在经济全球化的条件下,中国实行对外开放的政策,需要处理好改革开放与国家经济安全的关系。为此,应当强化全民经济安全意识,建立防范各种风险的国家经济安全保障体系。其主要内容包括加快企业改革,调整和优化经济结构,增加综合国力;在国际社会积极参与制定国际经济运行规则,同时在国内采取有效的措施;尽快建立一套完整的适应经济全球化要求的国家经济安全决策机制和组织协调制定。  相似文献

新农村建设是对城乡经济社会发展不平衡的一个积极回应,它包含经济增长和社会发展两个层面.从政治经济学视角出发,在经济增长方面,户籍、土地、保障等制度性因素制约到农村劳动力的有效流转,从而对劳动生产率提升和农业发展产生负面影响;在社会福利方面,农民的数量优势没有转化为谈判优势,对市场价格和政策制定的影响力较小,其社会福利获取以及发展程度处于不利地位.据此,新农村建设必须对相关制度性、组织性因素进行完善和改革,部分农民的真正流转和留守农民的自发组织将尤其重要.  相似文献

Early postwar Japan represented a Coasian social contract between an unproductive majority and a productive minority. The contract was possible and enforceable due to the American Occupation of Japan. It was socially desirable because it induced economic growth. It was self-enforcing due to specific Japanese conditions. However, the contract became socially undesirable as Japanese economy matured and the initial conditions changed, contributing to an increase in rent seeking. It also became unenforceable because the distribution of surpluses became more difficult as economic growth declined. As contractual enforcement mechanisms weakened, dynamic rent seeking activities further reduced Japanese economic growth rate (JLE# D72).  相似文献

We consider a two-period overlapping generations model in which individual voters differ by age and by productivity. In such a setting, a redistributive pay-as-you-go system is politically sustainable, even when the interest rate is higher than the rate of population growth. The workers with medium wages (not those with the lowest wages) and the retirees form a majority which votes for a positive level of social security. This level depends on the difference between the rates of population growth and interest as well as on the redistributiveness of the benefit rule.  相似文献

In this article, I argue that invocations of Adam Smith in international political economy (IPE) often reveal the influence therein of a disciplinary ontological disaggregation of economic and non-economic rationality, which I claim is obscured by the tendency to map its complex intellectual contours in terms of competing schools. I trace the origins of the disciplinary characterisation of Smith as the founder of IPE's liberal tradition to invocations of his thought by centrally important figures in the perceived Austrian, Chicago and German historical schools of economics, and reflect upon the significance to IPE of the reiteration of this portrayal by apparent members of its so-called American and British schools. I additionally contrast these interpretations to those put forward by scholars who seek to interpret IPE and Smith's contribution to it in pre-disciplinary terms, which I claim reflects a distinct ontology to that attributed to the British school of IPE with which their work is often associated. I therefore contend that reflection upon invocations of Smith's thought in IPE problematises the longstanding tendency to map its intellectual terrain in terms of competing schools, reveals that the disciplinary ontological consensus that informs this tendency impacts upon articulations of its core concerns and suggests that a pre-disciplinary approach offers an alternative lens through which such concerns might be more effectively framed.  相似文献

Social security policies within individual countries are determined independently by national governments, but the resulting outcome is inefficient compared with what would result from the international co-ordination of policies. This is because national social security policies produce international externalities via their effects on world interest rates. The serial underperformer of the region, Myanmar's economy is largely without the institutions and qualities necessary to achieve genuine economic growth. This paper explores the fundamentals of Myanmar's economy, from a perspective that emphasizes policy and institutional failure as the principal determinants of the country's present circumstances. The paper explores Myanmar's economy in a multifaceted way, examining concerns over economic growth, public finances, monetary and financial policies, corruption, and international trade. Notwithstanding the change in the form of Myanmar's governing institutions following the elections of November 2010, the paper concludes pessimistically as to the likelihood of meaningful economic reform in the foreseeable future.  相似文献

The advances made in the production and use of information and communication technology (ICT) during the past decades may have potentially large effects for long term economic growth. Indeed the substantial acceleration in real GDP growth in many OECD countries, but in particular in the United States, during the second half of the 1990s has led to suggestions that a "new economy" has emerged. In this new economy the old economic rules were supposed to have become invalid. For example, traditional concerns about the limits of maximum production capacity might disappear as the marginal costs of producing ICT goods and services are virtually nil. Moreover, the trade-off between inflation and unemployment could be reduced due to a more efficient inventory management.  相似文献
