Existing studies of urban logistics facility locations and their impacts on negative externality tend to focus on the movements of freight that start and end within a metropolitan area and overlook the role of the shipments with origin or destination outside of the urban area – external shipments – in characterizing logistics facilities. This research aims to fill such gap. Focusing on the Tokyo Metropolitan Area, we analyze locations and goods vehicle trips associated with four logistics facility groups that have different splits between intra and inter-regional trips for inbound and outbound shipments. The spatial density analysis and the location choice modeling highlight the differences in the distribution and location choice factors among those groups. The importance of trip distance minimization is more evident for the facilities that serve intra-regional shipments. Furthermore, we show that the traffic impacts of goods vehicle traffic associated with logistics facilities also differ in many ways among the above-mentioned groups. Finally, we discuss the policy insights to address their heterogeneity in the contribution to externality.  相似文献

Due to the burgeoning demand for freight movement in the era of e-commerce, freight related road safety threats have been growing in both urban and suburban areas, despite the improved general traffic safety over the past decades. The empirical evidence on how freight trucks related crashes are distributed across neighborhoods and correlated to spatially varying factors is, however, highly limited. This article uses data from the Los Angeles region in 2018 to analyze the spatial patterns of freight trucks related traffic crashes and examines the major factors that contribute to those patterns using spatial econometric models. Maps show that freight trucks related crashes are highly associated with major freight generators but less clustered than the overall traffic crashes. Results from the spatial Durbin model indicate that access to freight generators, economic attributes, land uses, road infrastructure, and road network variables all contribute to the spatial distribution of freight trucks related crashes. The findings could help transport planners understand the dynamics of freight trucks related traffic safety and develop operational measures for mitigating the impacts of growing goods movement on local communities.  相似文献

Within the realm of urban logistics, Macário (2013) developed a hypothesis, denominated the Logistics Profile (LP) concept that suggests homogeneous groups of urban zones with respect to three dimensions, which could be used to analyze freight movement policy: (1) the social and built environment; (2) characteristics of the goods/products being moved; (3) characteristics of the deliveries at the receiver establishment. The concept was expected to ease the transferability of best practices in city logistics, by analyzing similarities and differences between zones. This research uses a quantitative methodology to apply the LP concept, and assess its potential, using the city of Lisbon as a case study. The analysis is focused on: (a) the extrapolation of freight trip generation per establishment and delivery characteristics from a sample of commercial establishments to the population within the case study, (b) proposing a methodology to test the LPs, (c) testing the existence of proposed LPs. Freight trips have been extrapolated using a Multiple Classification Analysis (MCA) model. Freight delivery characteristics were attributed to establishments from a sample-based probability distribution. LPs were tested using a two-step cluster analysis. Some LPs have been matched with clusters of case-study zones, subject to case study particularities. Profile overlap was not an issue and occurrences were expected. The testing showed that Logistic Profiles have the potential for being used as a departure point for urban freight planning and policy analysis.  相似文献

This paper discusses the negative impacts of freight transport growth, especially in and around urban areas. Over time, a growing number of road freight vehicles have delivered less freight over longer distances, while average load factors have been reduced. This development is unsatisfactory, as transport capacity that could have been used more efficiently is lost. To mitigate negative impact, it has been suggested that freight consolidation and better planned localisation of freight consolidation centres (FCCs) would improve city logistics. Based on primary data, this paper investigates the potential to establish urban FCCs intended for small road hauliers (SRHs) delivering goods to the retail sector in a wider geographical area, the Gothenburg region in Sweden. While the findings show that a large majority of SRHs could reach potential FCC locations in a short time, congestion affects deliveries and several factors, many of which were observed already in the 1970s, restrict FCC establishments. Under present conditions, there is little scope for SRHs to successfully deliver goods to retailers in the Gothenburg region from FCCs; therefore, a more efficient urban transport system from a business or societal perspective is unlikely. Policy makers need to take into consideration the different segments, requirements, and characteristics of different cities before venturing into costly FCC projects.  相似文献

Spatial network analysis (SpNA) provides a promising alternative to traditional transport models for the modelling of active travel, because walking and cycling behaviour is influenced by features smaller than the scale of zones in a traditional model. There is currently a need for link-level, city wide modelling of cycling, both to ensure the needs of existing cyclists are catered for in planning, and to model the effects of changing infrastructure in shaping cyclist behaviour. Existing SpNA models treat cyclists and car drivers as if they make navigational decisions in a similar way, which in reality is not the case.This paper presents an SpNA model using hybrid betweenness, which fits cyclist flows in Cardiff, Wales using distance, angular distance, motor vehicle traffic and slope as predictors of route choice. SpNA betweenness is also shown to implicitly capture the effect of urban density on mode choice. As it handles route finding decisions of drivers and cyclists separately, the model presented is also applicable to road safety models examining the interaction between the two classes of road user. The model has low cost of data collection and is reproducible using publicly available network analysis software and open mapping data. Further avenues for modelling the effect of infrastructure on cycling are discussed.  相似文献

This paper presents an agent-based approach to commodity transport modeling. It assesses the effects of behavior-oriented transport policy measures while taking complex logistics reaction patterns into account. It is structured by modules describing company generation, supplier choice, shipment-size choice, carrier choice and tour construction. The behavior of individual actors is simulated using normative logistics models and accumulated market knowledge. Using a bottom-up approach, shippers and carriers interact through simulated auctions of transport contracts resulting in the generation of tours. Simulations using the model prototype INTERLOG calibrated with German data demonstrate the capabilities and limitations of this approach.  相似文献

This paper presents a tour-chain-based approach to modeling urban commercial vehicle daily activity patterns. A daily tour chain refers to a sequence of daily tours made by a vehicle. Multinomial logit model results demonstrate that urban daily tour-chain choice is a result of collective decisions based on cost and shipment characteristics. This research has significant contributions to the current literature in filling the gap of understanding such critical logistics decisions as distribution channel and factors affecting tour chaining. Furthermore, the paper presents an innovative use of commercial vehicle travel survey data, and points to the urgent need for better quality data.  相似文献

This paper aims at discussing the effects of the urban growth on freight mobility through the analysis of urban activities localisation. Thanks to the results of this work, we lay the basics of an original concept that synthetizes logistics sprawl and other localisation dynamics taking into principal consideration the mobility of freight in general: the logistics distension.Through the spatial analysis of activities and population localisation between 1982 and 2012 in Lyon's urban area, we show the evolution of the socio-economic morphology and evolution of the freight landscape. Through freight movements modelling, we show the evolution of freight mobility in the conurbation of Lyon with regard to the modifications of the urban fabric.  相似文献

This paper introduces an Agent based modelling approach to model inter-urban freight transport between two or more trading regions. The use of the model is to ascertain the modal share of competing transport modes (road and intermodal) while taking complex transport service supply–demand dynamics into account. It is structured by modules describing company generation, supplier choice, modal competition and International road freight transport market dynamics. The behaviour of individual actors is simulated using normative agent behaviour and market knowledge. Using the micro-simulation approach, shippers and carriers (primarily road hauliers and a maritime based intermodal operator) interact through simulated contracts resulting in the generation of tours. The service performance of the tours is fed back into the model for decision making during contract deliberations. Preliminary application of model to Mediterranean case study show that market share gains of around 25–30% are obtained with policy interventions of financial subsidies to intermodal services and more frequent shipping services in the intermodal transport respectively.  相似文献

Seaports have traditionally been the focus of maritime logistics supply chains. Changing production patterns demanding greater end to end visibility by customers and accessibility to key inland population centers assume greater importance in the organization and design of transport resources and cargo flows. While synchronization of all aspects of the supply chain has become an operational necessity for firms, it is often held hostage to the efficiency of hinterland networks who must respond to a large group of stakeholders with sporadic coordination. This is particularly true when looking at the central US city and region of Chicago, a critical intermodal exchange point for truck, air and river barge traffic domestic and global, as well as a major central distribution location. This paper analyzes supply chain integration (SCI) efforts in the metropolitan Chicago region and considers efforts by public and private actors to collaborate for region-wide SCI improvements. Pareto analysis suggests that concentrated freight corridors exist, influencing freight planning for regional transportation networks more directly than diffused regional freight movements. If the corridor service becomes less responsive or congested the corridor will move to different end nodes within the broad region. Regional planning must thus address national, regional, and local moves. Private/public sector infrastructure firms should address functional cooperation on SCI by focusing on corridors as well as local improvements.  相似文献

As traffic congestion in Hong Kong worsens with the growing use of motor vehicles, to determine what has to be done to achieve and maintain an acceptable level of mobility for persons and goods becomes the subject of intense debate by economists, planners and politicians. Although many traffic congestion measures have been suggested and investigated, they are mainly confined to expansion of transport infrastructure and measures to make effective use of roads. New roads and public transport improvements may encourage increases in traffic and changes in the patterns of trips, while traffic management and regulation measures may in turn lead to suppression in road traffic. In order to evaluate these measures, it is required to make use of a transport model in assessing their traffic impacts. However, there are always discrepancies between the traffic forecasts and the actual flows on the roads. This paper investigates why the standard modelling and evaluation procedures currently used by the Hong Kong Government are inadequate for assessing the traffic congestion measures. Empirical evidence is given together with discussion on modelling and evaluation issues raised by the existence of suppressed/induced traffic.  相似文献

This paper presents one of the first models explaining the choice of time-period in road freight transport. Policies that would shift some fraction of the trucks from peak to earlier and later periods will contribute to the reduction of congestion. Therefore there is an increasing interest in modelling the time-period sensitivity of road freight transport to changes in travel time and cost by period. The model developed here is based on a stated preference survey amongst receivers of goods in Flanders and was implemented in the strategic freight transport model of the Flemish authorities.  相似文献

The aim of this paper is to extend and develop research surrounding the links between transport and urban regions. An understanding of transport activity has long involved the use of spatial frameworks, seen in the idea of a gateway city (with its surrounding hinterland) and in the identification of hubs or nodes. The particular framework used here is the global city region, a build-out from the much researched global city, and acknowledged as the most prominent feature of spatial development in the global economy. As these areas can accommodate important sea and airport infrastructure, the global city region can be expected to play a significant role in global logistics. Whether that significance extends just from the physical realm, as reflected in the infrastructure, or whether it is embedded in the scale and complexity of the advanced business services sector within the global city, is the issue that lies at the heart of the research. The research has set out to answer the question: “How important are these regions in logistics activity?”. The question has relevance in the context of transport geography as it provides an urban structure perspective on what is commonly seen as separate port or airport activity. Its relevance is enhanced as its answer relies upon a simultaneous analysis of both sea and air freight activity. Results show these regions counted for a substantial and growing share of sea and air freight between 1996 and 2006. In accounting for that outcome the research explores the particular effect of infrastructure (showing that global city regions with multiple seaport and airports play a special role) and also isolates the links with global city functions. The paper concludes with some insight on the special challenge these places create for strategic urban planning policy.  相似文献

Adoption of electric vehicles by transport companies remains limited although major European cities should reach CO2-free city logistics by 2030. This paper explores therefore the vehicle choice behaviour of transport companies through a conjoint-based choice analysis.The results showed that the benefits of battery electric vehicles are less valued than their disadvantages. However, a majority of respondents agrees that authorities should encourage the use of battery electric vehicles. Based on the preferences of transporters, we conclude that the most important measures are to develop a larger charging infrastructure and implement financial incentives through subsidies or tax exemption.  相似文献

With two of the busiest air traffic corridors globally, Sydney-Melbourne (SYD-MEL) and Sydney-Brisbane (SYD-BNE), very liberal open skies agreements, and the world's most isolated large city in Perth, air freight in Australia should be destined for substantial growth, but has in contrast to other regions such as the US not yet materialised. This paper identifies challenges surrounding domestic air freight markets in Australia and compares the provision of road vs air freight services utilising gravity modelling methods. Our findings suggest the impedance of domestic air freight services in Australia is greater for regional areas between the primary cities (such as Canberra, between Sydney and Melbourne) than remoter areas (such as Cairns in Northern Australia). Our models show further that in addition to distance, air freight capacity on any of our analysed routes is despite being demand-pulled in terms of GDP dependency significantly attuned to factors at both the origin (in particular domestic trade capability, i.e. manufacturing and logistics) and destination.  相似文献
