Abstract

Innovations in public policy are difficult to realize if decision-making arrangements are not scrutinized at the same time. Rigid institutional arrangements often hinder the realization of policy breakthroughs. Consequently, in the day-to-day practice of public administration, more and more experiments with innovative arrangements towards realizing groundbreaking policy decisions are being seen. Two rather different examples of such arrangements in the Dutch context are transition arenas and pilot projects (proeftuinen). In this article we describe these arrangements from an innovation management perspective and evaluate their functioning by focusing on their approaches to two dilemmas: the dilemma between diversity and closedness within the innovation plans and the dilemma between openness and closedness of the plan in relation to its context, the outside world. From their comparison we can learn about the context-specific application of different innovation plans and the results of different ways of handling these innovation dilemmas.  相似文献

Nowadays, it has become clear that the capacity of organizations to innovate and manage their human resources can be sources of competitive advantage. Recently, literature also asserts a positive relationship between human resource management and innovation. However, very little empirical research has specifically addressed those relationships. Using structural equations modelling with data collected from 173 Spanish firms, this study analyses them. Our findings show that innovation contributes positively to business performance and that human resource management enhances innovation. Implications for both academics and managers as well as future research lines are discussed.  相似文献

This study aims to identify the influence of co-operation practices and the use of internal and external information sources on the propensity of firms to introduce new to the market innovations in the service sector. Data come from the 4th Community Innovation Survey, which covers the years 2002-2004. A logistic regression model is applied with the degree of novelty of good/service innovation as dependent variable. The analysis of the parameter estimates shows that firms provided with information from market sources and from internal sources as well as firms involved in science-based collaboration for their product innovations are more likely to introduce new to the market innovations, whereas information coming from competitors seems to have a negative influence on the degree of novelty of innovation.  相似文献

Wikis were first developed over 15 years ago. Research has shown that organizational or corporate wikis are sustainable and can be beneficial to organizations particularly in improving work processes, collaboration and knowledge management. However, there has been little research done to show how organizations can use wikis to support innovation processes. To bridge this gap, this paper explores how wikis can be used in different stages of innovation. We review existing literature as well as analyze case studies of wikis deployed in four organizations in order to highlight how wikis can be used to address challenges of knowledge management and collaboration in different stages of innovation from idea generation to commercialization. In particular, we propose a model that explains how wikis require a clear purpose for their use, a culture of collaboration, and integration within a formal innovation process.  相似文献

This paper addresses a major gap in reported research on open innovation (OI): how do companies implement open innovation? To answer this question a sample of 43 cross-sector firms were reviewed for their OI implementation approaches. The study analyzed how firms moved from practising closed to open innovation, classifying the adoption path according to the impetus for the adoption of the OI paradigm and the coordination of the OI implementation. The way firms adopted OI was found to vary according to (1) their innovation requirements, (2) the timing of the implementation and (3) their organizational culture.  相似文献

Abstract

This study provides an empirical insight into the level of management innovation in Australian service organisations, conceptualising management innovation using an integrative framework of management innovation which encompasses four dimensions, new managerial practices, processes, structures and techniques. In addition, the study contributes to the contingency-based literature by examining the role of leaders, in respect to both leadership style (initiating and consideration styles) and the use of controls (diagnostic and interactive use), as drivers of management innovation. Data were collected through a mail questionnaire distributed to 445 middle level managers. The findings show that leadership style influences management innovation with a more initiating style associated with the extent of use of new managerial techniques. Management innovation was also influenced by the use of controls with a more interactive (diagnostic) approach associated with the extent of use of new managerial processes and techniques (practices and structure). In line with the Competing Values Framework, the findings highlight the tension involved in the role of leaders in generating management innovation.  相似文献

Teachers' teaching innovation abilities in financial management courses are very important to train the major of financial management undergraduate students' innovation sense, spirits and abilities. This paper firstly explores the structure of teaching innovation abilities, characteristics of creative teachers. Secondly, combined with teaching practice, this paper inquires into how to explore students' innovative abilities, how to teach differently according to different students, and how to guide correctly. Empirical discussion in the existing literature on the relationship between transportation infrastructure and innovation remains limited. As one of the most important transport infrastructures, China's high-speed railway (HSR) has greatly compressed the space-time distance and strengthened the linkages between cities, which may contribute to innovation activities. Using the panel data of 285 Chinese prefecture-level and above cities and employing the difference-in-differences (DID) model, this paper examines the impact of HSR opening and HSR service intensity on the urban innovation. Propensity score matching (PSM) together with DID (PSM-DID) method is utilized to address the potential estimation biases. The empirical results demonstrate that HSR has significantly improved the level of urban innovation. Heterogeneity analysis finds that the promotion effects of HSR on innovation are more remarkable in peripheral and small cities. Moreover, the effects of HSR on cities far away from the central and large cities are with higher significance and greater magnitude than cities close to central and large cities. For cities near central and large cities, the service intensity of HSR is more likely to improve their innovation level. In addition, we further find that service industries and private enterprises benefit more from the effect of HSR in promoting innovation. This study can provide robust evidence for the effect of HSR on promoting urban innovation, as well as policy enlightenment for innovation growth and sustainable economic development.  相似文献

This paper presents the application of an economic–probabilistic model to conduct risk analysis in technological innovation (TI) projects. The model integrates risk and economic analysis by quantifying both value and probability of occurrence of cash flow deviations, thus resulting in an economic–probabilistic analysis of the expected returns. The main risk categories and factors in TI projects are identified and associated to cash flow groups. The model allows to calculate risk-adjusted values for cash flow groups and project net present value through stochastic simulation. As a result, the model provides both the risk-adjusted project economic return with the associated probability distribution to its NPV and the variability that each risk factor generates in the project return. The model offers important benefits from the point of view of practitioners, including a condensed list of independent risk factors and the use of a monetary scale to assess risk impact which is familiar to most decision makers.  相似文献

A merger wave on an unprecedented scale has recently been sweeping through the Western world. Many studies have demonstrated the unimpressive economic outcome of most mergers. This article argues that an important reason for disappointing long-term performance is the underestimated difficulties of integrating idiosyncratic technologies in unified product platforms. Instead of focusing on new product development, engineers and designers are drawn into lengthy harmonisation issues. An expanded research agenda is proposed, including the role of special interests in driving merger proposals, the impact of mergers on engineering creativity and innovation, and the identification of industries in which firm trajectories of scale and size, ultimately ending in mergers can be compared with the alternative dynamics of de–mergers, knowledge-based networks and research-based start-ups.  相似文献

This paper investigates what encourages consumers to adopt a green electricity tariff. When people decide to adopt an innovation, such as green electricity, they consider not only functionality, usability, costs and intended outcomes, but also what the innovation means to them, for example, the way it reflects their identity, image, memberships, values and norms. The study reviews the theoretical frameworks of innovation adoption and consumption, and cognitive and normative behaviour, relevant to consumer adoption of pro‐environmental innovations, and develops a research framework. Through focus group discussions, a questionnaire survey with 103 respondents and an interview with 10 people, the study finds that consumers sympathetic to environmental issues do not necessarily adopt green electricity. This is due to lack of strong social norms and personal relevance, inconvenience of switching, uncertainty about the quality of green electricity and lack of accurate information. The development prospects of a poor country or region depend in part on its capacity for innovation. In turn, the productivity of its innovators, whom are often concentrated around urban centers, depends on their access to technological knowledge. The emigration of highly skilled individuals weakens local knowledge networks (brain drain) but may also help remaining innovators access valuable knowledge accumulated abroad (brain bank). We develop a model in which the size of the optimal innovator Diaspora depends on the competing strengths of co-location and Diaspora effects for accessing knowledge. Then, using patent citation data associated with inventions from India, we estimate the key co-location and Diaspora parameters. The net effect of innovator emigration is to harm domestic knowledge access, on average. However, knowledge access conferred by the Diaspora is particularly valuable in the production of India’s most important inventions as measured by citations received. Thus, our findings imply that the optimal emigration level may depend, at least partly, on the relative value resulting from the most cited compared to average inventions.  相似文献

We examined whether significant differences in size heterogeneity exist between the service and the manufacturing industries by using PL exponents as the proxy for intra-industry size heterogeneity. For the purpose, we analyzed firm size distribution (FSD) and estimated the PL exponents, on the right tails of FSD, of the service and manufacturing industries in Korea for the period 2008–2012 using the Business Activity Survey dataset created by the Korean National Statistical Office As a result, we observed that the estimates of the PL exponents for the service industry are lower than those for the manufacturing industry (\(\upalpha _\mathrm{Service}<\upalpha _\mathrm{Manufacturing}\)) regardless of size variable, year, and dataset. This relationship may be related to the weaker negative relationship between the size and growth of the service industry, which made the slope of the PL distribution in the right tail of the FSD smoother. This finding implies that size heterogeneity may be more distinctive in the service industry than in the manufacturing industry. In addition, the PL exponents of sales were larger than those of assets and smaller than those of employees (\(\upalpha _\mathrm{Asset}<\upalpha _\mathrm{Sales}<\upalpha _\mathrm{Employee}\)) regardless of industry, year, and dataset. We also observed the PL exponents in the survived-firm dataset to decrease, compared to those in the all-firm dataset.  相似文献

We present data from an incentivized online experiment and responses from a set of validated psychological questionnaires to measure entrepreneurs' risk and time preferences and to identify entrepreneurs' personality characteristics. The analyses of the data suggest that intrinsic motivation positively relates to the likelihood of owning a business (i.e., being an active entrepreneur). We also found that subjects who scored higher on drive were relatively more risk seeking while those who scored higher on pessimism were more patient. The results of our study highlight the importance of studying personality traits to better understand what drives people to own a business.  相似文献

Aiming to explore the effect of human resource management on innovation, this study examined how employment relationships (ER), human capital and social capital work together in influencing innovation in a sample of Spanish firms. We defined an indirect effects model in which both human and social capital mediate between ERs and innovation. We also expected that social capital would enhance human capital. Tests on a sample of 160 innovative Spanish firms confirmed that ERs are not directly associated with innovation. Nevertheless, there is an indirect effect of the mutual investment employment model on innovation through human and social capital. Finally, we observed a positive effect of social capital on human capital.  相似文献

Our paper pursues two aims: first, it presents an approach based on input–output innovation flow matrices to study intersectoral innovation flows within industrial clusters. Second, we apply this approach to the identification of structural weaknesses in East Germany relative to the western part of the country. The case of East Germany forms an interesting subject because while its convergence process after unification began promisingly in the first half of the 1990s, convergence has since slowed down. The existing gap can now be traced mainly to structural weaknesses in the East German economy, such as the absence of strong industrial cluster structures. With this in mind, we investigate whether East Germany does in fact reveal the abovementioned structural weaknesses. Does East Germany possess fewer industrial clusters? Are they less connected? Does East Germany lack specific clusters that are also important for the non-clustered part of the economy?  相似文献

Radical technological innovations are needed to achieve sustainability, but such innovations confront unusually high barriers, as they often require sociotechnical transitions. Here we use the theoretical perspectives and methods of Science and Technology Studies (STS) to demonstrate ways that existing theories of innovation and sociotechnical transitions, such as the Multi-Level Perspective (MLP), can be expanded. We test the MLP by applying STS methods and concepts to analyze the history of aircraft composites (lightweight materials that can reduce fuel consumption and greenhouse gas emissions), and use this case to develop a better understanding of barriers to radical innovation. In the MLP, "radical innovation" occurs in local niches—protected spaces for experimentation—and is then selected by a sociotechnical regime. The history of composite materials demonstrates that radical innovation could not be confined to "niches," but that the process of scaling up to a wholly new product itself required radical innovation in composites. Scaling up a process innovation to make a new product itself required radical innovation. These findings suggest a need to refine sociotechnical transitions theories to account for technologies that require radical innovation in the process of scaling up from the level of sociotechnical niche to regime.  相似文献

This article examines the effect of specific new public management (NPM)-related characteristics to explain innovation-oriented culture within public sector organizations. According to NPM doctrines, an enhanced managerial autonomy combined with result control will stimulate a more innovation-oriented culture in such organizations. Using multi-country survey data of over 200 public sector agencies, we test for the influence of organizational autonomy, result control and their interactions, on innovation-oriented culture. High levels of managerial autonomy and result control have independent and positive effects. However, the interaction between high personnel management autonomy and high result control has a negative effect.  相似文献

In an era that leadership is a key to organizational success, several researchers have tried to identify the ‘best style.’ This study aims to make a contribution toward this direction by examining followers' perceptions of the preferred leader profile from a gendered perspective. Evidence from 2008 individuals employed in the Greek public sector revealed that men and women do hold different views of how the ideal leader behaves. Furthermore, the need for achievement is responsible for greater variations in perceptions of the preferred leader profile, confirming the fact that men and women cannot be considered as uniform groups when examining leadership preferences.  相似文献

Building on research by Akehurst et al. (Serv Ind J 32:2489–2505, 2012), this study analysed internal and external factors in women entrepreneurship and linked these factors to the barriers that women face when starting businesses. To do so, two contrasting statistical techniques were used: PLS and QCA. After analysing results from each of these techniques, we observed that family duties and difficulties in obtaining financing (both internal and external) were the main factors related to barriers faced by women entrepreneurs.  相似文献
