Ecosystem services value of wetland in Suzhou Taihu Lake   总被引:1,自引:0,他引:1  
Based on a comprehensive analysis on various classifications of natural resource values,this paper summarizes an ecological services system of constructed wetland(CW) ecosystems for the accounting of ecological economic value.With the research,the wetland ecosystem services can be classified into six categories,that is waste treatment,food and material production,water supply,gas regulations,disturbance and water regulations,habitat and refuge provision.For decision making in terms of environmental economics for wetland construction,ecosystem services value for the wetland in Suzhou Taihu Lake National Tourist and Holiday Resort is accounted for 7,088,769 USD/yr through Environmental Economics Analysis.Ecosystem services value of waste treatment is 825,000 USD/yr,that of food and material production is 1,430 USD/yr,that of water supply is 4,752,000 USD/yr,that of gas regulation is 2,251USD/yr,that of disturbance and water regulations is 1,3721 USD/yr,and that of habitat and refuge provision value is 1,494,367 USD/yr.The ecosystem services values of a pilot constructed wetland in Suzhou are compared with those of other wetlands as a mean and of a typical human-interfered wetland in Wenzhou of China.Results show that in both finite and infinite time horizons considered,the wetland in Suzhou Taihu Lake National Tourist and Holiday Resort has the largest services value.This paper analyzes all the probability that may weaken the value of the Suzhou Taihu Wetland in order to provide some advices for the wetland protection.  相似文献

Stated preference surveys often give minimal attention to distinctions between intermediate and final ecosystem services, leading to the potential for welfare estimates that overlook, misrepresent or double count associated values. This paper illustrates potential mechanisms through which multimetric indexes of the type developed in the ecological literature, here an index of biotic integrity, can be used within stated preference survey scenarios to both improve the validity of survey responses and provide otherwise unavailable information on willingness to pay for intermediate and final ecosystem services. We illustrate the approach using a choice experiment application to the restoration of migratory fish in a Rhode Island watershed. Where assumptions of the model hold, results can allow transparent disentanglement and estimation of marginal values for both intermediate and final ecosystem services.  相似文献

In the face of uncertainty, ecosystems can provide natural insurance to risk averse users of ecosystem services. We employ a conceptual ecological-economic model in which ecosystem management has a private insurance value and, through ecosystem processes at higher hierarchical levels, generates a positive externality on other ecosystem users. We analyze the allocation of (endogenous) risk and ecosystem quality by risk averse ecosystem managers who have access to financial insurance, and study the implications for individually and socially optimal ecosystem management, and policy design. We show that while an improved access to financial insurance leads to lower ecosystem quality, the effect on the extent of the public-good problem and on welfare is determined by ecosystem properties. We derive conditions on ecosystem functioning under which, if financial insurance becomes more accessible, (i) the extent of optimal regulation increases or decreases; and (ii) welfare, in the absence of environmental regulation, increases or decreases.  相似文献

Valuing ecosystem services: A shadow price for net primary production   总被引:4,自引:0,他引:4  
We analyze the contribution of ecosystem services to GDP and use this contribution to calculate an empirical price for ecosystem services. Net primary production is used as a proxy for ecosystem services and, along with capital and labor, is used to estimate a Cobb Douglas production function from an international panel. A positive output elasticity for net primary production probably measures both marketed and nonmarketed contributions of ecosystems services. The production function is used to calculate the marginal product of net primary production, which is the shadow price for ecosystem services. The shadow price generally is greatest for developed nations, which have larger technical scalars and use less net primary production per unit output. The rate of technical substitution indicates that the quantity of capital needed to replace a unit of net primary production tends to increase with economic development, and this rate of replacement may ultimately constrain economic growth.  相似文献

Integrating ecosystem services into conservation assessments: A review   总被引:8,自引:0,他引:8  
A call has been made for conservation planners to include ecosystem services into their assessments of conservation priority areas. The need to develop an integrated approach to meeting different conservation objectives and a shift in focus towards human wellbeing are some of the motivations behind this call. There is currently no widely accepted approach to planning for ecosystem services. This study contributes towards the development of this approach through a review of conservation assessments and the extent to which they include ecosystem services. Of the 476 conservation assessments identified by a set of search terms on the Web of Science, 100 were randomly selected for this review. Of these only seven had included ecosystem services, while another 13 had referred to ecosystem services as a rationale for conservation without including them in the assessment. The majority of assessments were based on biodiversity pattern data while 19 used data on ecological processes. A total of 11 of these 19 assessments used processes, which could be linked to services. Ecosystem services have witnessed an increase in attention received in conservation assessments since the year 2000, however trends were not apparent beyond this date. In order to assess which types of ecosystem services and how they have been accounted for in conservation assessments, we extended our review to include an additional nine conservation assessments which included ecosystem services. The majority included cultural ecosystem services, followed by regulatory, provisioning and supporting services respectively. We conclude with an analysis of the constraints and opportunities for the integration of ecosystem services into conservation assessments and highlight the urgent need for an appropriate framework for planning for ecosystem services.  相似文献

Traditional economic accounting mostly ignores the benefits provided by nature, and thus falls short in giving incentives for improving the way the economy uses natural resources. In this study, we develop a general framework for integrating the value of ecosystem services into an Input-Output Table. In particular, we integrate regionally valued ecosystem services on the supply side of an Input-Output Table to quantify what natural resources offer to economic development. Using several different indicators, we show the benefits of the ecosystem services under the status quo and a scenario for regional development. Our results suggest that economic activities should be encouraged to use the ecosystem services more intensively, while landscape development should aim at providing the required services. We conclude that such an approach can provide a platform for decision-makers to learn quantitatively about the dependency of the regional economy on natural services.  相似文献

We explore the welfare implications of agricultural expansion in the Brazilian Amazon by comparing spatially explicit estimates of soybean rents and the value of ecosystem services. Although these estimates are generated from different datasets, models, and estimation techniques, the values are comparable, such that the value of ecosystem services is greater than soybean rents for about 61% of the total area and 24% of the area where soybean rents are positive if protected areas are well enforced. Based on the balance between the benefits and costs of conversion, failure to value ecosystem services reduces total social welfare by 7.13 billion dollars annually relative to an optimum. Policy instruments that internalize the value of ecosystem services via protected lands, land conversion taxes, conservation subsidies, or excise taxes can avoid much of this loss. Regardless of intervention regime, policy makers should be cognizant of the diminishing net benefits of converting natural ecosystems to agriculture. Realizing the final 3.8% requires the conversion of an additional 15% natural ecosystems to soybean production.  相似文献

Agricultural lands, primarily managed for crops and livestock production, provide various ecosystem services (ES) to people. In theory, the economic value of the service flows that can be captured privately is capitalized into land prices. This study proposes an integrative framework to characterize the ecosystem services associated with agricultural lands. Using that framework, we demonstrate how hedonic analysis of agricultural land prices can be used to estimate the private values of land-based ES. The model is estimated with data from southwestern Michigan, USA. Results suggest that ES values are associated with lakes, rivers, wetlands, forests and conservation lands in rural landscapes. Ecosystem services that support direct use values, such as recreational and aesthetic services, are likely to be perceived by land owners and capitalized in land prices. Some regulating services that provide indirect use values may be partially capitalized in a land parcel's relationship to natural resources and landscapes. Other ES from the land parcel and its surroundings are unlikely to be capitalized due to lack of private incentives, unawareness, or small perceived value. The private ES values measured in this study highlight opportunities to design cost-effective public policies that factor in the value of private benefits from agricultural lands.  相似文献

Whilst biophysical, and increasingly economic, values are often used to define high priority hotspots in planning for conservation and environmental management, community values are rarely considered. The community values mapping method presented in this paper builds on the concept of natural capital and ecosystem services and the landscape values methodology to link local perception of place to a broader measure of environmental values at the landscape level. Based on in-depth interviews and a mapping task conducted with 56 natural resource management decision-makers and community representatives, we quantified and mapped values and threats to natural capital assets and ecosystem services in the South Australian Murray-Darling Basin region. GIS-based techniques were used to map the spatial distribution of natural capital and ecosystem service values and threats over the region and analyse the proportional differences at the sub-regional scale. Participants assigned the highest natural capital asset value to water and biota assets primarily for the production of cultural, regulating and provisioning services. The most highly valued ecosystem services were recreation and tourism, bequest, intrinsic and existence, fresh water provision, water regulation and food provision. Participants assigned the highest threat to regulating services associated with water and land assets. Natural capital asset and ecosystem service values varied at both sub-regional and place-specific scales. Respondents believed people were integral to the environment but also posed a high threat to natural capital and ecosystem services. The results have implications for the way values toward natural capital and ecosystem services may be integrated into planning for environmental management.  相似文献

In an integrated economic/ecological model, the economy benefits from ecosystem services that include: (1) the consumptive use of a harvested species, (2) the non-consumptive use of popular species, and (3) naturalness, i.e., the divergence of the ecosystem’s biodiversity from its natural steady state. The biological component of the model, which is applied to a nine-species Alaskan marine ecosystem, relies on individual optimizing behaviour by plants and animals to establish population dynamics. The biological component is used to define naturalness. By varying harvesting we arrive at different steady-state populations and humans choose from among these steady states. Welfare maximizing levels of the ecosystem services are derived, then it is shown that in the laissez-faire economy overharvesting occurs when the harvesting industry ignores ecosystem services (2) and (3). Lastly, we introduce efficiency restoring taxes and standards that internalize the ecosystem externalities.

The concept of ecosystems services has become an important model for linking the functioning of ecosystems to human welfare. Understanding this link is critical for a wide-range of decision-making contexts. While there have been several attempts to come up with a classification scheme for ecosystem services, there has not been an agreed upon, meaningful and consistent definition for ecosystem services. In this paper we offer a definition of ecosystem services that is likely to be operational for ecosystem service research and several classification schemes. We argue that any attempt at classifying ecosystem services should be based on both the characteristics of the ecosystems of interest and a decision context for which the concept of ecosystem services is being mobilized. Because of this there is not one classification scheme that will be adequate for the many contexts in which ecosystem service research may be utilized. We discuss several examples of how classification schemes will be a function of both ecosystem and ecosystem service characteristics and the decision-making context.  相似文献

The soil environment is likely the most complex biological community. Soil organisms are extremely diverse and contribute to a wide range of ecosystem services that are essential to the sustainable function of natural and managed ecosystems. The soil organism community can have direct and indirect impacts on land productivity. Direct impacts are those where specific organisms affect crop yield immediately. Indirect effects include those provided by soil organisms participating in carbon and nutrient cycles, soil structure modification and food web interactions that generate ecosystem services that ultimately affect productivity. Recognizing the great biological and functional diversity in the soil and the complexity of ecological interactions it becomes necessary to focus in this paper on soil biota that have a strong linkage to functions which underpin ‘soil based’ ecosystem services. Selected organisms from different functional groups (i.e. microsymbionts, decomposers, elemental transformers, soil ecosystem engineers, soil-borne pest and diseases, and microregulators) are used to illustrate the linkages of soil biota and ecosystem services essential to life on earth as well as with those associated with the provision of goods and the regulation of ecosystem processes. These services are not only essential to ecosystem function but also a critical resource for the sustainable management of agricultural ecosystems. Research opportunities and gaps related to methodological, experimental and conceptual approaches that may be helpful to address the challenge of linking soil biodiversity and function to the provision of ecosystem services and land productivity are discussed. These include: 1) integration of spatial variability research in soil ecology and a focus on ‘hot spots’ of biological activity, 2) using a selective functional group approach to study soil biota and function, 3) combining new and existing methodological approaches that link selected soil organisms, the temporal and spatial dynamics of their function, and their contribution to the provision of selected ‘soil based' ecosystem services, 4) using understanding about hierarchical relationships to manage soil biota and function in cropping systems, 5) using local knowledge about plants as indicators of soil quality, remote sensing and GIS technologies, and plant-soil biota interactions to help understand the impacts of soil biota at landscape scale, and 6) developing land quality monitoring systems that inform land users about their land's ecosystem service performance, improve capacities to predict and adapt to environmental changes, and support policy and decision-making.  相似文献

Agricultural ecosystems are actively managed by humans to optimize the provision of food, fiber, and fuel. These ecosystem services from agriculture, classified as provisioning services by the recent Millennium Ecosystem Assessment, depend in turn upon a web of supporting and regulating services as inputs to production (e.g., soil fertility and pollination). Agriculture also receives ecosystem dis-services that reduce productivity or increase production costs (e.g., herbivory and competition for water and nutrients by undesired species). The flows of these services and dis-services directly depend on how agricultural ecosystems are managed and upon the diversity, composition, and functioning of remaining natural ecosystems in the landscape. Managing agricultural landscapes to provide sufficient supporting and regulating ecosystem services and fewer dis-services will require research that is policy-relevant, multidisciplinary and collaborative. This paper focuses on how ecosystem services contribute to agricultural productivity and how ecosystem dis-services detract from it. We first describe the major services and dis-services as well as their key mediators. We then explore the importance of scale and economic externalities for the management of ecosystem service provision to agriculture. Finally, we discuss outstanding issues in regard to improving the management of ecosystem services and dis-services to agriculture.  相似文献

A payments for ecosystem services (PES) system came about in South Africa with the establishment of the government-funded Working for Water (WfW) programme that clears mountain catchments and riparian zones of invasive alien plants to restore natural fire regimes, the productive potential of land, biodiversity, and hydrological functioning. The success of the programme is largely attributed to it being mainly funded as a poverty-relief initiative, although water users also contribute through their water fees. Nevertheless, as the hydrological benefits have become apparent, water utilities and municipalities have begun to contract WfW to restore catchments that affect their water supplies. This emerging PES system differs from others in that the service providers are previously unemployed individuals that tender for contracts to restore public or private lands, rather than the landowners themselves. The model has since expanded into other types of ecosystem restoration and these have the potential to merge into a general programme of ecosystem service provision within a broader public works programme. There is a strong case for concentrating on the most valuable services provided by ecosystems, such as water supply, carbon sequestration, and fire protection, and using these as ‘umbrella services’ to achieve a range of conservation goals. The future prospects for expansion of PES for hydrological services are further strengthened by the legal requirement that Catchment Management Agencies be established. These authorities will have an incentive to purchase hydrological services through organisations such as WfW so as to be able to supply more water to their users.  相似文献

Market-based approaches are increasingly being advocated as tools for achieving the conservation of ecosystem services. We examine the reasons why markets so far appear to have failed to provide an efficient allocation of many ecosystem services, and identify the conditions under which markets deliver efficient resource allocation. We discuss different forms of market-based approaches to ecosystem services and identify the characteristics of services that make them better suited to one or another of these approaches. We find that lack of low-cost measurability and valuation currently precludes efficient allocation of many ecosystem services through market-based approaches. Still, some forms of market-based approaches hold promise for cost-effectively managing some ecosystem services provided by and to agricultural lands. In many cases some form of well-designed government involvement will be required to seek outcomes that protect the public interest.  相似文献

Studies that demonstrate the economic value of the ecosystem services provided by public conservation lands can contribute to a more accurate appraisal of the benefit of these lands. The objective of this study was to estimate the economic value, in real (2004) dollars, of the ecosystem services provided by the U.S. National Wildlife Refuge System (Refuge System) in the contiguous U.S. In order to estimate this value, we determined the ecosystems present on the Refuge System in the contiguous 48 states, the proportion in which they are represented, and the dollar value of services provided by each. We used land cover classes as an approximation of ecosystems present in the Refuge System. In a geographic information system (GIS), we combined land cover geospatial data with a map of the Refuge System boundaries to calculate the number of acres for each refuge and land cover class within the Refuge System. We transferred values for the following ecosystem services: climate and atmospheric gas regulation; disturbance prevention; freshwater regulation and supply; waste assimilation and nutrient regulation; and habitat provision. We conducted a central tendency value transfer by transferring averaged values taken from primarily original site studies to the Refuge System based on the ecoregion in which each study site and refuge was located and the ecoregion's relative net primary productivity (NPP). NPP is a parameter used to quantify the net carbon absorption rate by living plants, and has been shown to be correlated with spatially fungible ecosystem services. The methodologies used in the site studies included direct market valuation, indirect market valuation and contingent valuation. We estimated the total value of ecosystem services provided by the Refuge System in the contiguous U.S. to be approximately $26.9 billion/year. This estimate is a first cut attempt to demonstrate that the value of the Refuge System likely exceeds the value derived purely from recreational activities. Due to limitations of current understanding, methods and data, there is a potentially large margin of error associated with the estimate.  相似文献

The aim of this paper is to assess the possible contribution of an input-output model towards two of the basic principles of the sustainability strategy of integrated coastal zone management (ICZM) and Post-Normal Science. According to these principles, decision-support tools should offer a holistic perspective and handle high uncertainty. The difficulties in reaching sustainability are due partly to the prevailing use of “narrow-system-boundary” tools that are non-holistic. Consequently, they fail to capture important ecosystem services and ignore interdependencies between them. To comply with the basic principles, our method allows environmental assets to be evaluated in multiple units and integrates results from recent researches in natural sciences. Both enable coverage of interdependencies between ecosystem services. Thereby, we enlarge input-output modelling from the two conventional ecosystem services of sink and provisioning to the most vital ones: the supporting services. An application to the Seine estuary addresses the impacts of maritime transportation infrastructures on nursery habitats for commercial fish. The ecosystem services covered are life support and resource provisioning. Our results show that the restoration of a total of 73.7 km2 of nursery areas over the period 2004-2015 would result in a stock of sole in 2015 that exceeds the “business as usual” scenario by 44.2% (uncertainty range: 35.9%-69.9%). In spite of high restoration costs, the negative macro-economic impact is very low. However, on the sector level, a trade-off results between nurseries and three economic sectors. The quantification of such trade-offs in our model is particularly useful to public participation in decision-making.  相似文献

A GIS-based approach was designed to spatially estimate direct use value of ecosystem services and to map results for a case study at county scale. The approach highlights the use of GIS to collect data, perform spatial analysis, and map economic values of ecosystem services. Three key steps of spatial valuation for agricultural products, forest products, and tourism services were illustrated in the GIS-based technical framework. We applied this approach to the Tiantai County (1423.8 km2) in Zhejiang province of southeast China. Selected components of natural products and tourism services in the case area were mapped as data layers in GIS, with each layer containing monetary values for every 25 m cell. The total direct use value of ecosystem services was estimated in RMB to be approximately 538 million Yuan in 2005 (Chinese currency, 8.2 Yuan = US$1), of which agricultural products, forest products and tourism services accounted for 65%, 30% and 5%, respectively. The critical areas for management purpose were identified depending on the heterogeneity of direct use services learned from the case study. The spatially explicit measures provide a mechanism for incorporating spatial context into ecosystem services evaluation. Based on the present GIS-based approach and case study, the suggestions and implications for local resources protection and eco-environmental management were extensively discussed. The work was expected to highlight research avenues to advance the ecosystem services framework as an operational basis for regional ecosystem-based management.  相似文献
