This paper takes as its starting point the fact that complex projects, interpreted as multiple dependent interactions between many stakeholders over time, challenge traditional procurement practices based on the serial purchase of discrete components. The paper examines how the procurement management of such projects – procuring complex performance – can be conducted. The paper utilises two contrasting case study examples of high-profile UK construction project procurement. The findings suggest that the choice of mechanisms or interfaces for the governance of upstream supply relationships critically relates to subsequent performance. The theoretical contribution is a fusion of procurement literature with the influential CoPS literature. 相似文献

This paper presents a new, comprehensive and detailed model of construction activity. The model is intended primarily for forecasting applications. The model generates forecasts of new construction starts for each of the 50 states of the United States. Forecasts are made for 29 types of structures. The paper presents evidence that the structure of the determinants of construction activity varies across regions within the United States. Thus, prior models of construction, based only on national time-series data, may be subject to aggregation bias. Evaluation of the model's forecasts indicates that the model outperforms simpler forecasting methods. 相似文献

This paper extends Lin's flexible accelerator model of dynamic investment behavior of U.S. public construction by relaxing two of the underlying basic assumptions: (1) the coefficient of adjustment is allowed to vary with the level of government expenditure and (2) the regression coefficients are treated as randomly changing over time rather than being viewed as fixed. The new models afford a better explanation of the behavior of U.S. public construction. Importantly, the forecasting ability of the variable-coefficient-of-adjustment model is tested for the three-year period beyond the sample period and compared to both the Lin's original and ARIMA models. It is found that this new model gives better forecasts of public construction for ten quarters ahead. On the basis of the chi-square test of model stability and the mean squared error, it is concluded that the model with variable adjustment coefficients is a better abstraction of economic reality and improves forecasting accuracy. 相似文献

This paper presents a model of investment in projects that are characterized by uncertainty over both the construction costs and revenues. Both processes are modeled as spectrally negative Lévy jump-diffusions. The optimal stopping problem that determines the value of the project is solved under fairly general assumptions. It is found that the current value of the benefit-to-cost ratio (BCR) decreases in the frequency of negative shocks to the construction process. This implies that the cost overruns that can be expected if one ignores such shocks are increasing in their frequency. Based on calibrated data, the model is applied to the proposed construction of high-speed rail in the UK and it is found that its economic case cannot currently be made and is unlikely to be met at any time in the next decade. In addition it is found that ignoring construction uncertainty leads to a substantial probability of an erroneous decision being taken. 相似文献

This paper examines the effect of property taxation on housing construction. In 2001, Finnish municipalities were allowed to levy an extra property tax on undeveloped land zoned for housing. Municipalities that adopted the new tax instrument have a three-rate tax property tax system with different tax rates on land before development, land after development and buildings. The remaining municipalities have a two-rate system with a uniform land tax and a building tax. A theoretical model of decisions by landowners suggests that the pre-development land tax ought to lead to faster development, but also the density of development may be affected. In the two-rate system land tax is neutral. The empirical results suggest that landowners respond to the tax incentives. Municipalities that adopted the three-rate property tax system saw an increase in single-family housing starts of roughly 12 percent. 相似文献

鉴于农村公路施工质量评价所存在的模糊性和随机性的特点,在建立涵盖整个施工质量影响因素为一级指标的施工质量综合评价指标体系的基础上,运用模糊数学理论,建立了二级模糊综合评价模型,借用熵的概念计算客观权重的方法,提出了施工质量模糊综合评价的方法。应用该方法对某农村公路项目质量进行评价,得出其评价结果为"良好"。最后,对该方法进行了定量解算,从而提高了施工质量评价的客观性和科学性,通过对结果的深入分析,可找出施工过程中存在的不足之处,从而为目标明确、有的放矢的改进施工质量提供理论依据,具有一定的实用价值。 相似文献
