我们需要什么样的《能源法》——访中电联专职顾问、中国法学会能源法研究会会长叶荣泗

2006年1月下旬,在国家能源领导小组办公室(简称国家能源办)会同国家发改委、国务院法制办召开的《能源法》起草组第一次会议上,宣告成立由国务院、全国人大的15个部门组成的跨部门起草组,标志着我国第一部《能源法》的起草工作正式启动。近日,国家能源办就《能源法》立法工作通过媒体和互联网向社会公开征求意见,表明《能源法》起草不仅是“悄然提速”,更是“高调”进入政府议程和公众视野。起草中的《能源法》与修改中的《电力法》是何种关系?研究制定《能源法》将对我国能源领域产生何种影响?作为能源产业工作者和能源消费者,我们需要什么样的《能源法》?带着这些问题,记者采访了能源法研究会叶荣泗会长。     

我们需要坚强的农村电网

目前,35千伏及以上输变电网设备运行状况良好,电压合格率和供电可靠率都较高,而连接广大农村客户末端的10千伏配电网,设施状况却令人担忧,已重新形成10千伏配网供电卡口,客户端电压质量滑坡,业扩工程进展缓慢,直接影响着整个电网的稳定与坚强,影响着县供电企业的效益与形象。农     

Is It What We Do or How We Do It? New Evidence on Agglomeration Economies and Metropolitan Growth

This paper uses data on U.S. metropolitan areas from 1970 to 1999 to examine the extent to which recent increases in earnings are attributable to agglomeration economies. We decompose the total change in earnings over the 1970–1999 period into components attributable to changes in relative growth, industry mix and interaction effects. We find strong evidence that relative growth matters more than industry mix. In addition, we find that relative growth effects are related to both localization and urbanization economies.     

What Do We Know About Worker Displacement in the U.S.?

Each year during the eighties, plant closings in the U.S. displaced roughly one-half million workers with three-plus years on the job. The recent data and empirical research reviewed here show that wage cuts lower only slightly the probability that a plant will close. Average earnings losses due to long spells of unemployment and to subsequent reduced wages are substantial. Minorities suffer an above-average rate of displacement, but their earnings losses are not unusually high. Women and older workers are no more likely than others to become displaced or to suffer greater earnings losses, but high-tenure workers lose more.     

Mortgage Pricing: What Have We Learned So Far?†

Much progress has been achieved in the valuation of call options and mortgages. Preliminary evidence suggests that the observed term structure of interest rates (the full structure, not just the end-points) and a reasonable estimate of the volatility of spot rates is sufficient for pricing purposes. Knowledge of the precise nature of the interest-rate process and the exact market price of interest-rate risk, the not-well-identified determinants of the term structure, are not necessary for pricing. Moreover, the number of interest-rate state variables is also of little import, again holding the term structure and rate volatility constant.     

Models of Union Wage Determination: What Have We Learned Since Dunlop and Ross?

This study surveys the development and current status of models of union wage determination since Dunlop and Ross first wrote on the subject in the 1940s. To start, I identify eight empirical dimensions of the union wage effect that models have endeavored to explain and predict. A number of alternative theoretical models are then examined, starting with Dunlop's "economic" and Ross' "political" models and extending to the plethora of models and extensions found in the modern-day literature. Examples include standard monopoly, efficient contract, and bargaining models, as well as offshoots such as median voter, insider-outsider, property rights, and principal-agent models. The article then examines the extent to which these various models generate hypotheses and insights apropos to explaining the eight major empirical dimensions of the union wage effect. The conclusion summarizes what has been learned, the major shortcomings of this literature, and steps for further progress.     

We survived this! What managers could learn from SMEs who successfully navigated the Greek economic crisis

Small and medium size enterprises in both business to business and consumer markets are particularly vulnerable to economic downturns. Concentrating on the Greek economic crisis, one of the toughest and most prolonged on a global scale, the present research sheds light on both anthropocentric and business-centric factors that helped SMEs survive, therefore, providing a valuable survival manual. Per findings of two studies performed under the given economically intense conditions, it is evidenced that the right answer to survival rests upon: (a) the entrepreneurs' personality traits and skills that affect the market and entrepreneurial orientations of SMEs, (b) the adoption of such orientations that keep impacting the firms' performance, and finally (c) the implementation of strategy relevant to reaching higher quality standards for products and services, combined with tactics relevant to downsizing, marketing actions, extroversion, and financial management.

Why Do We Have ARMs?

This paper suggests a resolution to the paradox of inefficient risk bearing by adjustable-rate mortgage (ARM) borrowers. The analysis shows that when contracts are written in a realistic way, with payments linked across time via a common loan-rate function, risk sharing and the tilt of the mortgage payment stream become inextricably linked. Unless time preferences are identical or the cost of funds exhibits no time trend, borrowers will accept interest-rate risk in order to gain a more favorable time path of mortgage payments.
