This paper evaluates how Tibetan farming communities choose between two methods of livelihood production: working as labourers on vineyard land they have leased to a French winery or collecting valuable fungi. I argue new transnational land and labour management, as part of institutional rearrangements in land tenure, are leading to significant changes with mixed benefits for rural farming communities. These communities respond by seasonally seeking freedom from capitalist labour and returning to communal forms of income production based around community land tenure and common‐pool resources. Although villagers have become contracted labour, they choose to escape this new agricultural work in the mountains, collecting fungi together as a community. The common‐pool land on which fungi are collected is also managed for access in a specific way by and for the community. Contrary to agricultural labour for the winery, fungi collection creates a chance for people to interact once again more as a cohesive community as they once did in their fields by collecting a commodity from land controlled by the community. The disembedding of one section of the economy has thus in a way reinforced the embeddedness of social relations in another as a coping mechanism for the former.  相似文献

The massive expansion of semi‐subsistence farming in the European Union after the Eastern enlargements poses a real challenge to rural development. The problems of semi‐subsistence farms are low cash incomes and incidence of poverty, sub‐optimal use of land and labour, a lack of capital and poor contribution to rural growth. However, they play an important welfare function in some rural areas in Europe; they manage more than 11 million ha of agricultural land and deliver ecosystem services. The Common Agricultural Policy will have to accommodate this now widespread production system, through existing or new policy packages. Particularly important is support for commercialisation to incentivise and smooth the transition to commercial agriculture, and agri‐environmental payments to compensate the semi‐subsistence farmers for the provision of ecosystem services.  相似文献

The effect of agricultural land on labour allocation between agricultural and non-agricultural sectors has profound policy implications for industrialization and urbanization. Using micro data from a nationally representative survey in China, this study attempts to examine how agricultural land affects rural people’s propensity to leave the farming sector and who is affected. We find that generally, land decreases the probability of taking a non-farming job and has a lock-in effect on rural labour. More interestingly, this effect exists among the middle-aged people (36–55 years old) and not among young people. A mechanism analysis shows that income from agricultural production explains part but not all of the land lock-in effect. Heterogeneity analyses from the perspectives of individual risk preference and village-level planting structure show that the land lock-in effect broadly exists. Finally, we use the IV method to address the potential endogeneity problem, and the main results are verified. We believe that the heterogeneity of the land lock-in effect between different age cohorts has important policy implications.  相似文献

In the last decade, contract farming has regained momentum among policymakers and global development agencies as a tool to promote inclusive rural development and responsible investments. Integrating smallholders within global, regional and national agricultural value chains, we are told, represents the sine qua non for alleviating rural poverty. In Uganda, under the label of out-grower schemes, contract farming is currently undergoing massive expansion, driven especially by the boom in sugarcane cultivation. Drawing from three case studies of sugarcane contract farming in Uganda, the paper re-politicizes the debate around contract farming by looking at the power relations within which these schemes are embedded. We argue, what is seen in Uganda's expansion is a political dynamic derived both from the major dislocations and dispossessions required to establish the plantation estate and its work force, as well as from the effort to bring many smallholders using unimproved methods on land with sometimes unclear tenure arrangements into contracted arrangements for supplying sugarcane. The result has been highly contentious politics around sugar's expansion, where struggles over land dispossession merge with those around exploitative wage labour, around the loss and transformation of livelihoods, and around debt, power inequalities and environmental harm, a matrix in which state violence and co-optation are ever-present.  相似文献

We examine the nature of the ‘feminization of agriculture’ in the semi‐subsistence, peasant production sector of southeastern Mexico, as associated with male labour out‐migration. Presenting findings from empirical work with smallholder producers, we discuss the impact of men's migration to the United States on women's participation in agriculture and gendered relations of agricultural production. In 2007, we conducted a survey of 155 semi‐subsistence, smallholder households in six ejidos. This survey was supplemented by ethnographic research in a single ejido. Our findings demonstrate the need to distinguish between farm labour and management in this sector, and the potentially significant (but focused) changes in the local relations of agricultural production wrought by gendered patterns of labour migration – specifically in tenure, land‐use decision‐making and the management of hired labour.  相似文献

Rapid economic growth in India has resulted in rapidly rising rural wages. Using the framework of variable profit functions and household level data, we study econometrically the wage impacts on crop agriculture. Rising wages are associated with decreasing crop output, other things being equal. Crop prices would need to increase by 80% in the short run to offset the effect of an agricultural wage increase, or by 140% in the short run to offset rural non‐farm wage increases as well. However, because non‐land farm assets respond positively to the non‐farm wage, in the medium term this increase is reduced to 74%. During the period of 1999/00‐2007/08, growth in non‐land farm assets, the labour force, education and technology has easily compensated for the wage increase, and probably also for the accelerating wage growth. Focusing on growing these shifter variables is a much better policy option than raising prices that would come at the expense of consumers or taxpayers.  相似文献

To address land degradation and rural poverty the Chinese government has put in place a series of land conversion programmes in the Loess Plateau area in northern China. In addition to problems arising from unsustainable land use, water resource availability driven in part by climatic forcing is also a threat to livelihoods in this region. To understand climate impacts on farming practice in poor areas of China, field observation and village reconnaissance took place in the summer of 2009 in three selected counties of Shaanxi and Ningxia Province, northern China. Semi-structured interviews were undertaken with householders in rural communities aiming to explore the impacts of recent climate and environmental changes and the role of land management practices on individual and community livelihood incomes as well as individual understanding and engagement with these concepts. The findings were complemented with secondary agricultural, economic and climatic data from the study regions. Respondents argued that land conversion programmes improved income potential, sustainability of livestock grazing and environmental quality in the region. However, water availability was thought to increasingly limit agriculture and human wellbeing in some of the regions with water resources becoming notably scarcer. Understanding of climate change as a concept varied amongst farmers potentially hampering the ability to adapt existing farming practices to maximise livelihood incomes sustainably. Positive effects of the government's land management schemes were unevenly distributed within villages and amongst regions, often linked to a lack of knowledge transfer and shared resources resulting in marginalised households and/or communities. Off-farm labour (in many cases relating to young adult rural to urban migration) appears a crucial source of income for households in the study region. Respondents in Ningxia expressed reservations about the future prospect of productive farming if the water availability continued to diminish.  相似文献

Exploiting the labour of other people has historically been one of the main strategies to tackle the biophysical tension that always exists between the satisfaction of human needs and the labour required to fulfil them. Based on the insights of ecological, feminist, and Marxist economics, we disentangle the exploitation of the labour of women and labouring poor through a novel methodology that integrates energy, material, time, and cash balances. We apply it to the sociometabolic flows between household units endowed with different land and livestock resources in a traditional rural community in Catalonia (Spain) in the mid‐19th century. The results show that land and livestock hoarding led to a process of accumulation through dispossession that increased the exploitative relationships through the labour market, which in turn relied on the patriarchal division of labour between men and women at home. Our estimates of energy labour surplus reveal that male wages represented 88% of the equivalent consumption basket that would have been obtained by carrying out the same amount of labour on land of one's own. However, in the case of female wages, the percentage was 54%. This shows that wage labour incorporated a significant amount of unpaid domestic family labour.  相似文献

Spikes in international food prices in 2007–2008 worsened poverty incidence in Indonesia, both rural and urban, but only by small amounts. The paper reaches this conclusion using a multisectoral and multihousehold general equilibrium model of the Indonesian economy. The negative effect on poor consumers, operating through their living costs, outweighed the positive effect on poor farmers, operating through their incomes. Indonesia's post‐2004 rice import restrictions shielded its internal rice market from the temporary world price increases, muting the increase in poverty. But it did this only by imposing large and permanent increases in both domestic rice prices and poverty incidence. Poverty incidence increased more among rural than urban people, even though higher agricultural prices mean higher incomes for many of the rural poor. Gains to poor farmers were outweighed by the losses incurred by the large number of rural poor who are net buyers of food, and the fact that food represents a large share of their total budgets, even larger on average than for the urban poor. The main beneficiaries of higher food prices are not the rural poor, but the owners of agricultural land and capital, many of whom are urban based.  相似文献

From 1871 to 1944 liberal trade and foreign investment policies were combined with illiberal labour coercion to create a classic export economy based on coffee plantations. The substantial reallocation of labour from the subsistence-oriented peasant economy to the coffee sector is associated with a sustained reduction in the agricultural wage rate. Throughout the forced labour period the wage was below a subsistence level, made possible by rural workers' access to land for their own subsistence production. The post-1954 free labour period is associated with a once-and-for-all doubling of the real wage to a subsistence level, consistent with the emergence in this period of a sizeable landless rural labour force. In the free labour era, the commercial agricultural sector has grown in 'classical' fashion, drawing on labour at a virtually constant, subsistence wage.  相似文献

Many economists have argued that agricultural exports should be one of the best ways to reduce rural poverty in developing countries, through the creation of productive employment in the rural areas. Non-economists have tended to be sceptical, often seeing such exports as competitive with food crops and thus potentially threatening to an adequate supply of food. The historical record includes many cases in which the prospect of profitable agricultural exports prompted the rich/powerful to appropriate land formerly occupied by lower income agricultural workers, often squatters or people with traditional land rights. That record, as currently understood, leaves it unclear whether such exports have more frequently brought benefits to the rural poor or hurt them. An adequate model of the poverty effects of agricultural exports must thus take account of how control of land (and labour as well) may be shifted among groups without compensation as it becomes more valuable. Two major issues/questions are of current interest. First, have the unjust mechanisms whereby the rich wrested valuable resources from the poor in the past become less common? Second, is there evidence that the sort of labour-intensive agricultural exports most likely to benefit the poor are growing fast enough to suggest an important poverty effect at present and in the future? More in-depth research is needed to clarify both points. For the present, it appears unlikely that agricultural exports will be a major source of poverty reduction for the rural poor in the Third World taken as a whole.  相似文献

This paper analyses labour adjustment in and out of agriculture during transition to a market economy. A multinomial logit model is used to determine the factors that affect these processes. The results show that elderly, less educated and full‐time employees on a farm are more likely to continue with farming. Inflow of labour into agriculture is largely associated with the unemployment and retirement of farm household members. Age, education and investment in human capital are the key factors that improve the quality, mobility and flexibility of labour, which is crucial for efficient labour adjustment at the micro‐level and sector level. Better‐educated individuals are more likely to enter into employment in non‐agricultural, particularly service, activities.  相似文献

This paper analyzes the response by NGOs to the 2008 World Development Report (WDR08). It does so at two levels of analysis, which in turn reflect two possible ways of reading the WDR08. The first is to read the WDR08 as a document for policy guidance on 'agriculture for development'. In this respect the paper shows how NGOs expose and challenge the WDR08's optimism for the benign impact of unregulated agribusiness investment on poverty reduction, and put forward a convincing alternative. The second, and politically more fertile, way of reading the WDR08 is to make sense of its numerous internal contradictions. These contradictions are functional to the World Bank's hegemonic effort of establishing a common, and broader, agenda for rural development. Having highlighted the WDR08's incoherent messages on (i) rural labour markets and their role in poverty reduction and (ii) what constitutes the most promising driver of poverty reduction in agriculture (returns from wage labour vs from own account farming), the paper documents NGOs' failure to detect and politically exploit these contradictions.  相似文献

Social protection has emerged as a key driver of development policy at the beginning of the twenty‐first century. It is widely considered a ‘good thing’ that has the potential not only to alleviate poverty and vulnerability, but also to generate more transformative outcomes in terms of empowerment and social justice. Based on an ethnographic study of the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), India's flagship social protection policy, this paper takes a critical look at what this policy's ‘success’ consists of. The study was carried out in Tamil Nadu, a state widely presented as a ‘success’ in terms of MGNREGA's implementation, and describes who participates in the scheme and how success is understood and expressed at different social and bureaucratic levels. In terms of MGNREGA's outcomes, we conclude that the scheme is benefitting the poorest households – and Dalits and women in particular – especially in terms of providing a safety net and as a tool for poverty alleviation. But the scheme does more than that. It has also produced significant transformative outcomes for rural labourers, such as pushing up rural wage levels, enhancing low‐caste workers' bargaining power in the labour market and reducing their dependency on high‐caste employers. These benefits are not only substantial but also transformative in that they affect rural relations of production and contribute to the empowerment of the rural labouring poor. However, in terms of creating durable assets and promoting grassroots democracy, the scheme's outcomes are much less encouraging.  相似文献

The article explores the deep determinants of migration decisions, with a focus on what appears to be a particularly profitable pathway out of poverty: overseas labour migration. To what extent is this choice constrained by access to economic resources, in contrast to variations in preferences or perceived costs of migration? We use previous migration choices as an indicator of preferences for migration. We find that households of early in-migrants to the frontier area we study in Nepal are more likely to have international labour migrants today than late in-migrants. This indicates that in-migrants need a generation, or more, to settle in the new location before sending household members to work overseas. Present migration decisions are also restricted by the household's land ownership, which in turn is a function of the land owned by the previous generation.  相似文献

Off‐farm work is a widespread, two‐edged, phenomenon that can help both the survival and the demise of small‐ and medium‐sized agricultural exploitations. Given the prevalence of poverty in rural areas, nonfarm income has been credited with helping farmers to survive. But the observed shrinking of rural areas has also raised the question of whether off‐farm work is pulling farmers permanently away from farming. This paper explores the impact of farmer characteristics on the decision to work off‐farm in developing countries where this phenomenon has been largely neglected. A review of theory and prior empirical work suggests four main hypotheses which we test empirically. The results suggest that while some farmer characteristics appear to be universal, others appear to be country‐ or culture‐specific.  相似文献

The emergence of wildlife ranching as an alternative land use option to agriculture, in Transfrontier Conservation Areas (TFCAs), has cast renewed interest on the role of cattle farming in rural livelihoods in areas close to wildlife parks. This study analysed the contribution of cattle to livelihoods and relationships between cattle and potential wildlife land uses in rural areas near Kruger National Park. Data were collected through household surveys, key informant interviews and community workshops. About 11% of households studied owned cattle, and cattle income constituted 29% of total household income. Benefits from cattle were also derived by households without cattle. About 71% of households had at least three sources of income, reflecting diversity of livelihoods. Wildlife related land uses were perceived by some households as threatening cattle production, whilst others viewed them as opportunities for alternative livelihoods. We conclude that cattle production has important livelihood roles, but is not sufficient as a driver of economic development in these areas. Incentives to encourage diversification of livelihoods at the wildlife/livestock interface, with possibilities for rural communities to explore wildlife based land uses should be put in place. In addition, land use policy and planning in such areas should focus on creating institutional mechanisms through which programmes integrating conservation and rural development goals can benefit rural communities.  相似文献

This paper examines partial agricultural land and labour productivity in 1975 and 1980, for different world regions. The results suggest that land and labour productivity are higher in developed countries relative to developing countries. However, agricultural labour productivity differences are more marked than those for agricultural land productivity. The productivity values for 1975 and 1980 indicate a widening of productivity differences, more so in the case of agricultural labour than land. The paper also proposes an alternative approach to estimating agricultural land and labour productivity. This approach, which regresses agricultural labour productivity on a given level of agricultural land productivity, suggests a narrowing of agricultural land productivity differences, relative to the initial approach, across Africa, Asia and Europe during the 1975-1980 period. A brief discussion of the agricultural development policy implications of the results concludes the paper.  相似文献

The consolidation of capitalist agriculture in countries such as Ecuador has led to a recent revaluation of territories (central highlands) where cheap labour has facilitated agribusiness development linked to the world market. This process generates growth in the numbers of rural wage workers and the creation of a labour market that, in relation to others in several Latin American countries, has certain particularities: permanent jobs, gender balance, an absence of intermediaries and low levels of precariousness. Small‐scale peasant producers are marginalized in this context and play functional roles within the current dynamics of agribusiness firms. The organizational weakness of rural wage earners and the pursuit of clientelist relationships by firms do not allow rural workers and local communities to devise economic and social strategies that might improve their position in this ‘field of forces’ in the territory.  相似文献
