We present a duopoly competition model to illustrate how the simultaneous incorporation of two US federal regulatory programs negatively affected telecommunications competition during the past decade. Our model shows that the simultaneous implementation of the Universal Service Fund policy that grants subsidies to incumbent telecommunications providers serving in high-cost areas, and the carrier of last resort policy that mandates incumbents to provide service in under-served geographic areas, deters competitive entry in low-cost markets and thereby runs counter to the objectives for which the policies were intended. This model provides a theoretical explanation of a failure of federal policy.  相似文献

In December 1997, the European Commission published a Green Paper on the regulatory implications of the convergence of telecommunications, media and information technology sectors. The article starts with a look at the consultation process, and goes on to discuss some of the substantive issues raised. Without repeating material already evident in the Green Paper itself, it attempts to clarify the difference between Community and national approaches to regulation. Some ideas on the basis for national regulation are then explored, as are notions of the balance between the application of competition rules and sector-specific regulation in a converged environment.  相似文献

Experience has shown that a Distributed Control System (DCS) can provide enhanced process monitoring and control capabilities, as well as system self-diagnostics, that permit increased safety of process operations. However, this enhanced safety does not come about automatically with the installation of a DCS. The complexity and versatility of the DCS can introduce new failure scenarios leading to process upset and potential relization of process hazards. This paper reviews some novel considerations that should be taken into account when conducting process hazards reviews on facilities controlled by a DCS.  相似文献

This paper surveys the literature on merger policy in open economies. We first adopt a reduced-form approach to derive general insights on the scope for conflict between national antitrust authorities and on the gains from international merger policy coordination. Taking trade costs as given, we use standard oligopoly models to derive conditions on market structure, under which underenforcement or overenforcement of national merger policies can arise. We then study the interactions between merger policy and trade policy, and find that trade liberalization often leads to stricter national merger policies. We conclude by discussing empirical evidence on conflict between antitrust authorities.  相似文献

The 1977 International Sugar Agreement is one of several contemporary agreements designed to regulate the international market in specific commodities. A commodity agreement at the same time serves as an instrument through which nations international policies are carried out, and defines the rights and duties characterizing the relations between importing and exporting countries. The author examines the 1977 International Sugar Agreement in this context, discussing its regulatory mechanisms, its relation with the ‘New International Economic Order’ and the extent to which the interests of both importers and exporters are protected.  相似文献

This article explores how production and trade policy distortions affected rice productivity in 33 rice-producing countries. A rice-productivity index is constructed, and a model linking the productivity gap with policy distortions is presented. After controlling for the differences in infrastructure, access to inputs and equipment, openness, and human capital, this article shows that high levels of rice subsidies and protection in rich countries combined with taxation of rice farming in poor countries widened the gap in rice productivity between rich and poor rice countries.  相似文献

The paper first identifies the stakeholders involved in the design and implementation of China's innovation policy and compares them with different government systems in selected Organization for Economic Co-operation and Development (OECD) countries. In order to disclose the relative strength and weaknesses inside China's innovation policy framework, we proceed to utilize policy practices in the OECD countries as a guideline to examine China's innovation policy in five categories: reform in the public S&T institutions, financial policy, business innovation support structure, human resource policy and legislative actions. Subsequently, several weak components of the Chinese innovation policy framework are identified and two of them are selected for further analysis: education and human resource policy, and protection of Intellectual Property Rights (IPR). Finally, the paper provides some priorities and possible actions for future innovation policy developments in China.  相似文献
