This article reviews China׳s changing standardization strategies amidst the standards competitions that take place both domestically in China and globally. The relevant policies in China now support indigenous innovation, particularly in the information and communication technologies (ICT) industry by using standards, encourage domestic firms to patent their standard-related technologies, and promote innovation-oriented inter-firm alliances. The three cases examined illustrate the challenges that the Chinese government faces in implementing the policies. Most of all, while the government has actively promoted indigenous innovation as a latecomer strategy for global standardization, there are possibilities of clash with the international norms for free competition and economic liberalization which China is supposed to comply with. There are also oppositions from those domestic firms that mainly export products compliant with the international standards set by advanced countries, and from local authorities that support those firms. The demands for international compliance are often strengthened by multinationals importing products compliant with the international standards. These clashes and oppositions give a dilemma to the policy makers who want to push the standardization strategy based on indigenous innovation.  相似文献

Business strategies and policies that were successful in increasing internet penetration in the early days may no longer be appropriate. This is most probably so in countries where a bigger proportion of the population is already connected to the internet. As more people are online, it becomes more likely that the remaining fraction of non-users is either hard to convince, under-skilled or simply lacking the financial resources to afford a connection. In view of this, a new policy approach is proposed to increase ICT acceptance. The approach is based on strategies of segmentation and differentiation. This entails that policy initiatives are specifically targeted towards different groups in the population. This article demonstrates that being a non-user can be explained by a combination of access problems, lack of ICT skills or rather negative attitudes towards ICT or by the outweighing effect of one of them. It also provides a framework for setting up new policy measures.  相似文献

The objectives of this paper are to investigate the effect of ICT on sustainable development and the mechanisms through which the effect is modulated. The focus is on a sample of 140 countries around the globe for the period 2000–2019. The methodology involves the: (i) Fixed Effects estimator to control for individual heterogeneity, (ii) Driscoll and Kraay estimator to control for cross-section dependence between panels, (iii) the Mean Group estimator to take into account the averages between panel groups, (iv) the system GMM to correct for unobserved heterogeneity and simultaneity bias and (v) the instrumental variable Fixed Effects Tobit to take in to account the limited range in our dependent variable. The results show that ICT has a positive and significant effect on sustainable development. Whereas overall net effects are positive, the findings are contingent on the choice of the ICT measurement, the geographical location of the economy and the income group category. The study recommends policy makers to take into account ICT and the advantages it offers in the elaboration of measures for the sustainable development agenda.  相似文献

ICT has become an increasingly crucial catalyst for economic development, but the transition to more sophisticated technologies is a challenging process requiring prudent vision, strategy, and policy. This paper investigates the dynamics of ASEAN countries’ performance on embracing the ICT revolution for development. Several findings stand out. First, ASEAN experienced a faster pace of convergence, compared to the rest of the world, in level of ICT diffusion over the past 10 years. Second, all ASEAN countries, including Singapore – the leading player, face increasing challenges in competing with income-level peers on ICT diffusion performance. ASEAN is a global hub of ICT hardware production and a fast-growing center of ICT services exports. In terms of revealed comparative advantage, ASEAN as an economy is strong in ICT hardware but remains weak in ICT services. The paper discusses policy insights drawn from the study and proposes a strategic policy framework to guide ASEAN’s concerted efforts to embrace the ICT revolution for development.  相似文献

Public intervention in high-tech sectors is often advocated to resolve market imperfections that may possibly limit the viability of young high-tech enterprises. Although some European countries have adopted national government support policies that explicitly target this type of firm, in Italy and in other EU countries, there are no national support measures specifically designed for them. The paper focuses on the information and communication technologies (ICT) services sector in Italy. It aims to investigate whether both horizontal general-purpose direct support mechanisms at the national level and financial support measures provided by local administrative entities (which rarely have been specific to the ICT sector) permit an efficient allocation of public funds.  相似文献

The ICT industry is reshaping itself through convergence and coopetition across the ecosystem. In particular, many ICT companies have been trying to achieve both hardware and software capabilities to accelerate innovation. To understand the changes in the ICT industry, we empirically study the hardware and software industries using the ecosystem framework. We estimate the efficiency levels of the hardware and software industries in China, Japan, South Korea, and the United States (US) using stochastic frontier analysis and meta frontier analysis, and we examine the effects of the ICT ecosystem structure on efficiency levels using a Tobit regression. We find that the US, which is the global ICT leader, performs significantly better than other countries, with the biggest technology gap ratios in both hardware and software, and South Korea, which has the most hardware-centric industrial structure among the four countries, has the biggest efficiency gap between the hardware and software industries. Tobit results further reveal that a well-balanced ecosystem is important in achieving high efficiency in both hardware and software, and the effect is much higher in the software industry than in the hardware industry.  相似文献

This paper investigates the interactive nature of relationships between Information and Communications Technologies (ICTs) in terms of their technological innovations and diffusion. For the purpose, the United States Patent and Trademarks Office (USPTO) database was used and Lotka-Volterra equations were applied to the patent data, resulting in a Patent Interaction Network (PIN). This matrix was employed to investigate the interaction patterns among ICT-related industries, allowing co-evolution process across ICTs to be analyzed. This paper also examined patenting activities in the Korean ICT sector, which has announced the IT839 strategy to address ICT-related services, infrastructures and growth drivers. It is judged that the evolving pattern of Koran ICT has been compatible with the PIN, facilitating the development of each other. It is also expected that promoting broadband and home-network technologies, together with technologies on digital contents and software solutions, can lead to the growth of the whole ICT industry. Such research findings will provide numerous implications for policy-making and strategic planning for ICT development.  相似文献

This paper explores how intangible capital affects the growth of ICT-intensive sectors in China by examining 29 sectors in 30 regions for the years 2003–2015. It is shown that the value added in ICT-intensive sectors in China will grow faster in regions with faster development of intangible capital. This effect is robust to alternative measures of intangible capital and ICT intensity indicators, and even if other region-level determinants of sector growth such as human capital, non-ICT physical capital and financial market development are taken into consideration. The findings imply that Chinese policy makers should aim for not only more ICT investment but also the development of intangible capital.  相似文献

This study explores whether increasing Information and Technology Communication (ICT) boosts government revenue mobilization for sustainable development in 48 Sub-Saharan African countries from 2004 to 2020. While total tax revenue non-resource as a percentage of GDP and tax revenue as a percentage of GDP are used to proxy for tax revenue mobilization, three ICT measures are used, namely; the telephone penetration rate, the mobile phone penetration rate and internet penetration rate. To perform the analysis, we adopt the Generalized Method of Moments (GMM). The empirical findings are as follows. First, while the calculated net impacts are substantially positive, the corresponding marginal ICT effects utilized for calculating net effects are extremely negative. Second, an extensive study is carried out to determine complementing policy thresholds. These thresholds include: 21.959 (per 100 people) telephone penetration for total income from tax revenue; 16.333 (per 100 people) internet penetration for total income from tax; 21.125 internet penetration (per 100 people) for the income from the tax on non-resource income. This study has policy relevance, and implications as the penetration of the ICT rate can be influenced by policies to mobilize government revenue effectively.  相似文献

The significance of ICT (information and communication technology) framework in efforts to attract foreign investment (FDI), sustain commerce, and boost financial inclusion for enhanced inclusive growth has revolutionized the global system recently. Furthermore, earlier researches on the connection between ICT and growth concentrated more on general expansion than on the kind of growth that is evenly distributed and has broader societal implications than merely growing the size of the overall economic pie. This study critically analyzes the connection between ICT diffusion and inclusive growth, considering the interactive impacts of trade openness, FDI, and financial inclusion on inclusive growth in top African nations ranked in terms of ICT development, so as to close the existing literature gap. An improved-GMM (generalized method of moments) technique, founded on panel data-set spanning the years 2000–2020, is used in the study. By employing PCA (principal component analysis) to measure inclusive growth, ICT diffusion, and financial inclusion indices, the study contributes to the body of prior research. The model also accounts for the heterogeneous impact of the interactive term between ICT diffusions and trade openness, FDI, and financial inclusion on inclusive growth. Overall, results indicate that while ICT diffusion, trade openness, FDI, and financial inclusion significantly and positively enhance inclusive growth at both the individual and interaction levels, inflation hinders it. The study suggests that policymakers should establish measures to advance ICT development, encourage trade openness, attract foreign direct investment, and improve financial inclusion because these measures have tendencies to support inclusive growth by opening up a number of opportunities.  相似文献

This paper aims to test jointly two economic puzzles: the effect of financial development and Information and Communication Technology (ICT) on economic growth. Theories predict a positive effect of financial development and ICT on growth but empirical studies on these relationships produced mixed results. Further, we investigate the interaction between financial development and ICT Diffusion to test whether the impact of financial development on growth is strengthened by better ICT infrastructure. In this paper we assess empirically these relationships in some MENA countries. The empirical study is based on estimation of a dynamic panel model with system GMM estimators. There are three main findings. First, our empirical results join empirical literature that find a negative direct effect of financial development on economic growth. This ambiguous relationship may be linked to many phenomenons but there are not yet clear explanations of this puzzle. Second, the estimates reveal a positive and significant direct effect of ICT proxies on economic growth. This implies that MENA countries need to reinforce their ICT policies and improve using of new Information and Communication Technology. Finally, the interaction between ICT penetration and financial development is found positive and significant in the growth regression. This implies that economies in Mena region can benefit from financial development only once a threshold of ICT development is reached.  相似文献

To lead the world's fifth-generation mobile communication networks (5G) market, China introduced several policies to support 5G industry development that will impact telecommunication operators, the main implementers in this industry. Thus, this study examines the impact of the government's 5G policy announcements on telecommunication operators' firm value in China, where the state exerts a strong influence on industry development. We find that government policy announcement in general affects telecommunication operators' stock returns negatively, and when the government announces policies with a higher level of interference, the decline in firm value is more pronounced. To understand the comprehensive impact of 5G technology on telecommunication operators, we also examine the effect of institution-driven corporate technology R&D and investment activities on firm value. We find that the firms' 5G activities also decrease their firm value, and this effect is more significant than government policy announcements. These results imply that the market has a negative evaluation of the introduction of 5G technology due to its immaturity and uncertainty. This study provides a basis for understanding the market's views on 5G technology and development policies.  相似文献

The latecomers from Asia—China and Korea—started to participate in information and communication technology (ICT) global standardizations as they accumulated technological capabilities. We observed the current situation of ICT global standardizations in those countries by analyzing the mobile communications standards, WCDMA and LTE, and derived interesting findings and meaningful implications from the analysis. First, this paper provides evidence of the differences in Chinese and Korean standard strategies; China is creating its own standard whereas Korea goes with global standardization. Second, this paper shows the subsequent results of the different strategies. In detail, we conducted an analysis based on (declared) essential patents in WCDMA and LTE. The results indicate that China and Korea hold a significant number of essential patents and their numbers compete with those of leading countries. However, the analysis shows that Korea accumulated domestic knowledge that enables the country to actively participate in standardization,but China still heavily relies on foreign knowledge, probably because China is attempting to create its own standard and accumulating knowledge takes a long time despite its efforts.Our findings have several implications for leading countries and other following countries.  相似文献

The Internet has changed the global economic landscape. In particular, the fast-changing Information and Communication Technology (ICT) has directly led to a far-reaching impact on the production and operation of firms. Many previous studies have discussed the relationship of ICT and the total factor productivity (TFP) of firms, but failed to reach a consistent conclusion. This paper, based on the data of Chinese listed manufacturing firms from 2010 to 2019, explores the impact of ICT on manufacturing firms' TFP and its mechanism, and concludes that ICT have positive correlation with the TFP of manufacturing firms. According to the estimated results of this paper, TFP will increase by about 1.8 % for every 1 % of additional ICT investment. Through channel analysis, this paper finds that the positive effect can be achieved through the following four channels: cutting information search costs, enhancing information processing capabilities, reducing internal capital misallocation, and promoting R&D efficiency. This paper is a supplement to research on firm TFP, provides new micro-evidence for exploring the relationship between ICT and TFP of manufacturing firms, and brings important implications for understanding the role of ICT in firm production activities.  相似文献

This paper uses a new set of country data for 14 countries, members of the OECD, and a non-parametric approach to provide new evidence on the impact of Information and Communication Technology (ICT) on labour productivity growth between 1995 and 2005. For the first time, in the present paper a bootstrap approach for the decomposition of labour productivity change, proposed by Kumar and Russell (2002), is employed. This approach permits to conduct statistical inference on the parameters of interest, and to analyse the effects of ICT technologies on capital accumulation. The results confirm the role of ICT as a general purpose technology that needs organisational and business process changes to fully exploit its growth opportunities. The paper also finds out, by applying a non-parametric test, that ICT technologies positively contribute to the generation of convergence clubs in the evolution of labour productivity. Finally, the empirical evidence offers some basic guidance for future policy intervention in supporting ICT capital investments.  相似文献

Emerging economies in the Asia–Pacific region are experiencing dramatic and accelerating changes in patterns of ownership and investment in their telecommunications sectors, as well as in convergence. This paper will highlight the significant dependence of emerging economies of the region on convergence of ICT and how these technologies create new networks. Evidence will be cited from China, the Asian Dragons and the near NIEs like Malaysia and Indonesia, to show how they have created one of the largest markets in the world for telecoms equipment and services. The Southeast Asian countries with their open economies and export oriented investment technologies have proved that such policies have generated trade surpluses and long-term growth despite their current financial crises. They still plan to continue ascribing priority in their investment patterns to converging ICT.  相似文献

China's financial industries started the process of marketization only two decades ago, but by 2017 its financial technology or fin-tech sector had taken half of the global market. The exponential diffusion of information and communication technologies (ICTs) in Chinese financial contexts have generated new organizational structures and socio-political relations that have the capacity to change China's position in the world economy. Drawing upon the sociological concept of institutionalization, this paper examines how the Chinese state has integrated ICT diffusion in its formal policies and its informal rules in China's financial development since 1991. Further, it addresses the political and socio-economic consequences of these developments. Based on the analyses of government documents and sources, trade journals, and statistic data from business databases, this paper divides the Chinese institutionalization of financial technologies into three stages and identifies the primary actors and paradigms for ICT diffusions in each stage. ICT diffusion has been constitutive but also disruptive to the existing financial policies, instrumental to the commercialization of state-owned banks, and has gradually transformed into a set of formal and informal rules accepted by a network of professionals, corporations, and government agencies. The institutionalization of ICT diffusion has engendered the continuous adjustment of financial policies and propelled innovations in China's financial economy.  相似文献

This study investigated how investment in the industry of Information, Communication and Technology (ICT) has been interlocked with the GDP growth of South Korea. Based on seasonally-adjusted quarterly time-series data for the period between 1999 and 2016 available from the Korea Statistical Information Service, a Vector Error Correction model was applied for the analysis. The results revealed that ICT investment and GDP growth affected bi-directionally except for the short-run case in which only ICT investment affected GDP growth. The results explain that ICT investment plays an important role in the economic growth of South Korea in the long term; at the same time, investment size in the ICT industry increases as the economy grows. Without controlling any other factors, we found GDP increases by 0.4% when ICT investment increases by 1%. However, in the short term, only ICT leads to GDP growth. Therefore, the recent stagnation in ICT investment experienced in South Korea could negatively affect the economic growth of Korea in the short run, and hence, in the long-run, if it should become prolonged. The ICT investment strategy revealed from this study is especially useful to policy-makers who plan the economic growth in South Korea and other ICT-advanced countries because promoting ICT utilization across all sectors requires putting legal and policy mechanisms in place.  相似文献
