This article examines whether organizations can enhance employee well‐being by adopting human resource management (HRM) practices strategically targeted to improve skill development and deployment in a recessionary context. Employee skill utilization is proposed as the mediating mechanism between HRM practice and well‐being. The role of workplace skill composition is also examined as a boundary condition within which HRM differentially impacts employee outcomes. Using a nationally representative survey of UK workplaces (Workplace Employment Relations Survey 2011) and matched management and employee data, the analysis focused on organizations that had implemented some recessionary action following the 2008–2009 global financial and economic crisis. The findings show that human capital enhancing HRM and enriched job design positively influenced both job satisfaction and work‐related affective well‐being through increased employee skill utilization. Organizations with predominantly high‐skilled workforces were more likely to adopt these skills‐oriented HRM practices. Nevertheless, the effects of HRM on employee outcomes via skill utilization applied across organizations, regardless of workforce skill composition. The findings demonstrate employee skill utilization as a driver of HRM outcomes and the sustainability of “best practice” HRM arguments across all skill levels, even in the face of recession.  相似文献

Although networks have long governed economic relations, they assume even more importance in a knowledge‐based economy. Yet, some argue that because of the lack of social networks and human capital, some groups are permanently ‘switched off’ the networks of the global economy. Evidence presented in this article suggests that instead there is latent potential for access to the network, due to the rise of networked community‐based organizations and the increasing accessibility of technology. Based on surveys and in‐depth interviews with almost 700 workers and training providers, I show how the switched off are entering jobs in information technology through network ties and the acquisition of soft skills, or communication and interaction skills. Although community‐based training providers are best positioned to help disadvantaged jobseekers enter the network society, changes in the US workforce development system are reinforcing network exclusivity, rather than facilitating this upward mobility.  相似文献

In this paper, we estimate the impacts of product market competition and skill shortages on the productivity level performance of Canadian manufacturing firms. We use firms perceptions of their competitive environment from the Statistics Canada 1999 Survey of Innovation to measure product market competition and skill shortages. We argue in the paper that such perceptions are important for productivity level performance. After controlling for other factors, we find that product market competition has a positive impact on the performance of medium-sized and large-sized firms, and that skill shortages have a negative impact on the performance of small-sized and medium-sized firms.Jel Classification: L0, O0  相似文献

The dynamics of workforce skill levels has a considerable impact on plant-level performance that is commonly overlooked by managers of manufacturing operations. In this study, we present a discrete event simulation model inspired by and validated in an actual manufacturing setting that includes short product life cycles, mid-volume production quantities, and a production environment consisting of assembly, inspection and testing.The effect of worker skill dynamics is analyzed using a factorial experimental design that contrasts the use of temporary versus permanent workers on manufacturing cost performance. The manufacturing costs assessed include labor, inspection and testing. The cost of reworking a defect is captured as an increase in the labor consumption. Materials costs are not assessed. At the core of the analysis, it is assumed that temporary workers have relatively less skill and therefore have higher average production times, higher average defect rates associated with their assembly activity, and lower rates of learning. In addition, the variance of the production time is higher for the temporary workers. Despite these indicators of performance problems, temporary workers may be used because of the considerably lower wage rate compared to permanent employees.Our in-depth case analyses shows that assigning skilled permanent workers to upstream build operations was superior to other policies deploying temporary workers, regardless of lot size or product complexity. Attesting to the importance of the labor mix component of manufacturing strategy, workforce deployment policies tended to dominate product switching frequency (a proxy variable for lot size and product mix) in impacting costs.  相似文献

Previous studies on the impact of immigration on productivity in developed countries remain inconclusive, and most analyses are abstracted from firms where production actually takes place. This study examines the empirical relationship between immigration and firm-level productivity in Canada. It uses the Canadian Employer-Employee Dynamics Database that tracks firms over time and matches firms with their employees. The study finds that there is a positive association between changes in the share of immigrants in a firm and changes in firm productivity. This positive effect of immigration on firm productivity is small, but it is stronger over a longer period. The effect tends to be larger for low-skilled immigrants as compared with highly-skilled workers, as firm productivity growth is more strongly associated with changes in the share of recent immigrants (relative to established immigrants), and immigrants who intended to work in non-high skilled occupations (relative to immigrants who intended to work in high-skilled occupations). Those differences are more pronounced in technology-intensive and knowledge-based industries. Immigration is found to have little estimated effects on capital intensity in a firm. Finally, this study finds that high skill and lower skill immigrants have similar effects on average worker earnings arising from the positive productivity effect of immigration, but only skilled immigrants are associated with higher firm profits.

We examined employee perceptions of the benefits and challenges of workforce diversity and human resource (HR) diversity management practices adopted in the Australian manufacturing sector. We found that overt discrimination does not exist in the Australian manufacturing sector. However, Australian employers appear to adopt a ‘legalistic compliance approach’ and have not considered workforce diversity as a source of competitive advantage. Employers have not adopted effective HR diversity management practices. The Australian manufacturing sector has failed to value diversity or capitalize on the benefits of workforce diversity. Inadequate recognition of overseas skills, ineffective communication, increased training costs and social isolation were perceived as the main challenges, whereas a stronger work ethic among multicultural employees, greater opportunities to learn from other cultures, lower absenteeism and less labor turnover were regarded as major benefits of workforce diversity. Overall, we found migrant workers are disadvantaged in the Australian workplace.  相似文献

One of the challenges facing humanitarian organizations is that there exist limited decision technologies that are tailored specifically to their needs. While employee workforce management models have been the topic of extensive research over the past decades, very little work has yet concentrated on the problem of managing volunteers for humanitarian organizations. This paper develops a multi-criteria optimization model to assist in the assignment of volunteers to tasks, based upon a series of principles from the field of volunteer management. In particular, it offers a new volunteer management approach for incorporating the decision maker's preferences and knowledge into the volunteer assignment process, thus allowing him or her to closely examine the tradeoffs between potentially conflicting objectives. Test results illustrate the model's ability to capture these tradeoffs and represent the imprecision inherent in the work of humanitarian organizations, and thus demonstrate its ability to support efficient and effective volunteer management.  相似文献

Two great human resource management challenges face organizations in many parts of the world. The workforce is aging leaving fewer young people to take over. At the same time, globalization leads to a pressure for internationalization with great consequences for internal collaboration in many organizations. Accordingly, the link between employee age and language use is of increasing importance. In this study, we report on the findings of a survey using responses from 489 members of Danish multicultural organizations. We studied the effect of linguistic diversity on English language communication as well as the moderating effect of respondents' age. We found linguistic diversity to have positive associations with the two English language communication variables. We also found age to moderate the relationship between linguistic diversity and perceived use of English language by management. Since organizational language use and language management are an understudied topic, the results could have important theoretical and practical implications.  相似文献

Building on the growing evidence on the importance of large data sets for empirical macroeconomic modeling, we use a large factor-augmented VAR (FAVAR) model to analyze how global developments affect the Canadian economy. We focus on several sources of shocks, including commodity prices, foreign economic activity, and foreign interest rates, and evaluate the impact of each shock on key Canadian macroeconomic variables. Results indicate that Canada is primarily exposed to shocks to foreign activity and to commodity prices. In contrast, the impact of shocks to global interest rates and global inflation is substantially lower.  相似文献

Recent research investigating human resource management (HRM) in organizations has used the systems approach which views HRM as a coherent set of practices. In particular, the notion of high-performance work system identifies a set of HRM practices that are presumed to be more responsive to the environmental challenges currently faced by organizations. Empirical studies have confirmed the system notion, particularly of what has been referred to as the high-performance work system, and its impact on organizations. Explaining its existence in organizations, which will help address the question of limited adoption, is only beginning, with one study each done in Great Britain and Canada. The present study extends the notion of competing interest groups to explain the existence of an HRM system, using more active influence measures. A sample of 222 business organizations in the United States reveals that, of four likely interest groups examined, unions and HRM departments prove to have competing interests in a high-performance work system.  相似文献

This study, using 1993 survey data taken from large Ontario, Canada, headquartered organizations (n = 127), compares workplace substance testing versus nontesting organizations based on a number of external and internal factors. Results showed that few Canadian organizations conduct workplace substance testing. Variables such as sector, location of operations, risk sensitivity and organizational structure appear to be not related to the workplace substance testing decision. Partial support was found for age and size of organization (measured in sales volume) as differentiating workplace substance testing organizations from non-testers. Data analytics plays a crucial role in enhancing organizational decision-making. Various organizational disciplines have already embraced data analytics. However, human resources management is lagging in data-driven decision-making and, specifically, workforce analytics. Although an increasing number of studies explore the diffusion of workforce analytics, our understanding of why organizations decide to adopt workforce analytics and how organizations further institutionalize workforce analytics remains limited. Taking an HRM innovation and contextualized perspective, this systematic literature review aims to provide in-depth knowledge on factors driving workforce analytics adoption and institutionalization. The results, including relevant learnings from business analytics research, show the importance of competitive, institutional, heritage mechanisms, key decision-makers and actors, and HRM fit-related factors in the diffusion process. Based on the results of this review, various avenues for future research are presented. Additionally, insights from this literature review can help decision-makers allocate their scarce resources effectively and efficiently to cultivate workforce analytics as an organizational practice.  相似文献

In light of the vertical disintegration of the global aerospace industry, this paper reports on a study that was commissioned by Industry Canada to evaluate whether Canadian aerospace firms have been able to develop the new set of manufacturing and managerial capabilities required to compete in the global aerospace supply chain. A strategic management framework was used to assess the fit between the key success factors of the external environment and the resources and capabilities of the firms studied. The results indicate that although smaller aerospace firms seem to possess technological and engineering skills that are vital strengths in the aerospace industry, better marketing efforts would enable them to enlarge their client base and intensify their participation in the global aerospace supply chain.  相似文献

This paper examines the concept of organizational culture using the Competing Values Framework (CVF) in organizations from six different industries in Canada and South Korea. The Competing Values Framework (Quinn and Rohrbaugh, 1983; Quinn, 1988) is used to compare organizational cultures of similar firms and their HRM in the two countries. The data reported are from thirty-nine Canadian and forty Korean organizations. The findings show that, even though some aspects of organizational culture are related and can be attributed to the differences between the national cultures (Korean versus Canada), industry and contextual variables do contribute to a significant extent to the perception of organizational culture. In addition, the analysis reported here shows that other organizational aspects that are closely related to organizational culture (organizational climate and leadership) have significant associations with national cultures as well as industry and contextual factors. The aspects of organizational context under study included size, age and ownership of the firms, uncertainty and unpredictability of the environment, organizational support for training and unionization. Implications of the study for cross-national research, and for the use of competing Values Framework are discussed.  相似文献

Multinational enterprises (MNEs) recognize that human resources play an important role in gaining a competitive advantage in today's highly competitive global business environment. While all aspects of managing human resources are important, staffing, continues to be an essential IHRM activity that helps MNEs in their need for coordination and control across widely dispersed units. As such, researchers and practitioners alike are interested in addressing the key issues and challenges in staffing the several types of employees that comprise the global or multinational workforce. We focus on three issues that have emerged in recent years regarding how MNEs staff their multinational workforce including: 1) managing different types of employee groups; 2) selection and management of employees posted to international assignments; and, 3) receptivity to international careers among early career individuals. Despite deep theoretical roots, a prominent place in the practitioner literature, and increasing use by organizations, non-cash employee recognition plans have thus far received relatively little empirical study by academic researchers. Drawing on survey data from 349 Canadian and Australian firms, this study examines the incidence of individually based and group-based non-cash recognition (NCR) programmes, ascertains whether there are relationships between use of non-cash and cash-based reward practices, and identifies possible predictors of NCR programmes. Results indicate that non-cash plans are indeed common in both countries, but do not appear to substitute for cash-based performance plans, contrary to enthusiasts' suggestions. The most important predictor of non-cash programmes is unionization, which is negatively related to both individually based and group-based NCR programs in Canada, and to group-based programmes in Australia.  相似文献

Abstract

This paper examines the relationship between the breadth and depth of cultural exposure (CE), intercultural sensitivity and intercultural competence to draw implications that can improve recruitment and staff development practices in organizations with a culturally diverse workforce. Findings from a survey (N = 214) in Australia support the notion that intercultural competence is a broader concept that requires a deep exposure to other cultures as compared to intercultural sensitivity. The findings suggest that breadth of CE has limited potential whereas depth of CE is more beneficial in improving an individual’s intercultural abilities. Implications are drawn based on the findings of the study such that organizations are able to recruit and develop employees who are truly interculturally inclined and can effectively navigate the challenges of working in today’s multicultural organizations.  相似文献

A two-stage CAPM approach is used to generate cost-of-equity estimates and sources of their uncertainty for 10 GICS sectors in Canada and the U.S. under the assumption of relatively integrated North American economies and equity markets. The estimated cost of equity for the Canadian sectors is, on average, about the same as that of the U.S. sectors, but with a higher estimation error. The estimation error of the market risk premium is the most important uncertainty component for the equity cost estimates, except for Canadian Utilities where beta uncertainty is the most important component. Beta and interaction effects play a relatively more important role in Canada due to relatively more volatile sector betas in Canada. Our study suggests that: (1) Canadian cost of equity should be estimated in an integrated market rather than a segmented market and (2) higher importance should be given to estimating the dynamics of betas for the Canadian sectors.  相似文献

Abstract

With the aging of the workforce, organizations need to maintain or improve the sustainable employability of their workforce throughout their working life. This raises the question which HR practices increase workers’ sustainable employability at work. The aim of this study is to investigate the extent to which organizations implement HR practices for enhancing sustainable employability in terms of workers’ health, motivation, and skills and knowledge from the employer’s perspective. In total, 312 owners/directors or HR managers (response rate 13%) filled out the questionnaire. The findings showed that most organizations implemented a range of HR practices to improve the health, motivation, and skills and knowledge of their employees. Perceived effectiveness of these practices were dependent on the number of HR practices that were implemented, employees’ use of and participation in designing these practices. Implementation of HR practices was also related to higher satisfaction with the current employability of employees, and to increased productivity of the organization. Implications for practice and examples of HR practices to enhance sustainable employability are given.  相似文献

The goal of this paper is to explain the commitment behaviour of highly skilled professionals in Canadian business-to-business (B2B) technology services companies that do not have a formal and explicit managerial commitment strategy and to emphasize the need to take the organizational context into consideration when developing a theory that seeks to account for differences in employee's organizational commitment. Our contribution is to reappraise the relevance of the traditional organizational commitment definition in this organizational context, a new organizational form. We demonstrate that in the companies which are different from the traditional bureaucratic organizational forms and which employ highly qualified professionals, the employment relationship is based on a psychological contract that is not accounted for in the strategic HRM theory.

Indeed, the basic principles of strategic HRM dictate that an organization's most valuable asset is its employees; it is therefore incumbent on management to do whatever is necessary to retain its workforce, readily described as a key resource, and to use human resources management (HRM) practices as tools to elicit commitment. In a study of highly skilled workers in Canadian business-to-business (B2B) technology services companies belonging to the so-called ‘new economy’, we observed that although the competitive advantage enjoyed by these companies depends to a large degree on the creativity and innovativeness of their workforce, these companies barely have any official HRM policies, and the HR department plays a very unobtrusive role. Yet, no one could say that the employees in these firms are not committed – on the contrary! This situation has several implications in terms of career for these professionals, in terms of HR practices for the employers.

Nevertheless, until now, existing theoretical models of organizational commitment have shown little interest in highly skilled workers in general and even less in new economy professionals.  相似文献
