several robust tests are employed to investigate the determinants of those level shifts in investment ratios. We find that real per capita gross domestic product growth and banking crises are the two most important factors contributing to shifts in the investment levels of these four crisis‐hit Asian economies.
