Public sector innovation is often seen through the lens of private sector frameworks. This paper discusses to what extent the innovation typology derived from the private sector is appropriate for public sector contexts. Based on a discretionary classification of 1,536 qualitative examples of public sector innovations, the authors examine the nuances of change spanning from learning and incremental change to radical and systemic innovation. Measurement frameworks should better reflect the heterogeneity of learning and innovation in the public sector.  相似文献

Three approaches to innovation in the public sector in the post war period are identified and analysed for their implications for policy-makers, managers and citizens. Various relationships are identified between innovation and improvement in public services. The traditional bias of the literature that innovation is necessarily functional is undermined. Important lessons for policy, practice and research include the need to develop an understanding of innovation which is not over-reliant on the private sector manufacturing literature but reflects the distinctive contexts and purposes of the public sector.  相似文献

Much of the research on innovation to date has been on the private sector (and, within that, biased towards manufacturing) but the processes involved are equally relevant to the public as well as the private sector. This article looks at how innovation is organized and managed, at the routines needed to accomplish the task and at challenges posed by different types of innovation under 'steady-state' and 'discontinuous' conditions. It argues that there is a strong case for learning across public and private sectors, not just in terms of transferring well-proven lessons (adaptive learning), but also for 'generative learning'—building on shared experimentation and comparison of experiences around discontinuous innovation.  相似文献

The paper addresses the incentives of the public sector to implement new technologies in public service provision. The focus is on the role of local governments under decentralization. Exploiting variation in the level of innovation in a large sample of US school districts, the impact of yardstick competition on the choice of public sector technologies is identified. It is shown that the impact of other districts’ innovation activity on a district’s innovation score is much stronger in communities where incumbents face a high risk of being elected out of office. This finding suggests that under decentralization, yardstick competition is an important force shaping the decisions of local governments to adopt new technologies.   相似文献

This paper examines the challenge mounted against long established management accounting practices by Kaplan (1983) and Johnson and Kaplan (1987) from a public sector perspective. It seeks to determine the extent to which this challenge to the private sector - of a lack of innovation in management accounting practice in the face of a rapidly changing environment - holds true for public sector organisations. Furthermore, by drawing on substantive studies of management change in both the private sector and the public sector, this paper assesses (a) the tsunsfeubilitv of ideas and practices from the private to the: public sector (b) the need to study process of change and (c) the potential role of strategic management accounting as an innovative practice in addressing the agenda for change which confronts the public sector.  相似文献

In a personal account, the author looks back over nearly 25 years of public sector accounting in the UK. He reviews the period when accruals accounting began to replace cash accounting in the operational branches of the public sector, and concludes that, for the public sector, capital asset and depreciation accounting is the most important innovation. Accrual accounting's impact on 'ex ante' budgeting, funding, pricing and investment may be much more important than on 'ex post' financial reporting and accountability.  相似文献

This paper examines public and private sector nurses’ use of intuition in England using structural equation modeling. Leader–member exchange (LMX) and perceived organizational support (POS) correlated positively with nurses’ perception of discretionary power and use of intuition. Nurses’ perception of discretionary power and use of intuition were positively correlated with their engagement. Further, differences were identified between private sector and public sector nurses in relation to the impact of workplace relationships (POS and LMX) and intuition onto perceived discretionary power and employee engagement. The results are important for all hospital managers seeking to foster employees’ use of intuition, perception of discretionary power, and engagement.  相似文献

The debate on management reforms in the public health care sector has largely overlooked the role of human resource management (HRM) and its potential interaction with traditional management control (MC) mechanisms. This paper explores which factors associated with the integration between MC and HRM may foster organisational learning in a public health care setting. A case study in a public dental practice is used for examining this issue. Apart from highlighting the influence of various task characteristics, the case study suggests that the vertical as well as horizontal dimensions of integration are important to consider in this context. In recent years, the public sector has been the subject of a thorough reassessment in a significant number of countries. During this process of modernization, issues such as inter-organizational collaboration and managerial innovation have been progressively placed at the forefront of practice and research. In particular, a number of countries have recently re-organized their public sectors around more or less formalized networks or hybrid inter-organizational forms, which are often led by a regulatory body and governed by a cooperation agreement. The literature on inter-organizational relationships in the public sector has evolved alongside the development of such cooperation agreements and innovative forms of organizing. Nevertheless, despite the fact that networks formed by public organizations, not-for-profit organizations, and private firms provide important services to their relevant communities, limited attention has been dedicated to studying the role of management control practices within inter-organizational relationships in public organizations. This is an important gap in the existing literature that this Special Issue intends to address. For this reason, and most importantly because public sector forms of inter-organizational collaborations are likely to differ significantly from those observed in the private sector, in the first part of this Editorial we draw attention to some of the themes that characterize the management and control of inter-organizational relations in the domain of public administration. Next, we introduce the six papers which comprise this Special Issue, and we briefly illustrate how each of them enhances our understanding of the role of control systems within public sector networks. Building on the empirical evidence and theoretical arguments offered by these studies, and after a brief review on the possible alternative ways of conceptualizing the process of adopting new management practices, we point to the further research that needs to be done if we are to understand the role that management control practices play in public sector networks. In particular, we suggest that there is a need to look inside management control practices, to explore what these practices are and, how and why they enable the cooperative “ideal” to become real, as well as to stimulate or hinder opportunities for public sector managerial innovation. It is concluded that there are a number of issues yet to be explored if we are to deepen our understanding of the formal and informal mechanisms of control which are the active elements of the so-called “regulatory hybrids” in the public sector.  相似文献

The introduction of quasi-markets into the public sector suggests that entrepreneurship may have an increasing role to play within the resulting new structures. This article examines the nature of public sector entrepreneurship in the context of the new arrangements for the provision of primary care in the UK. Preliminary evidence points to the existence of different types of entrepreneurship. In particular, there is evidence of entrepreneurship in the form of the reduction in inefficiency, price-quality arbitrage and innovation. There is also evidence to suggest that the GPs who became fundholders early on are rather more entrepreneurial than those who have adopted fundholding at a later stage.  相似文献

This paper examines causal relationships between bond market development, economic growth and four other macroeconomic variables in 35 countries for the period 1993–2011. Bond market development is defined in terms of the significance and presence of public sector, private sector, and international bond issues. Additional covariates being considered are the inflation rate, the real effective exchange rate, the real interest rate, and a measure of openness to international trade. We use a panel vector auto-regression model to reveal the nature of Granger causality among these variables. Specifically, we find that bond market development and the four macroeconomic covariates may be long-run causative factors for economic growth. Thus, policy makers seeking to foster economic growth are warned to check multi-causal studies involving all these variables before setting their policies.  相似文献

Over the past 30 years, many initiatives have been undertaken to reform public administration in Latin American countries. Among other aspects, the reforms seek to improve the transparency and accountability of the public sector by modernizing public accounting and budgeting systems. The adoption of accrual accounting in the public sector has been seen as an innovation and it is driven by the implementation of IPSAS. This paper sheds light on the process of reform of public financial management in Latin America and the state of implementation of IPSAS. The paper analyses the driving forces for adopting or adapting IPSAS, as well as the obstacles and challenges in doing so.  相似文献

Public and private provision of a service coexist. There is asymmetric information between the government and the agency providing the public service with respect to the costs, the quality of the service and the innovation effort of the agency. We examine the optimal government design of the funding contracts to induce the agency to reveal its costs and exert high innovation effort. The optimizing behaviour of consumers and private firms generates observable information, which can be used by the government to reduce its information problem. In the optimal contracts, the informational rents of the agency increase with the level of innovation effort that the government induces from the agency. Correlation between public and the private sector costs results in a trade-off in the government's policy between inducing innovation and extracting the informational rent of the agency. To increase the redistribution inherent in the public provision of the service, the government will manipulate the expected profits of the private firms to induce higher innovation effort.  相似文献

Demands for enhanced levels of efficiency and effectiveness have caused many to question traditional bureaucratic forms in public sector organizations. Team-based structures have been cited as an attractive alternative, perceived as facilitating the necessary levels of flexibility, innovation and responsiveness. Through the case of one Next Steps agency, the authors explore the difficulties encountered by rigid bureaucracies in their attempts to introduce team-working. It is argued that cultural change must act as a pivot for movement towards structural change, embodying all of the perceived positive aspects of team-working within public sector organizations. This will, in turn, facilitate the achievement of desired performance outcomes.  相似文献

We investigate whether the public sector’s ability as the guarantor of last resort (GLR) to help banks or to guarantee banks’ liabilities affects the sensitivity of interest costs to bank fundamentals. We use a global bank sample and find that the sensitivity is an increasing function of GLR risk, regardless of the method applied to describe this risk. Therefore, our results indicate that increased levels of GLR risk might foster market monitoring by depositors.  相似文献
