中央财政支持地方高校发展专项资金既是财政、教育行政管理领域内简政放权的有效载体,也是地方高校持续发展的重要保障。地方高校专项资金运行中存在诸如投入规模和范围偏窄、重申请而轻管理、绩效评价体系不健全以及省级财政责任不明晰等问题。其原因主要在于计划导向的专项资金分配体制、地方财政配套投入机制失衡、相关保障措施不力等,在简政放权的背景下,需要扩大专项资金的筹措规模和支持范围、完善专项资金的项目申请与管理、合理确定专项资金的建设内容以及强化绩效评价机制。

高校修购专项资金是国家财政在年度教育事业费预算中安排的专项用于高校的房屋修缮、仪器设备购置和基础设施维修改造的资金，包括中央高校修购专项资金和中央与地方共建高校专项资金。设立高校修购专项资金，主要目标是调整高等教育支出结构、弥补高校教育事业费不足和强化财政资金的监督管理。高校修购专项资金实行项目管理，概括地讲，即从项目立项论证、立项论证参数的选择到经费申请程序及申报本格式等都进行规范化和标准化的管理，通过项目评估、项目综合排序和分类排序的方法，建立项目库，实行项目的滚动管理，然后，根据国家财力可能和事业发展需要择优安排项目，并将项目支出预算编制到每个学校年初预算。

高校图书馆服务社区红色文化建设的研究

融合共建学习型党组织是高校立德树人和服务经济社会发展的新途径,能更好地促进新时代高校党建与事业融合发展。高校图书馆利用其自身馆藏优势与社区共建学习型党组织,既是对高校社会教育职能的扩展,又为基层党建工作发展提供支持。本文以苏州市职业大学图书馆与社区基层党组织融合共建为例,通过开展红色阅读推广、打造“流动课堂”、举办书法绘画展等活动,用红色文化启智润心、培根铸魂,同时对融合共建工作中存在的问题提供解决方案。     

基于提高安徽省财政支农资金使用绩效的思考

文章在对2003～2007年间安徽省财政支农资金的增长、使用、分配及管理情况的综合分析基础上,提出了调整和优化财政支农资金的支出结构,并提出建立健全的资金管理制度、创新资金管理等机制提高安徽省财政支农资金的使用绩效的对策建议。     

THE EFFECTS OF PENSION FUNDS ON MARKETS PERFORMANCE: A REVIEW

The worldwide reforming process of pension systems triggered by the demographic transition and globalization has led several countries to implement multi‐pillar pension systems and enhance pension funds. For this reason the studies on the effects that pension funds exert on markets performance have been flourishing in the last decades. In this paper, we provide an updated review of the empirical advances in this field of study, with particular focus on the effects that pension funds produce on labour markets, financial markets and economic growth.     

中小高新技术企业融资方式的效率评价及政策建议

资金短缺问题长期制约着我国中小高新技术企业发展的高成长性。在积极拓宽与创新多种融资渠道的同时,政府应通过政策的引导来鼓励支持高效融资方式的优先发展。本文在分析中小高新技术企业融资方式及效率影响因素的基础上,运用模糊数学方法评价和比较不同融资方式的融资效率,进而根据评价结论提出在构建多元化融资体系的基础上优先鼓励企业内源融资,并加强政府基金支持力度和加快发展其他高效融资方式等政策建议。

高速公路的发展对我国地区经济增长具有举足轻重的意义,我国高速公路建设资金融资渠道也经历了不断的变迁,面对未来紧缺的资金和持续增长的需求,本文就如何优化高速公路项目融资结构,采用因子分析和回归分析方法,建立了优化融资决策模型,以期为指导企业实践提供参考。     

Forecasting the daily federal funds rate

This paper compares two alternative one-day-ahead forecasts of tomorrow's federal funds rate. The first forecast is a simple random walk forecast in which the forecast of tomorrow's federal funds rate is taken to be today's federal funds rate. The second forecast is an ARIMA model forecast that was allowed to vary with changes in the Federal Reserve System's operating procedures. These two forecasts are compared in terms of their general forecast accuracy and the decision support they provide to a financial institution hypothesized to be borrowing $7 million a week in the federal funds market. Even in cases felt to be most favorable to the ARIMA forecasts, the degree of forecast accuracy and decision support superiority of the ARIMA forecasts is found to be quite small.     

Some empirical evidence on the real effects of nominal volatility

It has been argued that volatility in nominal macroeconomic aggregates has had a negative effect on real output, in particular that such volatility contributed to slow output growth in the early 1980s. This paper reexamines the effects of volatility in nominal macroeconomic aggregates in the context of a modern simultaneous equation framework where the volatility of, nominal macroeconomic variables is modeled as the conditional variance of two variables of interest: the federal funds rate and inflation. The empirical framework is the recently developed multivariate GARCH-in-mean vector autoregressive model. We confirm evidence that inflation volatility and tight monetary policy have directly affected output growth, but find that volatility in the federal funds rate has not.     

加快农村金融发展的对策

目前我国农村金融市场资金外流、基本金融服务供需矛盾突出、金融政策扭曲等问题比较严重,已经阻碍了农村经济发展的步伐,同时更加剧了农村经济区域发展的不平衡。而"三农"问题是我国国民经济发展的基石,农村经济要得到发展,资金的投入是重点,农村金融对"三农"的支持乏力,已经成为制约农村经济发展的"瓶颈",成为社会主义新农村建设的重要制约因素。建立健全适合我国农村、农业和农民发展需要的农村金融体系,保证农村金融产品的供给,确保资金有效地投放与使用,对于解决我国"三农"发展问题至关重要。     

Mutual fund selection and performance persistence in 401(k) Plans

We examine how plan sponsors/providers select mutual funds for 401(k) plans and whether performance persistence exists for mutual funds listed in 401(k) plans. Using a hand-collected data set of 401(k) investment options, we find that plan sponsors are likely to choose actively managed growth funds, including aggressive growth funds and long-term growth funds. Furthermore, more than 50% of the mutual funds in our sample of 401(k) plans are selected from the top 10 fund families in terms of total net assets. On average, plan sponsors select funds that outperform the funds with the same investment objective and that have low expense ratios. The performance of mutual funds in 401(k) plans only persists in a short horizon. Our analysis indicates that the menus of 401(k) investment options do not exhibit a signaling effect, indicating that investment options in 401(k) plans do not supply useful information about the future performance of mutual funds for investors in selecting mutual funds.     

Can training increase the confidence of staff and volunteers in a sector with inexperienced fundraisers? Lessons learnt from the “giving to heritage” programme

The UK independent heritage sector has traditionally not been strong at fundraising. There is a perception amongst the general public that most heritage assets are supported by funds from the state, and that sectors such as children and health are more worthy of support. At a time when pressures on central and local government budgets are increasing, the need for heritage to look for sources of private funds has never been greater, yet the level of confidence and skills to achieve this goal are relatively low. A fundraising training programme tailored to the sector was delivered between 2014 and 2017 by The Heritage Alliance in partnership with the Institute of Fundraising and supported by the Heritage Lottery Fund. This paper analyses the results and explores what worked and what did not work in the programme. An emphasis on face-to-face training in small workshops, backed up with other training techniques, together with online resources, resulted in higher levels of fundraising skills amongst heritage fundraisers and a surprisingly high levels of actual funds raised attributable to the training programme.     

成都理工大学教职工体育协会的现状研究

文章对成都理工大学6个教职工体育协会的建制、经费、场地设施、指导人员以及活动开展状况等方面进行了调查访谈,发现协会中仍然存在着协会成员固化、成员覆盖面小以及资金不足、场地匮乏等问题,并提出加大宣传力度,狠抓培训、扩大会员人数;扩展资金来源,寻求学校场地人力支持以及多层次创造活动交流平台等建议措施,以促进成都理工大学教职工体育协会的进一步发展。
