当前,我国已经步入深度老龄化阶段。人口老龄化成为我国社会发展的一大难题,随着家庭结构的转变、老年需求的提升,传统的养老模式已经无法满足当代老年人的现实需求,“公办民营”作为养老机构的创新模式,为养老公共服务提供了新工具、新产品和新路径。本文基于新公共管理理论,结合实地调研部分“公办民营”养老机构,研究其现实困境,并并提出了相应的优化路径,旨在充分发挥“公办民营”养老机构的优势。

养老机构公建民营是中国公办养老机构的改革方向。本文通过对47个国内养老机构公建民营案例的分析,梳理了养老机构公建民营的简要历程,认为当前养老机构公建民营具有改革实践时间短、参与社会组织较为多样、民营机构参与方式集中、承包期限灵活、社会组织参与要求高等基本特征。本文进一步分析了养老机构公建民营面临的公建民营实践形式界定困难、公办养老机构定位不清、政府养老职能错位、服务对象不明确等主要问题,并提出了相应的政策建议。

养老金制度及其改革——基于不同福利模式的分析

不同福利模式国家的养老金制度在建立之初就呈现出不同的特征,其发展路径也有所差异,但在结构、参数、管理体系方面的改革呈现出共同的规律。各国基本都建成了多支柱体系或多层次体系;普遍采取了提高费率、延长缴费年限和延迟退休、调整待遇等方式来进行参数改革;并对养老金管理机构采取了横向整合或纵向的集中化改革,建立了养老金投资监管机构。中国逐步建成了三层次养老金体系,并在个人账户、待遇计发等方面进行了参数调整,同时在统筹层级、征缴机构、投资管理体系方面进行了改革。中国养老金制度仍存在未实现全国统筹、结构失衡、基金可持续性差等问题,可借鉴国际经验,在结构、参数、管理机构等方面进行改革。     

创新养老服务发展模式 完善养老服务体系建设

伴随着人口的快速老龄化,养老服务的发展建设也愈加迫切,然而当前我国养老机构主要是政府主导的模式,无法满足目前养老服务的现实需求。基于此,笔者通过调查养老服务走在全国前列的南京市民政局和数家养老机构,提出了更新服务观念、转变政府角色、调整管理模式、完善财政政策、发展居家养老的由政府引领、民间管理的养老服务模式,以期进一步完善养老服务体系。

本文以南翔医院为例,分析了“目标管理法”在医院人力资源管理中的应用,共分为三个部分。第一部分提出了目标管理法所需要的一套可量化的绩效考核制度,并详细地分析了南翔医院所采用的贡献值法。第二部分阐述了人力资源管理中需要将分配制度与绩效考核紧密结合,并提供了方法。而在第三部分中则提出了医院在实行人事制度改革的同时不能忽视员工的培训,建立学习型医院。     

Managing Diversity In the Trinidad and Tobago Public Service

Representativeness and diversity in the composition of public institutions is an explicit goal of Public sector reform programmes. But the principle of diversity poses many challenges for the practice of human resource management, not least of which is maintaining confidence in the system and, by extension, morale among public officers. High morale and motivation contribute to performance and output, which are vital If the public sector Is to be results-oriented. Thls article takes the view that managing diversity is the equivalent of managing unproductive tensions that threaten to diminish performance and output. Trinidad and Tobago is a small multiethnic state In which ‘the public sector has become the theatre of inter-ethnic drama, as the two main groups compete for scarce resources and employment opportunities. The article considers the human resource management function within the Trinidad and Tobago public service and specifically the role of the pubtic service commission, and examines the key areas of recruitment, ptomotions and avenues available for resolving conflicts and grievances stemming from subjective perceptions of discrimination.     

Theorizing the organization and management of non-governmental development organizations

This article uses a case study of public recruitment in Nepal as the vehicle for a discussion of the value of three current public management models: an anticorruption model, a psychometric selection model and the new public management (NPM) model. The political context of Nepal and the role and functions of the Public Service Commission (PSC) are described. The article argues that, in contrast to current NPM doctrine, preserving the current remit of the PSC as a central agency responsible for recruitment is necessary to preserve the integrity of recruitment, which is an important element in an anticorruption strategy. The article also reviews the case for selective introduction of psychometric methods of selection. The article implies an increased importance for public recruitment in development thinking, and argues for the vital role of Service Commissions in limiting corruption. While recognizing the reality of the problems which the NPM model was developed to tackle, the article provides evidence for rejecting its claim to universality.     

对加强基层事业单位财务管理的思考及探索

事业单位是公益性的社会服务单位,对社会发展有着积极的推动作用.随着近几年社会的不断变化,事业单位的管理机制也发生了一定的变革,特别是事业单位的财务管理有了明显的改善.但是,目前事业单位在进行财务管理中还存在一些问题,如预算编制、财务监管以及内控制制度等都存在力度不够的问题.据此,文章分析了基层事业单位财务管理的重要性,并就如何加强财务管理、解决现有问题提出了具体措施,期望可以为基层事业单位财务管理工作标准化、科学化提供一些帮助.     

The recruitment and selection of pension trustees: an integrative approach

The role of a pension trustee is significant, which makes the recruitment and selection of labour trustees an important issue. In this article, we examine and combine aspects of two approaches to recruitment and selection: the political nomination model and the more professional HRM approach. We argue that an integrative approach would acknowledge the political, regulatory and organisational context while incorporating valid selection criteria such as domain‐specific skills and performance on the job. Such an integrated process can help trade unions in filling labour trustee positions with talented individuals who are more likely to be effective in achieving labour's goals in pension governance.     

Voting on Pensions: A Survey

Abstract. The paper presents a nonexhaustive survey of the literature designed to explain emergence, size and political sustainability of pay‐as‐you‐go pension systems. It proposes a simple framework of analysis (a small, open, two overlapping generation economy model), around which some variants are displayed. Dictatorship of the median voter is assumed. The text is organized to answer the following questions: (i) Do political equilibria with PAYG pension schemes exist? (ii) Why do they emerge? (iii) What are the conditions for the participation constraint of the pension game to be verified?, and finally, (iv) What is the size of the pension system chosen by the median voter and how is this size influenced by an exogenous (e.g. demographic) shock?
