ABSTRACT

The growth of shadow money, since the 1980s, has implications for both central bank policy and the theorization of money. However, modern shadow money has a historical analogue in the private bill market of 19th century England This article explores the relevance of Marx’s logical and historical analysis of the evolution of the forms and functions of money in capitalist economies, and his concrete analysis of the bill market in order to understand shadow money today.  相似文献

Abstract

Although he succeeded Say at the College de France as chair in 1833, Pellegrino Rossi is not considered a great economist nor has he been appreciated as an original one. However, his lectures in the College de France inspired a young Ottoman-Greek, Sarantis Archigenes, who wrote a political economy book which discussed the economic problems of the Ottoman Empire of the mid-nineteenth century. This article provides an account of the traces of Rossi's ideas in the formation of Archigenes' views, with an aim to present Rossi's role in the dissemination of Classical political economic ideas in the Ottoman lands.  相似文献

Rather than evolving as a platform for renegotiation and debt discharge, as on the Continent, English bankruptcy emerged as a liquidation-only procedure after majority arrangements among creditors were banned in 1621. Over the course of the 17th and 18th centuries, the courts then developed an alternate, private-law set of rules on the basis of the old English trust and the Composition agreement, which belonged of the medieval cross-European Law Merchant. The main advantage of this little-known institution was its perpetual character and the flexibility of its governance, and its main drawback was obviously the requirement of voluntary initial adhesion. Symmetrically, under the Continental model, collective action was easier to obtain but it did not extend beyond the doors of the court. The discussion brings forward two further themes: the symmetry between adjudication and voluntary adhesion to a collective contract; and the capacity of judges to invent new legal concepts out of diverse set of existing rules, rather than through the simple, bottom-up approach usually emphasised by the literature on the Common Law tradition.  相似文献

This article deals with the European ‘legitimacy crisis’ from a neglected perspective, looking at ‘Europe’ not primarily as a set of formal (or formalisable) institutions, but rather as an emergent, policy-driven institutional construct. In this perspective, European integration may be very much seen as the outcome of the policies that are enacted in the European supra-national arena as well as of the way such policies are continuously reinterpreted, renegotiated and re-enacted in the different arenas of its multi-level polity. What is at stake in adopting a policy approach to the European legitimacy issue is, hence, a critical appraisal of development of processes of ‘institutionalisation of Europe’ that range far beyond issues of constitutional design. A crucial consequence is the need to ‘spatialise’ discourse on European reforms. The conclusion is a plea for an integration model for Europe not only constitutionally respectful of diversity, but constitutively enhancing diversity, and for an approach to policy reforms acting upon a ‘political geography of differences’.  相似文献

This paper compares how officials in Rousse, Bulgaria, and Transcarpathia, Ukraine, interact with ‘foreigners’: officials from agencies of the European Union (EU), other member states, and foreign consultants. The goals are: a) to compare the extent to which officials in the two communities participate in transnational networks of European bureaucracies, the so-called ‘transnational fusion bureaucracy’; b) to assess the ways in which the bottom-up actions of those officials relate to the broad, top-down policy goals of the EU; and c) to analyse the effects of those interactions on the business environments of the two communities. As a result of comparing the two regions, this paper argues that similar processes of integration in the transnational fusion bureaucracy occur in the internal periphery of the European Union (Rousse) and in areas outside the EU borders (Transcarpathia). In doing so, it questions the extent to which both regions participate in an emerging ‘transnational fusion bureaucracy’ emphasising difference in intensity of the considered processes, as well as the different responses by the two bureaucracies to inputs and opportunities provided by the EU.  相似文献

In this paper, we report a replication of Engel’s (Exp. Econ. 14(4):583–610, 2011) meta-study of dictator game experiments. We find Engel’s meta-study of dictator game experiments to be robust, with one important exception: the coding of the take-option (List in J. Polit. Econ. 115(3):482–493, 2007; Bardsley in Exp. Econ. 11(2):122–133, 2008; Cappelen et al. in Econ. Lett. 118(2):280–283, 2013). While Engel reports this as having no statistically significant effect, in our replications, we find an economically and statistically significant negative effect on giving in line with the relevant literature.  相似文献

All over Europe, EGTCs (European Grouping for Territorial Cooperation) are mushrooming. Between 2006, when the EU regulation entered into force, and 2014, 51 EGTCs have been established. Conceived as a legal tool to facilitate cross-border, interregional or transnational cooperation, the EGTC was established after years of lobbying from cross-border organisations. Apart from practical guidelines mostly dedicated to the legal possibilities and limitations of this tool, few academic studies examine the significance of this tool for cross-border governance as such. This paper develops such a perspective, using the case study of the Greater Region SaarLorLux, (Lorraine, Luxembourg, Rhineland-Palatinate, Saarland and Wallonia), where two existing EGTCs are operating. The EGTC INTERREG IV A Greater Region is the only EGTC managing an EU programme; the EGTC Secretariat of the Summit supports the main political organisation in this area. This contribution argues that the EGTC tool can facilitate the emergence of a supraregional scale of governance. This paper examines how this instrument allows the institutionalisation of a cross-border entity in terms of its capacity to embody and perpetuate the cross-border region, and to implement its strategy. It then applies this conceptualisation to the specific context of the Greater Region. The empirical analysis shows that although the two EGTCs institutionalise the cooperation, they are rather conceived as administrative and operational tools. The paper concludes with possible explanations of such a mismatch between the potential of this tool and the effective use of it.  相似文献

As pointed out in the Report to the 20th National Congress of the Communist Party of China (CPC), the next five years (2022–2027) will be crucial for beginning to build a modern socialist country in all respects. Firstly, the next five years will be a period of historical transition in the central task of the CPC. The central task of the CPC will be to realize the Second Centenary Goal of building China into a great modern socialist country in all respects. At this crucial stage for getting our efforts off to a good start, China should understand and pursue the Five-Sphere Integrated Plan to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. Secondly, the next five years will be a period of deep reform in which strategic opportunities, risks and challenges are concurrent. Alongside a new round of scientific and technological revolution and industrial transformation well underway, the new principal contradiction facing Chinese society, a historical transition in the central task of the CPC, and a shift in the international balance of power, profound and complex changes are taking place in China’s internal and external environment for development. Uncertainties and unforeseen factors are rising and must be dealt with appropriately. Thirdly, the next five years will be a key period of achieving China’s overall development objectives for 2035. It is a paramount stage of meeting the 14th Five-Year Plan goals, formulating the 15th Five-Year Plan goals, and realizing Chinese modernization by 2035. China should uphold the CPC’s overall leadership, follow the path of socialism with Chinese characteristics, apply a people-centered development philosophy, remain committed to deepening reform and opening up, and carry forward our fighting spirit. Fourthly, the next five years will be a crucial period of accelerating the creation of a new pattern of development and pursuing high-quality development. Chinese modernization should be advanced through a series of strategic initiatives, such as building a high-standard socialist market economy, modernizing the industrial system, propelling rural revitalization across the board, promoting coordinated regional development, and boosting high-standard opening up. Fifthly, the next five years will be an impact period of unprecedented downward pressure on the national economy under various factors and risks beating expectations. In order to achieve the 14th Five-Year Plan goals and the overall development objectives by 2035, it is necessary to defuse the threefold pressure composed of increasing demand shrinkage, supply shocks and flagging market expectations, as well as intensifying potential risks. To accomplish the main objectives and tasks for the next five years, it is necessary to observe objective laws, apply the new development philosophy, continue to pursue economic development as central task, adopt system-based thinking, take steady steps to sustain progress, and promote high-quality development in a scientific and effective manner.  相似文献

A historian and a political scientist take issue with Bonefeld's interpretation of ordoliberalism from the viewpoint of our historical knowledge of the Freiburg School. Our major disagreement is with Bonefeld's underlying assumption that the ideas of the Freiburgers on strong state authority were very durable and continued to be so across a divide as great as that of 1945 when a more strictly chronological use of the sources would have shown significant transformations. The earlier quasi proto-fascist ideas of the strong state were replaced with a much more muted role for the state in providing a constitutional framework in which the market forces could develop. It is through this break with their own initial sympathy with Hitler's strong state that the ideas of the Freiburger Ordnungspolitik underwent profound changes to a constitutional state as guarantor of economic stability, and only in this changed form do the ideas of a legal rule-based system of the Freiburger ordoliberals continue to play an important role in understanding Germany's role in resolving the Euro crisis. It is this significant shift, in the ideas of ordoliberals, that is missing in Bonefeld's article.  相似文献

Present value models of house prices assert that in the absence of self-fulfilling bubbles, a house price is equal to the present discount value of all future rents, which implies a linear relationship between house price and rent, and hence a stable price-to-rent ratio. Using a Markov switching error correction model, we re-examine this relationship in the US housing market and find two distinctive regimes: one with a long-run relation between house price and rent predicted by the present value models and the other in which the relation is nonlinear. Furthermore, we find evidence that deviations of house prices from the present value models’ predictions are caused by the overreaction of house prices to movements in rents rather than speculative bubbles attributable to extraneous factors.  相似文献

An approach recently developed by Fama and French (2000 Fama, EF and French, KR. 2000. Forecasting profitability and earnings. The Journal of Business, 73: 16175.  ) is applied to the study of whether UK company profitability is mean-reverting. A sample of roughly 987 firms per year for a period from 1982–2000 is used, drawn from Datastream. In a simple partial adjustment model convergence towards the mean at a rate of about 25% per year is found. The results are very similar in direction to those of Fama and French (2000 Fama, EF and French, KR. 2000. Forecasting profitability and earnings. The Journal of Business, 73: 16175.  ) but the results do not display significant non-linearities. The change in profitability appears to be more strongly influenced by dividends in the UK.  相似文献

Regression analysis suggests that zonal averages of locational marginal prices under the nodal market are about 2 % lower than the balancing energy prices that would occur under the previous zonal market structure in ERCOT. The estimates for the nodal market price effects are found after controlling for such factors as natural gas prices, total system load levels, non-dispatchable generation levels, the treatment of local congestion costs, and the treatment of the revenues received by the market from the auctioning of transmission rights. Our finding is limited to periods which are not characterized by price spikes in the wholesale market.  相似文献

The aim of this article is to develop and deepen the discussion on this topic and analyse the methods of measuring hidden unemployment. This is important for giving an adequate overview of the situation of the labour market in Estonia and the scope of hidden unemployment and its development in the transition period. The following tasks are set to achieve this aim: to estimate different components of hidden unemployment in Estonia and to analyse the factors that influence this phenomenon in Estonia and thence form policy conclusions. In the analysis data from the Estonian Labour Force Survey (ELFS 97) carried out in 1997 are examined. Three logit models were calculated (for unemployed, underemployed and discouraged persons). The most important findings were that there are no general factors which could influence open and hidden unemployment at the same time, and that the factors influencing the components of hidden unemployment differ—underemployment is probably influenced more by economic factors and discouragement more by psychological factors.  相似文献

Southeastern Pará is an extraordinarily dynamic region. There were large cattle ranching projects, financed in the 1960s. Expansion of peasant agriculture, mineral projects and gold prospecting followed the ranching projects. Also important structural transformations reinforced the role of the urban centres and the local rural bases in the logistics of new economic sectors conditioned by the presence of Companhia Vale do Rio Doce (CVRD), in the region since 1985. This article presents the results of an input–output analysis of the investment programme of CVRD from year 2004 up to 2010. The main findings are that the mineral sector has achieved a considerable influence over the economy of Southeastern Pará, so that during the cycle of investments each 1% in the growth of the mineral production creates growth possibilities of about 0.83% for the agricultural sector and about 0.86% for the local urban sectors. Considering just the production growth, a percentile point will imply growth at, respectively, 0.73% and 0.76% for those sectors. For the economy of the rest of the state of Pará, those elasticities would be, incorporating the investments, 0.80% and, without them, 0.68%. For the economy of the rest of Brazil they would be, respectively, 0.88% and 0.78%.  相似文献

Abstract

The process of institutionalisation of political economy has become of increasing interest in tracing the evolution of economic thought. This paper presents a comparison of the development of these processes in Italy and Spain, through the analysis of the presence of political economy in some institutions in both countries between 1860 and 1900: universities, economic associations, economic journals and national parliaments. This essay aims at supplying new insights to the consolidation of economics as a scientific and socially appreciated field of knowledge, and exploring the influence of the form of institutionalisation on the economic ideas diffused in a particular country.  相似文献

In ecological economics the debate on formalism and formalization has been addressed in the context of a lively discussion on ecological economics as a ‘post-normal’ (versus ‘normal’) science. Using ecological economics (EE) as a ‘seed’ journal and applying bibliometric techniques to all (2533) the articles published in EE from January 1989 to December 2009, we analyze the evolution of the field of ecological economics aiming to shed light on this debate. We observe the predominance (and increased relevance) of certain research topics: ‘Methodological issues’, ‘Policies, governance and institutions’ and ‘Valuation’. Moreover, ‘Collective action’, ‘Technical change and the environment’ and ‘Values’ stand as emergent themes of research. Finally, we note that ecological economics experienced an ‘empirical turn’ reflected in a shift away from exclusively formalized papers towards exclusively empirical and, to a larger extent, ‘formal and empirical’ ones. The combination of the prominent and emergent topics and the ‘empirical turn’ mirrors the increasing awareness among researchers in the field of the need to address a key specificity of ecological economics — the interdependence of the economic, biophysical and social spheres. On this basis, we argue that at least through the lens of EE, ecological economics has evolved towards a post-normal science.  相似文献

Objective: To estimate the economic burden of hypoglycemia on the healthcare system at the national level in the US between the years of 2005–2009.

Methods: This study analyzed the National Hospital Ambulatory Medical Care Survey (NHAMCS), including emergency department (ED) and outpatient department (OPD) components, and the National Ambulatory Medical Care Survey (NAMCS). The annual rates of ED and OPD visits associated with hypoglycemia were reported. Subsequent medical services after disposition were studied. The unit cost of specific medical service was estimated from the Medical Expenditure Panel Survey (MEPS). All annualized costs were adjusted to US 2009 dollars. We also estimated the rates of injury and ambulance use incurring within a visit for hypoglycemia.

Results: The total direct medical cost of hypoglycemia was estimated as $3.49 billion in 2005 and decreased gradually to $1.84 billion in 2009. The declining trend was correlated with hospital admissions from ED, which decreased from 170 665 in 2005 to 71,751 in 2009. Consequently, the estimated annual expenditure of hospitalization for hypoglycemia from ED declined over time by more than half ($2.90 billion in 2005, $1.25 billion in 2009). Injury was reported among 9.5% of the ED visits for hypoglycemia. Ambulances were used among 58% of the ED visits for hypoglycemia.

Conclusion: Hypoglycemia poses a significant burden on the healthcare system; however, annual direct medical cost of severe hypoglycemia in the US decreased over the 5 years studied, which is attributable to tremendous decrease in need of hospitalization following an ED visit.  相似文献

In an article that recently appeared in this journal, Marshall (2015) argued that the systematic component of the SD of a stock or of a portfolio of stocks is its beta scaled by the SD of the market returns. She also contended that the beta mispredicts the actual systematic risk of a stock or of a portfolio of stocks. In this article, I dispute this conclusion, showing that it has been induced by an imperfection in the construction of the empirical application and by some misinterpretations of the results. A corrected replication of the empirical study of Marshall (2015) is provided, along with some comments. I conclude that both the beta and the systematic component in Marshall (2015) are effective measures of systematic risk.  相似文献

Abstract

Objective:

The objective is to measure the burden of blood transfusion of Packed Red Blood Cells (PRBCs) in patients with chemotherapy-induced anemia (CIA) on the institutional outpatient transfusion center.

Methods:

This is a retrospective chart review (starting July 1, 2010, working backwards until 120 evaluable patients are accrued) at a single institutional transfusion center in the US. The mean and standard deviation (SD) were calculated for patient’s age, pre-transfusion Hgb level, and other transfusion-related activities.

Results:

One hundred and twenty records were reviewed. The majority included patients who were female (71%), African American (61%), and had either Medicare (48%) or private insurance (39%). The mean patient age was 59 years and the average pre-transfusion Hgb was 7.9?g/dL. The average patient visit to facility ranged from 213?min for one PRBC unit to 411 minutes for three PRBC units. The mean staff time for patient evaluation was 66 minutes. Actual time for transfusion was ~100?min for each PRBC unit; 90% of patients received two PRBC units. Staff was engaged in direct patient care for an average of 322?min for two PRBC units. The labor cost of transfusion (in 2011 $US) ranged from $46.13–$49.33 per PRBC unit. The estimated fully loaded bundled cost was $596.49 for transfusion of one unit of PRBC. Limitations of the study include: the site included in this study may not be applicable to all sites in practice and the evaluated patient population was varied, with the exception that all patients were treated for some type of malignancy; and the review of blood bank records for 120 patients was not 120 independent events and, as such, may not have adequately captured actual variability.

Conclusions:

This analysis quantifies expense in terms of time for administration of the transfusion, as well as costs associated with outpatient blood transfusions.  相似文献
