建设更高水平开放型经济新体制的总结与展望

对外开放是我国的基本国策。十九届四中全会明确提出,建设更高水平开放型经济新体制,实施更大范围、更宽领域、更深层次的全面开放。十九届五中全会《建议》提出,要通过建设更高水平开放型经济新体制,推动共建“一带一路”高质量发展,积极参与全球经济治理体系改革,实行高水平对外开放,开拓合作共赢新局面。     

新时代对外开放战略与大学的使命担当

认清世界经济大势,推动形成我国全面开放新格局

<正>十九大报告明确指出,发展是解决我国一切问题的基础和关键,发展必须坚定不移地贯彻创新、协调、绿色、开放、共享的发展理念,发展更高层次的开放型经济,推动形成全面开放新格局。当前,国际形势正在发生深刻复杂的变化,世界经济格局正处在大变革、大调整时期,充分认识国际环境的变化和调整对推动形成我国全面开放新格局意义重大。新     

协同视域下河南自贸区-郑州片区建设对提升对外开放水平的作用研究

党的十七大报告明确提出要实施自由贸易区战略,党的十八大报告提出“加快形成更高水平对外开放新格局”,党的十九大报告提出“建设现代化经济体系,要推动形成全面开放新格局”。自贸区的设立是推动我国新一轮改革开放的战略需要,是落实区域协同发展战略的创新举措,也是实现全球一体化的必然要求。2017年4月1日,中国(河南)自由贸易试验区正式挂牌成立。河南自贸区的战略定位是“加快建设贯通南北、连接东西的现代立体交通体系和现代物流体系,建设成为服务于‘一带一路’建设的现代综合交通枢纽、全面改革开放试验田和内陆开放型经济示范区。”河南自贸试验区以郑州为主,涵盖郑州、洛阳和开封三个片区。自成立以来,河南自贸区-郑州片区已成为河南的标志,标示着对外开放正式形成,成为一种新方式和新平台,同时也表明对外开放步入了一个新的局面和高度。在新时代发展趋势下,河南自贸区—郑州片区被赋予深化开发的新使命,具有“高起点开局”的优势,肩负着服务区域经济协同发展战略的使命,亟须更好地实现促进区域经济发展和提升区域对外开放水平的作用。     

论全面开放新格局下中国特色自由贸易港建设

习近平总书记在党的十九大报告中提出"推动形成全面开放新格局",强调"发展更高层次的开放型经济""赋予自由贸易试验区更大改革自主权,探索建设自由贸易港"。这是以习近平总书记为核心的党中央根据国内外经济形势发展新趋势、新变化作出的重大战略部署。根据十九大报告精神,以现有自由贸易区"升级版"为主线,以境外自由贸易港发展经验为思路,推动更高层次对外开放格局要聚焦货物、人员、资金三大要素更加自由流动;创新管理体制,专业机构专业管理;建立完善的法律保障体系。     

北京发展开放型经济若干战略问题的研究

北京在21世纪要建设成世界一流的现代化国际城市,这需要大力发展适合首都特点的开放型经济。 一、开放型经济发展的新格局 开放型经济是向世界经济环境开放的经济发展模式,涉及经济运行各个环节和经济发展的各个领域。改革开放17年来,北京开放型经济迅速发展,已初步形成全方位对外开放的新格局。     

以高水平开放推动高质量发展

<正>习近平总书记指出,“过去40年中国经济发展是在开放条件下取得的,未来中国经济实现高质量发展也必须在更加开放条件下进行”。党的十八大以来,以习近平同志为核心的党中央坚持对外开放基本国策不动摇,党的十九届四中全会以来多次提出实施更大范围、更宽领域、更深层次的高水平对外开放,建设更高水平开放型经济新体制。“十四五”规划明确提出,持续深化商品和要素流动型开放,稳步拓展规则、规制、管理、标准等制度型开放,基本形成更高水平开放型经济新体制。     

紧密结合陕西省情特点加快实施开放带动战略

党的十七大报告指出：要“坚持对外开放的基本国策,把‘引进来’和‘走出去’更好结合起来,扩大开放领域,优化开放结构,提高开放质量,完善内外联动、互利双赢、安全高效的开放型经济体系,形成经济全球化条件下参与国际经济合作和竞争新优势。深化沿海开放,加快内地开放,提升沿边开放,实现对内对外开放相互促进。”这一精辟论述,高度概括了我国全方位对外开放的新思路,描绘了对外开放的新格局,指明了对外开放的新方向。     

坚定信心开放经济的道路一定越走越宽广

对外开放是我国的基本国策,党的十一届三中全会以来,我国始终坚持对外开放,不断拓展对外开放的广度和深度,为我国经济和社会发展不断注入新的活力,也为我国综合国力和国际影响力的提升做出突出贡献。建设和发展开放经济是现代经济发展和壮大的必由之路,推动形成全面开放,全方位开放新格局,必须加大对外开放,加紧落实一系列重大开放举措:构建开放经济新体制,加强服务业开放,扩大进口,推进双向开放、努力打造国际竞争新优势,推进全面全方位振兴等。坚定不移实现更高水平的开放发展,是我们的不变选择。
