Using a data set consisting of 315 middle-managers at the district level in the Turkish public sector, we develop a structural equation model (SEM) for assessing the impact of empowerment and stewardship on public service motivation (PSM) through job characteristics. The results demonstrate that stewardship and empowerment are distinct ‘levers’ that managers can use in novel ways to influence PSM; and cultural context may factor into the manipulation of these levers. We find that job-based mediators may not compliment leadership styles and self-generating rewards, but, rather work separately in their appeal to PSM. 相似文献

Accountability mechanisms are among the most important means with which governments guard and improve the performance of public sector organizations. However, research documents a plethora of accountability-failures. A key issue is: how can public sector accountability become more effective? This paper seeks to answer this question by connecting two largely separated strands of research: public administration research on real-world organizations and experimental research on the effects of different forms of accountability on decision-making. The paper develops the Calibrated Public Accountability-model (CPA-model) from experimental research findings which can be used to investigate how accountability can be calibrated to task requirements of organizations. 相似文献

AbstractThis article reviews the New Public Management (NPM) literature in central and eastern Europe (CEE) with the aim of assessing whether reforms have ‘worked’. Increasingly, academics have tended to argue against the suitability of NPM instruments in this region. To understand the impact of this much-debated policy, we first propose a classification of the impacts of NPM geared to the realities of central and eastern European states. Then, we use this classification to carefully review empirical studies across the region over the past 10 years. Unlike much of the recent academic literature, we suggest that NPM can work. NPM policy has not always been successful to the extent expected and promoted, but there is enough evidence to show that some of the central ideas in NPM have led to improvements in public service organization or provision across different organizational settings. An adequate degree of administrative capacity, sustained reform over time and a ‘fitting context’ are the main factors that can tip the scale for the success of these management instruments. The article provides a fresh and transparent assessment of a major administrative development in a growing region with implications for other parts of the world that experience similar challenges and opportunities. 相似文献

AbstractCorporate branding requires organizations to focus on uniqueness and differentiation. At the same time, public institutions must provide equal services in order to gain legitimacy. Hence, corporate branding in the public sector organizations has to handle two concerns simultaneously – securing legitimacy and building reputation. We examine this tension through interviews with communication managers in Norwegian hospitals. Despite large investments in techniques borrowed from corporate branding, the informants were reluctant to talk about branding. Instead, they were more oriented towards the universal character of their hospitals. Four explanations are put forward for why branding has an ambiguous position in Norwegian hospitals. 相似文献

This paper acquaints readers with the practice of effectiveness evaluation in the public sector. The purpose of this paper is to study performance measurement according to the changes in public sector reform by focusing on performance-based budgeting in Russia. This paper suggests that the construction process of performance measurement should be aligned with outputs and outcomes of budget policy. The main research materials for this paper are based on data from a survey and follow-up interviews of budgetary managers and accountants. The survey result sets priorities and weighted some indicators to the measurement of effectiveness in the public sector. The data of this study were not large, but the study led to understanding how effectiveness is seen by budgetary managers and how measurement systems should be structured. Texts and contents from different sources such as financial annual reports and budgetary entities' websites provided insightful and interesting findings. 相似文献

Responding to recent calls for more context and history in studying (semi-)professionals in the public sector, this article examines the emergence of hybrid professional roles along with large-scale reforms of Dutch healthcare and education since 1965. Using a theoretical framework based on public management literature and key professional attributes, the article shows how hybrid role expectations are developed by accumulation rather than replacement of successive reform models. Within a single national context, it also highlights considerable sectoral variation in how reform affects professionals’ roles, suggesting a complex mutual relationship between reform and professions rather than a one-sided policy impact. 相似文献

This article investigates perceived accountability patterns of national agencies’ chief executives in four countries with a Rechtsstaat tradition and tests theoretical expectations about potential tensions between managerial reforms and administrative values using survey data (N = 453). All countries combine old and new forms of accountability requirements, while legal and financial accountability have not been replaced with results accountability. Switzerland and the Netherlands score highest on results accountability, though in combination with legal and financial accountability, which are dominant in Germany and Austria. Nation-specific characteristics seem more important for core values of public administration than generic characteristics of the Rechtsstaat model. 相似文献

Abstract The emergence of Britain's ‘Next Steps’ agencies has spawned a new movement in theorizing about administrative organizations, and the practical example and the seeming theoretical excitement have influenced reformers in many other countries. But there is an older tradition of scholarship about administrative organizations that understands that many other sorts of deviant or ‘irregular’ public bodies have been in use for centuries in Britain and elsewhere. Moreover the executive agency model gets diluted as it travels away from Britain, and it then becomes more like some of those other forms. Some contributions to agencification theory are more accommodating than others about this. It is the contention of this article that many such resemblances do exist, and that all students of administrative organization would benefit if more effort could be devoted to searching for common ground between the executive agencies and non-departmental public bodies generally. 相似文献

This paper assesses our state of knowledge concerning the ‘New Public Management’ (NPM) reforms which seem to have been launched in so many countries. In the first section it appraises the types of materials available as a basis for such an assessment. It then considers, and rejects, the thesis that, because of the improved performance they bring, these reforms are global in reach and inevitable in nature. Subsequently, the main part of the paper assesses the available evidence with respect to a number of key dimensions of reform impacts. It concludes that, while there is evidence of specific improvements in particular instances, the general case for NPM as a solution to diverse problems of governance in many different countries is far less firmly established than is commonly supposed. 相似文献

Abstract The subject organization of this article is the government employment agency in Sweden. The agency is a key component of the national labour market focusing specifically on placing the unemployed and job-seekers in work. The agency also administers the processes of providing benefits to the unemployed. We describe the agency, its work and some of its special features and its workforce. We discuss how these features impact on organizational climate and performance. We outline the characteristics of a cadre organization, and particularly how features of this type of organization influence workplace climate. We discuss the ways in which workplace climate contributes to workplace performance. Finally, we review two empirical studies of the agency and its workforce and use data from these studies to augment our discussions. The agency is a real-life organization managing real world issues. Complexities abound. We attempt to unravel some of these complexities. 相似文献

This articls uses the reform of New Zealand's state-owned enterprises from 1984–1995 to highlight two lessons for public sector reform from New Institutional Economics. First, failure to apply agency, property rights and transaction cost theory in tandem can lead to time-consuming pauses and policy shifts in a reform programme. Second, a discriminating alignment between the institutional environment and the regulatory governance structure chosen is crucial for successful privatization in industries characterized by economies of scale, large non-redeployable investments and extremely political output such as telecommunications and electricity. 相似文献

Echoing the global public management reform movement, China’s authorities advocated ‘super-department’ reform (SDR) to curb interdepartmental conflict and administrative inefficiency. However, the related performance consequences have not been empirically investigated. We test the reform’s effects on citizen satisfaction with public services through a natural experiment involving twenty-five counties in Guangdong province (2009–2012) and the difference-in-differences method. The results show that the reform has improved public service performance, but its effects are marginal and unsustainable. We discuss the theoretical contributions and policy implications of the findings and identify future research avenues. 相似文献

Performance appraisal is the most critical human resource practice and an indispensable part of every organization; however, the practice continues to generate dissatisfaction among employees and is often viewed as unfair and ineffective. Indian banking sector is one of the biggest and fastest growing financial service sectors. The post-liberalization era has witnessed significant changes in the structure and operations of banks operating in India. Arrival of new private and foreign banks has given a cause to public sector banks to be more competitive, effective and innovative in their approach. Past researches have compared public and private sector banks and have indicated that new private sector banks are outscoring public sector banks in terms of technical and economic efficiency parameters. However, no study could be found that compared public and private banks in India on fairness perceptions of performance appraisal system. Therefore, this research studied the differences between public and private sector banks with respect to perception of fairness of the performance appraisal system and performance appraisal satisfaction. Perception of fairness of the performance appraisal system has been studied through nine factors. The study used independent samples t-test and qualitative analysis to study the mean differences between the two banks. Results indicated that private sector bank employees perceive greater fairness and satisfaction with their performance appraisal system as compared to public sector bank employees. 相似文献

AbstractPublic sector challenges translate in more complex job demands that require individual innovation. In order to deal with these demands, many public organizations have implemented employee performance management. In a multilevel study, we examine when employee performance management affects individual innovation. We contribute by focusing on consistent employee performance management and Leader–Member Exchange (LMX). Based on goal-setting theory, we first argue that employee performance management fosters individual innovation when it entails consistent subpractices. Subsequently, LMX is theorized to function as a moderator in this linkage. We use multilevel data from 68 elderly homes and 1095 caregivers in Flanders to test our hypotheses. The study reveals that individual innovation is related to consistent employee performance management, and that LMX functions as a moderator in this relationship. Our findings contribute to scholars’ understanding of effects from employee performance management in public organizations. 相似文献

Research on motivation in the public sector has used public service motivation (PSM) and self-determination theory (SDT) interchangeably. This paper compares both theories, develops hypotheses pertaining to their assumptions, and empirically tests them in two public offices in Switzerland. We then explore their relationship with job satisfaction as an indicator of predictive validity. We find that SDT and PSM display conceptual differentiation and SDT has a strongest relationship to job satisfaction. However, moderation analysis suggests that employees with high levels of PSM have more stable job satisfaction compared to their low-PSM counterparts. 相似文献

There has recently been a resurgence of interest in social and environmental reporting (SER) in both the private and the public sector; however, its meaning and application in the public sector are relatively new, and it has been little investigated. Our article is aimed at gaining a better understanding of the reasons underlying the adoption of SER by Italian local authorities by applying the concept of management fashion (Abrahamson ). Empirical analysis shows that both socio-psychological and techno-economic forces combine to shape the SER phenomenon, and a managerial fashion is currently in place among Italian local authorities. Thus, even when SER is adopted in response to ‘technical’ gaps, its label largely depends on its being driven by the need to signal that LAs are adopting a tool which is gaining momentum in academic and professional discourse. However, both forces are influenced not so much by a concern for sustainability as by the context of public-sector reform processes. 相似文献

The effects of e-government on citizens’ trust in government are unclear. This study intends to address this lack of clarity by proposing a novel conceptual framework that can be used to explicate the processes tying e-government use to trust in government. This framework is centred upon citizens’ propensity to trust, perceptions of public sector performance, and trust in government. Citizens’ use of e-government is then argued to strengthen relationships in this framework. The validity of this framework is tested using data collected in 2012 from citizens of Seoul, South Korea. In general, the results offer partial support for the proposed framework. However, the strength of e-government’s influence decreases with more frequent use of information coming from government websites. Implications for effective practice are discussed. 相似文献
