Over the past decade or more Australia amongst other jurisdictions has experienced substantial reforms to auditing regulation in an effort to boost public confidence in the auditing profession. This paper aims to examine whether these changes in the Australian regulatory environment for audits have (a) provided enhanced confidence in reported financial data, (b) impacted audit costs and (c) not limited competition in the market for audit services. Using qualitative interview data, this study reports on the perceptions of auditors, auditing standard setters and regulators in relation to the CLERP 9 reforms to the Australian auditing regime in the later part of the 2000s. A theoretical framework is developed to evaluate whether these reforms are substantive enough in nature to effect public confidence in reported financial data and market competition in audits.  相似文献

This study argues that the incremental audit production costs associated with issuing a qualified opinion are difficult for public accounting firms to recoup through audit fees alone. It proposes that audit production costs associated with qualifications may be recouped through non-audit service (NAS) fees in addition to audit fees. Further, it proposes that such recoupment follows a differential timing pattern. Audit fees, because of their more constrained nature, are more likely to be elevated as a consequence of qualification presence in the year subsequent to the qualification. On the other hand, NAS fees, by virtue of their very nature and more flexible billing opportunities provided, are likely to be so affected in the year concurrent with the qualification. The research is based on Australian data, as there are few jurisdictions in the world that require disclosure of both audit and non-audit fees. Using a sample of 270 companies, a significant and positive association is found between the presence of an audit qualification and significantly higher fees paid. This relationship holds both in the case of an audit qualification contemporaneous with the fee charged, and of one occurring in the year preceding the disclosed fee(s). The effect on audit fees, however, occurs only on a lagged opinion basis, while the effect on NAS fees occurs only on a concurrent opinion basis.  相似文献

This article examines the potential costs to Australian auditors and their clients from the issuance of first-time going-concern-modified audit opinions. We examine the population of Australian companies receiving a first-time going-concern-modified audit opinion during the period 1994–97 and a matched sample of financially distressed firms receiving a clean audit opinion. Results indicate that auditor switching is positively associated with receipt of a going-concern-modified opinion. However, we find no empirical evidence that there is a self-fulfilling prophecy of increased probability of company failure following the issuance of a going-concern-modified opinion for the Australian companies in our study. Our analyses of lost audit fees indicate that auditors issuing first-time going-concern-modified audit opinions lost proportionately more fees by losing clients (through switching or company failure) than firms not issuing a going-concern-modified opinion to financially stressed clients.  相似文献

This research project constructed a logit model to predict “subject to” qualified audit opinions using financial statement and market variables for 1,848 audit reports for Australian companies issued from 1984 to 1988. The model provided a better goodness of fit and was more efficient than two naive strategies for predicting “subject to” audit qualifications. The model explicitly incorporated the relative costs of Type II to Type I errors to account for the auditor's asymmetrical loss function. The model was reasonably accurate when a sensitivity analysis for the relative costs of Type II and Type I errors was considered. The accuracy rates for the estimation sample ranged from 70% to 95%. An inter-temporal holdout sample of 293 audit opinions for Australian firms issued during 1989 indicated that the model was useful for predicting “subject to” audit opinions. The accuracy rates for the holdout sample ranged from 72% to 90% over a range of relative Type II and Type I costs.  相似文献

The effect of audit firm size on prizes is a complex function of competition in the market for audit services, product differentiation, and scale economics to large firms. In this study, a competitive market is supported in Australia with product differentiation to Bif Eight accounting firms. Specially, Big Eight accounting firms have significantly higher audit prices than non-Big Eight firms. This results holds for ‘large’ and ‘small’ auditees. A test is also made of price cutting in the Australian market. Price cutting is defined as lower initial audit fees than continuing engagement fees for a comparable audit. Test results do not evidence price-cutting behavior by accounting firms. There is in fact weak evidence that initial audit fees are higher than continuing engagement fee levels. Higher initial fees suggest that accounting firms may recover at least some of the audit start-up costs immediately.  相似文献

Debate over statutorily limiting auditor civil liability has implicitly assumed auditors are homogeneous in their preferences for capping liability. This study examines the preferences of auditors for limiting auditor liability and investigates reasons for the preferences. The study uses an Australian setting in which there has been a persistent debate for a decade or more over regulatory intervention in this area. The study provides a background to the debate over this issue and addresses the effects of two factors suggested by the extant literature, namely auditor size and the business risk of an auditor's client portfolio. These factors are argued to affect the expected costs of litigation facing auditors and therefore their preferences on capping liability. Using the submissions by audit firms on an Australian Companies and Securities Law Review Committee Discussion Paper on limiting auditor liability, the study finds larger audit firms that have greater capacities to lobby and greater expected costs of litigation from unlimited liability than smaller firms, dominate the respondents on the Paper and tend to be more supportive of liability limitation than smaller audit firms. Within the array of possible methods of capping liability canvassed by the Discussion Paper, the study documents evidence of diversity in preferences among audit firms. Larger audit firm size is associated with a preference for a group of methods that provides such firms with opportunities to benefit from the capping at the expense of the smaller audit firms. The method most preferred by the larger audit firms is the multiple of fee with a prescribed minimum. Perhaps not surprisingly, this is also the preferred method of the professional accounting bodies in Australia. As to the effect of the riskiness of the client portfolio on preferences for methods of limiting liability, the study finds that higher business risk in an auditor's portfolio is associated with a preference for methods that give greater control over their liability exposure. The study has implications for the impact of regulation of capping liability on competition in the audit services market.  相似文献

The mandatory retirement age within U.S. Big 4 audit firms ranges from 55 to 62, which has attracted controversy and legal scrutiny. The potential costs of an earlier retirement age include the loss of established networks, experience, and expertise. However, studies in non-U.S. jurisdictions conclude that partners nearing retirement disengage from their work, which manifests in lower audit quality. Using intensive hand-collected data on the age of 3,148 U.S. audit partners, we provide the first evidence of the costs and benefits of mandatory retirement policies at U.S. audit firms. We find that audit quality does not vary, but that fees are significantly higher for U.S. partners approaching retirement. These findings suggest that U.S. mandatory retirement policies are forcing out experienced revenue earners that are producing audit quality equivalent to younger partners. Additional analysis reveal that partner retirements are mechanisms to promote and grow the client portfolios of younger and female audit partners, and therefore increase partner diversity. Our additional analysis of non-U.S. audit partners leading audits of U.S. listed companies shows that partners approaching retirement are associated with lower audit quality across certain measures. This suggests that the audit quality of older U.S. partners is superior to their non-U.S. counterparts.  相似文献

This research has three objectives: to identify the extent and level of other services provided by incumbent auditors in the Australian business environment; to examine pricing issues by investigating the relationship between fees for other services and audit fees; and to address the question of independence by (a) identifying whether the incidence of audit qualification is related to the level of other services purchased and (b) investigating whether there is a relationship between audit tenure and the level of other services provided. Information on audit fees, fees for other services, size, audit qualifications, industry and auditor (Big 8(6)/Non-Big 8(6)) was obtained from publicly available information for the majority of the top 500 Australian companies listed on the Australian stock exchange between 1986–1990. This study provides evidence that an increasing number of clients are purchasing other services from their auditor. A significant positive relationship between fees paid for other services and audit fees was also identified. No relationship was identified between the level of other services and the type of audit report issued or audit tenure, supporting the view that audit independence is not compromised by provision of the other services.  相似文献

Since 1985, directors of Australian corporate groups have had the opportunity to execute a regulatory financing instrument, currently described as a deed of cross guarantee (DXG), between a holding company and one or more subsidiaries. This unique Australian regulatory intervention was advanced and justified on the basis that relieving subsidiaries from financial reporting requirements with associated cross‐guaranteeing debt obligations would reduce the regulatory burden on groups of companies, and subsequently reduce audit and administration costs. Given the claims of regulators' and others in the business community, this paper examines whether, ceteris paribus, the DXG has a significant mitigating effect on audit fee determination. Specifically, the study evaluates whether a particular engagement attribute decreases audit complexity and subsequently audit risk and audit fees. After controlling for size and group structure complexity of the auditee, the study finds that first‐time adopters of a DXG pay less in audit fees relative to non‐DXG groups, but there is lack of evidence to support ongoing audit fee savings from having a DXG in place. On the contrary, results show that a group with an established DXG pays much higher audit fees, which may be a consequence of the DXG introducing added complexity to the audit. The study also contributes to the methodological development of the standard audit fee model, particularly for the Australian context.  相似文献

This study investigates the link between the auditing and filing choices made by a sample of 592 small private companies, which includes 419 micro-companies. It examines decisions made in connection with the 2006 accounts following UK's adoption of the maximum EU size thresholds in 2004, and the impact of the proposed Directive on the annual accounts of micro-companies. The research extends the model of cost, management and agency factors associated with voluntary audit, and develops a complementary model for voluntary full accounts. The results show the benefits of placing full audited accounts on public record that outweigh the costs for a significant proportion of companies. In non-micro small companies, voluntary audit is determined by cost and agency factors, whereas in micro-companies it is driven by cost, management and agency factors. In both groups, the predictors of voluntary full accounts include management and agency factors, and choosing voluntary audit is one of the key factors. The study provides models that can be tested in other jurisdictions to provide evidence of the needs of micro-companies, and the discussion of the methodological challenges for small company researchers in the UK makes further contribution to the literature.  相似文献

If very specific assumptions are made about the production technology (output per worker is a quadratic function of the capital/labor ratio), people’s preferences (identical within any jurisdiction; linear in private good consumption and in public expenditure per capita), and capital supply (fixed), then equilibrium tax rates can be derived in closed form when jurisdictions choose their source-based tax rates on capital noncooperatively. The focus of this paper is how the size distribution of the population of the different jurisdictions affects equilibrium tax rates. It is shown that the (population-weighted) average tax rate is determined by a (relatively) simple index, which must increase as the population distribution becomes more concentrated. The effects of tax harmonization by some subset of the jurisdictions can then be analyzed. Any tax harmonization by a group of jurisdictions must benefit residents of all jurisdictions not in the group. It must also benefit residents of the largest jurisdiction in the group, and must increase the average payoff of all residents of the group of jurisdictions doing the harmonizing.  相似文献

During the 1990s, the nature of general and financial management practices within the public sectors of many jurisdictions underwent significant change. The Australian state of Victoria represents an example of a jurisdiction in which the extent of change was particularly large. In the context of that state’s adoption of an output-based budgeting and management framework, the development and reporting of performance indicator data became a matter of increased significance in sustaining continuous improvement. This paper reports the results of a study of performance data reported within the Victorian public sector, and highlights problems indicated by high degrees of turnover in inventories of reported indicators over time.  相似文献

Despite the huge audit pricing literature, there is a dearth of evidence on the temporal dynamics of audit fee adjustments and the persistence of audit fees. Based on a sample of 76,867 panel observations for a sample of UK companies audited by the Big 4 over the period 1998 to 2012, we employ consistent lagged dependent variable panel estimators to provide new evidence on the persistence and dynamics of real Big 4 audit fees. Contrary to extant research, which assumes that audit fees adjust immediately in a single period, our empirical results indicate that Big 4 real audit fees are persistent, being partly dependent on their previous realisations. We conclude that static audit fee models omit a potentially important temporal dimension of audit pricing behaviour and that further research is warranted into dynamic audit fee models across other jurisdictions.  相似文献

In a model with democratic institutions and three jurisdictions, we study the allocation and welfare in a one-level (unitary) and a two-level (federal) government, given that the central government finds it optimal to discriminate in favor of two jurisdictions and against the third. Favored jurisdictions are at least as well off in a unitary structure as compared to a federal one, while this may not be so for the jurisdiction discriminated against. We finally show that jurisdiction-specific electoral uncertainty is consistent with both equitable as well as discriminating allocations.  相似文献

This study examines the impact of the introduction of the legally enforceable Australian Auditing Standards (ASAs) on the auditing profession after the first year of implementation. The study compliments and extends the Australian Government's April 2006 pre-implementation Regulation Impact Statement, which identified potential costs, benefits and other impacts of the new regulatory regime. Relevant data were collected through interviews with the key stakeholders. Overall, the results suggest that the additional burden of compliance with the legally enforceable ASAs has not increased perceived audit quality or public confidence, which were the main aims of the government's regulatory intervention.  相似文献

This qualitative study explores whether the impact of the introduction of the legally enforceable Australian Auditing Standards (ASAs) differs between audit firms based on their size. It complements and extends the Australian Government's pre‐implementation April 2006 Regulation Impact Statement ( AUASB 2006 ) and Hecimovic et al.'s (2009) study exploring the perceptions of key stakeholders. The results of the current study, based on data from extensive interviews with auditors from small, medium and large audit firms, suggest that compliance with the legally enforceable ASAs does not appear to increase perceived audit quality or public confidence. The study also finds that the costs/benefits to small audit firms and their clients differ to those of medium and large firms, raising questions about the viability of smaller firms remaining in the audit market.  相似文献

The purpose of this review is to synthesise the existing research literature regarding the underlying structure and competitiveness of the Australian audit market. We consider the findings of Australian academic research, which has examined audit fees, non‐audit fees, market concentration, auditor choice, auditor switching and audit firm mergers. We identify the key metrics used to evaluate market structure in the academic literature and then document changes in these metrics in the Australian audit market for listed company audits during the period 2000–2011. Our analysis shows that the audit market is both highly segmented and supplier‐concentrated. We find that audit fees in Australia have increased over this period, which can be attributed to increased regulation and resulting increased audit effort needed to complete audit engagements in times of regulatory change and more recently, the global financial crisis. We provide regulators, standard setters and the profession with an evidenced‐based perspective on the market for the listed company audits, which is an important input into any future proposals to regulate the Australian audit market.  相似文献

会计师事务所与一般企业一样,需要控制其成本以提高绩效,而"通过分析企业价值链,制定出预算,进而通过预算实现对成本控制"的价值链预算可以铸造具有系统功能的"审计成本控制链"。审计成本控制链是审计人员接受委托到最后审计报告提供给投资者决策使用的整个过程中对审计成本发挥控制作用的各种因素及其所形成的控制链条。对"审计成本控制链"上各作业单元进行分析,可以测算出完成每个作业所需不同级别审计人员的审计时间,进而编制出初始的预算成本;当发现新的审计线索时,增加审计程序不可避免,预算也必然会随之进行调整;为检验调整的合理性以及更好地发挥预算对成本控制的效果,还需要在审计项目结束时,对预算的编制及调整进行评价。从预算的编制到预算的调整再到对预算实施效果评价,在逻辑上就构成了完整的成本控制链条。  相似文献
