NPM Can Work: An optimistic review of the impact of New Public Management reforms in central and eastern Europe

Abstract

This article reviews the New Public Management (NPM) literature in central and eastern Europe (CEE) with the aim of assessing whether reforms have ‘worked’. Increasingly, academics have tended to argue against the suitability of NPM instruments in this region. To understand the impact of this much-debated policy, we first propose a classification of the impacts of NPM geared to the realities of central and eastern European states. Then, we use this classification to carefully review empirical studies across the region over the past 10 years. Unlike much of the recent academic literature, we suggest that NPM can work. NPM policy has not always been successful to the extent expected and promoted, but there is enough evidence to show that some of the central ideas in NPM have led to improvements in public service organization or provision across different organizational settings. An adequate degree of administrative capacity, sustained reform over time and a ‘fitting context’ are the main factors that can tip the scale for the success of these management instruments. The article provides a fresh and transparent assessment of a major administrative development in a growing region with implications for other parts of the world that experience similar challenges and opportunities.     

The Evolving Narratives of Public Management Reform

Abstract

This paper compares five key UK public management reform white papers spread over a period of 41 years. It adopts a narrative approach to analyse the scope, dominant themes, proffered solutions, evidence base, key assumptions and style and presentation of these core documents. This longitudinal narrative framework reveals both changes and continuities in UK reform rhetoric. The UK has now experienced four decades of unceasing administrative reform, and has often claimed to be a world leader. This paper offers an original analysis of the official story of this epoch.

Fiscal Retrenchment in Southern Europe: Changing patterns of public management in Greece,Italy, Portugal and Spain

The vulnerability of the four south European countries (Greece, Italy, Portugal and Spain) to the global financial turmoil makes the analysis of their responses to the fiscal crisis particularly interesting for the assessment of the implications of fiscal austerity for public management. Drawing on the historical institutionalist approach, our analysis reveals a picture of variation in the impact of crisis on patterns of public management across south European countries. However, it also shows uniformity in the strategies of retrenchment as in all the four countries under examination governments failed to connect cutback management to ambitious administrative modernization programmes.

A Measurement Framework for Assessing the Contribution of Social Media to Public Engagement: An empirical analysis on Facebook

The public sector is increasingly turning to social media as a means to communicate and interact with citizens, but little is known about the contribution that these social technologies make to public engagement. This paper used a scoping literature review of studies examining social media in order to develop a framework that measures two Facebook features (popularity and commitment), which was then used to evaluate two different levels of public engagement (public communication and public participation). The framework was validated by applying it to the Facebook pages of several Italian city administrations, and a social media engagement matrix was proposed to interpret the findings.

Capturing the value creation in public procurement: A practice-based view

Public procurement has struggled to fulfill its mission to create public value due to a narrow interpretation of value emphasizing the costs of procured goods and services. A holistic view of multidimensional value creation in the context of public procurement has received limited research attention despite a significant body of research on the potential benefits associated with public procurement. The purpose of this paper is to fill this gap by analyzing the value components and means of value creation developed through public procurement activities. We conduct a systematic literature review and content analysis of 171 research articles to determine the constituents of the value of public procurement and the practices needed to achieve them. Using the theoretical lens of the practice-based view, we propose a conceptual framework that holistically integrates different components of the value of public procurement for the public buyer, supplier, and user, along with the practices needed to achieve them. The study contributes to the literature by offering a multidimensional conceptual framework, a structured review of value components and associated practices, and the application of the practice-based view as the theoretical lens, all of which have implications for practice and theory.
