ABSTRACTIn recent decades, the operating mechanisms of states and societies have transformed from traditional hierarchical relationships into a more horizontal structure. In this new setting, citizens may have a critical role in monitoring public accountability. This article explores citizens’ willingness to monitor public officials’ accountability and the factors that may influence it. Using a survey distributed in Israel in 2016, the analysis indicates that citizens view these interactions in terms of collective action problems aimed at minimizing freeriding. Government policy in these areas is irrelevant to citizens’ calculations. 相似文献

Although theory and research from the domains of organizational behavior and human resource management suggest that individuals’ perceived organizational support (POS) plays a crucial role in enhancing job satisfaction and in reducing turnover intentions, there is a lack of research applying Organizational Support Theory to the realm of project management. Project-based organizations have an increasing demand for highly qualified project managers who feel supported by their employing organization and intend to remain in their positions. Therefore, the primary objective of the present study was to investigate predictors of project managers’ POS (both from a career management and from a project portfolio management perspective) and to examine how this variable related to their job satisfaction and intention to quit their project manager position. Using a sample of 541 project managers and 135 project portfolio coordinators nested in 135 firms, the analysis revealed that POS related positively to project managers’ job satisfaction and negatively to their turnover intention. A career path for project managers was positively associated with POS, especially when it was accompanied by adequate qualification opportunities. Results further stress the significance of top management involvement and the support of project management offices for project managers’ POS. 相似文献

ABSTRACTPerformance management requires wise utilization of performance information to generate expected results. The framework of Performance Information Utilization (PIU) explains why and how performance information is used in the public sector, although it does so without recognizing the role of the information user’s perception. This article adapts the information system theories to conceptualize perception of performance information (PPI). Statistical analysis confirmed the validity of the construct and showed a significant relationship between quality and usefulness of performance information, and usefulness of multiple performance information systems. Drawing on the resource- and competency-based view, this paper examines the relationship between high-performance human resource (HR) practices and firm performance. Using a sample of 189 firms in mainland China, a positive relationship between high-performance HR practices and firm performance was found that was partially mediated by employees’ competencies. We also found the organisational climate for creativity to strengthen such relationship. The implications and future directions of these findings are discussed. 相似文献

Do appraisal reviews actually change employees’ subsequent performance? To answer this question, longitudinal analyses are required. Dorfman et al. (1986) and Nathan et al. (1991) performed longitudinal studies, to attain contradicting results. Apparently we need additional longitudinal studies. We analysed a data set collected from a Korean petrochemical company, and found that, even though each of the three measures of appraisal review content (i.e. the degree to which, during the appraisal review, (1) employees have opportunity to participate in discussion, (2) goals are clearly set and (3) career issues are discussed) was significantly related to the employees’ reactions to the review, none of them had a positive impact on the subsequent job performance. This result is consistent with the Dorfman et al.’s finding. Possible reasons for our result being different from Nathan et al.’s finding, limitations of our study and further studies required are discussed. 相似文献

This paper examines the attitudes of the top managers within one large financial services organization in the UK to fixed and variable components of their compensation package. The rationale for performance-related pay for senior managers is to align their interests with those of the shareholders, but little is known about the views of top managers on the effectiveness of such incentives. The results suggest that the design of effective bonus systems is not just a technical issue: perceptions of market fairness with respect to the compensation package and the clear communication of goals are important in getting senior managers to focus on shareholder interests. 相似文献

In this paper we explore the impact of PMS inconsistency on managerial role clarity and well-being. In addition, we investigate if problems with PMS inconsistency can be dealt with by convincing superiors to loosen their control reactions to variances, giving managers job autonomy and providing managers with support from superiors, peers and staff functions. Based on survey responses from 799 managers in one public sector organization and 187 managers in one private sector organization we conclude that PMS inconsistency has negative effects on managers’ role clarity and well-being. This situation does not improve if superiors practice loose control; on the contrary, it seems to make managers’ work situation worse. Job autonomy and support appear to be better coping methods since they have direct positive impacts on managers’ role clarity and well-being that counteracts the negative effects of PMS inconsistency. 相似文献

Entrepreneurial orientation and market orientation (EO and MO, respectively) have received extensive research attention in the past several decades. Although scholars widely agree that both MO and EO are critical to firms’ performances, a better understanding is still needed about how market and entrepreneurial orientation develop over time as well as their relative impact on the growth of the SME’s performance. This study does not consider MO and EO as generic resources that always positively influence firms’ performances; instead, it tries to explore contingent elements, such as social and business networks and accumulated entrepreneurial experience. The hypotheses were tested on 191 small and medium-sized electronic firms located in an Italian geographical cluster during two periods: 2005 and 2016. This study suggests that SMEs, which develop social networks, may enjoy considerable advantages from entrepreneurial and market orientation, improving their performance benefits. Moreover, our results show that previous entrepreneurial experience, when specific, can reinforce the impact of entrepreneurial and market orientation on firms’ performance growth. This analysis makes several important contributions to the management literature on the strategic orientation of firms, the entrepreneurial experience and network development. 相似文献

AbstractThe management of work–life boundaries is portrayed in the literature as being a matter of individual choice. Accordingly, organizational influence has been underestimated. The first objective of this article is therefore to determine whether an organizational culture of integration (e.g. expectations about taking work home) can influence individuals’ ability to act on their personal preference for segmentation. The second objective is to determine whether a mismatch between culture and personal preferences can influence the emotional state of employees and, if so, in what way. A study of 243 employees showed that the perception of an organizational culture of integration reduced the effect of preference for segmentation on employees’ ability to detach themselves from work during rest periods. Further, a path analysis highlighted a moderated mediation, indicating that preference for segmentation was associated with reduced emotional exhaustion in employees by promoting a high level of psychological detachment, and this reduction was even stronger among those who perceived a weak culture of integration in their organization. This study proposes that jointly with individual preference for segmentation or integration, the norms and expectations of an organization have considerable influence on employees’ ability to detach and recover during non-work time. 相似文献

ABSTRACTPerformance management (PM) can alienate employees from experiencing societal impact. This is problematic since societal impact influences employees’ job satisfaction. To avoid such unintended effects, we investigate two conditions under which PM could instead benefit the societal impact and job satisfaction of employees: consistency and leader-member exchange. Results show consistent PM fosters job satisfaction, mediated by societal impact and moderated by leader–member exchange. Public organizations should streamline expectations communicated through PM and constructive leader relationships could reinforce this process. By examining the conditions under which PM can avoid unintended effects on employees, we add to the debate on PM effectiveness. 相似文献

This article analyzes the contribution of certifiable environmental management standards—such as ISO 14001 and the Eco‐Management and Audit Scheme (EMAS)—to corporate environmental performance. Based on a content analysis of 414 third‐party‐verified environmental statements from EMAS‐registered Spanish organizations, which included information for around 6,700 detailed indicators, a weak improvement in environmental performance was found. Less than half of the analyzed indicators—namely, 48.27%—revealed a net improvement. Similarly, analysis of the justifications of the registered companies for the lack of improvement points to a rather symbolical adoption of the certification, intended to do only the bare minimum. These findings call into question the prevailing opinion about the positive impact of voluntary certifiable environmental management standards on environmental greening. Implications for managers and public policy makers, as well as for other stakeholders, are discussed. 相似文献

This study examines the performance of managers over time, as well as its persistence, taking into account both manager characteristics and market conditions. Applying parametric and non-parametric methodologies, we examine a sample of UK equity pension fund managers. Our results help to understand the importance of manager assignments in the industry and reveal the importance and benefits of management specialization. We find certain manager performance persistence, revealing that some managers are better than others and possess superior investment skills. Additionally, we find that managers achieve better results when they run a single fund or one investment-objective funds, which allows managers to focus on specific tasks. Nonetheless, manager performance varies with market conditions and highlights managers’ different skills. Specialist managers perform better in bullish markets, and generalists perform better in bearish periods. 相似文献

ABSTRACTPublic employees are urged to be tireless collaborators and skilled performance managers, but can they be both at the same time? We describe two approaches to collaborative performance management observed in the US federal performance system: interagency collaboration to achieve cross-agency goals, and intra-agency collaboration to achieve agency goals. We find that some factors that reinforce intra-agency collaboration – accountability to agency goals, investment in the agency performance system – fail to support, or even undercut, interagency collaboration. However, other factors – seniority, participation in goal-setting, and goal salience – can encourage both types of collaborative performance management. 相似文献

In search of maximizing efficiency, public organizations found solace in the adoption of employee performance management (EPM) systems. While research supports that managing employees’ performance has favourable outcomes, it is still unclear why and under which conditions. Moreover, EPM systems might even create additional pressures and therefore increase turnover intentions and undermine public organization’s quest to maximize efficiency. We argue that when EPM systems are carried out consistently (i.e. internal consistency) and when they link civil servants’ individual goals to the organization’s strategic goals (i.e. vertical alignment), civil servants will be less likely to leave the organization. Hierarchical linear regression analysis shows that internal consistency relates to increased satisfaction with the EPM system and affective commitment to the organization. Vertical alignment relates to lower levels of turnover intentions. This relationship was mediated by EPM system satisfaction and affective commitment. These findings that contribute to our understanding of EPM systems can lead to favourable outcomes. 相似文献

Questions about the influencing factors and measurement of firms' sustainability performance have attracted growing research interest, as the requirements for sustainability have steadily increased. This study examines whether supply management innovativeness and supplier orientation make positive impacts on firms' overall sustainability performance. An empirical study based on a survey targeting large- and medium-sized manufacturing companies in Finland shows that innovativeness in supply management considerably influences a firm's overall sustainability performance and that supplier orientation positively relates to sustainability performance. The benefits of innovativeness in supply management and strategic supplier orientation are directly realised in sustainability performance. Therefore, supply management is not only a gatekeeper against sustainability risks arising from the supply base but is also a function by which new ideas aiming to influence supply markets and firms' sustainability are presented. 相似文献

In today's global shipping industry have management functions often been outsourced to separate companies and to overseas locations. With the appearance of socalled ‘flags of convenience’ the world shipping industry has increasingly registered commercial vessels overseas. Following this trend, human resource management functions have also been relocated, with the opening of recruitment offices and the use of HR agencies outside OECD countries. Recently, new German regulation has sought to attract previously outsourced HRM functions back to Germany. A case study of such a newly established firm, called ‘Reimarus’, will exemplify the impact of the new regulation on HR firms in shipping. This study explores how fat female employees engage in identity work to manage stigmatizing expectations grounded in healthism and obesity discourse that construct fat people as unhealthy, stupid, unprofessional, and lazy. We interviewed 22 women who self-identified as fat, full-figured or obese. Our analysis reveals how our participants engaged in identity work strategies in order to project a professional appearance and highlight their work performances. Many strategies reproduced dominant notions about fatness such as ‘smartening up’, ‘distracting’, ‘hiding’, ‘concealing’, ‘humour’, ‘compensating’, ‘explaining’ and ‘defensive Othering’. Yet at times some participants also used strategies that challenged dominant discourses about size, such as ‘flaunting’, ‘irony’ and ‘self-acceptance’. The identity work strategies our participants engaged in were not just narrative; many involved what they did with their bodies. We therefore argue the need for further theorizing embodied identity work, specifically with regards to how size matters in the context of employment. 相似文献
