Research on the effect of information and communication technology (ICT) on productivity in developed countries is already extensive, but the spillover and time-varying effects of ICT investment across economic activities have been only minimally explored. This paper investigates the impacts of ICT and its spillovers on productivity in Canada, focusing on heterogeneity across provinces and industries over time. The panel data estimation model includes 10 provinces with diverse economic activities for the period 1990–2008, and the two-digit level industries for the period 1981–2008. The findings show that ICT has a positive impact on labour productivity, but the effects vary significantly across provinces, industries, and time. Specifically, while provinces with higher shares of manufacturing and services in their GDP have reaped the benefits of ICT investment, other provinces primarily dependent on natural resources and agriculture are lagging behind. The industry-level analysis also reveals that manufacturing and services industries have benefited from ICT investment much more than primary sector industries. The results further indicate that ICT investment in the USA, a major trading partner, has spilled over to some Canadian provinces and industries and that the overall ICT effects are stabilized in those ICT-intensive provinces and industries. 相似文献

Unlike internal (‘functional’) forms of flexibility of labour, external (‘numerical’) forms of flexibility (i.e. high shares of people on temporary contract or a high turnover of personnel) yield substantial savings on a firm’s wage bill. Savings on wage bills lead to higher job growth, but do not translate into higher sales growth. Externally flexible labour appears to be related to lower labour productivity growth, the effects being different for innovating vs non‐innovating firms. We discuss these findings from firm‐level and worker‐level data against the background of the Dutch job creation miracle during the 1980s and 1990s. Modest wage increases and flexibilization of labour markets may indeed create lots of jobs. However, this is likely to happen at the expense of labour productivity growth, raising serious doubts about the long‐run sustainability of a low‐productivity–high‐employment growth path. 相似文献

Various theories suggest the existence of a negative relationship between the use of atypical employment contracts and productivity growth, arguing that firms’ utilisation of atypical contracts may reduce the incentive to innovate and internal training, inducing firms to follow a ‘low-road’ to competitiveness, based upon cost-cutting strategies. This paper aims to provide new evidence on the occurrence of these effects in the Italian economy, where changes in labour legislation from the mid-Nineties onwards, associated with an ‘institutional’ wage moderation period, have brought about a significant process of job creation, but also an appreciable slowdown in labour productivity. This issue is investigated using a microeconomic approach, taking a rich source of microdata for firms and estimating a dynamic model for labour productivity on a pseudo-panel of firms for the period 2003-2008. The results support the hypothesis of a negative impact of external labour flexibility on labour productivity growth at firm level, such effect proving stronger for small and medium than for large enterprises and of varying magnitude for the different atypical contracts. 相似文献

Public administrations have been adopting information and communication technologies (ICT) to transform their internal organization and provide better public services to citizens and firms. However, the external benefits, despite being deemed relevant, have been empirically overlooked. We first explore the relation between ICT diffusion in public administrations and business demography at the municipal level by studying the Italian context. Our results show that ICT diffusion in the PA contributes to significantly reducing the death rate of firms and boosting their turnover rate. The adoption of ICT in the PA also exerts a positive impact on the firm birth rate, although it is not statistically significant. These results shed light on the importance of promoting e-government and framing coherent digital agendas as public instruments for supporting entrepreneurship and regional economic development. 相似文献

ABSTRACTICT-intensive firms are often found to have a better performance than their non-ICT-intensive counterparts. Along with investing in ICT capital they have to adapt their production and business processes in order to reap the potentials implied by the use of ICT. Are these firms also more resilient in times of crisis? We study this question by exploiting a novel and unique data set from the Micro Moments Database. Covering 12 countries, 7 industries and the period from 2001 to 2010, the data allow us to distinguish between ICT-intensive and non-ICT-intensive firms within industries. We find evidence that indeed during the crisis in 2008 and 2009, ICT-intensive firms were hit less hard with respect to their productivity. This holds in particular for firms from service industries. Moreover, ICT-intensive firms were also more successful in introducing process innovations during that period which could explain their better productivity performance compared to non-ICT intensive firms. 相似文献

Using data garnered from a quarterly survey of U.S. business establishments from 2Q2000 through 1Q2001, the study estimates an aggregate model of business demand for broadband access capacity. The primary goal is to estimate price elasticities for the demand for access capacity conditional on a business establishment having made the decision to adopt some form of broadband access. The primary findings are (1) on average, the demand for broadband access capacity is price inelastic; (2) the sensitivity to price differs substantially across establishments of different sizes with small establishments exhibiting the greatest sensitivity to price; and (3) the estimated elasticities have important implications for public policies designed to extend broadband networks to unserved areas. 相似文献

ABSTRACTThis paper empirically examines the minimum-wage impact on firm productivity. Using a detailed Vietnamese firm-level dataset from 2010 through 2015, the regression results suggest that firms raise their labor productivity, total factor productivity, capital intensity and revenue in response to increased minimum wage standards. Firms that pay their workers below the minimum wage react more positively in raising their labor productivity than high-wage firms. Minimum wages has had a more pronounced impact on firms’ labor productivity, total factor productivity and capital intensity since the uniform wage rate was introduced for both domestic private and foreign-invested enterprises in 2012. 相似文献

This paper empirically investigates the development of cross-country differences in energy- and labour productivity. The analysis
is performed at a detailed sectoral level for 14 OECD countries, covering the period 1970–1997. A σ-convergence analysis reveals
that the development over time of the cross-country variation in productivity performance differs across sectors as well as
across different levels of aggregation. Both patterns of convergence as well as divergence are found. Cross-country variation
of productivity levels is typically larger for energy than for labour. A β-convergence analysis provides support for the hypothesis
that in most sectors lagging countries tend to catch up with technological leaders, in particular in terms of energy productivity.
Moreover, the results show that convergence is conditional, meaning that productivity levels converge to country-specific
steady states. Energy prices and wages are shown to positively affect energy- and labour-productivity growth, respectively.
We also find evidence for the importance of economies of scale, whereas the investment share, openness and specialization
play only a modest role in explaining cross-country variation in energy- and labour-productivity growth.

This study seeks to conduct a comprehensive analysis of the influence of information and communication technology (ICT) on agricultural productivity in sub-Saharan Africa (SSA), both through direct and indirect mechanisms. Utilizing data gathered from a sample of 20 sub-Saharan African nations spanning the period from 1995 to 2014, we employ a rigorous examination through static and dynamic panel models. Our findings robustly indicate a substantial and positive impact stemming from the presence of mobile phones and internet coverage on agricultural productivity in the region. Furthermore, we uncover the indirect effects of ICT, notably through its influence on farmers' education levels and their access to essential agricultural inputs, such as fertilizers. To validate the robustness of our results, we additionally establish a positive and statistically significant association between an ICT adoption index and agricultural productivity in SSA. In light of these findings, we recommend the prioritization of strategies aimed at fortifying the adoption of communication technologies within the agricultural sector. In addition, efforts should be directed toward enhancing farmers' education and improving access to fertilizers, leveraging the potential of ICT tools as key enablers in this process. 相似文献

This article confirms that labour productivity in the European economies has continued to slow down in recent years. U.S. productivity growth has been higher than in the EU, but only since 2001. At the same time, both economies have modified previous employment performance: EU employment growth is now higher than in U.S. This article proposes that productivity growth be explained by demand dynamics, and investment in particular, not forgetting the influence of employment, along with other factors such as new technologies. 相似文献

The standard economy-wide indices of labour quality (or human capital) largely ignore the role of unobservable worker characteristics. In this article, we develop a methodology for identifying the contributions of both observable and unobservable worker characteristics in the presence of the incidental parameter problem. Based on data for Switzerland over the period 1991 to 2006, we find that a large part of growth in labour quality is caused by shifts in the distribution of unobservable worker characteristics. The overall index differs little from the standard indices, but contributions to growth attributed to education and age are corrected downwards. 相似文献

This paper examines the impact of pro-worker interference on wage contracts and innovation incentives in the labour market. Using a general equilibrium model, we find that excessive interference affects contingent wage contracts in innovator start-ups and tech-intensive firms, especially for complex innovation. When worker dismissal is restricted, high wages may not effectively drive innovation. Moreover, without an efficient intellectual property market, excessive labour market interference can lead to innovation stagnation. Our findings highlight the importance of balancing labour market regulations to foster innovation and ensure its continued growth. 相似文献

This study analyses structural transformation in three Middle East and North Africa (MENA) countries: Tunisia, Morocco and Egypt over a large time period (1960–2010). We examine labour productivity evolution and structural change contribution to productivity growth over different sub‐periods. We analyze the contribution of different economic sectors to aggregate structural change in the three countries. An econometric analysis is also performed to identify the main factors underlying the intensity and the pattern of structural change. Results suggest that the three countries initiated and achieved some progress in structural transformation over the 1970s, 1980s and early 1990s. However, this process has stagnated at low‐income levels and has remained unfinished. Deindustrialization occurred at an early stage of development in the three countries, in contrast to that noticed in developed and emergent countries. The results of the econometric analysis suggest a significant and positive association between investment and structural change as capital accumulation increases the future productive capacity and triggers reallocative efficiency. The human capital quality and availability has a positive and significant impact on structural change. Trade openness is also expected to boost structural transformations. Do exports increase the firm's productivity causally? Focusing on the matched information of highly disaggregated transaction and firm‐level data from 2000 to 2006 in China, we construct a new measure of firm‐specific demand shock as an instrument for firm exports, based on the GDP growth rate of destination countries. We find that a one percentage point expansion in exports raises firm total factor productivity (estimated by the Olley–Pakes method) by approximately 0.224 percentage points on average. Moreover, we find that exports to high‐income countries, more processing exports and scope expansion about variety contribute to the learning effect. 相似文献

This study investigates the impact of anti-corruption on firm labour inputs. Using the province-by-province rollout of the central inspection team campaign in China, we find that the labour intensity rises by 9% in the firms located in the provinces inspected by the central inspection teams. Skill shortages are often portrayed as a major problem for advanced economies, yet there is surprisingly little empirical evidence about how firms adjust to skill shortages and their associated effects on firm performance. This article provides new evidence from the Business Longitudinal Database, an Australian data set with unusually rich information on the causes and consequences of skill shortages in small- and medium-sized enterprises. We document the range of alternative strategies that firms adopt when responding to skill shortages and show that certain types of adaptation are used in some cases and not in others, depending on the type of shortage encountered and other attributes of the firm. Further, we show that certain types of skill shortage are more likely to be long-lasting and difficult to resolve, while others are alleviated relatively quickly with minimal adjustment. Our findings yield lessons for the skill utilization strategies of firms and for the labour market policies of governments. 相似文献

In this article we highlight the importance of technology flows between sectors and their impact on the labour productivity of large-scale corporations. Based on theoretical considerations, we explore technological spillovers between the sectors of an economy. Large-scale corporations usually focus on certain sectors but make use of a wide range of technological knowledge from other sectors. Thereby, technological knowledge built up in sectors by continuous R&D activities does not spill over without bounds but is directed by firms’ absorptive capacities. We use firms’ patent portfolio to empirically calculate the sector affiliation and therewith the firms’ absorptive capacities in order to estimate the impact of technology diffusion on labour productivity. In this article, we set out a model of labour productivity which distinguishes between shocks which change productivity permanently and shocks which have transient affects on productivity. We show that this model is a type of unobserved components model – a random walk with drift plus noise model. The advantage of this approach is that it provides a coherent framework to identify the deterministic trend growth component and also the productivity enhancing (or technology related) stochastic components. The model is applied to aggregate labour productivity in Australia and the time series of technology shocks extracted is used to shed some light on the contributions of policy reforms to productivity. 相似文献
