Public Pensions and Public Rental Housing

It is possible for the Chinese public pension and public rental housing to finance each other in the long term. Employing an overlapping generations (OLG) model, I examine the effects of the individual contribution rate, firm contribution rate, rent rate of public rental housing, and population growth rate on the capital-labor ratio, per capita consumption, per capita acreage of public rental housing, and per capita public rental housing property. According to economic goals, their effects, and their intensities, it does more good than harm to raise the individual contribution rate, reduce the firm contribution rate and rent rate of public rental housing, and restrict population growth rate.

Delivering Public Services Under the New Public Management: The Case of Public Housing

One of the biggest changes in public sector housing practice in recent years has been the introduction of New Public Management techniques. Housing associations, promoted by successive governments to supplement local authority provision of social housing, have readily taken on the new management agendas of performance indicators and business disciplines in service delivery. The author identifies a conflict between the social purposes of public funding for housing and the business practices of housing associations. The limited accountability of housing associations allows for practices that lead to social exclusion. For local authorities, a parallel conflict arises because of government emphasis on 'what works' in public housing management, rather than on 'what matters'.

Public services

A key theme in the current transformation of local government is the idea of decentralization. A growing number of local authorities are devolving responsibility to neighbourhood offices and developing new mechanisms for getting closer to their consumers and citizens. This article sets out a conceptual framework for understanding trends in local authority management and suggests that the movement towards decentralization is gathering pace. It clarifies the different objectives which can be pursued using decentralization, outlines five strategies for achieving change and maps alternative scenarios for local authority management in the 1990s.     

理解现代财政:公共风险的视角

理解财政,需要转换思维.表面看,财政行为是利益的分配和转移,而从实质看,财政行为是风险的分配和转移.财政通过分配和平衡风险,避免风险在某处聚集并在风险链上放大,避免了危机的产生,这实质是化解公共风险,所以财政的本质功能是通过平衡风险化解公共风险,以维护社会共同体的生存和发展.财政的基础性作用在于,只有财政有这种平衡风险的内在功能.与社会共同体面临的公共风险治理要求相匹配,是现代财政的判断标准.如果财政能够很好地平衡风险、化解公共风险,那就是现代财政;通过改革与公共风险治理要求相匹配,就是现代财政改革.新时代的现代财政改革,要立足于以下几个方面:构建大国财政体系,应对面临的全球风险挑战;织密预算的制度笼子,完善权力的财政治理体系;建立公平与效率融合的财政制度;为形成经济双循环格局"架桥铺路".     

Moving from Private to Public Ownership: Selling Out to Public Firms versus Initial Public Offerings

We study two alternative means to move assets from private to public ownership: through the acquisition of private companies by firms that are public (sellouts) or through initial public share offerings (IPOs). We consider firm-specific characteristics for 1,074 IPO and 735 sellout firms to identify differences in growth, capital constraints, and asymmetric information between the two types of transactions. Our results suggest that firms move to public ownership through an IPO when they have greater growth opportunities and face more capital constraints. We provide a better understanding of the firm-specific characteristics that lead firms to go public.

Public Information Arrival

We develop a measure of public information flow to financial markets and use it to document the patterns of information arrival, with an emphasis on the intraday flows. The measure is the number of news releases by Reuter's News Service per unit of time. We find that public information arrival is nonconstant, displaying seasonalities and distinct intraday patterns. Next we relate our measure of public information to aggregate measures of intraday market activity. Our results suggest a positive, moderate relationship between public information and trading volume, but an insignificant relationship with price volatility.     

Public finance foundation

Tight cash limits have continued to keep public sector pay under control. Though the Government may be pleased, their success is making it ever more difficult for public sector managers to recruit staff and use them more effectively.     

Public hedge funds

Hedge funds managed by listed firms significantly under-perform funds managed by unlisted firms. The under-performance is more severe for funds with low manager deltas, poor governance, and no manager co-investment, or those managed by firms whose prices are sensitive to earnings news. Notwithstanding the under-performance, listed asset management firms raise more capital, by growing existing funds and launching new funds post listing, and harvest greater fee revenues than do comparable unlisted firms. The results are consistent with the view that, for asset management firms, going public weakens the alignment between ownership, control, and investment capital, thereby engendering conflicts of interest.

城市公用事业改革是当前我国经济体制改革的重点和难点。其改革不仅涉及到经营及运作模式的转变,也涉及到管理体制的转型。就各国公用事业管理的方法及经验来看,价格监管是其最重要的监管方式和手段之一。本文主要从公共管理的视角出发,借鉴和运用绩效管理的理论和方法,以公共定价为切入点,分析了我国城市公用事业的特征及现行定价机制中存在的问题,就如何完善我国城市公用事业公共定价机制提出了几点政策建议。

Setting Public Service Outcome Targets: Lessons from Local Public Service Agreements

Public agencies in the UK and elsewhere are increasingly required to set outcome targets as a strategy for improving their services. A crucial element of this ‘results orientation’ is a clear definition of the desired outcomes and a specification of appropriate performance indicators. A recent example of this policy in the UK—Local Public Service Agreements (LPSAs)—is examined in this article. The authors’ analysis of the first generation of LPSAs shows that just under half of the indicators used were measures of outcome. The authors explain the ‘wicked’ issues in outcome measurement that emerged from the research.
