During the first phase of the Asian crisis, there were no signs of it having any serious influence on the People's Republic of China, but the country does now appear to have been drawn into the crisis. In which areas of the Chinese economy are there serious problems likely to occur? What measures ought to be taken to counteract them?     

Local Government and Big Business in the People's Republic of China – Case Study Evidence from Shandong Province

China has implemented comprehensive industrial policies that originally had their origins in the command economy. It is argued in this case study that one characteristic of industrial policies in China involves government intervention at all levels, namely central, provincial, municipal, county, township and village. This article presents an in-depth examination of the role of provincial government in pursuing industrial polices and in constructing big businesses during the reform period. It draws the conclusion that even in the World Trade Organization (WTO) era, it is still feasible for provincial governments to manage the local economy and promote big businesses by allowing local firms to enjoy both economies of scale and subsidies.

Does People's Bank of China communication matter? Evidence from stock market reaction

This paper tests whether the communication of the People's Bank of China affects market expectations and matters as a monetary policy tool. For that purpose, we first rely on a computational linguistic tool to measure the tone of PBC speeches and second, we use a high frequency methodology to estimate the effect of tone on stock price. Our results show that positive changes of the tone affect positively stock price in the Shanghai and the Shenzhen stocks markets. Additional extensions show that PBC communication still has a positive and significant impact on stock price even when controlling for all the monetary policy instruments implemented by the central bank, but that this impact is not persistent over time. One potential channel through which PBC tone affects stock prices is the risk-based channel of monetary policy.

What to Learn from the Japanese? The Process of Japanese-Style Management Transfer to China

Many Chinese and Japanese believe that Japanese-style management methods are a vital factor in establishing the international competitiveness of ‘Japanese-Funded Enterprises’ in China, and both sides thus favour the transfer of such methods to China. This contribution considers three basic questions about the process of this transfer: what kind of Japanese-style management methods have been transferred to China, how has this transfer been effected, and what problems have hindered the transfer? It is argued that many ideas in Japanese-style management draw upon material from ancient China. A detailed case study is presented of a Sino–Japanese joint venture in the fashion industry in Beijing, outlining in some depth the venture's management skills training programme, both to show the kinds of methods which are being introduced and how this introduction is being handled. Finally, there is a brief discussion of the dificulties of assimilating Japanese-style management methods in China, which highlights the importance (for the Chinese) of learning the ‘essence’ of Japanese management.     

Welcome to the Club — On the Accuracy of Growth Forecasts for China

Forecasts for the Chinese economy are often seen as unreliable. This impedes a proper assessment of the country’s course, and given that China is the world’s second-largest economy, it also has implications for international projections. This article examines the accuracy of real GDP forecasts by three international forecasters and two German forecasters over the period 1991-2015. While forecasters had considerable diffi culties in tracking the large upswings in China in the 1990s and early 2000s, they were quite accurate for the period 2004-2015, particularly when comparing the IMF’s forecasts for China with its forecasts for the United States or Germany. The forecast accuracy found in the Chinese Five-Year Plans is also surprisingly high.
