A formal home loan is onerous to subprime borrowers in efficient markets. This can deter homeownership for financially strapped individuals, leading to a market failure. This paper proposes a special form of cooperative mortgage financing (practiced in Oman) to overcome this market failure. We integrate the literature of mortgage design with that of informal savings schemes (i.e., ROSCAs/ASCRAs) to illustrate that this mode of financing dissipates credit risk better than the formal mode of financing. It is also resilient to volatility of interest rates and allows prepayments without any additional charges. Finally, we verify the assertions of Besley et al. (1994) and Hart and Moore (1998) that cooperative mortgages are pareto-superior to formal mortgages in special cases.  相似文献

The objective of this paper is to understand how loan structure affects (i) the borrower's selection of a mortgage contract and (ii) the aggregate economy. We develop a quantitative equilibrium theory of mortgage choice where households can choose from a menu of long-term (nominal) mortgage loans. The model accounts for observed patterns in housing consumption, ownership, and portfolio allocations. We find that the loan structure is a quantitatively significant factor in a household's housing finance decision. The model suggests that the mortgage structure preferred by a household is dependent on age and income and that loan products with low initial payments offer an alternative to mortgages with no downpayment. These effects are more important when inflation is low. The presence of inflation reduces the real value of the mortgage payment and the outstanding loan over time reducing mobility. Changes in the structure of mortgages have implications for risk sharing.  相似文献

Compared to men, women, even financial professionals, exhibit higher risk aversion. We exploit random assignment of clients to banking advisors (‘private bankers’) in a large Czech bank to study the effects of advisor gender on the probability of mortgage issuance and on the probability that a newly issued mortgage is insured, which we interpret as corresponding to risk averse mortgage behaviour. Male advisors do not substantially affect the chances that their clients will take a new mortgage. However, the mortgages that they issue are dramatically less likely to be insured, particularly so for female clients who never had an insured loan with the bank.  相似文献

The aim of this paper is to investigate whether the market structure has an impact on procyclicality in the European Union bank loan markets. The cyclical responses of three types of bank loans (residential mortgage loans, consumer loans, and corporate loans) are quantified separately using the interacted panel vector autoregression model at the country level and the single-equation panel regression model at the bank level. Using a sample of 26 European Union countries, we find that the procyclical responses of residential mortgage loans and consumer loans are significantly stronger and prolonged when the banking sector is more concentrated or dominated by foreign banks. However, we find that there are nonlinear relationships between the market structure and credit procyclicality based on bank-level data. We also find some heterogeneities between advanced and transitioning European Union banking sectors. Finally, our findings confirm the leading role of residential mortgages in intensifying credit fluctuations.  相似文献

个人住房按揭贷款业务的开展,在改善我国居民居住条件的同时,也存在一些问题,对此学术界有不少文章进行了分析,但这些文章几乎都是从保护银行的角度出发,对侵犯银行利益的诸如骗贷等行为进行研究,而从保护借款人利益的角度,无论学术界还是实务界都鲜有人进行分析,通过实地调查研究,发现银行在与借款人签订《抵押借款合同》前后,利用垄断地位与格式条款等侵害借款人正当权益。本文从法律与金融两个角度,对我国个人住房按揭贷款制度存在的问题,主要有对按揭贷款的捆绑销售问题,格式合同中剥夺借款人对抵押物的合理使用权、加重借款人的责任与义务、剥夺借款人对争议解决方式的选择权、银行单方面解除合同的随意性过大、以及在贷款类别上设置的缺陷,还款方式上的缺陷,提前还贷上存在法律缺陷等,进行较为深入地剖析,最后得出结论与对策建议:一方面需要修订现行相关法规,加强法律监管;另一方面借款人也需要提高自身的知识水平。  相似文献

This paper evaluates business cycle effects of asymmetric cross‐country mortgage market developments in a monetary union. By employing a two‐country New Keynesian DSGE model with collateral constraints tied to housing values, we show that a change in institutional characteristics of mortgage markets, such as the loan‐to‐value (LTV) ratio, is an important driver of asymmetric developments in housing markets and economic activity. Our analysis suggests that the home country where credit standards are lax booms, while the rest of European Monetary Union faces a negative output gap. Overall welfare is lower if LTV ratios are higher.  相似文献

扩展抵押品范围是缓解农村金融困境的重要途径。在这一思路下,农民住房财产权抵押被寄予厚望,成为近年来农村政策改革的重要方向。本文使用2010—2016年1 024家农信社和农商行的数据,利用2015年12月国务院在天津市蓟州区等59个试点县(市、区)开展为期两年的农民住房财产权抵押贷款试点这一“准自然实验”,对农民住房财产权抵押对涉农贷款供给的影响进行了检验。本文认为,现阶段农民住房面临着价值评估难、抵押物处置难的问题,抵押效果不佳。实证结果显示,农民住房财产权抵押没有显著增加涉农贷款供给,对农村金融的供给作用有限。本文在考虑了农民住房财产权抵押对其他担保方式的替代作用、农地经营权抵押和“三块地”改革的影响之后,上述结果依然稳健。本文的政策启示是,政府应着力做好农房抵押贷款改革的配套措施,推动宅基地制度改革,探索扩大农民住房财产权的受让范围,充分挖掘住房财产权的价值潜力,缓解抵押物处置难问题。  相似文献

This study examines the effects of monetary policy contractions on bank loans to households and firms and instruments in three different credit risk transfer (CRT) capital markets over two separate time periods (1995–2006 and 2007–2015). The findings show that in both periods, banks decrease business lending but increase lending to consumers through a combination of mortgage, auto, credit card, and student loans from more liquidity produced by consumer‐related CRT activity. Additional results reveal relative CRT movements toward securitized mortgages from bank mortgage debt over both periods and toward securitized and insured business loans from bank business debt in the latter period, which suggest vulnerabilities among interconnected credit markets. Previous studies have highlighted the question of government loan interest as one of great current importance. Government borrowing levels are high, and reducing interest payments would generate savings to meet other spending needs and/or to lower taxation, thus supporting the sustainability of public finances. However, no previous study has presented a method for a local government to calculate its own credit risk and thus be in a position to negotiate lower interest rates on its borrowing. This article defines a financial model that enables local governments to estimate the interest rate payable on a bank loan, based on their credit risk premium, in accordance with the Basel II rules and the findings of our empirical study of large local governments.  相似文献

微小企业融资长期被正规金融机构边缘化的原因在于为其提供贷款"成本高、抵押难、风险大".与大银行相比,中小银行在获取"软信息"、降低单位交易成本、防范信用风险等方面更具比较优势,中小银行通过信贷机制?的创新向微小企业提供贷款能按照商业可持续原则实现金融机构、微小企业、政府等主体的共赢.本文基于数理模型简要论证了微小企业融资难,且其融资困境的化解在于信贷机制的创新的问题.在此基础上通过对台州市商业银行小本贷款案例分析得出相应结论,为微小企业融资市场正在不断深化的中国提供一些有益的启示.  相似文献

This paper investigates the widely held view that expansionary fiscal policy can boost consumer and business confidence, which will stimulate private spending and sustain economic activity. We find evidence in favor of this conjecture, i.e., cuts in direct taxes generate a positive effect on consumer and business confidence, while the same applies in cases of higher non-wage government consumption. However, higher government wage bills and government investment reduce confidence, with the effect being more pronounced when the Debt to GDP ratio is high, possibly because they entail a permanent increase in the size of the public sector, which would have to be financed by higher future taxes.  相似文献

International organizations (IOs) often drive policy change in member countries. Given IOs' limited political leverage over a member country, previous research argues that IOs rely on a combination of hard pressures (i.e., conditionality) and soft pressures (i.e., socialization) to attain their political goals. Expanding this literature, we hypothesize that IOs can enhance their political leverage through loan conditions aimed at enhancing the political independence of key administrative units. Studying this mechanism in the context of the International Monetary Fund (IMF), we argue that through prescribing structural loan conditions on central banks (CBI conditionality), the IMF empowers central banks to gain more political leverage with the aim to limit a government's ability to (ab)use monetary policy for political gain. Divorcing monetary authorities from their respective government, the IMF intends to alter political dynamics towards achieving greater program compliance and enhance long-term macro-financial stability. Relying on a dataset including up to 124 countries between 1980 and 2012, we find that the IMF deploys CBI conditionality to countries with fewer checks and balances, a less independent central bank, and where the government relies more heavily on the monetization of public debt.  相似文献

How do households make optimal borrowing and default decisions when they have the option to borrow in multiple ways? In this paper, I analyze households’ optimal mortgage and unsecured loan borrowing and default decisions in the context of the recent recession. I model households as able to default on mortgage debt to walk away from capital losses, at the price of foreclosure. However, a household can also default on unsecured debt to maintain its home, in exchange for a longer exclusion from credit markets following default. Depending on the costs of each alternative, financially constrained households exhibit heterogeneity in optimal default decisions.Next, I analyze how mortgage loan modification policies, after a sudden drop in house prices, affect household choices in the mortgage and unsecured loan markets. The quantitative exercise shows that the government-driven mortgage modification program, initiated in 2009, reduces the mortgage default rate by 0.27% points. However, this increases the unsecured loan charge-off rate by 0.66% points.  相似文献

In this paper two quantitative monetary policy instruments imposed on commercial banks, i.e., a loan ceiling and an investment coefficient are analysed. The loan policy imposes a ceiling on the amount lent to the private sector; an investment coefficient imposes a floor on credits granted to the government. Both instruments facilitate, through different channels, the finance of government deficits. For the two instruments two scenario's are contrasted: a moral suasion and an imperative policy scheme. The first policy is pursued if no sanctions are imposed by the central bank; the second scheme applies if such sanctions are part of the policy.  相似文献

The dramatic government takeover of Fannie Mae and Freddie Mac in September, 2008 was motivated in part by a desire to ensure a continued flow of credit to the mortgage market. This study examines a closely related issue: the extent to which GSE activity crowds out mortgage purchases by private secondary market intermediaries. Evidence of substantial crowd out suggests that government support for the GSEs may be less warranted, whereas the absence of crowd out implies that GSE loan purchases enhance liquidity.Using 1994–2008 HMDA data for conventional, conforming sized loans, three distinct periods with regard to GSE crowd out are apparent. From 1994 to 2003, the share of loans sold to the secondary market increased from 60 to over 90%, private sector and GSE market shares of loan purchases were roughly similar for most market segments, and IV estimates indicate relatively little GSE crowd out of private secondary market purchases. From 2004 to 2006, private loan purchases boomed and dominated those of the GSEs, while IV estimates indicate crowd out jumped to 50% at the peak of the boom. This is especially true in the market for home purchase as opposed to refinance loans. With the crash in housing and mortgage markets in 2007, private sector intermediaries pulled back, the GSEs regained market share, and evidence of GSE crowd out disappeared in both the home purchase loan and refinance markets. These patterns suggest that the degree of GSE crowd out varies with market conditions and that the federal takeover of Fannie Mae and Freddie Mac likely served to enhance liquidity to the mortgage market during the 2007–2009 financial crisis.  相似文献
