This essay examines the convergences, tensions and mutual influences of agrarian and environmental movements in Indonesia and their connections to transnational movements under state-led development and neoliberal governance regimes. The authors argue that environmental movements of the last quarter of the twentieth century affected the strategies, struggles, mutual relations with, and public discourses of resurgent agrarian movements in diverse ways. Environmental movements had significant influences on national policy, law and practice within a decade of their emergence under the state-led development regime of President Suharto. Environmental activists used the appearance of technical 'apolitical' concerns to their advantage. They mobilized at multiple scales, targeting laws and other institutions of state power at the same time as organizing the grassroots. The repression of the Suharto regime forced agrarian reform activists underground, while environmental issues were mainstreamed. Agrarian movements in Indonesia today, under a decentralized regime dominated by neoliberal policies, have faced new opportunities and constraints due to national and transnational influences of environmental and agrarian reform discourses and networks. We show how these influences have changed the political fields within which Indonesian agrarian movement groups operate: forming, shifting and struggling over critical alliances.  相似文献

This essay introduces a special issue of the Journal of Agrarian Change on transnational agrarian movements (TAMs). The contributors' methods and subjects vary widely in geographical, temporal and political scope. The contributors to this collection share an understanding of TAMs' complexity that grows out of an appreciation of the complicated historical origins and the delicate political balancing acts that necessarily characterize any effort to construct cross-border alliances linking highly heterogeneous organizations, social classes, ethnicities, political viewpoints and regions. This introductory essay outlines the TAMs' deep historical roots and also explains why and how the authors in this collection see this complexity as an essential element in understanding TAMs. This complexity can be understood by looking at seven common themes: (i) representation and agendas, (ii) political strategies and forms of actions, (iii) impact, (iv) TAMs as arenas of action between different (sub)national movements, (v) class origins, (vi) ideological and political differences and (vii) the dynamics of alliance-building. By acknowledging TAMs' contradictions, ambiguities and internal tensions, the authors also seek, from the standpoint of engaged intellectuals, to advance a transformative political project by better comprehending its origins, past successes and failures, and current and future challenges.  相似文献

Ethnic politics are an important, but under‐examined, dynamic in the restructuring of agrarian labour. This paper examines how the discursive construction of ethnic identity has facilitated the particular form of agrarian intensification and labour restructuring under way in the uplands of Thailand. Agricultural intensification, followed by the promotion of ‘safe’ and then ‘organic’ production, has relied upon the construction of Hmong farmers as environmentally destructive and in need of development, while Shan labour arriving from Burma are simultaneously constructed as ‘illegal migrants’ (as opposed to refugees), a social nuisance and hard workers, helping to make them into an available, willing and preferred labour force. We argue that the construction of ethnic identity in these instances enables the agricultural changes under way and, thus, the particularities of agricultural change cannot be understood without careful attention to ethnic politics.  相似文献

Agri‐environmental measures play an important role in Italian rural areas, as shown by the financial commitment to the Rural Development programmes. However, in contrast with other European Union (EU) countries, policy‐makers still have limited experience on how farmers approach environmental incentive schemes. This paper casts new light on this issue from a northern Italian perspective. The rationale of the farmers’ decision‐making process is explored using two multinomial models. The first explains the probability of non‐participation or participation in one of three specific agri‐environmental measures. The model outcomes show that labour‐intensive farming types and high dependency of household income on farming activity constrain farmers’ participation, whereas previous experience, easy‐to‐implement environmentally friendly farm practices and adequate compensation of extra costs encourage participation. The second model explores the effect of farmers’ attitudes and beliefs on their predispositions towards participation in any of the schemes. The results highlight that, besides income factors, the farm's future in the business, and the relationship with neighbouring farmers and their opinions on environmentally friendly practices all have significant effects on adoption of agri‐environmental measures. The paper concludes by suggesting that farmers’ attitudes and beliefs, as well as the local behavioural influences, have to be taken into account when designing and communicating agri‐environmental measures.  相似文献

This contribution aims to explore the potentials and pitfalls for the emergence of a popular agrarian movement capable of offering a progressive alternative to the far-right. Taking the case of Colombia's national agrarian strike, the paper argues that food sovereignty can offer a mobilizing framework for a multiclass, antineoliberal agrarian coalition. However, the possibilities for building a counter-hegemonic movement should be taken with more caution. An examination of the class differentiation between and within campesino movements reveals how the interests of certain groups may be prioritized over others. While agrarian populism may offer an important political strategy for building coalitions and framing demands, a closer class analysis points to limits to its transformative potential.  相似文献

While authoritarian populism and its relationship to the rural world have gained analytical prominence recently, few have attempted a systematic exploration of how various authoritarian populisms emerge from, and are embedded within, dynamics of capital accumulation, state, and class struggle. Drawing on Poulantzas' approach to “state contradictions,” we focus on the ways by which bovine meat figures in Narendra Modi's authoritarian populist project in contemporary India. On the one hand, violent authoritarianism in the country uses beef eating as a powerful tool for subjugating subaltern groups to Hindutva rule. On the other hand, the country houses a rapidly expanding beef meat agro-industry, accounting for as much as 20% of global exports and based on corporate concentration around dominant class interests. We argue that this points to state contradictions in Modi's India witnessing strained accumulation patterns. These contradictions, we emphasize, have distinct ramifications for India's classes of labour in the countryside, as certain groups experience what we describe as a process of “double victimization.”  相似文献

The Movement towards Socialism (MAS) party promised to break with neoliberal politics when it rose to power in Bolivia in 2006. Using the concept of neocollectivism to characterize MAS agrarian politics, this paper examines one of its key instruments for achieving rural development: the state enterprise EMAPA. This state company, which supports small producers, envisions a new agrarian structure of production and commercialization, one that will break the power of the Santa Cruz–based agro‐industrial elite. Drawing on a discussion of the mechanisms of governance employed by this state entity, we argue that new complexities in state–civil society relations and a low state capacity have constrained its ability to shift power relationships between the state and the agro‐industrial elites. Instead of reducing the dependency of small producers on agro‐industrial capital, the Bolivian state has increased it, thereby undermining its goal of redistribution. The paper also analyses different moments of politicization and depoliticization in the intervention process arising from the demand for political change, as well as for technically efficient and profitable agricultural production.  相似文献

This paper explores the implications of contract farming for patterns of agrarian change in India. The paper draws on a detailed analysis of primary qualitative data from a case study of potato contract farming in the state of Maharashtra. It argues that debates on contract farming are often ideological in nature, leading to overly simplified narratives of “win–win” or “win–lose.” Instead, by combining the strengths of agrarian political economy and rural livelihood analysis, the paper offers a concrete exploration of the intersections between contract farming, livelihoods, and agrarian change. It finds that contract farming activities in the case study villages are focused on a group of petty commodity producers. However, rather than sparking dynamic new processes of accumulation among contract farmers or leading to new forms of exploitation, the paper argues that contract farming is contributing to processes of agrarian change “already under way.” These processes are intimately connected to livelihood diversification and the struggles of new classes of fragmented labour.  相似文献

The article analyses the social processes introduced by globalization into agrarian production systems. In particular, it explores how capital installs a new agriculture that generates an urban fringe in rural localities. We claim that the expansion of agricultural frontiers is also associated with the rise of new actors, residential changes and transformations in labour markets. The objective is to study the transformation that takes place in the agrarian social structure of a marginal agricultural area. It shows how this transformation leads to new residential behaviour that redefines the local relational system and to a transition from a “peasant” way of life to an urban‐type through the logic of the expulsion of the peasant population and the logic of agribusiness.  相似文献

State formation in post‐colonial societies is often explained with reference to the roles of elites. In Pakistan, landed elites continue to dominate the rural political economy through informal and formal institutions, but the history of its largest peasant movement shows how agrarian class struggle can change the institutional forms and functions of power. The Hashtnagar peasant movement achieved lasting de facto land and tenancy reforms in north‐western Pakistan in the 1970s through forcible land occupations that were regularized by state intervention. I argue that although divisions among elites were important, the state intervened in favour of peasants due to the rising organizational power of tenants and landless labourers under the centralized leadership of the radical Mazdoor Kisan Party. Agrarian class struggle weakened the informal power of landed elites and gave rise to institutions of peasant power. However, other fractions of the ruling class sought to undermine their landed opponents while co‐opting the militancy of the peasant movement by strengthening state institutions to intervene in favour of upwardly mobile tenants. The latter were separated from poorer peasants and the landless, thus demobilizing the movement.  相似文献

Using state-level data for 1970–93, a simultaneous equation model was developed to estimate the direct and indirect effects of different types of government expenditure on rural poverty and productivity growth in India. The results show that in order to reduce rural poverty, the Indian government should give highest priority to additional investments in rural roads and agricultural research. These types of investment not only have much larger poverty impacts per rupee spent than any other government investment, but also generate higher productivity growth. Apart from government spending on education, which has the third largest marginal impact on rural poverty and productivity growth, other investments (including irrigation, soil and water conservation, health, and rural and community development) have only modest impacts on growth and poverty per additional rupee spent.  相似文献

A new book, Promised Land: Competing Visions of Agrarian Reform , edited by Peter Rosset, Raj Patel and Michael Courville is considered. This book, via both general analytical treatment and a series of case studies set in Latin America, Asia and Africa, offers a powerful critique of the World Bank's market-led agrarian reform (MLAR) and provides an alternative model of agrarian reform, the 'food sovereignty movement', that has been articulated by La Via Campesina. Food sovereignty requires that priority be allocated to the domestic production of food and that a right to land be given to small farmers and their families. It is a vision of agrarian reform, with an emphasis on smallholder farming and the transformative power of rural social movements, that has truly emerged 'from below'. The critique of MLAR is compelling. It is argued in this essay, however, that two crucial questions are abstracted from. The first is that of the vastly differing sets of social relations that exist (compare, say, socialist Cuba and capitalist Brazil) and their implications. It is not clear that food sovereignty can, in effect, offer a coherent political economy of an alternative global agrarianism. The second relates to the implicit assumption, found throughout the book, that the peasantry is a homogeneous, undifferentiated social group. This is manifestly not so, and what the existence of socially differentiated peasantries implies requires careful examination.  相似文献

This contribution explores how new regions and crops are integrated in the contemporary food regime through a fieldwork‐based approach to maize cultivation in rural Karnataka, South India. As an intrinsic part of the industrial grain–oilseed–livestock complex, maize is an important component of the contemporary food regime. I argue that the expansion of maize at the village level follows commodity frontier dynamics, located at the conjuncture of processes “from above” pushing the industrial grain–oilseed–complex forward and processes “from below” that integrate maize in everyday livelihoods. Focusing on how villagers make use of maize in ways that cross, but simultaneously are differentiated along, lines of class and caste, this article seeks to contribute to our understanding of the everyday dynamics of contemporary food regime.  相似文献

Governance indicators have come under fire in recent years, especially the World Governance Indicators. Critics present these indicators as atheoretical and biased. Critics of the critics counter that no better alternatives exist. The authors suggest otherwise, arguing that more appropriate “governance” indicators will: have theoretical grounding; focus on specific fields of engagement; emphasize outcomes; and control for key contextual differences in comparing countries. Such constructs can help indicate where countries seem to have governance problems, allowing second-stage analyses of where and what these problems are; they do not directly point to the presence or nature of problems or provide a measure of the governance concept. Under-5 mortality rates adjusted for country income groups are shown as an example of such a measure, and data presented for contextually compared outcomes in this specific field to show where governance seems better and worse. The USA is shown up as relatively weak, whereas a country such as Pakistan seems to have better governance in this sector than other low-income countries. The indicator has its weaknesses and is partly presented as an illustrative example of a new approach, but also allows questions about why governance of this sector might be problematic in certain contexts and easier in others.  相似文献

The fresh food supply chain in China has begun to reduce the number of intermediaries that connect producers and consumers. Using farm‐level data, this paper investigates the impacts of short supply chain participation on vegetable farmers’ market performance, including profits, productivity, production cost, price and price risk. The results show that the participation in a short supply chain is a profit‐maximising strategy and risk management tool for farmers. The increase in profit is attributed to productivity advantages, farm size expansion, and risk reduction rather than because of price premiums or cost savings. A policy implication is that short supply chain promotion has many benefits, but the government should be more concerned about the sustainability of short supply chains.  相似文献

This paper endorses the criticisms of neo-classical populism and its advocacy of redistributive land reform provided by other contributions to this special issue of the Journal, to which it adds several further points. If GKI propose a version of an agrarian question of 'small' or 'family' farming, and its resolution through a familiar (Chayanovian) path of development, much of the critique rests, in one way or another, on the 'classic' agrarian question in capitalist transition, in effect the agrarian question of capital in which the agrarian question of labour was once subsumed. Here the question is posed whether, in the conditions of contemporary 'globalization' and its tendency to the 'fragmentation' of labour, there might be a new agrarian question of labour, now detached from that of capital, and which generates a new politics of struggles over land (and its distribution). Even to conceive of this question is beyond the analytical and political field of vision of neo-classical populism. Some of the dimensions of an agrarian question of labour are illustrated in a brief consideration of recent, and highly contradictory, events in Zimbabwe: a unique case of comprehensive, regime-sanctioned, confiscatory land redistribution in the world today.  相似文献

Financial liberalization is a key component of programmes of orthodox structural adjustment. Financial reforms include, among other things, the removal of controls on interest rates and the abolition of programmes of directed credit. Here the effect of financial sector reform on rural banking and rural credit transactions in India is examined, with particular reference to landless labour households. First, the trends in selected indicators of rural banking at the national level over the last 30 years are reviewed. Secondly, longitudinal data for a village in Tamil Nadu are used to examine changes in patterns of indebtedness and credit transactions among landless labour households. It is argued that the exploitation of landless labour households in the credit market has intensified with the introduction of financial reforms. Lastly, the policy envisaged as an alternative to the formal credit sector in the countryside – the establishment of micro–credit projects – is examined critically.  相似文献

A violent eviction in a remote northwestern corner of Zimbabwe in late 1997 provides a prism through which to explore the changing dynamics of competition over space, power and production in Zimbabwe's agrarian margins, where con?ict over wildlife and agriculture has intensi?ed and the state has become a key player. The article argues that in its quest to (re)gain control over one such location, the state has had to construct it as space of violence in order to de‐civilize it and reinvent it as a wilderness zone. The ‘day of burning’ is taken not only as a signi?er of the violent potential of such competition, but also as a metaphor for the state's increasing loss of legitimacy in the margins: that is, the ‘burning away’ of any residue of illusion about the state as either the democratic embodiment of the people's will or compassionate provider of services and security.  相似文献

This paper contributes a preliminary analysis of the process of agrarian capitalist transition in Arunachal Pradesh, one of the least studied regions of India. Primarily based on information collected through a field survey in eleven villages, the paper seeks to explain the nature and implications of institutional unevenness in the development of capitalism. Institutional diversity is not simply mapped across space, it is also manifested in the simultaneous existence of market and non-market institutions across the means of production within the same village or spatial context. In addition, there is a continuous and complex interaction among these institutions which both shapes and is shaped by this capitalist transition. Primitive accumulation emerges as a continuing characteristic of the on-going agrarian and non-agrarian capitalist transition. Institutional adaptation, continuity and hybridity are as integral to the emergence of the market economy as are the processes of creation of new institutions and demise of others. There is no necessary correspondence between the emerging commercialization of the different productive dimensions of the agrarian economy. These uneven processes are deeply influenced by existing and emerging power relations and by the state. Framed by the Bernstein–Byres debate about the contemporary (ir)relevance of the agrarian question, evidence is presented to justify the conclusion that although the processes at work are far from the classical models of the transition to capitalism, all aspects of the agrarian question remain relevant.  相似文献
