This paper begins with a review of the literature on the labour market’s impact of globalisation. An interesting case-study is provided by the province of Brescia, an industrial area in Northern Italy, where both de-localisation and immigration have been two important means of reducing the pressure of labour demand on the locally scarce human resources. The conclusion is that, in order to preserve competitive positions in the long run, it is worthy to consider the qualitative consequences, e.g. the indispensable changes in the structure of production, rather than focusing on the quantitative effects on domestic employment. This paper was presented at the International Conference on “Developments in Economic Theory and Policy, Institutions and European Integration”, Bilbao, 15–17 July, 2004. This keynote speech draws three broad lessons to turn the challenges of population ageing into chances: Lesson number one is that the quantity effects of adding more labour into our ageing economies are very large. To exploit them, one has to use the entire spectrum of labour market policies: earlier labour market entry, later retirement age, higher female labour force participation, and lower unemployment. Lesson number two is that there is a positive and enforcing effect of pension reform. A pension regime that alleviates the tax burden of the younger generation creates higher productive capacity. The third lesson is on behavioural effects. Some strengthen reform but they are dominated by opposition effects, such as taking advantage of loopholes, withdrawal of labour supply, or simple within-household substitution. Negative behavioural effects can be minimised by informing people better about the chances and challenges of population ageing, and by de-mystifying false beliefs about ageing.  相似文献

This paper introduces labour market imperfections into a three‐country model to study the determinants of firm integration strategies in an open economy. Accounting simultaneously for the decision upon in‐house production versus international outsourcing and the decision upon exporting versus horizontal foreign investment, the analysis points to a crucial role of labour market frictions for the interaction of vertical and horizontal aspects of firm integration strategies in a general equilibrium environment. Beyond that, the analysis sheds light on the consequences of integrating developing countries into the global market, thereby pointing to hitherto unexplored effects arising from adjustments of firm integration strategies. In a welfare analysis, we show that the existence of gains from trade crucially depends on whether firm integration strategies are endogenous or not.  相似文献

This paper uses a stratified random sample of private sector employees to estimate wage equations for both the male labour market as a whole and six ‘segments’ of the labour market, segement which are defined with respect to the industry and size characteristics of the employing establishmen. Highly conventional results are obtained when wage equations are estimated for the male labour market as a whole, or within two segements, comprising almost half the survey population. However, one can reject conclusively the hypothesis that the same estimating equation is appropriate for modelling wage determination in all segments and if a ‘human capital’ (HK) model is, within segements, tested against more appropriate alternative hypotheses for wage determination using the Davidson and Mackinnon (1981) methodology for the testing of non-nested hypotheses, the conclusion is that one should reject the HK specification and not reject the alternative.

It is therefore argued that the disaggregation of labour market data reveals differences in the wage determination process that are not consistent with the view that labour markets are ‘dualistic’ but are consistent with the view that are segmented.  相似文献

This paper studies the empirical relationship between the extent of monopsonistic power observed in occupational labour markets and the training opportunities available to workers in those markets; using data from the American National Longitudinal Survey of Youth of 1979. The results reveal a positive and significant association between monopsony power and training availability. The estimated association is found to be stronger for individuals with a college degree, with longer tenure in their jobs, and higher wages. These results are consistent across several econometric specifications that control for time, occupation, and individual fixed effects.  相似文献

This paper examines the connection between working poor householdsand industrial restructuring in the US as a whole and threeMidwest manufacturing cities. It question the conventional laboureconomics argument that a main reason for the substantial risein low-wage jobs in the US is 'skills mismatch'. This followsfrom the basic contention that people are paid what they areworth in an unrestricted economy. However, labour market segmentationtheory poses a broader range of factors as determinants of labourmarket outcomes, including industrial structure and the bargainingpower of individuals and groups of workers relative to employers.The paper first examines the nature and extent of globalisation,i.e., the transition from manufacturing to service and retailsectors, and a major consequence, growing income inequality.Government data are used to provide measures of deindustrialisationand income inequality. Abstract. We consider the implications of international outsourcing in a simple general equilibrium model where the wage rate is the outcome of negotiations between a firm and a trade union. The effects of potential, but non‐realized, international outsourcing, is a reduction in the wage rate and an increase in employment. Aggregate welfare increases, but the trade union becomes worse off while owners of capital become better off. Realized international outsourcing gives rise to an increase in the wage rate and a reduction in employment. Aggregate welfare decreases, but the trade union becomes better off, while owners of capital become worse off.  相似文献

Theoritical explanations for wage discrimination collapse in the long run, because competition should drive discriminations firms out of the market. In product markets with imperfect competition employes with a taste for discrimination might survive, None the less inthis case long-run efffects are also unclear, unless some monopsonistic power in the labour market is involved. Monopsony in the labour market, on the other hand, has received very little attention in the literature. The paper tries to pick up this long negleted issue, looking at the impact of concentration in output markets and local labour markets on wage discrimination by sex in Austria. As limited workers' mobility enables employers to define their own local labour markets,special attention is given to married women, whose geographical mobility is known to be very low.  相似文献

We study Virginia's suffrage from the early-17th century until the American Revolution using an analytical narrative and econometric analysis of unique data on franchise restrictions. First, we hold that suffrage changes reflected labour market dynamics. Indeed, Virginia's liberal institutions initially served to attract indentured servants from England who were needed in the labour-intensive tobacco farming but deteriorated once worker demand subsided and planters replaced white workers with slaves. Second, we argue that Virginia's suffrage was also the result of political bargaining influenced by shifting societal coalitions. We show that new politically influential coalitions of freemen and then of small and large slave-holding farmers emerged in the second half of the 17th and early-18th centuries, respectively. These coalitions were instrumental in reversing the earlier democratic institutions. Our main contribution stems from integrating the labour markets and bargaining/coalitions arguments, thus proving a novel theoretical and empirical explanation for institutional change.  相似文献

Abstract. There is increasing evidence that international migration is characterized by frequent return and onward migration. This has important consequences for the contribution of immigrants to the economy of the host country. Lack of longitudinal data has prevented much analysis of how frequently international migration involves a sequence of location decisions or how long the typical migrant stays in a host country. A newly available longitudinal data set covering all immigrants to Canada since 1980 provides the opportunity to address these issues. The results show that a large fraction of male immigrants who are of working age, especially among skilled workers and entrepreneurs, are highly internationally mobile.  相似文献

The paper develops a model to analyse the feedback between financial markets, long-term capital investments and the risk of labour incomes. We study a situation where firms are owned by entrepreneurs, who are able to share and diversify their income risk by trading on financial markets. Workers, in contrast, cannot short-sell the flows from future labour endowments and thus do not have the same opportunities. We derive two central results. Firstly, even if financial markets offer perfect risk-sharing opportunities for entrepreneurs, the participation restriction for labour incomes leads to a constrained inefficient market allocation. The constrained inefficiency arises because the effect of long-term investments on the risk of wages is not internalized by state prices. Secondly, we show that in general it is not true that workers indirectly benefit when we go from a situation with no financial markets to a situation with perfect financial markets for entrepreneurs but restricted participation for workers. The results suggest that a policy solution might require either to close some financial markets or to create new ones. We argue why there is a strong case for the creation of new markets rather than for closing existing ones.  相似文献

Using a two-agent model comprised of capitalists and workers, this paper examines the importance of imperfect competition in product and labour markets in determining the welfare effects of tax reform. The reform considered consists of eliminating the capital tax alongside a concurrent rise in the labour tax. In contrast to the perfectly competitive model, models with product or labour market failures each result in welfare losses for the workers in the long-run. In a realistic calibration to the UK economy, combining these imperfections implies that this tax reform will be Pareto improving in the long-run. However, these welfare gains over longer time horizons come at the cost of short-run losses, which, consistent with previous research, result in welfare losses for workers post-reform.  相似文献

This study assesses the macroeconomic impacts of increasing competition in the non-tradable goods and labour markets in Portugal. We lean on evidence that the maintenance of low competition in these markets may have contributed to the recent poor performance of the Portuguese economy. The analysis is performed using PESSOA, a dynamic general equilibrium model for a small-open economy integrated in a monetary union, featuring non-Ricardian characteristics, a multi-sectoral production structure and a number of nominal and real rigidities. We conclude that measures aimed at increasing competition in the Portuguese non-tradable goods and labour markets could induce important international competitiveness gains and be valuable instruments in promoting necessary adjustments within the monetary union framework. However, in the short run, real interest rates are likely to increase, driving consumption and output temporarily downwards.  相似文献

The paper presents a critical review of UK and US welfare-to-workstrategies, stressing their implications for changing formsof labour regulation. The favoured policy orientation - 'workfirst' - forcefully redistributes the risks and burdens of job-marketinstability from the state to unemployed individuals, the solutionto whose 'welfare dependency' is presented in terms of a one-waytransition into (low) waged work. At a systemic level, the analysissuggests that a regressive regulatory accommodation may be emergingbetween mandatory welfare-to-work programming on the one handand the lowest reaches of deregulated, 'flexible' labour marketson the other, as the destabilisation of welfare via work-activationmeasures creates a forced labour supply for contingent jobs.  相似文献

Internal markets have been created in an attempt to shift power from producers to consumers in a context where consumers have very weak incentives to seek out low-cost producers and have little knowledge about the quality of health care. The idea is that by establishing public agencies to act as the sole purchasers on behalf of consumers in their area of jurisdiction, the asymmetry of information can be moderated and a more competitive environment created in which costs will be minimized and quality enhanced. Whether these aspirations can be fulfilled will depend on how the internal market is organized. In this article the cost-minimizing properties of alternative market structures where hospitals do not share the same objectives are examined. The scheme is designed from the standpoint of a benevolent regulator that provides services using two hospitals with fixed locations. The paper shows that price discrimination is a superior instrument. Finally some market forms are always dominated and should be avoided.

Abstract We develop a multi‐country model with imperfect labour markets to study the effect of labour market frictions on bilateral trade flows. We use a framework that allows for goods trade and capital mobility and show that labour market imperfections exert opposite effects in the absence of capital mobility (the short run) and its presence (the long run), respectively. In the short run, a higher degree of labour market rigidity decreases the value of total trade, but increases the share of intra‐industry trade for a country that is larger than its trading partner. The reverse effects are observed when capital is allowed to cross country borders. Using data on unemployment and income distribution for 23 OECD countries, we compute the central parameter in our theoretical model that describes the degree of labour market rigidity. We use this new empirical concept to provide evidence for our theoretical findings by means of reduced‐form regressions as well as simulation results of a calibrated general equilibrium model.  相似文献

Economic reforms and labour markets: policy issues and lessons from Chile   总被引:1,自引:0,他引:1  
Over the last twenty years sweeping reforms have deeply transformed the labour market in Chile. A visible outcome has been the reduction of Chile's rate of unemployment from 'European' to 'US' levels. Even though the political context makes this experiment special, are there economic lessons to be learnt? This paper concentrates on reforms to job security, on the decentralization of the wage bargaining process, and on the reduction in payroll taxes. It concludes that the reduction of payroll taxes (within the context of the social security reform), and the decentralization of bargaining increased labour market flexibility and contributed to the reduction of unemployment. On the other side, the analysis suggests that the reform on job security had no significant effect on the aggregate rate of unemployment.  相似文献

Using data from the 1994 European Community Household Panel Survey, the author examines who receives formal firm-sponsored training in Spain. The author finds that the distribution of firm-sponsored training in the work force is uneven and concentrated among more skilled workers in the upper deciles of the wage distribution. The data show that the likelihood of receiving firm-sponsored training for a low education employee is much lower. Also, the better-educated employees in high wage occupations of the largest establishments have higher probabilities of receiving specific training. Spain has a highly regulated labour market, and the labour market frictions and institutions compress and distort the structure of wages. However, the results suggest that the highly compressed wage structure do not provide firms with the incentive to invest in general training.  相似文献
