The continuing growth of China's electricity sector will affect global environmental and economic sustainability due to its impacts on greenhouse gas emissions and global resource depletion. In 2005, the generation of electricity in China resulted in the emissions of 2290 million metric tonnes of carbon dioxide (approximately 53% of the nation's total) and required 779 million metric tonnes of coal (approximately 50% of China's total coal consumption). These figures are expected to increase with China's economic growth. In order to gauge the range in which fuel consumption and CO2 emissions could grow a scenario-based conceptual model has been developed by the authors (published in (vol.) of this journal). The application and analysis of this shows that under a business as usual (BAU) scenario, electricity generation could contribute upwards of 56% of China's energy related greenhouse gas emissions by 2020. Meanwhile, consumption of coal will also increase, growing to nearly 60% of total national demand by 2020. However, variations in a number of key drivers could produce significant deviation from the BAU scenario. With accelerated economic output, even with greater technological advances and greater potential to bring natural gas on stream, carbon dioxide emissions would rise 10% above the BAU. Alternatively, in a scenario where China's economy grows at a tempered pace, less investment would be available for advanced technologies, developing natural gas infrastructure, or nuclear energy. In this scenario, reduced economic growth and electricity demand would thereby be countered by reduced efficiency and a higher contribution of coal. 相似文献

ABSTRACTPolicy-oriented transition frameworks such as Strategic Niche Management, Transition Management, and Technological Innovation Systems offer limited analytical traction on deliberately accelerated socio-technical transitions. Using the Multi-Level Perspective as guiding framework, we therefore inductively explore the political acceleration of socio-technical transitions by investigating two deliberately accelerated heating transitions: the transition from coal and oil to natural gas in the Netherlands (1948–1973), and the transition from oil to district heating in Denmark (1945–1990), to draw lessons about the conditions and intervention strategies that facilitate rapid socio-technical change. We find that both cases were characterised by weakened regimes, stabilised niche-innovations, focusing events, and consensus between policymakers and business actors. User resistance was also low in both cases, partly because of public policies. Different focusing events in each case produced problem-driven versus opportunity-driven transition pathways; the former destabilised existing regimes but generated future-oriented uncertainty, while the latter facilitated rapid closure. 相似文献

This paper describes the approach to developing transition pathways for a low carbon electricity system in the UK, being pursued in a major new inter-disciplinary research project. The project aims (a) to learn from past transitions to help explore future transitions and what might enable or avoid them; (b) to design and evaluate transition pathways towards alternative socio-technical energy systems and infrastructures for a low carbon future; and (c) to understand and, where appropriate, model the changing roles, influences and opportunities of large and small ‘actors’ in the dynamics of transitions. The paper describes the approach, which builds on the work of Dutch researchers on transitions and transition management using a multi-level framework of niches, socio-technical regime and landscape, as well as on other parts of the innovation systems literature. It also describes its application to several outline transition pathways to a low carbon energy system in the UK. The pathways embrace both the evolution of the physical and institutional infrastructure changes and the roles of both large actors, e.g. multinational energy supply and distribution companies, national governments, major investors, and small actors, e.g. households, innovators and entrepreneurs. 相似文献

Alternative vehicles powered by electricity or hydrogen hold the potential to solve a number of challenges that relate to automobile use, such as climate change, deterioration of local air quality, security of energy supply, and high fuel prices. This article addresses the question as to how a transition to vehicles powered by hydrogen or electricity could take place. Recognizing that transitions result from joint development of technology and society, a co-evolutionary, multi-level perspective is adopted. The perspective is used to analyze the dynamics of the relationship between car manufacturers and consumers and developments that put pressure on this relationship. Building on the analysis, two sets of scenarios for a transition to battery-electric and fuel cell vehicles are identified. In one set of scenarios, tightening emissions regulation stimulates carmakers to scale up experiments with alternative vehicles, moving them into the commercialization phase. In the other set, rising fuel prices prompt carmakers to first extend their current product line-up with plug-in versions, and later with battery-electric and fuel cell vehicles. The two scenarios have different implications for the actors involved and for the requisite supporting infrastructure. 相似文献

China has attracted worldwide attention due to the global economic and environmental effects of its rapid economic growth over the last 20 years, with particular attention given to the country's accelerating energy consumption and resulting greenhouse gas emissions. China's electricity sector is particularly important for both of these issues as it accounts for nearly half of its greenhouse gas emissions and even greater proportions of the country's demands for primary fuel resources. In order to better understand how these issues may progress in an economy changing as fast as China's, this paper develops a framework that can be used to help model the electricity sector's future development. The framework builds upon key technological and socio-economic drivers, including those affecting electricity demand (e.g., economic growth, structure, energy efficiency, urbanization, and change in per capita income) and electricity supply (e.g., deregulation, initiatives to promote natural gas, nuclear and renewable energy, air pollution regulations, price developments for coal and natural gas, and changes in generation technology). The framework serves as a foundation for a scenario exercise on the greenhouse gas and fuel consumption impacts of different developmental paths for China's electricity sector. Processes and patterns in transitions and system innovations: Refining the co-evolutionary multi-level perspective 总被引:1,自引:0,他引:1
This article investigates transitions at the level of societal functions (e.g., transport, communication, housing). Societal functions are fulfilled by sociotechnical systems, which consist of a cluster of aligned elements, e.g., artifacts, knowledge, markets, regulation, cultural meaning, infrastructure, maintenance networks and supply networks. Transitions are conceptualised as system innovations, i.e., a change from one sociotechnical system to another. The article describes a co-evolutionary multi-level perspective to understand how system innovations come about through the interplay between technology and society. The article makes a new step as it further refines the multi-level perspective by distinguishing characteristic patterns: (a) two transition routes, (b) fit–stretch pattern, and (c) patterns in breakthrough. 相似文献

Electricity sector reform in developing countries: an econometric assessment of the effects of privatization,competition and regulation 总被引:2,自引:0,他引:2
Electricity sectors in both developed and developing countries have been subject to restructuring to introduce private capital
and increase competition. Although the effects of such reforms in a number of the developed economies are now well documented,
the experience of developing countries is much less well researched. This paper provides an econometric assessment of the
effects of privatization, competition and regulation on the performance of the electricity generation industry using panel
data for 36 developing and transitional countries, over the period 1985–2003. The study identifies the impact of these reforms
on generating capacity, electricity generated, labor productivity in the generating sector and capacity utilization. The main
conclusions are that on their own privatization and regulation (PR) do not lead to obvious gains in economic performance,
though there are some positive interaction effects. By contrast, introducing competition does seem to be effective in stimulating
performance improvements.

The aim of this article is to study the technology of the sector represented by the Spanish national post-office and telegraph service, Sociedad Estatal Correos y Telégrafos, S.A. trading as Correos, and denominated as such hereafter. Concretely, we analyse economic efficiency (technical and allocative) and scale economies of the production units (cost centres) of Correos. To do this, we employ a methodology based on an input distance function which is the dual of the cost function. Moreover, and applying duality theory, we develop an economic model to assess the effect of postal infrastructures on the operators’ costs. In order to carry out the empirical model, Bayesian econometrics is applied to estimate the parameters in the input distance function and the technical and allocative efficiency terms. 相似文献

Abstract The notion of rights is a powerful one, but the channels through which they have been promoted and enforced since World War II have militated against the more radical promise of rights. These explorations examine the question of economic rights with an international focus. The contributions touch on such diverse topics as the international peasant federation called La Vía Campesina, heterodox and social economic analyses, and the informal sector. The authors address the question of human rights with respect to the conditions that delimit and enforce these rights, the connections between macroeconomics and human rights, social movements that strive to protect these rights, and the different theoretical approaches to incorporating rights into an academic framework. Though each contribution's methodology and focus are different, the composite takes an important step in evaluating this very critical question of economic rights that greatly affects individual lives, social conditions, economic policies, and the study of economics. 相似文献
