ABSTRACT

This article discusses the governance of sustainable urban development and in particular assesses the role of policy instruments to promote soft forms of governance associated with persuasion and coordination. These instruments are critically examined in terms of how they might help to promote greater policy integration and more sustainable development. Five types of strategies for promoting more sustainable transport policies are discussed: (1) policy indicators and targets, (2) benchmarking, (3) policy transfer and best practices, (4) policy experimentation/innovation, and (5) visioning/envisioning. The article is divided into four main parts. First, it presents an overview of recent trends in the governance of urban transport. Second, it examines the notion of policy integration, a central theme in discussions about sustainable transport and governance. Third, it considers how selected types of policy instruments might contribute to policy integration and sustainable urban development. Fourth, alongside the conclusions, suggestions are made for new research related to policy instruments and soft forms of governance in relation to urban transport.  相似文献

BackgroundThis paper looks into the impact of the recent COVID-19 epidemic on the daily mobility of people. Existing research into the epidemic travel patterns points at transport as a channel for disease spreading with especially long-distance travel in the centre of interest. We adopt a different approach looking into the effects that epidemic has on the transport system and specifically in relation to short-distance daily mobility activities. We go beyond simple travel avoidance behaviours and look into factors influencing change in travel times and in modal split under epidemic. This leads to the research problems we posit in this paper. We look into the overall reduction of daily travel and into the factors impacting peoples' decisions to refrain from daily traveling. This paper focuses on modes affected and explores differences between various societal groups.MethodsWe use a CATI survey with a representative sample size of 1069 respondents from Poland. The survey was carried out between March, 24th and April, 6th2020, with a start date one week after the Polish government introduced administrative measures aimed at slowing down the COVID-19 epidemic. For data analysis, we propose using the GLM (general linear model), allowing us to include all the qualitative and quantitative variables which depict our sample.ResultsWe observe significant drops in travel times under epidemic conditions. Those drops are similar regardless of the age group and gender. The time decrease depended on the purpose of travels, means of transport, traveller's household size, fear of coronavirus, main occupation, and change in it caused by the epidemic. The more the respondent was afraid of coronavirus, the more she or he shortened the travel time.  相似文献

ABSTRACT

One of the important effects of the political transformation after 1989 in Eastern Europe is the development of tourism and increasing mobility of citizens from many countries, previously separated by the ‘Iron Curtain’. The process of economic and socio-cultural change justifies the debate regarding the future, but also on the legacy of the past. As for South-eastern Poland, tourism has been used as an important narrative tool for spreading, strengthening or weakening ethnic and national stereotypes by promoting cultural resources and performances that enable cooperation and mutual understanding. However, it can also be a source of potential fears or conflicts, for instance by creating controversial tourist attractions and stories about certain historical events. This paper discusses strategies of ‘past presencing’ of the heritage of South-eastern Poland border regions in public life, culture and tourism, drawing on a few examples which show different ways of restoring the memory of the former Eastern Borderlands. The theme village called ‘The Borderland Settlement’ and the historical reconstruction ‘Volyn 1943–2013’ relate to the main myths and the active memory concept that frame tourist narratives and contribute to the reinvention and reinterpretation of dissonant heritage.  相似文献

Abstract

Information and communication technologies (ICTs) are hypothesized to replace or change the use of the transport system by facilitating new or different activities. This article offers a review of more than 40 years of research regarding the relationship between ICTs and urban mobility. We discuss the expectations for the changes in travel demand, travel patterns, and the urban form as a result of the development and introduction of ICTs. Much of the interest in the relationships between ICTs and mobility is premised on the expectation of substitution effects, but empirical findings often suggest more complex effects than direct substitution. Although research on single types of travel activity may sometimes indicate simple substitution effects, examination of the broader impacts may also reveal travel generation effects as well. As such, ICTs do not simply substitute mobility patterns but change them. A growing body of research focuses on changing mobility patterns (in terms of time and space), changes in the experience of travel and changes in the perceptions of travel costs due to the interaction between old and new technologies for overcoming distance. ICTs are gradually becoming embedded within the transport system, enabling flexibility, multitasking, and an increase in human activities.  相似文献

In July 2008, motivated by the expected high growth of aviation and the related impacts on climate change, the European Parliament adopted a directive to include airlines in the European Emissions Trading Scheme. This paper discusses possible impacts of this inclusion on the aviation industry in terms of CO2 emissions and the macroeconomic activity in the EU. The analysis uses the Energy–Environment–Economy Model for Europe, a dynamic simulation model to investigate impacts of the European Emissions Trading Scheme on air transport. The impacts on air transport output and the macroeconomic effects are estimated to be small. This was robust to varying the carbon price. However, air transport CO2 emissions were expected to decrease by up to 7.4%, which is more than that estimated previously and stems mainly from the supply-side reaction of the industry.  相似文献

ABSTRACT

This article considers both theoretical arguments and practical experience regarding a range of urban pricing and regulation policies, namely road pricing, public transport pricing and regulation, car parking policies, home and low-emissions zones, and regulation and subsidies to bring about cleaner vehicles. It concludes that effective urban transport policies require a consistently structured package of measures, and that the most urgent research needs surround the design of such measures to achieve their objectives while being financially sustainable and attracting public and political support.  相似文献

ABSTRACT

Significant interest exists in the potential for electric vehicles (EVs) to be a source of greenhouse gas (GHG) abatement. In order to establish the extent to which EVs will deliver abatement, however, a realistic understanding of the electricity and transport sector GHG emissions impacts arising from different approaches to integrating EVs into the power system is required. A key issue in this regard is the extent to which GHG emissions are a function of where and when EV charging will be enabled (or disabled) by the provision of recharging infrastructure and implementation of charging management strategies by the electricity industry. This article presents an investigation of the GHG emissions arising from electricity and gasoline consumption by plug-in hybrid EVs under a range of standard EV-power system integration scenarios. An assessment framework is presented, and GHG emissions from EV use are assessed for the New South Wales (NSW) and South Australian (SA) pools of the Australian National Electricity Market (NEM) using retrospective electricity system generation data for 2011. Results highlight that there is a range of possible outcomes depending on the integration scenario and emissions accounting approach used. This range illustrates value of a temporally explicit assessment approach in capturing the temporal alignment of electricity sector emission intensity and EV charging. Results also show the importance of a clean electricity generation mix in order for EVs to provide a GHG abatement benefit beyond what would be achieved by a hybrid (but non-plug-in) vehicle. The extent to which overnight charging in NSW is observed to produce higher emissions relative to unmanaged charging also illustrates a possible trade-off between GHG emissions and benefits for electricity industry from EV charging at times of low demand.  相似文献

In April 2010, the eruption of Eyjafjallajökull considerably disrupted air travel across Europe. The grounding of air transport forced passengers to cancel journeys or find alternative means of transport. We analyse short-term intermodal shifts as a reaction to sudden changes in air transport availability. The question addressed is whether, and in what capacity, air passengers used railways when Prague International Airport was closed. To compare the degree of intermodal shift in Prague for particular European destinations during the closure, we calculated an InterModal Shift Index. We concluded that approximately 20% of passengers travelling to neighbouring countries and 6% of passengers travelling to more distant European destinations chose rail as an alternative. Following the airport closure, travellers were willing to choose rail transport as an alternative, but this willingness varies for different countries and areas.  相似文献

ABSTRACT

New public transport infrastructure is expected to improve accessibility for local residents, and thus contribute to increased land value. The contribution that a bus rapid transit (BRT) system can make to increased land value is less certain than for rail-based systems, with the literature mostly containing bus-based examples from developing countries with extensive BRT networks. This article considers a BRT system named the Liverpool–Parramatta Transitway (LPT) that was implemented in southwestern Sydney in 2003 to improve public transport accessibility in the local area. A repeat sales model is constructed to investigate the impact of the LPT on residential housing prices and accessibility changes using repeat sales data from before and after the opening of the LPT. This identified little price difference between properties close to LPT stations and outside of the area that could be considered as affected by the LPT service coverage. This outcome is at variance with the theoretical underpinning of land value uplift and other empirical evidence relating to the LPT. Hedonic models using the same repeat sales data investigate the study area in more detail, stratifying the sample by housing type and by comparing separate before and after models. These research outcomes identify the extent to which the BRT system has an impact on local housing prices through accessibility improvements to the study area and provide a deeper understanding as to how the quantification of land value uplift from BRT represents one element of the wider economic benefits of a BRT system.  相似文献

Transport congestion and the quality of the air in city centres is a major concern for urban planners. In recent years Park and Ride (P + R) facilities have been increasingly introduced by local authorities as an alternative for or addition to parking supply in the city centre. In this paper we present results of a survey amongst 45 major cities in Europe. We study how deployment of P + R is framed by policy makers within their broader transport policy. This paper offers three things. First, we report on present adoption levels of P + R. The survey outcomes reveal that P + R is adopted fairly unevenly across Europe. We find that a quarter of the responding cities are extensively engaged on implementing P + R, whereas another quarter has little or no engagement. It raises the question, if congestion is a problem present in most major cities across Europe, why adoption is so uneven? Therefore, secondly, we map out diversity inframing of P + R throughout European cities, by revealing current beliefs about it. We show how diversified policy-makers’ interpretation of P + R is. Thirdly, we track the salient beliefs underlying the policy frames that determine P + R implementation. Linear regression analysis suggests that economic implications of P + R, perceived demand for P + R, and organisational learning capabilities are the most important drivers for city governments whether or not to engage in P + R development, explaining 40% of the variance in their actual engagement in P + R deployment.  相似文献

ABSTRACT

A comparison of various research agendas for transport and sustainable development from the last two decades reveals a number of common themes that are just as important now as when they were first suggested. Although the research questions and approaches have changed, many key issues have remained relatively fixed. Key issues such as information and communications technology, urban space and scale, lifestyle and behavior, regulation and pricing, and institutions and governance persistently recur and seem likely to remain on the transport research and policy agendas for the foreseeable future. This article summarizes some of the key developments and opportunities related to these five research themes.  相似文献

International railway passenger services have seen considerable changes in Europe over the past few decades. Using international railway connections within and reaching outside the V4 countries (the Czech Republic, Hungary, Poland, Slovakia) in 1990–2019 as a sample, our paper explores trends and patterns in that matter in Central Europe. We have found that the characteristic focus on relatively very frequent short or medium-distance connections using the best equipped railway corridors – paralleled by a considerable reduction of the remaining services – has also been clearly in evidence in this part of the world. However, trends and patterns in Central Europe are not necessarily a mirror image of what has occurred in Western Europe. For instance, although a considerable shortening of travel times has indeed been observed, it has been achieved – characteristically – thanks to the improved permeability of state borders after the enlargement of the EU in 2004, with only moderate improvements to infrastructure being made. Central Europe therefore seems to be the prime example of an area in which contextual, political and geopolitical factors are the keys to understanding the dynamics of changes in transport systems. On the other hand, evidence from this region may give rise to some reflections on the possible roles for the European long-distance rail transport in the future. To begin with, our results show 800 km to be the threshold beyond which the competitive position of rail becomes significantly lower. Secondly, competitive pressure from innovative newcomers (Regiojet, LeoExpress, Arriva) clearly makes national incumbents more flexible and pro-active. Thirdly, the noticeable spatial re-orientation of international railway connections from the V4 countries towards Vienna and Munich (at the expense of Berlin) that we have observed is partly related to the appeal of these cities as multimodal gates with excellent locations within European transport networks. It would therefore seem that the railways in this part of Europe have been attempting to become an integral part of the international multi-modal long-distance transport system.  相似文献

Carbon dioxide emissions and inland container transport in Taiwan   总被引:1,自引:0,他引:1  
The aim of this study is to estimate the carbon dioxide (CO2) emissions from inland container transport during the time period of 1998-2008 and predicts the trend of these emissions. The analyses show that the CO2 emission from inland container transport in 1992 reached 1.03 million tonnes, and the figure drastically increased by 89.3% to 1.95 million tonnes in 2008. Using a multiple regression model, gross domestic product (GDP) and oil price are found to be the key drivers for CO2 emission. The CO2 mitigation strategies are discussed in the policy suggestions given that Taiwan is warming at twice global average rate.  相似文献

The aim of this article is to portray, through the performative lens, the network of social relations associated with the so-called ‘Crazy Tours’ in Nowa Huta, a former socialist (the easternmost and the most populous district of Krakow, built predominantly in the socialist–realist style) district of Krakow. Such initiatives have been emerging in the last few years in different places across Central and Eastern Europe, evidencing the trend to exploit the communist heritage in a commercial way. The project, which methodologically draws on discourse analysis, participant observations and semi-structured interviews, was to characterize the main features of the process of change in the perception of dissonant heritage as well as the revitalization of Nowa Huta as a tourist site.  相似文献

In the last few decades, the building evidence that CO2e emissions lead to climate change has pointed to a need to reduce CO2e emissions. This research uses five scenarios in the context of UK import trade to assess total CO2e emissions and costs of import re-routing containers. The overall objective is to assess possible carbon mitigation strategies for UK supply chains by using a combination of alternative ports and revised multimodal strategies. The model adopted includes three elements: port expansion, container handling and freight transport. The alternative scenarios explore different settings modal shift and short sea shipping.  相似文献

ABSTRACT

Within the majority of the literature on sustainable transport, it is accepted as ideal to arrange new urban growth in close proximity to major public transit services. While the literature on this subject of transit-oriented developments (TOD) is positive and optimistic, for the most part such assertions are conjectural. This article will attempt to fill this gap by revealing a modeling process undertaken for a local area's reurbanization project to understand the potential and limitations of several modes of transport to support the increased activity density in the precincts. Several of the most standardized policy levers were employed, such as parking ratios and mix of use and building height, and contrasted with the trip generation and transit mode's hourly capacity to reveal potential real-estate yields. The outcomes indicate not only the immediate yields but also the capacity for urban transformation due to each level of sustainable transport investments. The model is unique in that the capacity, parking ratios, and assumptions are highly transparent.  相似文献

This paper presents some of the results of the shortlines research project for Ademe (French agency for the environment) and Predit (French support program for surface transport research). The paper focuses on France, and makes some comparisons with North America and Germany. It is organized in two parts. The first part analyses the notion of “short line” freight railways in the European context. We observe that to date, unlike short lines in North America, which have mostly sought cooperation with major railways, the new rail operators in Europe are competing with the majors. The second part discusses regional policies on rail freight transport. We observe that for some time, local governments in France have been afraid that the on-going reduction of regional rail freight services will increase truck traffic and environmental impacts. Today, however, these governments appear to be more reluctant to promote rail freight activities than they were a few years ago. The current conditions under which local lines operate in Europe and especially in France, including small capacity on the infrastructure and high cost of labor and low productivity, may explain this reluctance.  相似文献

This research contribution aims to shed light on the key role of social tourism entrepreneurship in community event management through the combination of innovative strategies for resource procurement. An exploratory qualitative case study was undertaken with 67 social tourism enterprises in Piedmont, Italy. The analysis shows that these social tourism enterprises have specific resource procurement strategies for community-based events. A business model emerges where the fundamental resource mobilization processes are based on three strategic approaches: (a) stakeholder participation and partnership; (b) sharing ideas, materials and knowledge; (c) capturing dispersed resources and assets from the local community. The identified variables provide a new perspective for the study of resource procurement in community event management.  相似文献

The paper discusses the implications of modern civil aviation regimes for tourism in Europe. A discussion of the relation between air transport and tourism sets the foundation for the study focus. The market strategies of the players involved are examined within a multidimensional framework of corporate rivalry during regulation and liberalisation. IntroductionTraffic jams, congestion and pollution demand sustainable modes of transport. To increase the appeal of cycling, bicycle-users' perceptions and needs should be acknowledged by decision-makers. However, traditional transport planning mainly focuses on quantitative, infrastructural data. To address this gap, this study explores to what extent decision-makers are aware of cyclists' needs and perceptions. Furthermore, the study compares the assessments about cycling of decision-makers and cyclists in the city of Leipzig, Germany.MethodsQualitative Interviews with 13 cyclists and similarly structured interviews with 6 experts from politics and planning were compared using qualitative content analysis. Two main topics were examined: (1) the reasons for cycling and (2) the perceived environment (built, natural and individually perceived). To integrate the spatial context, the interviewees draw sketch maps which were analyzed and compared using geo-information systems.ResultsExperts assume that main roads with cycling infrastructure are decisive for fast and safe cycling and cyclists agree with this statement. However, cyclists further refer to the positive effects of green spaces, the experience of the natural environment (e.g. fresh air) as well as the healthy and recreational effect of cycling. Cyclists prefer taking side roads and are prepared to use detours to integrate the natural environment and avoid traffic jams, noise and air pollution – these aspects were rarely acknowledged by decision-makers.DiscussionWe conclude that urban planners need to involve cyclists' perceptions more explicitly. Integrating cyclists' experiences in planning processes using sketch maps and interviews are beneficial, complementing quantitative approaches to enhance the understanding of cyclist behavior. The findings are essential to stress the importance of participatory approaches in urban planning to promote a sustainable, healthy and environmentally friendly urban development appropriate to citizens' needs.  相似文献
