Many countries have adopted labeling policies for genetically modified (GM) food, and the regulations vary considerably across countries. We evaluate the importance of political‐economic factors implicit in the choice of GM food labeling regulations. Using an analytical model, we show that production and trade‐related interests play a prominent role in labeling decision‐making. This conclusion is validated by an empirical analysis of GM food labeling policy choices. We find that countries producing GM crops are more likely to have less stringent labeling policies. Food and feed exporters to the European Union (EU) and Japan are more likely to have adopted stricter labeling policies. Labeling regulations in Asia and Europe are similar to those of Japan and the EU. Countries with no labeling policies are less developed, with important rural sectors and are more likely to have ratified the Cartagena Protocol on Biosafety.  相似文献

This paper surveys pressing issues facing current and future social policies in the European Union (EU) at the juncture of social justice demands and environmental concerns. European policy-makers have in fact only recently acknowledged the notions of environmental justice and environmental inequalities, which have been part of the US policy arsenal for almost two decades. Yet, challenges to equality and fairness in the environmental domain are many and growing within the European Union. After having defined environmental justice and environmental inequalities in the European context, the paper addresses two contemporary dimensions of those challenges for EU social policies: vulnerability and exposure to environmental disaster and risk; and fairness in environmental taxation and the related issue of fuel poverty.  相似文献

经过6次扩大,欧盟目前已经拥有27个成员国,其各个成员国的不同的发展状态和经济发展水平,加剧了整个欧盟层面上区域发展的不平衡状况。为了缩小其成员国以及地区间的经济差距、增强其社会凝聚力、进一步推进经济、政治一体化,欧盟制定并推行了一系列的旨在缩小地区差距以确保各成员国经济社会能够相对均衡、协调发展的地区政策。多年的实践使得欧盟在地区发展领域积累了丰富的经验,也在促进其成员国,特别是经济较为落后的成员国经济和社会发展方面取得了相当的成绩。本文试图对欧盟的地区政策,特别是其通过科技创新为地区发展所作的努力作一剖析,希望读者有所收益。  相似文献

Strengthening economic, social, and territorial cohesion is a central objective of the European Union. However, disparities between European regions are considerable, and there are doubts as to whether they are likely to be attenuated. In recent years, there has been a growing body of literature that examines the effectiveness of the European Union’s funds for promoting growth and reducing asymmetries among members. We contribute to this literature by examining the conditions under which the European Union’s financial aid may be affecting regional growth. We explore the interactions between transfers and income and other regional characteristics, such as human capital or innovation. We apply this study to a panel of 137 European regions, covering the period from 1995 to 2009. Our conclusions suggest a positive and significant marginal impact of funds only in regions with low levels of human capital and innovation.  相似文献

The aim of this paper is to analyze the economic and social cohesion in the European Union. There are different factors to explain the convergence process and besides, empirical findings are not conclusive. To the European Union, GDP per head interregional differences have decreased for certain periods but it has remained unchanged or even increased for others periods. The second report on the economic and social cohesion indicates that some decades are necessary to eliminate regional differences. These differences in regional GDP are mainly explained by differences in their productive structures, degree of innovate activity, communications structures, which depend on the relative level of transport infrastructures, and manpower qualifications. This analysis allows us to obtain some conclusions to the economic policies and the social cohesion. This paper looks at the impact the European integration process has had on the unemployment level of European Union member countries. While the persistence of relatively high unemployment in Europe is often attributed to supply-side factors, such as the rigidities of the labour market, this study contends that the major cause for the rise of unemployment in the EU has been the very macroeconomic policies of the EU itself. The paper argues that the continuous pursuit of deflationary policies and the macroeconomic constraint imposed first by the membership of the European Monetary System and, secondly, by the convergence criteria of the Maastricht Treaty, have been the real impediments to reducing unemployment.  相似文献

Agriculture continues to be a major contributor to water pollution, climate change and loss of biodiversity although policies to encourage farmers to work to higher sustainability standards in food and energy crop production have increased throughout the European Union. In New Member States, accession to the European Union mostly brought a substantially increased public support to foster the diffusion of certified organic farming. However, the take-up of organic farming is varied for reasons that are not yet well understood. In this paper, we analyse the diffusion of organic farming through farm populations. This involves an understanding of farmer behaviour and how it can change over time. We present a generic agent based model that builds on the Theory of Planned Behaviour as framework for understanding and modelling farmers' decision-making processes. The model is applied to high-diffusion regions in two New EU Member States, Latvia and Estonia. The values for the model's parameters are informed by survey data. The model reproduces the interdependence of social influence and economic factors. Social influence alone is shown to make little difference to the model dynamics; organic farmers remain organic, and conventional farmers remain conventional. Introducing a change to the environment (e.g. a subsidy) results in an increase in the proportion of adopters. Thus, economic factors appear to be more influential than social factors. However, only when allowing for both, the subsidy and social influence, do we reveal the whole picture and the combined adoption rate is higher than the sum of the proportion of adopters resulting from just social influence (without a subsidy) and from just a subsidy (without social influence). We also compare the effect of the subsidy with the effect of influence from organic farm advisors to develop policy recommendations.  相似文献

In this paper, we look at the role of export composition in the growth process, considering how increased similarity in trade structure among countries can induce catching‐up in income levels in a group of countries in transition. We analyze the sectoral export patterns of the Central and Eastern European countries (CEECs) by comparing them to those of the current members of the European Union (EU), focusing on countries’ specialization as suppliers for the EU market, and we assess whether similar export patterns foster the catching‐up process of the CEECs. Our main result is that similarity in export composition has a positive, significant and non‐linear impact on catching‐up, and seems to be driven by the growth of the main export market and delocalization of production more than by other factors.  相似文献

In this paper, we show that successful policy aimed at enhancing economic growth in the long run must be based on policies which improve human capital and technological progress. This is applied to Slovenia, a small open economy in the European Union and the Euro Area. In particular, we investigate how fiscal policies should be designed to support economic growth without violating the European Union Stability and Growth Pact. Using the SLOPOL10 model, an econometric model of the Slovenian economy, we analyse the effects of different fiscal policies in Slovenia over the next few years by means of simulations. The fiscal policy multipliers of the Slovenian economy are small and short-lived, which renders demand-side expansionary fiscal policies inappropriate as a means of achieving higher growth. However, if an increase in government expenditures directly related to technological progress is implemented (such as better funding for tertiary education or subsidies for firms’ investments in research and development), this can trigger a path of output which is permanently higher than that of the baseline simulation. Reducing income taxes and social security contributions has strong positive effects on employment. This result shows that the key to prosperity and sustained growth is investment in human capital and technology, also for a small open economy like Slovenia.  相似文献

This paper aims to develop a generally applicable model to examine the eventual motivations both for internal migration and external immigration. For this reason our model involves not only economic motivations of development and geographical economics but also social motivations of behavior economics. We tested the model through Turkish internal and external population flows toward German regions. Our analysis contains the first regional‐level immigration analysis between an EU country (Germany) and Turkey. The main results are: (i) the purely economic motivations are more important than the social motivations; (ii) among the economic motivations income level and economic size of host regions are the biggest ones; and (iii) and the network externalities play a more important role than the herd effect. Subsequently, we estimated some country‐specific factors on im/migration. The main results are: (i) joining to the Customs Union led to acceleration in intern migration but slowing‐down in external immigration; (ii) even though Turkey acts slowly in adopting EU reforms, the EU reform process seems to reduce the economic and social stress on Turkish im/migration; and (iii) the reunification of Germany created a constraint on Turkish immigration flows toward German regions.  相似文献

Euroscepticism and the rise of populist parties have often been linked to economic insecurity. This paper identifies regional employment changes as causal factors for forming attitudes towards the European Union and voting for eurosceptic parties in European Parliament elections. To do so, I combine industry-specific employment data for roughly 260 European NUTS II regions with individual-level Eurobarometer survey data for the past 20 years and regional voting results. I apply panel data and instrumental variable methods; for the latter I construct a Bartik-style instrument, which predicts employment changes on the basis of regional industry specialization and Europe-wide sector specific employment growth rates. The effect of employment changes on attitudes towards the EU is particularly strong for unemployed and low-skilled workers in regions with a high share of migrants from other European member states, which supports the narrative that ‘losers of globalization’ tend to be more skeptical towards economic and political integration.  相似文献

The purpose of this paper is to test for price parity across different species of whitefish in the European Union. Price parity is defined by a system of cointegrated prices and would be evidence of a single European market for whitefish. Whitefish are of interest because EU fishers receive the largest share of their income from these fish species. Notwithstanding the single market policy of the EU, by establishing national and regional associations to stabilize or increase the local price of fish, fishers operate as if the European market is made up of separate submarkets with price being determined largely within each submarket. If whitefish markets were price cointegrated such associations would be largely ineffective. In that case, what are required are regulations that encompass the European market.  相似文献

This paper examines the relationship between economic growth and CO2 emissions in the European Union. A panel data analysis for the period 1981 to 1995 is applied in order to estimate the relationship between Gross Domestic Product (GDP) growth and CO2 emissions in ten selected European countries. The analysis shows important disparities between the most industrialised countries and the rest. The results do not seem to support a uniform policy to control emissions; they rather indicate that a reduction in emissions should be achieved by taking into account the specific economic situation and the industrial structure of each EU member state.  相似文献

Throughout Europe, the family is still an important provider of care, but welfare state policies of individual countries may support and/or supplement the family in different ways, generating different social and economic outcomes. This article compares and categorizes care strategies for children and elderly persons in different member states of the European Union, while also taking into account the varied modalities for providing care, like leave arrangements, financial provisions, and social services. In EU countries, care regimes function as “social joins” ensuring complementarity between economic and demographic institutions and processes. As these processes and institutions change, they provide impetus for care regimes to change as well. However, because ideas and ideals about care are at the core of individual national identities, care regimes also act as independent incentive structures that impinge on patterns of women's labor market participation and fertility.  相似文献

The dramatic rise of Chinese direct investment into the European Union (EU) has sparked a debate about the control that China may be seeking to take over European economies. Quite naturally, these concerns have led to repeated calls that action be taken to slow down, if not to halt entirely, this growing trend. The objective of the article is to shed light on this debate. Following a thorough analysis of Chinese direct investment in the EU, this article suggests that the challenges posed by these inflows are widely overblown. Despite this, the article concludes that it is necessary to have a systematic approach to regulating inbound foreign investment (including from China) in the EU. Such an approach may help guard against the risk of a protectionist drift inside the EU, as well as the possibility that some investors may one day pose a threat to national security. This article concludes that although the current fragmented regulatory approach is unsatisfactory, because of the difficulties associated with a unified EU-wide review process, the most realistic option is to promote a more systematic and coordinated use of existing mechanisms such as competition policy. Also, pushing for the negotiation of a China–EU BIT is certainly a promising avenue to enhance the EU’s bargaining leverage based on the principle of positive reciprocity.  相似文献

This study provides empirical evidence regarding the effects of R&D on economic growth in a panel of 28 European Union (EU) countries over the period 1997–2014. In particular, we investigate whether the impact of business and government R&D stocks on economic growth depends on the country’s distance to the world technology frontier. The main findings are that in the EU (i) there is positive, statistically significant business R&D stock–economic growth nexus in countries that are relatively close to the frontier and (ii) no statistically significant relationship was found to exist between government R&D stock and economic growth. From the policy perspective, the results suggest that designing proper national policies that allow switching from investment-based to innovation-based strategies at appropriate moments may be far more important than a simple call for increase in R&D expenditures and setting common numerical targets for all EU-member states.  相似文献

An important assumption in economic studies of climate policy is the social welfare function. This paper shows that applying distinct decision or social welfare criteria can result in different optimal policies of climate control, notably if climate change impacts are uncertain. First, decision criteria in current climate-economic studies are reviewed. Next, the most important alternatives are discussed, including their (mathematical) formalization and incorporation in economy-climate models. Most of these alternative criteria suggest more stringent climate policies to be optimal than the standard discounted utilitarianism approach. However, several important welfare criteria have not or hardly seen any application in the economic analysis of climate policy. We conclude that there is clear need for systematic research on this theme, for which the current review provides a solid basis.  相似文献
