Although South Africa has reported national food security for decades, current production patterns, land uncertainty and consumer preferences put future national household food insecurity in question. Household food insecurity in South Africa is at unacceptable levels. This paper reviews the country's agricultural legislative framework in terms of food security and the right to food. The review found that South African agricultural policies do not actively promote food security and the lack of enforceable food security policy makes it difficult to coordinate existing policies. The lack of food security legislation means that the right to food has no enforceable framework. A comprehensive food security policy, legislative framework and implementation strategy are urgently needed to address hunger poverty to progressively achieve the targets set out for national growth and development and realise the right to food enshrined in the Constitution.  相似文献

As is widely known, Vietnam experienced a rise in living standards and a decline in expenditure poverty during the first half of the 1990s. This paper extends this knowledge by providing evidence on the Vietnamese experience of food security, undernourishment and poverty from the late 1990s to the early part of the new millennium. The results suggest that poor households did not experience increases in food consumption, calorie intake and dietary diversity of the same magnitude as non‐poor households. Nevertheless, Vietnam experienced impressive reductions in both calorie deprivation and expenditure poverty at the turn of the century. Non‐poor households, in particular, experienced spectacular increases in calorie intake and dietary diversity during the period 1997/1998–2004. This paper also reports regression results which point to the role of urbanization and improvement in education levels in promoting dietary diversity and nutrient intake. The present study finds evidence of sharp regional differences in calorie intake and calorie costs, which suggests that the authorities should set provincial poverty lines, contrary to the current practice adopted by Vietnam's General Statistical Office.  相似文献

Since 1961 Ethiopia has been ruled by a Monarchy, a Marxist military dictatorship, and presently by a coalition of political parties that came to power in 1991after a protracted civil war. These three governments have pursued different ideologies in formulating policies to guide agricultural development. However, to date Ethiopia remains food insecure. Ethiopian agriculture is dominated by peasant farmers and 85 per cent of the population is rural. Rural poverty and, hence, food insecurity is intricately related to insufficient land and a lack of long‐term tenure security. The aggregate country level food security was assessed using various indicators for the periods of the three governments. The growth rates and the variability in the indicators suggest that Ethiopia is suffering from both chronic and transitory food insecurity.  相似文献

In responding to food price riots and other unrest in 2008, Gauteng province in South Africa hosted a two-day Food Summit attended by 4000 delegates. Summit invitees expected to be consulted on issues of concern about food prices, but the government instead responded with the message that the poor must be self-sufficient and grow their own food (via the Ilima/Letsema campaign launch), an impractical suggestion in a crisis. The timing of the 2008 Summit in relation to major changes within the African National Congress and the looming 2009 national election in South Africa leads to a conclusion that the Summit was a political event designed to build political capital ahead of the elections, rather than a genuine stakeholder consultation event linked to food security. Findings of this study indicated that food security planning in Gauteng is exclusionary through its rural bias and excludes, for example, urban dwellers and foreign migrants. Also, at that time, Gauteng would have been underprepared for a genuine food emergency as there was no working provincial strategy to deal with urban food security or a severe food crisis.  相似文献

Social protection in contemporary Africa is the product of several strands of social policy, from European social security systems to humanitarian relief interventions. Contributory social security mechanisms such as unemployment insurance and pensions were imported to Africa during the colonial period, but cover only a minority of formally employed workers. Food aid alleviates hunger but does not resolve problems of chronic food insecurity. Cash transfers are being promoted as an alternative to food aid, but have been criticised for being ineffective against price inflation and underwriting neoliberal economic policies. Some programmes link social transfers to public works employment and microfinance, with the aim of ‘graduating’ participants off social protection. This article argues instead for a ‘social contract’ approach – recognising the right to social protection, empowering passive beneficiaries to become entitled claimants, and introducing social audits to hold duty-bearers accountable for effective and equitable delivery of citizen-driven social protection policies.  相似文献

Uganda was highly successful in reducing poverty over the past two decades but made little progress towards household food security. This underlines the need for designing food security interventions customised for household‐specific needs and behaviours. This study estimates Ugandan household demand behaviour with a focus on food consumption paying particular attention to household‐specific characteristics. The results show that preferences to increase calorie‐dense staple consumption, likely associated with food energy deficiency, extend far beyond the percentage of rural Ugandans officially deemed poor. Price elasticities indicate that poor rural households are largely well positioned to compensate staple price increases by substitution as long as they are not already concentrated on the cheapest foods. This flexibility applies less to urban households. The estimated demand elasticities generally vary widely between rural and urban households and depend on expenditure levels. Household‐specific characteristics have significant, sometimes pronounced, influences on demand, as do seasons and regions. The results reflect highly differentiated demand behaviour, which can be utilised to improve the design and evaluation of food security interventions.  相似文献

More than two decades since the advent of democracy in South Africa, the place of small-scale agriculture in rural development, poverty alleviation and food security remains ambiguous and highly contested. However, there is now some new evidence that official income poverty estimates in South Africa may be underestimating the contribution of rural, land-based livelihoods when measuring household well-being. This paper aims to explore this possibility further by identifying how household production activities are associated with improved food security among rural Eastern Cape households in the former homelands. The analysis is based on data from Statistics South Africa’s 2008/9 Living Conditions Survey and its annual General Household Surveys. In adopting a food poverty lens, the findings suggest that hunger levels are lower among farming households in the Eastern Cape even though a higher percentage of these households (relative to non-farming households) live below the national food poverty line. The paper concludes by discussing some implications for policy.  相似文献

The longitudinal Three City Study (TCS) of low‐income families with children measures food hardships using fewer and some different questions from the standard U.S. instrument, the Household Food Security Survey Module (HFSSM) in the Current Population Survey (CPS). We use a Rasch measurement model to identify thresholds of very low food security among households and among children in the TCS that are comparable to thresholds from the HFSSM. We also use the TCS to empirically investigate the determinants of food insecurity and of these specific food insecurity outcomes, estimating a multivariate behavioral Rasch model that is adapted to address longitudinal data. The estimation results indicate that participation in the Supplemental Nutrition Assistance Program and the Temporary Assistance for Needy Families program reduce food insecurity, while poverty and disability among caregivers increase it. Besides its longitudinal structure, the TCS measures many more characteristics about households than the CPS. Our estimates reveal that financial assistance through social networks and a household's own financial assets reduce food insecurity, while its outstanding loans increase insecurity.  相似文献

This paper develops an optimization model to analyze the policy formulation under China's dual-track grain procurement system. By capturing the redistribution objective and the urban food security objective in a political preference function, we provide some rigorous explanations of three important aspects of China's grain policies: the choice of the dual-track procurement system over the lump-sum tax scheme as a means of extracting economic surpluses from the grain sector; the suppression of the procurement price to its minimum until the mid-1990s; and the switch from taxing to subsidizing grain production at end-1996. Our findings underscore the paramount importance of the urban food security objective behind the evolution of China's grain procurement policy, including the liberalization of the system in the 2000s.  相似文献

Food consumption is an important issue in South Africa, given its relation to poverty and deprivation. With the pressing need to increase food security, understanding the determinants of the demand for food and having some estimates of the likely impact of price and income changes has become a vital task. There is, however, surprisingly little economic research on this topic and almost none in recent times. This paper provides a comprehensive empirical analysis of the demand for food in South Africa for the years 1970‐2002. It moves beyond the usual static modelling approach in using a general dynamic log‐linear demand equation and a dynamic version of the almost ideal demand system, to provide estimates of the short‐ and long‐run price and expenditure demand elasticities.  相似文献

Unequal asset rights remain an important driver of gender inequality and food insecurity in sub-Saharan Africa (SSA). Using cross-sectional data from 31 SSA countries, this study examines the effect of gender inequality in asset ownership on women's food security in the region. The seemingly unrelated (SUR) bivariate probit framework has been adopted in analysing the data. This approach is used for addressing the possible endogeneity bias that occurs when the dependent variable and regressor are both endogenous and binary. The major finding of this study reveals that gender inequality in asset ownership increases women's risk of facing food insecurity. The aforementioned is more pronounced for women who are undereducated, live in rural areas, and suffer various forms of discrimination. It is therefore important that more egalitarian laws on asset ownership and inheritance be adopted in all SSA countries. This will significantly increase women's specific food security and thus contribute to improving inclusiveness in these countries.  相似文献

The current drought in central and southern Africa has focused attention on issues relating to the provision and supply of potable water. In the case of Bulawayo, Zimbabwe's second city, there is the very real prospect that water supplies may be exhausted before the onset of the next rainy season. Abstract: Food security is about ensuring that all people at all times have both physical and economic access to the basic food they need. In a number of African countries chronic malnutrition and transitory food insecurity are pervasive. Like most African countries, Eritrea is also a victim of the problem of food insecurity. Based on this historical and recurrent food insecurity in Eritrea, an attempt is made in this paper to assess the possible causes of food insecurity in the country. Furthermore, the paper captures the available food security policy proposals of Eritrea and eventually draws conclusions and extends possible recommendations and policy remedies suited to the country.  相似文献

Since 1990, hundreds of informal settlements have grown rapidly around cities throughout South Africa as a result of the changing political context, poverty and the enormous housing backlog. The impact of this uncontrolled urbanisation became apparent in the fact that hundreds of thousands of poor people had to make a living with limited access to running water, electricity and formal housing. This article explores the development experiences, needs and expectations of the residents of Freedom Square – previously Bloemfontein's largest informal settlement and home to 17 200 people – over a period of 8 years. This is approached by means of a comparative overview of four surveys (1990, 1993, 1995 and 1997), all relating to the social impact of upgrading-orientated and low-income housing initiatives within the study community.  相似文献

This paper sets out to describe current principle theoretical positions in food security research, describe and compare empirical South African food security studies with key international methodologies and pose research challenges for food security research in the country. Scant available food security studies for South Africa seem to indicate that food insecurity and hunger exist and are likely to increase due to increasing food price trends, greater reliance on cash food purchases and spiralling vulnerability as a result of HIV/AIDS morbidity and mortality. Empirical research is urgently needed to determine the coping strategies of households under ‘normal’ conditions, identify vulnerable households, and monitor the impact of various shocks and stresses on household food security.  相似文献

Although unemployment is often associated with food insecurity, the paths through which it leads to food insecurity is less explored. This study investigates the effects of unemployment on food insecurity based on data collected from 410 randomly selected households in Addis Ababa and the Munessa district of Arsi Zone. Binary logistic regression was used to analyze the data. The results show that 55.9 percent of the respondents were unemployed and only 12.4 percent of the households were food secure. The prevalence of food insecurity was higher among households headed by unemployed persons. Education and economic factors are the mechanisms through which unemployment leads to food insecurity. Lack of education reduces the chance of employment and the quality of jobs engaged in whilst the economic path to food insecurity is partly related to the inability of poor households to cope with soaring food prices and seasonal unemployment. Thus, increasing employment opportunities through pro‐poor measures is a means to enhance human capital development that helps the people take advantage of the labour market and improve the economic status of households, ultimately leading to ensuring food security.  相似文献

This article examines the relation between poor women and men and common property resources (cprs). It locates poor people's use of cprs within a wider focus on sustainable livelihoods, which argues that development initiatives need to build on people's assets and strengths, and identifies cprs as a crucial element of poor people's coping and adaptive strategies. The article considers evidence from India and West Africa with a particular focus on poverty reduction, equity, gender and management issues. Development agencies and governments which have re-focused their attention on poverty in recent years will find that cprs provide an entry point to understanding poor people's perceptions of poverty and for building on their capacities.  相似文献
