In recent debates on environmental problems and policies, the strategy of “degrowth” has appeared as an alternative to the paradigm of economic growth. This new notion is critically evaluated by considering five common interpretations of it. One conclusion is that these multiple interpretations make it an ambiguous and rather confusing concept. Another is that degrowth may not be an effective, let alone an efficient strategy to reduce environmental pressure. It is subsequently argued that “a-growth,” i.e. being indifferent about growth, is a more logical social aim to substitute for the current goal of economic growth, given that GDP (per capita) is a very imperfect indicator of social welfare. In addition, focusing ex ante on public policy is considered to be a strategy which ultimately is more likely to obtain the necessary democratic-political support than an ex ante, explicit degrowth strategy. In line with this, a policy package is proposed which consists of six elements, some of which relate to concerns raised by degrowth supporters.  相似文献

The environmental sustainability of economic growth has been subject to much debate for many decades. Recently, two alternatives to the growth paradigm have been put forward: namely, "a-growth" and "degrowth." The first proposes to ignore GDP information and focus instead on sound environmental, social, and economic policies independently of their effects on economic growth. The second recommends a downscaling of the economy so as to make it consistent with biophysical boundaries. We compare these approaches in the context of the growth paradigm and examine whether they have any merit. We further consider the potential contribution of institutional economics to further develop such alternatives.  相似文献

We study the effects of commonly used cross-country transfer programs on uncoordinated national environmental policies, economic growth and natural resources in a federal economy. Natural resources are a federation-wide public good. In each member country, production degrades the environment, but clean-up policy can improve it. Clean-up policy is financed by taxes on polluting firms’ output and cross-country redistributive transfers. We solve for a symmetric Nash equilibrium among national governments. Transfer policies that lead to higher pollution taxes make existence harder, and are harmful not only to growth but also to the environment. The best way to improve environmental quality is to implement a taxation system that stimulates growth and broadens tax bases to finance national clean-up policies.  相似文献

Degrowth theorists and practitioners have challenged the economic growth paradigm and sought for economic, cultural and political alternatives that would respect the planetary boundaries. Their strategy has generally been to either reject the formal market system as a whole and experiment with alternative practices outside markets or suggest changes in the policies that regulate markets. They have paid less attention to potential changes in market cultures. This paper seeks to foster the cultural transformation of current market–nature relations while retaining the radical core of degrowth. The paper presents an investigative practice that was found in an ethnographic study of an evolving forest-based market in Finland. The practice seems to have the potential to disrupt habitual ways of approaching nature and of turning it into exchangeable and consumable objects. According to practice theory, this kind of disruption creates space for emerging alternatives to the dominant practices. In this sense, the investigative practice works similarly to an environmental shock, without the harmful material effects. In addition, the investigative practice involves a critical approach that supports a transition toward sustainable market–nature relations.  相似文献

This paper addresses the question of how the current growth paradigm perpetuates existing gender and environmental injustices and investigates whether these can be mitigated through a degrowth work-sharing proposal. It uses an adapted framework of the “ICE model” to illustrate how ecological processes and caring activities are structurally devalued by the monetized economy in a growth paradigm. On the one hand, this paradigm perpetuates gender injustices by reinforcing dualisms and devaluing care. On the other hand, environmental injustices are perpetuated since “green growth” does not succeed in dematerializing production processes. In its critique of the growth imperative, degrowth not only promotes the alleviation of environmental injustices but also calls for a recentering of society around care. This paper concludes that, if designed in a gender-sensitive way, a degrowth work-sharing proposal as part of a broader value transformation has the potential to address both gender and environmental injustices.  相似文献

Do societies choose inefficient policies and institutions? An extension of the Coase theorem to politics would suggest the answer is no. This paper discusses various approaches to political economy and develops the argument that there are strong empirical and theoretical grounds for believing that inefficient policies and institutions are prevalent. We conclude that these inefficient institutions and policies are chosen because they serve the interests of politicians or social groups that hold political power at the expense of the rest. The theoretical case depends on commitment problems inherent in politics; parties holding political power cannot make commitments to bind their future actions because there is no outside agency with the coercive capacity to enforce such arrangements. In the midst of a wave of market expansion, carbon markets have been proposed as the best way to address global climate change. While some argue that carbon markets represent a modern example of a Polanyian counter-movement to the environmental crisis, we adopt a structural interpretation of Polanyi to refute this claim. Carbon markets represent a further expansion of markets that fails to address the underlying contradictions related to the commodification of nature. In addition, they increase risks to society and the domination of economic elites. While carbon markets further subject social and ecological relations to market mechanisms, we examine degrowth as a possible response to climate change that prioritises social and environmental goals over economic growth. While degrowth continues to be dismissed as impractical or impossible, a growing number of scholars, scientists and activists argue it is the only way to address global climate change. In contrast to carbon markets, we argue degrowth could represent a genuine Polanyian counter-movement in response to climate change. In addition, degrowth could help all those disenfranchised by market fundamentalism by addressing the triple crises related to the commodification of land, labour and money.  相似文献

Currently, traditional development issues, such as economic stagnation, as well as new challenges like environmental degradation and globalization, need attention. Sustainable development, including economic, environmental, and social elements, is a main goal of decision-makers. The key to sustainable decision-making is to evaluate and forecast the status quo of sustainable development. Policy makers need a tool based on scientific information to forecast the effects of future actions on sustainability and make policies for sustainable development. This paper analyzes the relation of the economy, environment and social welfare by the grey dynamic model. The proposed method uses time series and basic indicators of ecological system, including economic, environmental and social sub-systems. It is applied to Heilongjiang Province and Jiangsu Province. The results have proved different status quo of sustainable development in these two regions, and suggestions are proposed, such as optimization of industrial structure and eco-industrial development. The conclusion is that there is no unique sustainable path, and accordingly, policy makers should choose different criteria and strategies to make efficient sustainable decisions for each region.  相似文献

In this paper, redistributive transfers between regions are examined in a political economy model where both parties and voters are led by selfish as well as ideological motives, the latter taking the form of egalitarian objectives. Parties announce election platforms about how to distribute funds between regions and different income types, and voters react to these platforms when casting their vote. It is found that regional transfers are completely tactical; it is the political power of a region that decides if it will be a receiver or a contributor. Ideological goals are reached by redistributive transfers between different income types.  相似文献

This paper argues that it is time for ecological economists to bring the employment impacts of sustainable development policies to the forefront of the research agenda. Important conservation efforts continue to founder because of their perceived employment effects. The paper examines the evidence on the employment impacts of sustainable development policies and argues that maintaining or even increasing employment depends critically on appropriate policy design and attention to the political economy of implementation of policies. The paper concludes that a better understanding of these issues, fair labour market and structural adjustment programs, and especially forward planning to anticipate problem areas, must replace the piecemeal, ‘knee-jerk’ reactions to environmental issues, such as were evident in Australia during the last federal election.  相似文献

This paper analyses the rapidly emerging discourse of a green economy based on green growth. It highlights inherent conflicts and contradictions of this discourse such as the myth of decoupling growth from the environment, pollution generations and resource consumption. Using key theoretical constructs of both Gramsci and Polanyi, the paper argues that the green economy/growth discourse can be seen as a Gramscian ‘passive revolution’ whereby the dominant sustainable development discourse, subsumed by capitalist hegemony, is protected in the context of global environmental, economic and development crises. The ‘neoliberalising of nature’, or in other words, the privatisation, marketisation and commodification of nature, akin to Polanyi's fictitious commodities, continues and intensifies with green economy/growth strategies. Greening the economy and associated strategies of green growth divert attention from the social and political dimensions of sustainability and issues of social and international justice. In this way, the inexorable march or ‘sustainable development’ of neoliberal capitalism is maintained. This paper goes on to argue that contesting the claims of green economy/growth discourse through political struggles by civil society against the neoliberalisation of nature is a sign of a slowly emerging counter-hegemonic ‘double movement’ which challenges capitalist hegemony and the commodification of society–nature relations.  相似文献

In the 1960s, when most African countries gained independence, they had an opportunity to select new political and economic institutions to promote growth and development. After more than three decades of political autonomy, it now appears that the opportunity made possible by decolonization was wasted and never fully utilized to promote sustainable development in the continent. As a result, after more than thirty years of independence, most of Africa remains poor and highly deprived. Political economy in the continent is characterized by opportunism, promoted by political coalitions whose primary objective is to subvert the rules to generate benefits for themselves. The end of the Cold War and the subsequent cessation of superpower rivalry, in addition to the demise of apartheid in South Africa, has provided policy makers in Africa another opportunity to choose new institutions to lead Africans into the twenty-first century. Public choice and constitutional economics provide guidelines that can be utilized to develop efficient and self-enforcing institutions to enhance development and effect significant increases in social welfare in Africa in the next century.  相似文献

From a political standpoint, post-communists systems include both democratic and non-democratic nations. From an economic standpoint, they include both collapsing and expanding economies. All four logical possibilities exist for post-communist political and economic systems. The Czech Republic is an example of a democratic political system and an expanding economic system. Russia is an example of a democratic political system and a collapsing economic system. China is an example of a non-democratic political system and an expanding economic system. North Korea is an example of a non-democratic political system and a collapsing economic system. The fact that all four logical possibilities exist suggests that democracy is neither necessary nor sufficient for good economic performance. However, democracy is certainly a value in itself that requires certain basic institutions, including free and fair elections, the orderly transfer of power to those elected, the rule of law and the separation of powers, and the protection of individual freedoms and basic liberties, including those of speech, press, religion, assembly, property, and economic opportunity. Economic policies, rather than the form of government, determine the results for an economy. Russia and China, the two largest socialist economies, followed very different economic policies and experienced radically different outcomes. The failure of “shock therapy” economic policies for transition to a market economy in Russia is related to its use of the Washington Consensus SLP package of stabilization, liberalization, and privatization, as recommended by the World Bank and the IMF. The success of Deng's economic policies for transition to a market economy in China is related to its rejection of the SLP in favor of the ICG approach of institutions, competition, and government. Other interesting cases are those of the Czech Republic and North Korea. Those nations in which both political and economic reforms have been simultaneously successful, such as the Czech Republic, are generally small, homogeneous European nations with a historic work ethic, with a relatively short period of socialism, and with support from neighboring advanced industrialized nations. There is great difficulty in simultaneously establishing both democracy and a market economy without a very special set of circumstances. Thus, it is necessary to determine a sequence for political and economic reform. Ultimately, however, the ideal of both democracy and a market economy may be attained even in nations without special circumstances and external assistance, with Russia eventually turning its economy around and with China eventually reforming politically into a democratic nation.  相似文献

Abstract. In the simplified formal treatment proposed in this paper, a decrease in a policy parameter – the ratio of total tax revenues to GDP – can monotonically increase long-term growth rate and may lead to a higher employment level. This notwithstanding, the paper shows that the redistributive implications of such a decrease may induce the wage earners to oppose it. As a consequence, policy-makers reflecting social preferences may undertake redistributive transfers generating persistent unemployment and lowering growth even if commitment technologies allowing them to follow preannounced tax policies were feasible.  相似文献

Economic and monetary union (EMU) has transformed Europe and has created an integrated pan-European economy. Much research has focused on understanding this integration process and what benefits and costs it entails. This paper identifies a political economy channel of EMU as the monetary union implies that member states had to transfer or at least curtail their policy autonomy in several areas, such as monetary policy and fiscal policy. The paper shows that EMU has helped reduce the impact of political shocks on the domestic economy of member states but magnified the transmission of political shocks within the euro area. Equally importantly, economies with weak domestic policies and institutions exhibited a significantly higher sensitivity to domestic political shocks before EMU, but not thereafter. While this may entail that EMU has brought benefits to countries with weaker policies and institutions by insulating them from adverse political developments at home, a potential drawback is that it may provide weaker market discipline for domestic political stability.

We revisit the debate over whether political institutions cause economic growth, or whether, alternatively, growth and human capital accumulation lead to institutional improvement. We find that most indicators of institutional quality used to establish the proposition that institutions cause growth are constructed to be conceptually unsuitable for that purpose. We also find that some of the instrumental variable techniques used in the literature are flawed. Basic OLS results, as well as a variety of additional evidence, suggest that (a) human capital is a more basic source of growth than are the institutions, (b) poor countries get out of poverty through good policies, often pursued by dictators, and (c) subsequently improve their political institutions.  相似文献

为把握数字经济研究脉络、热点和趋势,基于Web of Science核心数据库来源文献,利用CiteSpace和VOSviewer两种文献计量分析工具,对2009年以来数字经济文献进行计量分析。研究结果明确了数字经济年度发表趋势和领域类别、最具影响力和生产力的作者、机构、国家和期刊,数字经济相关研究在经历十几年的停滞后,目前处在快速增长期,研究学科集中在管理、环境科学、通信、环境研究和商业等领域,美国、英国和中国是重要的数字经济研究中心,国家之间和国际研究机构之间的研究合作有待加强。数字经济研究的突显主题经历了三个显著变化的发展阶段,呈现技术-产业-制度不断发展的演化脉络。数字经济研究热点集中在数字化、社会媒介、共享经济和循环经济等四个方面。综合关键词聚类结果和技术经济范式理论,从技术系统视角数字经济新兴趋势包括数字技术、智能资产和数字平台等;从产业系统视角包括商业模式、价值创造、循环经济、共享经济和零工经济等;从制度系统视角包括平台资本和政治经济等。最后是研究结论和展望。  相似文献

We model the endogenous formation of nations in a world economy where nations apply redistributive policies. We show that people's preference for stronger redistributive policies may lead to greater inequality in the world's distribution of income as a result of rich individuals tending to form their own nations.
