A fundamental property of accrual accounting is to smooth temporary timing fluctuations in operating cash flows, indicating an inherent negative correlation between accruals and cash flows. We show that the overall correlation between accruals and cash flows has dramatically declined in magnitude over the past half century and has largely disappeared in more recent years. The adjusted R 2 from regressing (changes in) accruals on (changes in) cash flows drops from about 70% (90%) in the 1960s to near zero (under 20%) in more recent years. In exploring potential reasons for the observed attenuation, we find that increases in non‐timing‐related accrual recognition, as proxied by one‐time and nonoperating items and the frequency of loss firm‐years, explain the majority of the overall decline. On the other hand, temporal changes in the matching between revenues and expenses, and the growth of intangible‐intensive industries play only a limited role in explaining the observed attenuation. Finally, the relative decline of the timing role of accruals does not appear to be associated with an increase in the asymmetrically timely loss recognition role. 相似文献

This paper presents a contextual. historical analysis of recent accrual accounting developments in the Australian Public Sector (APS). It takes a critical stance in that it questions the accrual accounting developments on a number of grounds. The paper examines changes in public sector financial management and accountability in four distinct settings, being: accrual financial reporting, accrual management systems, whole of government reporting, and accrual based budgeting. The findings show that already in Australia accrual accounting has made significant encroachments into some areas of annual financial and budget reporting. This influx has meant that terms such as 'deficit', 'debt', 'liabilities', 'operating results', 'assets', etc. have begun to change in meaning, which it is argued has important implications for the current process of transformation of aspects of the APS. 相似文献

This paper evaluates the 'microeconomic' case for the extension of accrual accounting to the core government for the purposes of performance measurement, competitive tendering and asset management. Having found the microeconomic case to be weak, it suggests that it is the potential role of accrual accounting as an indicator of the fiscal stance of the public sector (particularly in respect to intergenerational equity) which provides a convincing rationale for its introduction in core government, and that this has significant methodological implications. 相似文献

The achievement of better performance from municipal administrations is an ongoing challenge. We use the contingency theory perspective, which concentrates on the specific environmental settings of organisations, to examine the influence of management accounting departments within German municipal administrations. Our findings indicate that as the size of municipalities increases, the level of their administrative performance decreases. We additionally show that this negative effect can be mitigated when management accounting is seen as being highly relevant and when the management accounting department performs well. Furthermore, a comparison of the accounting systems (cash versus accrual accounting) used in municipal administrations reveals that a successful working management accounting department can only exert a positive effect when the municipal administration acts under an accrual accounting regime. 相似文献

This paper responds to a recent call by researchers that we need to move beyond both advocacy of and technical arguments about the value of accrual accounting to more fully recognise the institutional forces, key change agents and the local political fields. We draw on elements of institutional theory and the practice theory of Pierre Bourdieu to explore the ‘problematic’ aspects of institutional forces, key organisational change agents and the local political field associated with the adoption of accrual accounting in the South Korean public sector. We found that accrual accounting was driven by many factors including a local financial scandal, the advocacy of a civil society group and the ambitions and the ideology of key actors. The contribution of this paper is that it shows how the practices of accounting cannot be separated from their political and personal context. 相似文献

Financial and non–financial information are developing issues in the NPO field. Countries such as Canada, the UK, the USA and Spain have recently updated their accounting systems for NPOs through the implementation of full accrual basis to enhance their accountability and the usefulness of accounting information for decision–making purposes. The information provided by accrual accounting will be incomplete until performance indicators are developed. The performance indicators are essential for making budgets, for planning and forecasting, for evaluating the financial needs, for carrying out benchmarking with other NPOs or governmental entities, and for explaining the welfare activities realised to donors. 相似文献

Cameral accounting was developed as early as the 16th century onwards in order to contribute to increased control of public money. Such a control demand does not seem to be of minor importance at the threshold of a new millennium as it was several centuries ago, and therefore Ludwig Mülhaupt in the excerpt above states that 'Unfortunately there are very few researchers and practitioners who are interested in developing the cameral bookkeeping method, which is strongly to be regretted with a view to the importance of these questions.' Most of the literature dealing with cameral accounting is published in German, and it seems to be known only to a small extent beyond the German speaking countries. The purpose of this article is therefore to present this historically important accounting model to a larger audience, allowing us to draw upon the experiences of cameral accounting in our continuous attempts to control public money, including the current international debate about the introduction of commercial (accrual) accounting in the public sector. 相似文献

The New Public Management (NPM), of which the change from cash accounting to accrual accounting is considered an important tool, has been in fashion in many developed countries. Japanese governments, however, have preserved control of expenditures on a cash basis, though recently financial management reforms in local government have begun to adopt NPM ideas. Using a contingency framework which views the reform of accounting sub-systems (management accounting, financial accounting and auditing) as stimulated by a combination of internal and external pressures, this paper explores why Japanese local governments managed to survive without accrual accounting and the prospects for further reform in the future. It is suggested that system change itself can be accomplished by internal pressures, in the form of mandated policies, alone but that sustained external pressures by citizens are required in order to achieve the intended outcomes of accounting reform. 相似文献

Earnings manipulation has become a widespread practice for US corporations. However, most studies in the literature focus on whether certain incentives would facilitate managers to manipulate earnings and there has been little evidence documenting the consequences of earnings manipulation. This paper fills this gap by examining how current accruals affect future earnings (the accrual effect) and measuring the size of this effect. We find that the aggregate future earnings will decrease by $0.046 and $0.096, respectively, in the next one and three years for a $1 increase of current accruals. Over the very long-term (25 years), 20% of current accruals will reverse. This negative accrual effect is more significant for firms with high price-earnings ratios, high market-to-book ratios and high accruals where earnings management is more likely to occur. We show that incorporating the accrual effect is useful in improving the accuracy of earnings forecasts for these firms. Accordingly, the empirical results are consistent with the notion that earnings management causes the negative relationship between current accruals and future earnings. In addition, this paper shows that one recently developed accrual model has better performance than the popularly cited model in identifying manipulated earnings. 相似文献

We consider whether and how firms improve their financial reporting credibility following a restatement by comparing two alternative views. The compliance view predicts that firms simply correct errors to comply with regulations; the signaling view predicts that improvements are broader to allow firms to signal higher reporting quality and thereby reduce information uncertainty. We find that accrual quality improves significantly following the restatement and that this improvement is observed for both earnings and non‐earnings error restatements. We also find that the extent of real earnings’ management decreases significantly. Further, we find that improvements in accrual quality are higher for firms with CEO turnover and higher incentives to improve, but lower for firms switching to an auditor of lower quality. Collectively, our findings suggest that firms signal improved reporting credibility following a restatement through higher accruals quality and lower real earnings management. 相似文献

Abstract: This paper offers an understanding of the US federal budgeting and accounting system, in context. The system is unique among the major Anglophone countries, in being both cash‐based and obligation‐based, thereby providing what can be termed a polar opposite case to an accrual‐based system, the technicalities of which the paper explains. The paper uses, as a comparator, the UK government's cash‐based and accrual‐based system, also in context. This shows that the US system is primarily a system of control by the legislature, whereas the UK's is primarily one of control by the executive. The paper analyses the long history of institutions of the US federal government defending the obligation basis in the face of accrual‐based assaults; the obligation basis has remained resilient. 相似文献

This paper describes and analyses the challenges encountered in attempting to reform public sector accounting in Indonesia, the main objective of which is to combat corruption and thus help improve governance. Our observations suggest that this reform has been seriously hindered by a lack of staff with adequate accounting skills — a problem exacerbated by the decision to continue to prepare old‐style cash‐based reports alongside the new accrual‐based reports. Our key contribution is to demonstrate the danger of rushing to copy public sector financial management techniques from quite different country contexts, especially when there are significant differences of opinion as to the appropriate design of these reforms among the influential policy‐making agencies. 相似文献

This study analyzes the intertemporal behavior of accruals and uses the results to offer some perspectives on models of accruals. Separate adjustment rates are estimated for total and managed accruals and further compared to assess the influence of managers on accrual adjustment. Analysis is further performed to test whether there is an industry-specific adjustment rate for either total or managed accruals. The results show that both the total and managed accruals follow a partial adjustment process rather than a pure-adjustment or random-walk process. Nonetheless, managed accruals exhibit longer adjustment length than total accruals in each industry sample. In addition, total and managed accruals appear to follow certain adjustment patterns that are industry-specific, consistent with the view that common industry practices and norms lead to benchmark adjustment rates to which industry firms conform. Based on the results showing that accruals exhibit lagged and industry-specific adjustments, an extension of the modified Jones model is proposed. The extended model incorporates lagged accruals and an industry accrual index in an attempt to exploit the lagged-adjustment and industry effects and, in that context, improve the temporal classification of accrual innovations. Simple tests show that the extended model achieves substantial improvements in specification over the modified Jones model. 相似文献

This paper investigates the impact of public-listing age on the future operating performance of Chinese firms making initial public offerings (IPOs) during the period 1998-2010 and examines whether accounting accruals contribute to this impact. We found that, on average, public-listing age has a negative incremental effect on future operating performance in China and that accounting accruals do play a role in postissue underperformance. However, our industrial analysis reveals that the listing-age effect does not persist in industry-specific models; this implies that listing age has heterogeneous effects on post-IPO operating performance and that these effects deserve further attention. 相似文献
