This paper reviews key themes that impact on the role and management of human resources in tourism (primarily relating to work and employment) and assesses whether the past 20 years provides evidence of significant change within the sector. The paper considers the status of work in tourism and reflects upon the impact that key environmental developments have had upon employment—the practice of human resource management in contemporary tourism; the impact of global and social forces on perceptions of work and careers; the impact of ICT on work and employment in tourism; changing interpretations of skills within tourism; and the increasingly diverse nature of the tourism workforce in developed countries. Conclusions are drawn which point to a “hung jury” in considering whether change in the tourism workplace, over the review timeframe, has been ephemeral or more fundamental.  相似文献

This article provides a synthesis of the factors governing Polish international tourism, set against a background of 40 years of post-war development followed by the political and economic crisis of the early 1980s. Tourism fell sharply in the early 1980s but had already begun a rapid recovery by 1983–1984. Official agencies, and cooperative and private-sector enterprises cooperate closely in the provision of tourism services and management. Poland has an “open-door” tourism policy and participates in a variety of international tourist organizations and agreements. This account demonstrates the close relationship between international tourism and the economic, political and social situation of the destination country.  相似文献

Tourism destinations and tourists have always been ‘soft targets’ for terrorist activities. Although it is widely acknowledged that it is no longer a question of ‘if’ terrorists will strike but rather a question of ‘when’, ‘how’ and ‘how prepared’ the destination is to deal with them, the crisis management frameworks proposed by the literature appear to offer little help to tourism authorities in the development and implementation of a strategy aiming at the prevention and mitigation of terrorist attacks. This paper first discusses the premise that Destination Management Organizations can and should play an active role in the co-ordination of tourism stakeholders in addressing the threat of terrorism. Then, based on the analysis of interviews with 16 experts on terrorism and tourism, it offers a framework for the development and implementation of a destination-specific anti-terrorism strategy.  相似文献

A well-designed mission statement is essential for formulating, implementing, and evaluating business strategy. Yet the role of the mission statement in the strategic management of business firms has not been sufficiently highlighted in the research literature. It is not surprising that minimal attention has been paid to the role of mission statements in the strategic management of tourism and hospitality organisations. This paper attempts to remedy this apparent neglect. It focuses on the international airline industry by selecting 50 mission statements from corporate websites.1 The mission statements are then analysed to determine the extent to which they conform to commonly accepted views of the ‘ideal’ mission statement. Variations from the stated ‘ideal’ are highlighted and discussed. Conclusions are drawn regarding the role of mission statements in the strategic management of tourism and hospitality organisations.  相似文献

Voluntourism or volunteer tourism is increasingly available and popular amongst everyday tourists in different parts of the world. Despite its seeming virtue and it often being positioned as a form of “justice” or “goodwill” tourism, critics in the public media have begun to question and criticize the effectiveness or “real” value of volunteer tourism. However, academic work has not yet critiqued volunteer tourism in the same manner. This paper thus provides a critical and timely review of volunteer tourism, using interviews and participant observation with 11 respondents on a volunteer tourism trip to South Africa. This paper reviews volunteer tourists’ motivations (what prompted their participation); performances of the “self” in volunteer tourism; and the tensions and paradoxes surrounding volunteer tourism.  相似文献

Sustainable development calls for wise management of natural, built, and sociocultural resources in destination areas. Resources created mainly for tourism are used in time by the local population as well. Many others are shared in common with local people in everyday life. More often than not, resources are overused and degraded, as is the unfortunate fate of most ‘common pool resources’. When this happens, sustainable development is severely threatened: economic wellbeing declines, environmental conditions worsen, social injustice grows, and tourist satisfaction drops. This paper analyzes the central role that common pool resources play in sustainable tourism development, outlines policy design principles for their management, and offers future research directions.  相似文献

SUMMARY

The recent frequency and intensity of crises and disasters affecting the tourism industry has resulted in a growing body of research into their causes, effects and management, as the bibliographies of the ensuing papers catalogue. To date, most papers and collections of research have taken a broad approach, describing the origins of a particular event which triggered a tourism crises, followed by an examination of the differential effects of the crisis on local residents, staff, tourists and tourism organizations or the environment and infrastructure. They have also discussed rescue efforts and the complexity of management tasks in the immediate aftermath of an event, often pointing to the need for preplanning to mitigate the consequences of any future disaster. Other researchers have contributed directly to the academic debate about how to theorise tourism crisis management, often by drawing on the wider crisis management literature.

The present collection of research differs in that it focuses on one phase of the tasks which managers face after the immediate consequences of a crisis have been dealt with. This phase addresses the question of how to rebuild the market for a tourism service or a destination which has experienced a significant catastrophe, and how to learn from the experience in planning for future crisis response strategies. It is suggested in this paper that the challenges are actually more varied and complex than is implied by the suggestion, found in much of the literature, that the task is about ‘restoring normality.’ The chaos and complexity experienced in the aftermath of a crisis raise general issues of how organizations learn and adapt to change.  相似文献

This paper draws on research into 25 years of tourism planning and management in Cambridge, UK, to explore the long-term effect that tourism strategies can have in managing the development of tourism in historic cities. It focuses particularly on strategic aims and the policies designed to implement them through regulating the city. It finds that five successive Tourism Strategies from 1978 onward have had consistent aims, strongly influenced by the locality characteristics of Cambridge. It explores how strategic aims are derived, focusing on the balance between local and external influences, and how policies to implement the aims are developed. It argues that locality factors, and the role of local regimes and policy communities are more important than national government policy in accounting for aims and policies. It suggests that tourism management issues are rarely finally resolved, and questions whether true ‘tourism management is currently achievable in a historic city.  相似文献

In an increasingly competitive market, the issue of quality has grown in significance for tourism businesses and destinations alike. This has been influenced by a number of factors, such as the expansion of consumer rights and the alleged emergence ‘new’, quality conscious tourists. In particular, it is the need to retain or increase competitive advantage that has underpinned the drive for quality in tourism—certainly, many destinations, especially those operating in the highly competitive summer-sun market, are now adopting quality tourism development strategies. However, little or no attention has been paid to the role of tourism industry employees, particularly those in hotels, in the success of quality management programmes. The purpose of this paper is to address this omission. Based upon a survey of hotel employees in Cyprus, it identifies a number of factors that may support or limit the drive towards quality service provision, with a variety of implications for the destination as a whole as well as individual hotels. In particular, hotel management should implement strategies based on reward systems, empowerment and reducing staff turnover, whilst there is an important co-ordination and guidance role to be played by the national tourism organisation.  相似文献

This paper argues that in the current neo-liberal era, the discourse of tourism as an “industry” has overshadowed other conceptualisations of the tourism phenomenon. An argument is developed that this discourse serves the needs and agendas of leaders in the tourism business sector. However, the author desires to revive an earlier understanding of tourism that predates the neoliberal era. Tourism is in fact a powerful social force that can achieve many important ends when its capacities are unfettered from the market fundamentalism of neoliberalism and instead are harnessed to meet human development imperatives and the wider public good. Examining the human rights aspects of tourism, investigating phenomena such as “social tourism”, exploring a few “non-western” perspectives of tourism and outlining some of the tantalising promise that tourism holds, this paper attempts to revive and reinforce a wider vision of tourism's role in societies and the global community. It is argued that it is critical for tourism academics, planners and leaders to support such a vision if tourism is to avoid facing increasing opposition and criticism in a likely future of insecurity and scarcity.  相似文献

Utilising the information gathered in four European cities, this paper discusses and tests a framework of reference for visitor-friendliness, a complex concept that encapsulates the main dimensions of the urban tourism product such as its quality, accessibility and image projection. This concept is particularly relevant to assess whether investments in culture and hospitality genuinely respond to the impulses coming from the market. The case studies highlight how specific soft elements of the urban tourism product are the ones that matter most in determining the attractiveness of a city for international visitors, and yet they are often overlooked by city planners. While there is an increasingly extant literature on tourism crises and disasters, a lacunae exists regarding robust conceptual and theoretical frameworks for reviving tourism in a post-conflict context. Holistic frameworks that build tourism resilience in post-conflict destinations is still considered an emerging area in crisis management research. This paper aims to address this gap. An in-depth critique of research across leading peer-reviewed tourism journals, involving 102 individual papers; 63 on crises and disasters, and 39 on tourism recovery frameworks, was undertaken to develop a post-conflict tourism recovery framework. The framework proposed synthesizes complex relationships for post-conflict destinations operating “on the edge of chaos”, and enables consideration of key factors that influence their capacity to be resilient, adapt, and recover.  相似文献

Abstract

Universities around the world are involved in dynamic change as they seek creative solutions in response to a number of educational and structural issues. To be effective, educational methodologies and technologies need to be anchored to the diverse material circumstances characterising different groups of learners. The challenge for universities offering programs of study in tourism and hospitality management is to provide avenues for learning which are reflective of the needs of industry and incorporate the technology now available. One of the more significant responses has centred on the development of educational programs for flexible learning.

This paper is an analytical reflection on the experience of redesigning and developing programs in tourism and hospitality to increase student access to a wide variety of stimulating learning resources and delivery media. In particular, it documents the process of developing, teaching and evaluating a subject entitled, “Asian Cultures in Tourism and Travel” within a three-year Bachelor of Business program that offers concentrations in Tourism, Travel, Hospitality and Leisure Management.  相似文献

As more people recognize that tourism is indeed an industry and so does require skilful and informed management, so it becomes apparent that depth of experience, rules-of-thumb and personal intuition, valuable as they are, are not enough for the successful development of the industry. As a consequence, the scientific study of human behaviour and experience—psychology—is being looked to for answers to many questions in tourism. This article reviews 142 papers published between 1960 and 2018 on tourism risk, crisis and disaster management. The article (1) takes a thematic approach to synthesise past research focus and identifies gaps, (2) examines research methodologies employed, and (3) suggests future research and methodological approaches to help progress the field. The article also launches the Annals of Tourism Research Curated Collection on tourism risk, crisis and disaster management, which contains past and hot off the press work on the topic and will continue to grow as new articles on the topic appear in Annals.  相似文献

While most state socialist societies attempt to attract large scale foreign tourism, the Albanians continue to constrain the numbers and movements of foreign tourists permitted onto their soil. Within the framework of three “contexts”—the organizational, the environmental, and the perceptual—this paper briefly looks at the individuality of the Albanian approach to foreign tourism: implicitly, as a possible model for other small, less developed societies. Finally, questions are raised as to the future of tourism in Albania given an imminent change —after forty years—in the country's dogmatic leadership.  相似文献

Many tourism development plans are, in practice, not capable of being implemented. It is argued here that obstacles to implementation can be overcome in the planning stage itself by taking account of a range of factors, eg the socioeconomic, political, sociocultural and environmental context of tourism developments, and the spread of activities and actors involved in the tourism sector. Integrated planning is thus viewed as essential, and the Product's Analysis Sequence for Outdoor Leisure Planning (PASOLP) is offered as a creative, pragmatic and operational approach.  相似文献

This article focuses on developments of the tourism industry in temperate countries. Leisure growth areas include water parks, theme parks and a more experiential presentation of cultural heritage attractions. Significant projects, eg those developed by the Rouse Corporation in the USA, provide environments for shopping and eating out where all the components are chosen as the result of careful market research. Conference and exhibition centres can also attract outside visitors. Adequate tourism infrastructure must be provided, eg hotels. The main objectives of this paper are to identify the factors which contribute to the demand for Hong Kong tourism with the aid of econometric models and to generate forecasts of international tourism arrivals to Hong Kong for the period 2001–2008. The general-to-specific modelling approach is followed to model and forecast the demand for Hong Kong tourism by residents from the 16 major origin countries/regions and the empirical results reveal that the most important factors that determine the demand for Hong Kong tourism are the costs of tourism in Hong Kong, the economic condition (measured by the income level) in the origin countries/regions, the costs of tourism in the competing destinations and the ‘word of mouth’ effect. The demand elasticities and forecasts of tourism arrivals obtained from the demand models form the basis of policy formulations for the tourism industry in Hong Kong.  相似文献
