审计署：企业节能减排已整改问题资金逾28亿元

中国审计署近日公布对中国20个省有关企业节能减排的审计调查整改结果,其中存在资金挤占、挪用、套取和发放不到位等多项违规行为．涉及金额28．57亿元人民币,目前这部分资金已全部追回到位。10日公布的整改跟踪调查结果显示,至今年7月底．20个省地方政府主管部门已督促1l户企业将挤占、挪用的0．57亿元资金全部归还原渠道;将26户企业套取、多得的1．44亿元资金全部收回：5个省专户存储差别电价收入3．69亿元．4个省扣除发电企业多得脱硫电价款1．67亿元。并按规定使符合标准的发电企业享受脱硫电价款21．2亿元。同时,根据审计发现的问题．四川、吉林等14个省有关部门督促企业建成未按期完工的节能技术改造工程项目298个,共实现节能量726万吨标准煤。

基于债务审计结果的几点认识

2011年,审计署对全国省、市、县三级地方政府性债务进行了审计,摸清了截至2010年年底的全同省、市、县三级地方政府的债务情况。2013年,审计署对部分地区地方政府性债务情况进行了一次跟踪审计,目的是为了摸清2011年以来地方政府性债务的增长变化情况。

Time on Welfare

A bstract . Long-term welfare participation by women is examined using data from Akron , Ohio. Age at entry to welfare, previous work experience , and number of children are the best predictors of long-term welfare use. Race and education are not statistically significant. Changes in family structure are the major reason why women enter welfare. But labor market reasons predortant for married couples. Labor market reasons are the most important reason why women leave the welfare system. For "high risk" women, welfare is less a safety net than a dependency trap. Public policy should focus on pregnancy among high-risk teens.     

Time series analysis

Time series analysis has undergone radical changes in recent years. The objectives of time series analysis remain the same, but the techniques have changed. Box and Jenkins (1968, 1970; see also Nelson, 1973) particularly have introduced a class of models which have a wide variety of applications in time series modelling. The purpose of this paper is to examine the relevance of their approach to political science, to introduce their techniques to the student unfamiliar with their work, and to discuss future developments in this area in relation to political science methodology. The sections involve an analysis of their approach, then an example of their model building strategy applied to poll data and, finally, a discussion of future developments. But before embarking on the main discussion it is useful to examine the objectives of time series analysis in general and to distinguish it from other areas of statistical analysis in the social sciences.     

Heterogeneity and Time

A bstract .   Although heterogeneity and time are central aspects of economic activity, it was predominantly the Austrian School of economics that emphasized these two aspects. In this paper we argue that the explicit consideration of heterogeneity and time is of increasing importance due to the increasing environmental and resource problems faced by humankind today. It is shown that neo-Austrian capital theory, which revived Austrian ideas employing a formal approach in the 1970s, is not only well suited to address issues of structural change and of accompanying unemployment induced by technical progress but also can be employed for an encompassing ecological-economic analysis demanded by ecological economics. However, complexity, uncertainty, and real ignorance limit the applicability of formal economic analysis. Therefore, we conclude that economic analysis has to be supplemented by considerations of political philosophy.
