Much of the existing literature on air pollution and mortality deals only with the short-term effects of air pollution. Policy on the other hand needs to know when, whether and to what extent pollution-induced increases in mortality counts are reversed. This involves modelling the entire infinite distributed-lag effect of air pollution on mortality counts.Using an ARMAX modelling strategy this paper illustrates how distributed lag effects can be parsimoniously but plausibly estimated in the context of a time-series study into the relationship between ambient levels of air pollution and daily mortality counts for Manchester. The analysis reveals that maximum 1-h ozone levels are strongly associated with daily mortality counts and that a significant harvesting effect is present. The mortality cost of peak 1-h ozone concentrations for Greater Manchester with a population of 2.6 million is estimated to be £572 million annually. This accounts for the fact that some of the deaths associated with maximum 1-h O3 concentrations have been advanced only by a short period of time.  相似文献

During the last decade an increasing amount of studies have investigatedthe relationship between air pollution and human health effects. In thisstudy we investigate how these effects in turn induce reduced labourproductivity in terms of sick-leaves, which is an important factor inassessment of air pollution costs in urban areas. For this purpose weemploy a logit model along with data on sick-leaves from a large office inOslo and different air pollutants. Our results indicate that sick-leaves aresignificantly associated with particulate matter (PM10), while theassociations with SO2 and NO2, are more ambiguous. We also tryto estimate the induced social costs in terms of lost labour productivity andincreased governmental expenditures, although these estimates are moreuncertain.  相似文献

India experiences some of the highest air pollution levels globally, with 13 of the 20 most polluted cities in the world. In this paper, we estimate the relationship between air pollution policies in India and mortality for people of all ages and all causes. We estimate the relationship between mortality and two major air pollution regulations, the Supreme Court Action Plan (SCAP) and the Catalytic Converter (CC) policy. Although data for mortality in India have improved over time, the annual average mortality for many districts is volatile, with many outliers and missing values. After addressing these measurement issues in a difference-in-differences setup, we do not find evidence that the policies were effective in significantly reducing mortality. In an effort to understand the potential benefits of reducing pollution levels in India, we investigate the association of different pollution types with mortality. This analysis relies upon relatively recent satellite data on PM2.5 levels in India. We examine this relationship for India for the first time, using a fixed effects model in an attempt to address issues of endogeneity and measurement error. We find that PM2.5 levels are positively associated with mortality, with a 10% increase in pollution conditionally associated with a 2.0% increase in the mortality rate.  相似文献

Professional sporting events attract millions of fans to urban areas each year as they cheer on their favorite teams. While benefits, such as increased tax revenues and economic development, are often cited as reasons to host a professional sports franchise, the public and private costs receive much less attention. This paper uses air quality readings from the Environmental Protection Agency and Major League Baseball schedules to estimate the impact of Major League Baseball games on local air pollution. The results suggest that attendance at a Major League Baseball game has a statistically significant but negligible impact on local air pollution. (JEL Q53, R11)  相似文献

In financial studies, environmental stimuli such as sunshine, temperature, and daylight are often used as proxies for people’s collective mood swings to test their effects on the stock market. China has experienced serious air pollution problems in recent years, and Chinese public awareness of air pollution has soared. In this paper, we use China as a natural experiment to investigate the effect on stock returns of depressed moods induced by air pollution. Daily air-pollution data from 2005 to 2014 are analysed and the results obtained from the empirical research show that a contemporaneous negative and a two-day lagged positive relationship exists between air pollution levels and stock returns over this time period. The relationship is mediated by the influence of air pollution on investment decisions. The results also indicate that the effect is weakened for companies that protect air quality, but no stronger effect is detected for polluting companies. The findings imply that air pollution is a behavioural factor with some connection to stock returns in China.  相似文献

This study presents a conservative estimate of the health benefits that would result from attainment of the federal ozone and fine particle (PM2.5) standards in the South Coast Air Basin of southern California. A three‐stage approach is used that links pollution exposures to adverse health outcomes to economic values. The annual value of the aggregate health benefits approaches $500 million (with a range of $295–$646 million) for ozone and exceeds $21 billion (with a range of $12.85–$34.22 billion) for fine particles. Such results are useful to regulatory agencies and other policy makers when evaluating the merits of various air pollution reduction strategies. (JEL Q51, Q53)  相似文献

While a growing literature in economics has established the harmful health effects of longstanding criteria air pollutants such as ozone and carbon monoxide, fine particulate air pollution is relatively understudied. This paper provides evidence on the harmful effects of fine particulate pollution for Ontario, where municipalities enjoy particulate levels well below US Environmental Protection Agency (EPA) standards and predominantly below Canada‐wide standards. Results provide strong evidence for the detrimental effect of fine particulate pollution for the respiratory health of children, with a one standard deviation change in particulate pollution, leading to a 4% increase in respiratory admissions. While these results inform the stringency of current pollution standards, they also highlight the importance of an international approach to air quality. For instance, the paper also shows that particulate levels in Ontario municipalities are strongly influenced by southerly winds from US jurisdictions, which adhere to more lenient EPA standards.  相似文献

In this study we estimate how much Polish citizens would be willing to pay to harmonize Polish air pollution standards with EU standards. We conduct a contingent valuation of all damage components using a system of dichotomous choice questions. This system approach helps to avoid embedding problem and to identify protest voters. We compare estimates from a set of single logit models with a generalized estimating equations (GEE) model, which provides more parsimonious and efficient estimates. Although, health remains very important, our respondents valued mortality less than the literature but morbidity much more. Damages to ecosystems and cultural heritage compose 13–16% of the total value and their omission by the literature seriously underestimates total benefits. Overall, the results suggest that Poland values the benefits of pollution control much less than the wealthier EU suggesting harmonization should be postponed and conditioned on economic prosperity.P28, Q51, Q53 standard harmonization, system valuation  相似文献

本文使用2014—2017年我国省级报纸对省份内地级市的空气污染报道数据,实证检验了媒体压力在促进空气质量改善中的作用。研究发现,媒体对污染报道的增加,显著促进了城市空气质量的改善,且这种改善的效果受污染报道发表报纸是否为省级党委机关报以及城市主政官员特征的影响。这意味着,媒体污染报道主要通过对政府官员形成的压力来促进地方政府进行污染治理、改善空气质量。进一步研究发现,环境治理投入的增加与工业污染排放的减少,是媒体压力促进城市空气质量改善的有效途径。本文的结论,对于理解新时代我国舆论监督的作用机制以及更好发挥新闻媒体监督在环境治理中的作用,提供了新的视角。  相似文献

This study endeavors to explore the impact of different environmental regulations and their heterogeneity on air pollution control in China. By employing a slacks-based measure of directional distance function model, considering undesirable outputs, the efficiency of air pollution control of China’s 30 provinces during 2001–2014 is evaluated. The estimates indicate that the efficiency of air pollution control is fluctuating, and there is obvious regional differences. By using provincial-level panel data and panel threshold models, empirical results show that: (1) There is a nonlinear relationship between environmental regulation and air pollution control efficiency, and it can be positively correlated, but it is constrained by the stringency of regulation: there is a single threshold for formal (command-and-control (CAC) and market-based) regulation, while there is a double threshold for informal regulation. (2) Different environmental regulations have different governance effects. Compared with CAC regulation, market regulation can attract more attention of enterprises. (3) It may be ineffective to expect informal regulation to improve the air pollution control efficiency. Therefore, in order to achieve real sustainable development, the government should set up reasonable regulation stringency and optimize the combination of regulation tools.

This study estimates the monetary benefits to individuals from health damages avoided if air pollution is reduced in the urban industrial city of Kanpur in India. A notable feature of this study is that it uses data from weekly health-diaries collected for three seasons. For measuring monetary benefits, the study considers two major components of health cost that is incurred due to adverse effects of air pollution on health i.e., the loss in wages due to workdays lost from work and the expenditure incurred on mitigating activities. The study estimates that a representative working individual from Kanpur would gain Rs. 165.47 per year if air pollution were reduced to a safe level. The extrapolated annual benefits for the entire population in the city are Rs. 224.55 million.  相似文献

A well-known hypothesis providing support for a policy that emphasizes economic growth at the expense of environmental protection is the environmental Kuznets curve (EKC) hypothesis. Although this relation has been mainly explored at the macro-economic level, there are few researches examining micro-economic level. This study looks for empirical evidence between air pollution and income using social data from the British Household Panel Survey during the period 1991–2009. The first approach refers to a fixed effects model, the second to dynamic panel data and Arellano–Bond GMM, while the third approach concerns a binary Logit model with fixed effects. The current study's fixed effects results show that there is no evidence of EKC hypothesis for the air pollutants examined. On the contrary, there is a strong evidence of EKC hypothesis for the air pollutants examined based on Arellano–Bond GMM and logit model's results with fixed effects and all the types of household income indicating that EKC hypothesis holds. Furthermore, regarding personal income, using the Arellano–Bond GMM methodology, the EKC hypothesis does not hold. This indicates that air pollution and income might be based on communitarian arrangements instead of on individualistic actions.  相似文献

1943年美国发生了著名的"洛杉矶雾霾"事件,直到20世纪70年代,该市区还被称为"美国烟雾城"。洛杉矶雾霾夏天主要起因于臭氧,冬天主要是源于细微颗粒物等。洛杉矶在治理雾霾方面的主要做法包括立法、排污许可证制度、推广先进环保技术、建立排污交易机制和成立跨部门专门机构等,其治理工作取得了明显成效:2012年,加州达到"不健康空气"水平的日子比2000年减少了约74%。我国治理雾霾,应更加重视空气污染的长期性预测分析,引入市场机制,成立跨地区的空气污染治理机构,同时,加强中美间环保科技的国际合作。  相似文献

大气污染生态补偿法律机制对于促进区域大气污染联合治理、实现大气污染治理法律正义、创新与完善生态补偿法律机制等具有重要意义。我国现有法律法规就大气污染生态补偿进行了原则性规定,特别是山东、陕西、湖北等地方性法规更是对大气污染生态补偿进行了探索性规范,为大气污染生态补偿法律机制完善提供了有益经验。但从总体来看,我国大气污染生态补偿法律机制尚存在缺乏专门法律支撑、生态补偿主体过窄、补偿方式单一、补偿标准不合理、法律责任不完善等问题。为促进生态文明战略与强化大气污染生态补偿的法律保障,我国应以科学理念为指导,采取有效措施推进大气污染生态补偿法律机制完善。  相似文献

In a research–driven endogenous growth model, a non–renewable resource gives rise to pollution. Consumption may either grow or decline along the optimal balanced growth path, but the (flow) pollution level necessarily diminishes continuously. Any positive balanced growth path is sustainable. Utility may improve, even though consumption declines. Although positive growth is optimal, the market economy may nevertheless result in permanently declining consumption possibilities. At the same time, a growth–enhancing government policy may improve long–run environmental conditions. The pollution externality does not distort the decisions of the market economy, so that a specific environmental policy is superfluous.

This paper suggests a method for evaluating public goods based directly on individual welfare functions. A hypothetical project for reducing air pollution is used as an illustration. The paper describes a technique for estimating welfare functions: the approach is applied to a limited experimental sample. The individual marginal rates of substitution between air income are then added up in order to yield estimates of values associated with air quality variations by the group under consideration. Further it is illustrated that the utilization in the aggregation process of heights based on individual differences in marginal utility of income as computed from the welfare functions, can modify the measures of social profitability and yield evaluation more consistent with basis criteria of social welfare.  相似文献

厘清区域产业集聚与空气污染的关系与机制,是协调经济发展与环境污染矛盾的前提与基础。利用双变量空间自相关探讨产业集聚与SO2平均浓度的空间自相关关系,再通过构建空间面板STIRPAT模型,对这种空间关系进行计量检验。结果表明,2011—2017年,粤港澳大湾区生产性服务业集聚与SO2平均浓度存在正的空间关联关系,制造业集聚、两种产业协同集聚度同SO2平均浓度存在负的空间关联性,但是关联性不显著。单一产业、两种产业协同集聚与SO2平均浓度的关联性具有显著的空间溢出效应。得出以下结论:生产性服务业集聚可能加剧空气污染,制造业集聚、产业协同集聚度则可一定程度上缓解空气污染,但这种关系不显著;单一产业及协同产业集聚对空气污染的空间溢出效应是明显的。  相似文献

Middle Eastern countries are among the top air emitters in per capita terms worldwide. We examine the effect of government expenditures on environmental protection (GEEP) on air pollution in the Middle East and North Africa (MENA) countries. Moreover, we explore whether countries with stronger quality of governance can exploit GEEP to reduce air pollution more efficiently. Empirical analysis, using data from 1996 to 2015 for a set of the MENA countries, shows that GEEP alone does not play a significant role in contributing to better environmental quality. However, improvements in quality of governance are shaping the final environmental effects of GEEP in the MENA region. Our results can help policy makers in the region and international community in discovering strategies for reaching the agreed goals under the Paris Climate Deal (COP21), namely net zero emissions in the second half of the century.  相似文献

Environmental policies in the United States have primarily taken the form of media-specific regulations that emphasize end-of-pipe pollution control. This can lead to the shifting of pollution across environmental media, thereby having the potential to solve one environmental problem by creating a new problem. This study uses data from 228 coal-fired power plants that report to the Toxics Release Inventory to conduct an empirical examination of the extent to which media-specific regulation has caused power plants to shift their toxic air releases to waterways, land, or transfers for offsite recycling facilities. Controlling for plant-level fixed effects, scale of production, and environmental inspections and enforcement under air regulation, this study finds that adopting tougher air pollution regulation that designates counties as being in nonattainment status with the National Ambient Air Quality Standards significantly increased toxic releases to waterways and land.  相似文献
